Consultancy services are invited for technical evaluation and preparation of a comprehensive upgradation/modernisation proposal for the existing STP at Theog and STP at Narkanda, constructed with outdated technology which is not adequately meeting the desired treatment standards. The scope shall include: 1) Detailed assessment of existing treatment processes, civil, mechanical and electrical components, hydraulic performance and treated effluent quality, identifying deficiencies and potential risks. (2) Assessment of treatment efficiency and statutory compliance, particularly BOD and other relevant parameters, with recommendations to achieve prescribed standards. (3) Recommendation of additional/alternative treatment processes and precautionary measures to improve and sustain treatment performance. (4) Detailed design for new, modified or replaced treatment units, mechanical/electrical equipment, instrumentation, automation and ancillary works. (5) Preparation of drawings, technical specifications, BOQ and detailed cost estimates based on applicable SOR/market rates. (6) Overall evaluation of the proposed system to ensure reliable, sustainable operation and consistent achievement of prescribed treated-effluent standards. (7) The consultancy shall include site investigation, data collection/analysis and preparation of all technical reports and documents necessary for implementation. The consultant shall recommend a technically sound, cost-effective and sustainable solution, considering the existing condition, obsolete technology, statutory requirements and required treated-effluent quality.
