Instructions and Conditions

Name of Work: Engineering, Procurement and Construction (EPC) Work for

Designing and Construction of Barrage, Protection work & other allied activities

across River Sabarmati at Village Chhelpura Ta.Satlasana Dist-Mehsana.

including Operation and Maintenance for 10 Years.

The project envisages design, approval from owner’s consultant & vetting from

institutions approved by EIC, construction and subsequent Operation and Maintenance

as detailed in the scope of work. For guidance of bidders, outline drawings showing

the general proposed arrangement contemplated by the employer are attached in

Volume-III. However, tender is to be awarded for the Contractor’s own design

complying with the various requirements indicated in the bid documents.

The typical outline drawings enclosed are to be taken as indicative except for certain

salient parameters, obligatory requirements etc. which have been specified in this

section and the chapter on design criteria. These outlines also specify the minimum

acceptable mix, specification and sizes of different components and the Contractor’s

design shall provide for comparable specifications and in any case not inferior to those

for corresponding components. If various items and activities as per scope of work of

the tender document are not found to be included in Contractor’s technical proposal,

drawings and technical note, then the offer quoted by the Contractor shall be

presumed to be inclusive of all such items, specifications and activities as per scope of

work in the tender document. No extra payment shall be paid for the same.

The bidder must quote his offer at the specified space in the PRICE BID both in

words and figures. The price bid should be submitted online only. The offer quoted

shall except in so far as it is otherwise provided under the contract, include all

constructional plants, equipment’s, labour, supervision, all construction materials, all

leads and lifts, erection, maintenance, enabling works, insurance covers, profits,

overheads, royalties and duties together with all general risks, liabilities and

obligations set out or implied in the contract that is required to complete the intents

and purpose of the contract without any additional payment. The quote must be of

excluding GST. Materials to be used in embankments and unserviceable materials to

be disposed should be with all lifts and lead.

In case of any discrepancies between provisions stated in the scope of work and those

covered by the technical specifications / drawings, the decision of EIC is bounded to

1 The Contractor shall exhibit a board with detailed specification and details of work as directed by

the Engineer-In-Charge for which no extra payment shall be made.

2 The labour cess will be deducted as per prevailing rules i.e. 1% of the work done.

3 GST and Income tax TDS will be deducted at a source while making payments of bills

4 In all R.C.C. Items in Rate Analysis Standard Cement Consumption has been taken as per

Govt. G.R. NO.: MIS102010/17/K1 Dated:30/07/2018 as stated in S.O.R. therefore in

R.C.C. items where there is a change as per actual mix design the cost of difference of

cement consumption have been deducted from the rate of original item at the rate of

input rate mentioned in all the tender

The bidder shall quote the lump-sum price (Excluding GST) on online portal for Price Bid (i.e.

the Price Bid - online format).

All rights are reserved with the NWRWS & Kalpsar Department for re-appropriation, regarding

it. However, in case of any discrepancy / difference and any representation from the agency

shall not be entertained.

I/We hereby agree on tender for carrying out the above work as specified in the scope of

work within time specified of therein and in accordance with all specifications, Scope of work,

designs, drawings and instructions in writing referred to in provisions under annexed conditions

of contract under contract documents and agree that all materials of construction in the work are

to be procured by us. Should this tender be accepted, I/We hereby agree to abide by and fulfil all

the terms and provisions of the conditions of contract annexed there to as fully applicable, and

in default thereof, agree to forfeiture of and pay to the client, the sums of Earnest money

*Note:- After the Defect Liability Period is successfully completed, the contractor may request

the release of the 5% amount mentioned at Sr. No. 3.8. This amount will be released in equal

yearly instalments during the remaining O&M period, provided the contractor submits a valid

annual Bank Guarantee of the same value.

 Above Price break up shows percentage of total contract value to be released.

 I/we hereby understand completely that the payment to us will be done as per above stage

wise payment schedule and agreed to above payment schedule and satisfied with the terms

of release of payment and will not demand any additional payment other than this.
