3.0 Digital Certificate:

3.1 Bidders who wish to participate in online tenders will have to procure / should have

legally valid Digital Certificate (Class III) as per Information Technology Act-2000 using

which they can sign their electronic bids. Bidders can procure the same from any of the

license certifying authority of India or can contact (n) code solutions – a division of

GNFC Ltd, who are licensed Certifying Authority by Govt. of India.

3.3 Bidders who already have a valid Digital certificate need not procure a new Digital

4.0 Online Submission of Price-Bid.

4.1 Bidders can prepared and edit their offers number of times before tender submission

date and time. After tender submission date and time, bidder cannot edit their

submitted offer in any case. No written or online request in this regard shall be granted.

4.2 Tenderer shall submit their offer i.e. Price bid in electronic format on above mentioned

web site and date shown above after Digitally Signing the same.

4.3 Offers submitted without Digitally signature will not be accepted.

4.4 Offers in physical form will not be accepted in any case.

5.0 Submission of Tender Fees, Bid Security and other Documents:

5.1 Tender Fee of various works indicates in Col No. 5 by Demand Draft in favour of

Executive Engineer, R&B Division-Porbandar_”, payable at Porbandar from any

Nationalized /Scheduled Bank except Co-operative Bank. Demand Draft issued after the

last date of submission of Bids will not be considered or accepted.

5.2 Bid Security i.e. EMD: of various works indicates in Col 4. in the form of DD/FDR in

favour of “Executive Engineer, R&B Division-Porbandar from any Nationalized

/Scheduled Bank except Co-operative Bank. DD / FDR issued before issuing of tender

notice or after the last date of submission of tender will not be considered as valid or

accepted in any case.

Important Instruction :- All contractor must scan Registration Certificate, Bank

Solvency Certificate, and Certificate of Sardar Sarovar Narmada Nigam Ltd. Bond issued

by concerned Registering Authority is mandatory at the time of online tendering as per

Resolution of R&B Deptt. Gandhinagar Reso. No. RGN / 6089 / 8 / Part - 1 C dtd.

At the time of opening of primary documents of the said online tender if Registration,

Bank Solvency and S.S.N.N.L. Bond is not found as per requirement the same shall not be

entertained and will be treated as "NON RESPONSIVE"

Bidder shall have to submit D.D. for Tender Fee, DD/FDR/BG against EMD or EMD

Exemption Certificate and other valid documents as mentioned above in electronic

format only through online (by scanning) while uploading the Bid. This submission shall

mean that E.M.D. Tender fee and relevant documents are received. Accordingly offer of

those shall be opened whose EMD, Tender Fee and relevant Documents mentioned in

tender notice are received electronically in the Preliminary stage itself. However for the

purpose of realization, Demand Draft against E.M.D & TENDER FEE, is to be sent in

original to S.E at the time of tender opening or send the same through R.P.A.D. Within

days from the last date of opening during office hours in the office of Executive

Engineer, R & B Division, Chowpati Ground, Opp. Ramji Mander B/h Vashanji Kheraj

School Porbandar. Telephone No. (0286) 2240948 . Tender Fee, EMD and other valid

documents received earlier or later than the time specified would not be accepted in any

case and the bid of that bidder shall be considered non-responsive. If contractor fails to

submit E.M.D & TENDER FEE within scheduled time then his registration will be kept in

abeyance for one year and his Digital signature Certificate for signing their electronic

bids will be cancelled for one year. Any documents in supporting of bid shall be submitted

in electronic format only through on line by (scanning etc.) & hard copy will not be

accepted separately. (GoG circular No. Pa-Ra-Cha/102008/5/S- Part file Dt. 27-

Bidder has to submit the valid documents as stated in 5.1, 5.2, 5.3 & 5.4 above and no

other condition in any form shall be considered at all, at the time of evaluation of the

tender. The bidder shall have to submit unconditional offer without differing from any of

the tender condition. If any document is not submitted by scanning in preliminary stage

itself as per 5.1,5.2, 5.3 & 5.4 such Tender shall be considered as non-responsive.

8.0 SPECIFIC INSTRUCTION TO APPLICANTS:

8.3 The language for submission of pre qualification documents along with the tender

documents shall be ENGLISH. If information is provided in another language, it shall be

accompanied by a translation of its pertinent parts into ENGLISH. This translation will

govern and be used for interpreting the information.

8.4 The cost incurred by the contractor for this offer for clarification or attending

discussion, conferences or site visits will not be reimbursed by the Employer or Engineer-

8.5 The blank tender form could be down loaded free of cost by the interested bidder,

however the as per col. 6.3 above. All the documents duly certified along with application

& tender fee shall have to furnish to The Executive Engineer, Roads And Building

Division, PORBANDR during scheduled date and time fixed for the purpose.

9.0 General Instruction:

9.1 The fees for on line tender document will not be refunded under any circumstances.

9.2 EMD in the form specified in tender document only shall be accepted.

9.3 Tenders without Tender document fees, Earnest Money Deposit (EMD) and which do not

fulfill all or any of the condition or submitted incomplete in any respect will be rejected.

9.4 Conditional tender shall not be accepted.

9.5 Validity of tender shall be 120 Days from the date of online opening of price bid.

9.6 The tender notice shall from a part of tender document.

9.7 The tenderers are advised to read carefully the “Instruction for Tenderer” and

“Eligibility Criteria” contained in the tender documents.

9.10 The R&B reserves the rights to reject any or all tenders without assigning and reason

rate considering GST rules & Regulation inforce, No any compliance will be consider

regarding GST by he Govt. R&B Deptt. Govt. of Gujarat.

9.12 The major items related to Providing German dome, mandap, green room, furniture and

other decorative services for Hon. Chief Minister Of Gujarat Visit at DANG as per

instruction of engineer in-charge, This also includes any item irrespective of tender as

per time demands and superior instructions

9.13 The Mandap Committee or under sign reserves the rights to reject any or all tenders

without assigning any reason thereof.
