Eligibility Criteria

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of KPP-Portal due to internet connectivity issues and technical glitches at bidders end

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder

Conditional tenders will be rejected

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The tenderer shall bear all costs associated with the preparation and submission of his tender and the employer will in no case be responsible and liable for those costs

The CNNL reserves the right of rejecting any or all of the tenders without assigning any reason and will not be bound to accept the lowest tender

Royalty on construction materials and other taxes will be deducted as per prevailing Government orders

Amount put to tender includes cost of cement, Steel and other materials and labour charges. The rates quoted must also be inclusive of other taxes (Exclusive of GST) No extra payment on this account will be entertained

The increase in GST shall not be paid in the extended period of contract for which the Contractor alone is responsible for delay as determined by the authority while granting the extension of time

Contractor has to make his own arrangement for procurement of all materials required for the work. There is no departmental supply of materials. Contractor should procure only ISI mark materials and submit necessary quality control certificates from the authorised quality control authority, before execution

If any of the dates mentioned above happens to be a General Holiday, the next working day will hold good in lieu of the date mentioned

The work includes all lead and lift and work shall be carried out as per the instructions of the Engineer-in-Charge of the work

If Nigama wishes to engage third party inspecting agency for the said work, apart from the Quality Control authorities and field tests of the Nigama and Contractor, then the contractor should co-operate with the third party test and Quality Control authorities

In addition to the above, all the conditions, as stipulated in the tender booklet of CNNL should be followed

One percent (1%) of the bill amount of the successful tenderer will be deducted towards the construction labour welfare fund as per Government Order LD / 300 / LET / 2006 Bangalore dated 18-01-2007 and Government letter No. PW / 134 / BMS / 2007 dated 27-07-2007

Further details and information, if any, required can be had from the Office of the Executive Engineer, Hemavathy Dam Division/ Superintending Engineer, Hemavathy Project circle, Gorur. Karnataka, on all working days during office hours

Defect liabiltiy period depending upon nature/type of work is as under.a) For all the period drainage works aqueducts/embankment and other works costing less than Rs.50.00 Lakhs the defect liability period is 2 years form the date of complection of the entire work.b)For all cross drainage works/ aqueducts/embankment and other works costing more than Rs.50.00 Lakhs the defect liability period is 3 years form the date of complection of the entire work.c)For all types lining and other works the defect liability period in 3 years from the date of complection of the entire work.d)For works like road , silt and other small works which will betaken up out of maintenace grant defect liability period shall be 3 months from the date of complection certificate and shall not be later than 6 months from physical complection of the entire work

Sub leasing /subcontracting in any form is prohibited. Bids of bidders with track record of Sub leasing/subcontracting are liable for rejection

Successful bidder should execute work agreement within 20 days from the date of issue of Letter of acceptance, failing which his tender will be cancelled on Risk & Cost basis & his EMD will be forfeited

All scanned documents uploaded in e-portal should be submitted in original for verification within 3 days from date of opening and the Executive Engineer should verify the original documents. otherwise the tender is liable for rejection

In case of contractor quoting rate above of the estimated rate, then the amount over and above will be withheld during the progress of the work. (If the rate(s) quoted by Tenderer for any item(s) of work is/are below the estimated rates of the department then the contractor shall furnish an additional performance security in the form of cash or bankers check/demand draft/pay order/specify small savings instruments pledged to Executive Engineer, Dam division , Gorur for an equivalent amount of the difference between the cost as per quoted rate and the estimated rates, The additional performance security furnished in the former case would be released if requested for by the contractor as and when the concerned item/items is/are satisfactorily and fully completed and are so certified by the next Superior officer of tender inviting authority. The withheld amount of the latter case will be released only after the entire work contracted is fully completed and certified by the Engineer

The Bidder will be Disqualified if they have record of poor performance such as abandoning the works, not properly completing the contract, inordinate delays in completion, litigation history, or financial failures etc

Within 20 days of receipt of the letter of acceptance, successful tenderer shall deliver to the employer a security deposit in any of the forms given below for an amount equivalent to 5% of the contract price plus additional security for an amount equivalent to difference between quoted amount and cost of work put to tender

Contractor should Submit MDP of Every material used in the work at the time of bill submission otherwise 5 times of royalty amount will be fined as penalty. (as per GO Dated.07.11.2023)

A-Maximum value of civil engineering works executed in any one year during the last five years i.e 2020-21 to 2024-25 (updated to 2025-26 price level) taking into account the completed as well as works in progress. N-Number of years prescribed for completion of the works for which tenders are invited. B-Value, at 2025-26 price level, of existing commitments and on going works to be completed during the next years
