3.1. Experience
1. The Applicant shall provide evidence that their firm has been actively engaged in the Civil
Paver Block / Stone Fitting /CC Road/Asphalt Road/ Stair / Drainage Line Works construction
of such type of civil work during the last 7 years in the role of prime contractor/partner. The
work completed as sub-contractor shall not be considered for evaluation.
2. Particular Construction Experience

The applicant shall provide evidence that it has successfully completed or substantially
completed within the last Seven years i.e. from 28/12/2018, the works may have been
executed by the Applicant as prime contractor or proportionately substantially completed
works means those works that 100% completed as on date. And continuing satisfactorily on
the date of application for this, the Certificate from the employer shall be submitted along
with the application incorporating clearly the Contract value-billing amount, date of
commencement of works. Satisfactory performance of the contractor and any other relevant
information should be forwarded in enclosed forms. The works completed/ substantially
completed during the current financial year will also be considered for counting the particular
construction experience.
3. Qualifying Criteria of Applicant
The applicant who is not capable of meeting requirement listed below shall not be qualified for the
works. Post qualification will be based on Applicants all the following minimum criteria regarding
their particular experience, financial position, personnel and equipment capabilities and other
relevant information as demonstrated by the Applicant’s responses in the forms attached to the
Letter of Application. The qualifications, capacity and resources of proposed subcontractors will not
be considered in determining the Applicant’s compliance with the qualifying criteria. The applicant
to, note specifically that all information given including those in the form of various formats must be
supported by certificates from respective authorities (not less than Executive Engineer or
Contractor must be Provide Affidavit on Company Letterhead for Authenticity for All submitted
documents for following qualification criteria as per Annexure-III.

ending last day of month previous to the one in which applications are invited should be either

4. Disqualifying Criteria
Even though the applicants meet the above criteria, they are subject to be disqualified if applicant
has: - Made misleading or false representation in attachments submitted, or Records of poor
performance during the last 7 years as on the date of application such as abandoning the work,
rescinding of contract for which the reasons are attributable to the non-performance of the
contractor, inordinate delays in completion, consistent history of litigation awarded against the
applicant or any of its constituents or financial failure due to bankrupt etc.

1. This bidding process Construction of Paving Block/CC Road/Paving Block road/Asphalt road

2. The Tendered should quote in figure as well as in words the rates tendered. The amount for
each item should be worked out and the requisite total given.
3. The design obligation and responsibility of the bidder has been properly defined in the bid
Interim payments during construction with the successful bidder.
5. The bidder shall be deemed to have allowed in his price for provision, maintenance and final
removal of all temporary works of whatsoever nature required for construction including
temporary bunds, diverting water, pumping, dewatering etc. for the proper execution of
works. The rates shall also be deemed to include any works and setting out that may be
required to be carried out for laying out of all the works involved.
Specifications as per General Technical Specification and other sections of these bid
documents and these documents are to be taken as mutually explanatory of one another.
7. Prices quoted by the bidder shall be firm for the entire period of Contract without any

9. The prices quoted shall also include the Preparing structural design charges, Mix design
charges, materials and cube testing charges. And Materials and cube testing report is only
done by GERI and Government Approved Laboratory. The structural design to S.B.C. will be
preparation by only Government approved structural engineer. And testing report should be
submitted 20% from GERI and 80% from Government Approved Laboratory.
10. The bidder should acquaint himself with the site conditions including the access to Worksite.
The successful bidder shall have to make suitable access to worksites at his own cost. These
accesses will be used by the other contractors working for Nagarpalika.
11. Statutory variation if any will be on account of Nagarpalika.
12. After tender accepted 2.50% Security deposit is to be paid in form of FDR/BG pledge in the
name of Chief Officer, Bharuch Nagarpalika from any nationalized Bank, reputed Schedule
Bank, and valid for three year and 2.50% Security deposit amount will be deduct from
running bills of the contractor. The 5.00% amount of security deposit will be kept up to
defect liability period of 3(Three) years and 5.00% as performance bond is to be inform of
FDR/BG in the name of chief officer at the time of agreement and same will be Kept up to
Completion Certificate of the Work and 1% amount of running bill will be deducted from the
bill as labour cess. Prices quoted by the bidder shall be firm for the entire period of Contract
without any escalation. And prevailing income tax deducted from each bill and Income tax
will be deducting from contractors each bill as per prevailing rate of Government.

14. Nagarpalika will deploy TPI / PMC agency for construction supervision & inspection of
material. The charges of TPI / PMC will be 0.65% deducted from contractors each bill, and
remaining charges of TPI / PMC will be paid from Eastimated contingency Amount.
15. Bidders should quote prices with all the taxes & duties, except GST prevailing at the time of
submission of tender however statutory variation if any will be on account of Nagar

certificate from the third-party inspection agency the R.A. bill will be process for payment.
17. As per the prevailing norms of the Labour Department of Government 1% amount of

18. As per the prevailing norms of the GST Department of Government SGST 1% & CGST 1%
