Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka/ India.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

The power point presentation date and time as informed in writing will be final and in no circumstances it can be changed unless required by the department

Department shall not bear any tender submission or transportation charges

All Consultants who will be satisfying the eligibility criteria prescribed in the eligibility document will be required to present their respective concept in a Power point presentation on a date to be intimated later. The presentation shall include all the salient features of the Project, viz. its form, layout within the site constraints, conceptual details of specialized services referred in Terms of reference.

Consortium is not permitted for this assignment.(JV is not Permitted)

The Consultant shall express the price of their services in Indian Rupees. The Bidder should quote their total Consultancy Fees to provide services as per the Terms of Reference of this RFP. The price quoted shall be inclusive of OPEs (Out of Pocket Expenditures) and all applicable Taxes. Refer to Section 4B for a breakdown of the financial bid. (Applicable GST will be paid Separately)

For other terms and conditions ,the bidder may refer to the RFP Documents

The Consultant should provide professional, objective and impartial advice and at all times hold the Clients interest paramount, strictly avoid conflicts with other assignment / jobs or their own corporate interests and act without any consideration for future work. The Consultant and any of their affiliates in India shall be considered to have a conflict of interest and shall not be hired under any of the circumstances given below a. Conflicting activities or assignment i.e., providing goods or works or assignment other than consulting assignment. b.Conflicting relationship i.e.,business /relationship with a member of the Clients staff involved in the job.

The Consultant shall maintain a high level of professional ethics during rendering of professional services and will not act in any manner, which is detrimental to the Clients interest and maintain confidentiality on matters disclosed till proper instruction is issued for publication

The Consultant shall at its cost, expenses and risk make such financing arrangement as would be necessary to provide the services and to meet all of its obligations under the Contract, in a timely manner, save as otherwise expressly provided under the Contract

The Consultant shall assist the Client in obtaining all necessary clearances from requisite authorities to ensure the project abides by all applicable laws including those related to Labour Acts / Environment. The Consultant shall indemnify the Client against any claim, order, judgement or decree against the Client arising on account of a breach of this clause

The Consultant shall ensure that all safety measures and precautions are taken during the preparation of deliverables.

The Consultant shall have to carry out the required surveys and studies to obtain the technical details required for executing the assignment. The costs for surveys and studies should be factored in the financial bid of the Consultant.

During the entire period of services, the Consultant shall interact continuously with the Client and their identified representatives and provide any clarification as regard to methods being followed and carry out modification as suggested by the Client

All equipment, software and books etc. required for satisfactory services for this project shall be obtained by the Consultant at their own cost and shall be their property.

Consultant shall make a presentation covering all the details of the project at all required levels of the Government whenever called for.
