Special Eligibility Criteria

   [a] The tenderer with past performance of satisfactory execution of contracts to SC Railway, or Other Zonal Railways/Pus for supply of the same / similar items ((Same or similar items means Track Measuring System) for 20 percent or more of tendered value against a single contract during last three years prior to, and excluding tender opening date may be considered as responsive to SC Railways requirements for placement of bulk and regular order. Tenderers are requested to submit the past performance report such as Copies of R Notes/CRAC/Proof of acceptance of material by consignee etc. along with their offer; failing which offer will be summarily rejected without making any back reference. However, in cases where the tenderers are having satisfactory past supply performances of tendered items with Railways, the supply performance data available in iMMIS with SCR shall be taken into consideration while evaluating the offers of the tenderers. (b) If such past performance level is lower, then the offer may be considered as responsive to SC Railways requirements for placement of developmental order not exceeding 20 percent of the net procurable quantity. The tenderers, who have no past performance as above, may also be considered for such developmental orders, but for consideration of such developmental orders, they shall submit details of M & P, testing facilities, STR & QAP, technical manpower available, UDYAM Registration Certificate for same/similar items etc., along with their offer. [c] In case, the tenderer participates as an authorized dealer, then the performance as required above shall be that of Principal (OEM) authorizing the agent or bidder for the same OEM. It may so happen that the agent/dealer has credentials of past supply for a different Principal/OEM, then it will not be considered as performance. UDYAM with NIC ( National Industries Code ) under which tendered item is covered etc . MSE source owned by SC/ST or women entrepreneurs should upload necessary documents to get the benefits being owned by SC/ST or women entrepreneurs. Otherwise, claim for benefits under MSME Act may not entertained.

   Firm must indicate the HSN code for the quoted GST rate in the financial offer of the offered item . Purchaser will not be responsible for any misclassification of the HSN number and GST Rate quoted by the firm. The declared HSN code shall be applicable for invoking Statutory Variation Clause ( SVC) .The offer shall be evaluated based on the GST rate as quoted by firm and same will be used to determining the interse ranking. The vendor shall be responsible for correcting correct HSN code and GST rate.

They can upload a MRP list duly indicating the product offered by them or can also upload a snapshot / picture of the MRP of the item. Firm shall note that if MRP indicated on the supplied stores is less than declared MRP at the time of offer/ tendering, then acceptance of stores can only be done by consignee after suitable rate modification amendment only.

   During the warranty period, any defect or failure shall be rectified or replaced by the supplier at no cost to the Railways. The AMC period, all repair and maintenance arising from technical issues ( excluding Physical damage due to mishandling) shall be attended to by the supplier at its own cost and risk, Without any financial liability to the Railways.

   Offers with longer delivery period and offering FOR other than FOR destination are liable to be passed over.
