T1 Financial Eligibility: The bidder should have an aggregate financial turnover not less than 150% of the advertised Bid value during the last three previous financial years and in the current financial year upto the date of opening of the tender. The audited balance sheet for previous financial years and provisional balance sheet only for current financial year reflecting financial turnover certified by chartered accountant with his/her stamp, signature and membership number duly supported by ANNEXURE 'I' shall be considered. The tenderers shall submit requisite information as per Annexure-I, along with copies of Audited Balance Sheets for previous financial years and provisional balance sheet only for current financial year duly certified by the Chartered Accountant.
T2-Liquidity: The bidder should have access to or has available liquid assets, lines of credit and other financial means to meet cash flow that is valued at 5% of the estimated bid value net of applicant's commitments for other contracts. The audited balance sheet and/or banking reference certified by chartered accountant with her stamp, signature and membership number shall be submitted by the bidder along with bid. Banking reference should contain in clear terms the amount that bank will be in a position to lend for this work to the applicant/member of the Joint Venture/Consortium. In case the Net Current Assets (as seen from the Balance Sheets) are negative, only the Banking references will be considered. Otherwise the aggregate of the Net Current Assets and submitted Banking references will be considered for working out the Liquidity. The banking reference should be from a Scheduled Bank in India and it should not be more than 3 months old as on date of submission of bids. In Case of JV firms overall liquidity of JV firm shall be assessed by arithmetic sum of liquidity of all members of JV.
Other Criteria: Based on the nature of services required, type of contract and other such considerations, the competent authority may include any other criteria as it deems fit in the minimum eligibility criteria for the qualification of bidders as per Annexure-1 of GCC-2018 for service contracts.
Only RDSO Approved Venders for Track based Lubricators can participate in this tender. Copy of approval certificate with validity date is to be submitted along with the tender.

The tenderer shall submit along with the tender document, documents in support of his/their claim to fulfill the eligibility criteria as mentioned in the tender document. Each page of the copy of documents/certificates in support of credentials, submitted by the tenderer, shall be self-attested/digitally signed by the tenderer or authorized representative of the tendering firm. Self attestation shall include signature, stamp and date (on each page). Only those documents which are declared explicitly by the tenderer as "documents supporting the claim of qualifying the laid down eligibility criteria", will be considered for evaluating his/their tender.
The Railway reserves the right to verify all statements, information and documents submitted by the bidder in his tender offer, and the bidder shall, when so required by the Railway, make available all such information, evidence and documents as may be necessary for such verification. Any such verification or lack of such verification, by the railway shall not relieve the bidder of its obligations or liabilities hereunder nor will it affect any rights of the railway there under.
In case of any wrong information submitted by tenderer, the contract shall be terminated, Earnest Money Deposit(EMD), Performance Guarantee (PG) and Security Deposit (SD) of contract forfeited and agency barred for doing business on entire Indian Railways for 5 (five) years.
The GST Act 2017 will be applicable as per extant policy as notified by Central/State Govt. and as amended from time to time. All the bidders/tenderers should ensure that they are GST compliant and their quoted rates are inclusive of taxes and GST.
The quantities given above are approximate and can be increased/decreased as per extant rules.
No Post Tender correspondence for submission of additional documents shall be entertained after opening of the Technical & Commercial offers. Even suo-moto post tender letters of the tenderers shall be treated as NULL & VOID.(Authority HQ Letter No. 74-W/O/Pt.XXV/WA/Loose dated 07.04.15).
The contract will be governed by Service General Conditions of Contract, 2018 and instructions of tenders including correction slips issued upto date of opening.
As per Rly. Bd. Letter No. 2015/CE-I/CT/5/1 dated 31.08.16, Payment of Earnest Money(EMD) & Tender Document Cost (TDC), in respect of e-tendering, will be accepted through net banking or payment gateway only.
Performance Guarantee- The successful bidder shall submit PG as per latest guidelines/correction slips .
Conditional offer and Alternative proposal by Tenderer: Tenderers shall submit offers that fully comply with the requirements of the Tender documents including the conditions of contract, design and specification requirements if any. Conditional offer or alternative offers will not be considered in tender evaluation and will be summarily rejected. The Tenderer shall have no claims in this regard whatsoever. "Any unconditional rebate offered by the tenderer should be mentioned on of 'Schedule of Quantities' specifically. To attract the rebate mentioned each page of schedule may refer the note for the conditional rebate mentioned in the end. Any rebate mentioned at any other place in tender document shall not be considered. The unconditional rebate mentioned in "Scheduled of Quantities" shall be considered while evaluation of bid."

For the purpose of payment for both NS of Schedule-'A' and NS of Schedule-'B', greasing will be considered successful, if the conditions mentioned below are fulfilled. (a) To ascertain the efficacy of the application system, coefficient of friction shall essentially be measured at the farthest point of the carry down effect". (b) The co-efficient of friction would be measured by contractor's own calibrated Tribometer/Tribo-tester at the farthest point of the curve/s in the carry down effect and it shall not be greater than 0.25. (c) The measurement of co-efficient of friction will be carried out at frequency of one month or higher, depending on the site conditions, but at the discretion of the Railway Engineer to reduce it further. (d) If co-efficient of friction at the farthest point of the carry down effect is greater than 0.25, no payment for that period since last successful lubrication done, will be made. For details please refer clause 14.0 of RDSO technical specification No.IRS-T48 March 2022 Version 2.0 up to correction slip no.2 or latest as on date of opening of the tender. (e) Photographs of the measurement showing the value of co-efficient of friction should be submitted as proof for successful lubrication for payment with a place card of date of measurement in the photo. (f) Record of consumption of lubricators have to be maintained and rate of consumption is to be calculated based on the stock supplied and stock remaining every 30 days after taking into consideration height of grease in tank before and after. (g) Above record for each lubricator should be maintained separately.
Application system should be designed to operate either with direct electrical connection to AC power source or independently using a solar panel and battery as per availability of power in the area. The contractor has to arrange for power for the equipment at his own cost. If Railway provides source of AC power, the cost of getting the connection and cost of power has to be borne by the contractor under separate term and conditions. However Railway is not bound to provide power. After completion of work contractor shall remove the lubricator and all its assemblies as provided by the contractor originally. The rate includes all tools, plants, parts, labour, taxes, transportation, royalty etc complete job."
Agency to arrange, Install on track and commission the lubricator system as per requirements and to submit jointly signed commissioning certificate from authorized engineer of agency and competent authority of railway (i.e. Concerned SSE/P.Way/Incharge) during commissioning.
Excess grease on track at the location of Lubricator to be cleared as per instruction of Railway Engineer/supervisor and no extra payment will be made for this.
The contractor shall be completely responsible for any safety of his labour while working at site as also for the safety of train or traveling passengers pass in through the site.
Agency will mandatorily provide all safety gears like retro- reflective jackets, safety shoes, hand gloves, safety helmets to Service Engineer/labour provided by Agency for the work/Inspection. Penalty of Rs.200/- per service engineer/workman per day will be levied in case of without safety gears turned up at site
Before submitting tender, the tenderer are required to satisfy themselves by actual inspection of site and locality of the work that all conditions liable to be encountered during execution of works are taken in to account and the rates entered in tender schedule are adequate and all inclusive of contract for completion of the works to the entire satisfaction of the Engineer.
Contractor shall not start any work without the personal presence of the SSE(P.Way)/SE(P.Way) in-charge or his authorized representative at site. In case the contractor's representative starts any work in absence of Railway's authorized representative, it shall be treated as unauthorized and illegal tampering with track and shall be liable for action under the Indian Railway Act
All precaution have to be taken by the contractor to avoid damage to Railway assets, track, signaling and OHE gears while working & carting out materials. Contractor will be completely responsible for safety of materials and his labour. The Contractor has to ensure provisions mentioned in JPO issued for undertaking digging work in the vicinity of underground signaling, electrical & telecommunication cable. In case of damage is caused to OFC/Quad Cables etc during the execution of the work, the contractor is liable to pay a penalty as mentioned in JPO for damaging the cable. Further damage to railway assets, if any are liable to be recovered from the bills of the contractor at the prevailing market rates.

| Lubrication of curves using contractor's own track-based lubricator (Electronic type) conforming to RDSO technical specification No.IRS-T48, March 2022 Version 2.0 upto correction slip no.2 or latest (as on date of opening of the tender) with comprehensive maintenance with repairs and replacement of all its parts and spares for period of 05 years complete.
