   (a) Requirement of a vendor to be a Class I local supplier and Class II local supplier (certification to be provided as per revised " Public Procurement (Preference to Make in India), Order 2017 dated 16.09.2020 [referred as PPP-MII order 2017 in subsequent paras]), for the tendered item(s), shall be a mandatory condition in addition to other qualifying criteria, including status of Vendor approval, which may be applicable for purchase of the item. (b) Offers of only Class-I local supplier and Class-II local supplier, as defined under the PPP-MII order 2017 and amendment thereof, shall be considered for any ordering.

   E- invoice declaration : Firm to submit declaration regarding e- invoices while claiming the payment by those suppliers which are exempted from e-invoices as under : "We hereby declare that though our aggregate turnover in any preceding financial year from 2017-2018 onwards is more than the aggregate turnover notified under sub - rule (4) of rule 48, we are not required to prepare an invoice in terms of the provisions of the sub-rule."

   Evaluation Criteria: The total value of the offer shall be calculated based on: 1) Cost of the basic EOT Crane. 2) Cost of DSL (type and length of DSL as specified in schedule-I). 3 ) Cost of spares as per schedule-II and additional spares and items viz slings/ lifting tackles as specified in schedule-I. 4) Cost of maintenance tools as per schedule-III 5) Cost of any other accessory treated as concomitant accessory. 6) Cost of Installation & commissioning of crane and DSL (length of DSL as specified in schedule- I). 7) Applicable duties and taxes, insurance, freight, packing etc. 8) Cost of Comprehensive AMC for a period of five years. Note i : Tenderer should quote CAMC rate for each of the five years i.e. 1st year, 2nd year %u2026. And so on. The AMC price for each year will be firm (fixed). The CAMC charges would be added to the FOR destination price for M&Ps for the purpose of comparative evolution of offer. CAMC shall be operated, managed and paid by consignee. Note II: All related erection material required for inspection and commissioning of crane and connecting up to electrical equipment with cable laying and fixing accessories shall be included in the cost of basic EOT crane.)

   For evaluation firm has to quote their price considering the cost of Basic Machine, Concomitant Accessories, Essential Spares, Essential Services, insurance, freight, cost of foundation, installation, Commissioning, prove out & training and other items as per the requirement. The rates and other financial terms quoted in relevant columns of financial bids in IREPS will be final for all purposes and rate quoted else where will not be considered. The bidders should quote the total price considering the price of Basic Machine, Concomitant Accessories, Essential Spares, optional accessories and Essential Services as per Spec as part of their financial bid only.
