Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.-not applicable

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Conditional tenders will not be accepted.

The intending bidder should furnish the certificate of registration issued by state/ central Govt

The Tenderer should furnish the Name of the individual / firm/ Company with address and telephone number with place of registration, year of incorporation etc.

The Intending bidder are advised to visit the site of work and access the tender documents well in advance.

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs

The tender processing fee will not be refunded

The employer is not responsible for any delay in accessing Karnataka Public Procurement Portal.

The requisite Earnest Money Deposit (EMD) Through ONLINE only With validity from the date of opening of the tender. The tender schedule will be issued to the applicants who make payment through ONLINE only. Tenders received without valid EMD through e- payment will be rejected. Under this section of qualifying criteria the tenderer should furnish capacity details / format.

All the formats prescribed in the bid document shall be filled by the bidders in a complete manner. Incomplete formats may constitute sufficient reason at the discretion of CNNL for rejection of the bid

All scanned documents to be uploaded shall be in original and the Executive Engineer will verify the original documents at any stage before recommending for approval. Bidders should produce their original documents for verification during office hours related to uploaded documents in e-portal within 3 days of opening of technical Bid

Further particulars, if any, required by the bidders can be had from the office of the Executive Engineer, KRS Division, Krishnarajasagara, during office hours on all working days. It may be noted that if any of the calendar of any event mentioned above happen to be General Holiday / Declared holiday, the next working day will hold good for the respective events

Defect liability period is 15 days from the date of completion of the entire work, after issuing of work completion certificate from CNNL.

Tenderers shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by the Government of Karnataka.

The tenderer should furnish the Name of the individual / firm/ Company with address and telephone number with place of registration, year of incorporation etc

The application made by the firm / company shall be signed by a person holding the power of attorney, in which case the Tenderer should furnish a copy of power of attorney shall be submitted

Necessary certificates should be signed by an officer not below the rank of the Executive Engineer or equivalent competent authority and should be countersigned by the superior officer not below the rank of Superintending Engineer or equivalent competent authority.

The intending Bidder/firm/company shall provide accurate information on the related form about any litigation or Arbitration resulting from contracts completed or on going under its execution over the last five years. The consisting history of awards against the tenderer may result in failure of the application.

Tenderer should furnish a copy of the Income Tax Return for the last five financial year (2021-22 to 2025-26)

The intending Bidder/firm/company shall provide the audited balance sheets or other financial statements acceptable to the employer for the last five years (2021-22 to 2025-26) and must demonstrate the current soundness of the applicants financial position and indicate its prospective long term profitability. If deemed necessary the employer shall have the authority to make enquiries with the applicants bankers.

The Tenderer should furnish a valid copy of GST Registration Certificate.

Employees provident fund registration certificate along with copy of recent paid challan is to be furnished.

Employees Provident fund Registration Certificate a)In respect of Contractors who are not registered with the EPF (Employees Provident Fund) authorities, the contractors should produce an undertaking that he shall within 7 days of the close of every month submit to the Executive Engineer, KRS Division, Krishnarajasagara, a statement showing the recoveries of contributions in respect of employees employed are through in and shall also furnish under the provision of the scheme to the commissioner, EPF b) However, having given an undertaking to this effect if the contractor does not furnish the information, the Nigama will deduct the necessary amount from the amount due from the contractor.Not withstanding the above, the contractor will be liable for any consequential penalty /damages levied by the EPF authorities.

The intending bidders are advised to visit the site of work before attending the pre- bid meeting and also before submitting the tenders.

Royalty Charges shall be recovered as per the prevailing rates by the Department of Mines and Geology & The Intending bidder should strictly follow the Department of Mines & Geology circular no. 11189-1121 Dated:26.02.2024.

The rates quoted by the contractor must be inclusive of all Taxes, etc., (including GST). The contractor is also required to pay quarry Fees, Royalties, Octroi Dues levied by the state Government or any Local body or an authority and ground rent, if any, charged by the Executive Engineer for stacking materials. No Extra Payment on this account will be made to the contractor.

GST will be deducted as per the prevailing Govt Orders from time to time in running bill

Increase in GST shall not be paid in extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time

Materials like steel, cement etc., required for the work shall be procured by the Contractor themselves and should get the same tested by the quality control authority of CNNL/ Karnataka Research station, if not by any NABL accredited labs before use in this work.

The work includes all lead and lift / delift and work shall be carried out as per instruction of engineer-in-charge of the work. And all the specification as per relevant Indian standard codes. The rate for the specifications in the Schedule-B includes all lead and lift, irrespective of distance and height.

Security Deposit Will be withheld till the expiry of the defect liability period.

Building and other construction workers welfare cess The contractor shall subscribe 1.00% of gross amount of each bill payable to him in respect of contract to the building and other construction workers welfare cess as per GO No: LD 300 LET 2006, Bangalore, dated: 18-01-2007. The amount of subscription will be recovered out of payable amount to him in each bill.This component is deemed to have been included in the quoted rate / Item rate.

The contractors should adhere to the accepted action plan submitted by him under any circumstances without linking to the pending payment of the work.

Sub leasing /subcontracting in any form is prohibited. Bids of bidders with track record of Subleasing/subcontracting are liable for rejection.

The quarries considered are for the estimate purpose only. The intending bidders shall visit the site, identify the quarries, ascertain availability for the quantity and quality of the materials required for the work and shall quote his rates accordingly. No extra claim whatsoever will be entertained in this regard.

On account of restrictions on sand mining and scarcity of availability of sand, as an alternative the use of manufactured sand (M-sand)confirming to relevant IS specifications may be allowed during the remodeling work

The rates includes all leads and lifts and work shall be carried out as per the instruction of Engineer-in-charge. All specifications are as per relevant IS codes in vogue and Indian Road Congress. The rates for the specification in the Schedule-B includes all lead and lifts irrespective of the distance and height, no extra claim will be entertained for additional lead and lifts.

The contractor should have capacity of deploying centralized batching plant along with The transit mixture during execution of concrete works for both structures and lining.

Successful Bidder should submit the PERT Chart at the time of Execution of Agreement.

Successful bidder should execute work agreement within 20 days from the date of issue of Letter of acceptance, failing which his tender will be cancelled on Risk & Cost basis & his EMD will be forfeited

Related to qualification condition No :2, Idle charges for men & machineries for non- progress period delayed due to any reasons will not be paid.

As per FD GO dated 26.03.2019, NSIC exemption for EMD is not accepted.

CNNL reserves the right of rejecting all or any of the tenders without assigning any reasons.

Typo graphical errors if any will not be the ground for any claims by the contractor.

The undersigned reserves the right to either postpone or to cancel the entire process of tender.

Conditions as per bid document.

The bidder shall have adequate stock of major lighting and event materials/equipment required for execution of the work available in their own or legally hired/leased godown/warehouse. The bidder shall furnish the complete address and details of the godown/warehouse along with the Technical Bid.

The Tender Inviting Authority / Technical Evaluation Committee or its authorised officers may inspect the godown/warehouse and physically verify the availability, quantity, condition and operational readiness of the major materials/equipment before finalisation of the Technical Bid. The bidder shall produce the materials/equipment for physical verification and demonstrate their working condition wherever required.

Technical Criteria

General

Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender)

Executed in any one year the following minimum quantities of work (Cement Concrete - xxxx cum, Earthwork - xxxx cum, etc) (80% of peak rate of construction)

Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year

Owning the following key and critical equipment for this work (xxxx, xxxx, xxxx)

Liquid assets and /or availability of credit facilities of no less than Rs. xxxxxx Lakhs (estimated cash flow for 3 months of peak construction period)

Total value of civl engineering works executed and payments received in the last five years (year-wise)

The intending bidder/firm/company should have Satisfactorily completed (at least 90% of the contract value), as prime contractor at least one similar work such as Providing and arranging Event Management, Sound & Lighting, Decorative Lighting, Stage and allied Event Infrastructure arrangements for Government Functions / Festivals / Cultural Programmes / Public events of value not less than Rs. 130.00 Lakhs (usually not less 50% estimated value of contract during the last five financial years from 2021-22 to 2025-26)

Financial Status

To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e, 2021-22, 2022-23, 2023-24 2024-25 & 2025-26, achieved in at least two financial years a minimum financial turnover (in all classes of event management contract related to cultrual programmes works only) of Rs.520.00 Lakhs (usually not less than the two times estimated annual payment under this contract during the last five financial years from 2021-22 to 2025-26). Note: Audited balance sheet certified by practicing Chartered Accountant shall be furnished. (Additional weight age at 10% for each year will be given for turnover to bring it to 2026-27 price level).
