CONSULTANCY FOR PMC FOR CAPITAL DREDGING OF NAVAL HARBOUR AT MUMBAI

Project Management Consultancy for Capital Dredging Project at Mumbai Naval Harbour for performing following roles & responsibilities :-

(A) Finalizing Dredging Tender (i) Read all available reports including DPR and prepare a Draft Dredging Tender including NIT under FIDIC BLUE BOOK. (ii) Discussions with Clients and all stake holders and Finalize the Dredging Tender including NIT under FIDIC BLUE BOOK.

(B) Tendering & contracting :- (i) Assist Client in publishing of tender on https://defproc.gov.in (ii) Conduct pre-bid meeting and floating pre-bid minutes of meeting/clarification and amendments to tender if any. (iii) Scrutiny of Technical Bids of prospective bidders for Capital Dredging tender. (iv) Evaluation of financial bids including preparation of rate analysis and justification for each item of BOQ and finalization of successful Dredging Contractor and Award of Contract by DG.

(C) Roles & responsibilities during Mobilization Phase of Dredging Contractor :- (i) Pre-dredged survey and issuance of Drawing, Charts, Layouts indicating areas to be dredged under the contract. (ii) Scrutinize contractor’s alternatives on dredged layouts and methodology for dredging. (iii) Finalize Dredging Method Statement along with Schedule of Equipment (Dredger, pipelines along with all accessories), Project Schedule, QAP Mobilization program by dredging contractor etc.,

(D) Roles & responsibilities during Demobilization by Dredging Contractor and issue of completion certificate of the main Dredging Contract.

(E) Roles & responsibilities for processing final bill of the main Dredging Contract for a period of maximum upto two years after issue of completion certificate of main Dredging Contract.

(F) Roles & responsibilities for providing Techno Legal Support to the Cleint during a period of two years after issuing completion certificate to the main Dredging Contract. [This item shall only be operated if the arbitration/dispute/litigation arises between main Drdging Contractor and DGNP (MB)]

Note for Srl Item No 1.0 :- Payment term for Parts (A) to (F) of this item shall be as per payment terms specified in para 30 of Consultancy Agreement forming part of the contract.

Project Management Consultancy for Capital Dredging Project at Mumbai Naval Harbour for undertaking Dredging Supervision (PMC) including performing duties of Engineer under FIDIC BLUE BOOK, ensuring implementation of Environment Management Plan (EMP) through Dredging Contractor and Issuance of Dredging Completion Certificate to the Dredging Contractor by the Engineer after approval from user.

(i) Resident Engineer CAT 'A' (01 No x 20 Man Month)

(ii) Team Leader Dregding CAT 'B' (01 No x 16 Man Month)

(iii) Sr Engineer Dredging-cum-Quantity Surveyor CAT 'C' (01 No x 20 Man Month)

(iv) Hydrographic Surveyor CAT 'D' (02 Nos x 16 Man Month)

(v) Junior Engineer CAT 'E' (02 Nos x 16 Man Month)

(vi) Miscellaneous Admin Support for Consultant including two Office Staff (who possess graduate degree and minimum two years work experience) for Clients assistance for record keeping and other necessary correspondence related to the consultancy and the project (Lump Sum 01 No x 55 Man Month)

(vii) Providing two dedicated hired LMVs (SUVs) including driver for Project Monitoring Team of Client for movement of men and material under the PMC Contract. (The provision of LMVs (SUVs) shall be stopped after positioning of LMVs (SUVs) by the dredging contractor as per Dredging Contract provisions)
