1. PRE QUALIFICATION CRITERIA / ELIGIBLE CRITERIA FOR BIDDERS
Bidders who are registered as VENDOR in PGVCL fulfilling eligibility criteria as mentioned in
section 1 Sr. no. 1.1. and having experience of carting and replacement of Fail TC along with
satisfactory work completion certificate regarding execution of work, including work order
outward number along with its value, from order issuing authority (Executive Engineer only) for
last 3 (three Years) ending last day of month previous to the one in which tenders are invited., of
any DISCOM of GUVNL or any Govt. / Private DISCOM of any state of India. The work executed
through open / advertised tender shall only be considered for experience of work. The work
done through limited tender shall not be considered for experience. These bidders will be
considered as an experience bidder.
Bidders who are registered as VENDOR in PGVCL fulfilling eligibility criteria as mentioned in
section 1 Sr. no. 1.1.and not possessing any experience of carting and replacement of Fail TC,
These bidders will be considered as an NEW bidder.
1.1 Following documents are mandatory for the Bidders.

2. INSTRUCTIONS FOR E-TENDERING (ON LINE TENDERING) TO BIDDERS.
2.1 Only registered vendor in PGVCL shall be entitled for participating in tender process.
2.2 No offline submission is requiring only online submission is allowed.
2.3 Bidder has to upload scanned copies of original (Notarized/self-attested copies of original – as
specified in this tender) with bid. No physical documents to be called from bidder. It shall be
sole responsibility of the Bidder that the uploaded scanned documents (in PDF form) remain
legible and should not be password protected.
2.4 Payment of tender fee and EMD can be accepted through online RTGS/NEFT in PGVCL “The

In case of cash payment (up to Rs.10, 000/- with GST) the scan copy of cash receipt shall have
to be uploaded with Bid.
2.5 Bidders willing to participate in tender should have valid digital certificate / Digital Signature as
per Information technology Act 2000 using which they can sign their electronic bids. Bidders
can also procure the same from (n) code solutions, a division of GNFC Ltd., who are licensed
certifying authority by Govt. of India.

2.6 If during one year following the work completion any maintenance is felt necessary for example
straitening of Pole, cross arms, conductor stringing, Tightening of Guy etc. then such work will
have to done by bidder free of cost.
2.7 A bidder shall not have conflict of interest with other bidders for particular quoted item. Such
conflict of interest can lead to anti-competitive practices to the detriment of Procuring Entity’s

3. Terms and Conditions
3.1 Technical Bid: Following documents are mandatory and to be in submitted to online bid in
(N) Procure website.
Self-Attested copy with date, stamp and all necessary Annexures, details of tender document
with Technical Bid.

3.2 Commercial / Price Bid:
The bidder must clearly quote their rates in Schedule – B of this tender, in percentage above
than, below than or equal to, the tender rate in figure as well as in words. The bidder should
specify whether the quoted rates are with or without prevailing taxes, if applicable, in force at
that time, The bidder must work out the total price of their tender offered accordingly and the
total amount should be clearly written in words & figure, in case of any discrepancy whatever

In case of non SOR rate, Item wise rate should be mentioned and item wise rate will be consider

Further bidders, for “On line tenders”, are requested to submit price–bid on-line only and not
to submit the price bid in physical form. This is mandatory. If price bid is submitted in physical

form, same will not be opened and only on-line submitted price bid will be considered for
evaluation. In On Line price Bid, GST is to be mentioned in separate raw/Column.
PGVCL reserves the right to reject any OR all tenders without assigning any reasons thereof.
4. In case of Off line Tenders: It is eliminated as per letter no PGVCL/TECH-2/5481 DATE: 25-07-

hire an extra vehicle to complete the work

transformers shall be borne by the contractor.

blacklisted according to company rules and the rest of the work in the contractor's room will be

29. The amount of SD of this order has to be paid by check . Work order only after presentation of
copy of its delivery will be issued.
30. To present the document in one cover and the price list in the other cover.
31. Since the said operation is in essential service, the operation can be done without the prior
approval of the signing officer cannot be closed for a reason. If for any reason the transformer
has to be brought and taken by the contractor as well as replaced Failure to do so will result in
legal action being taken against the contractor as per PGVCL Company rules.
32. The tender process may be canceled in the following circumstances.
a. If the tender submitted by the agency / contractor / contractor is received later than the
stipulated time limit.
b. If the required documents are insufficient and fixed in the tender filled by the agency /
contractor / contractor not provided within the time limit.
c. Tender fee and EMD for tender have not been reimbursed by the agency / contractor /
d. If conditional price has been filled in the tender by the agency / contractor / contractor.
e. Unauthorized power to cancel or cancel one or all tenders without giving any reason The

f. If tender cover is sent open or torn by the agency / contractor / contractor.
g. If any information related to the tender is not displayed on the tender cover by the agency /

33. UNDERSTANDING AND CLEARIFICATIONS ON DOCUMENTS AND SPECIFICATIONS.
33.1 All interested parties are requested to understand this Tender Document in detail in order to
comply with PGVCL’s requirements including but not limited to the Tender fees, EMD and
deadlines, selection criteria, selection methodology, scope of work, and minimum technical
33.2 The Bidder is required to carefully examine the specifications and documents and fully inform
himself as to all the conditions and matters which may in any way affect the Work or the cost
thereof. If any Bidder finds discrepancies or omissions in the specifications and documents or is
in doubt as to the true meaning of any part, he shall at once request in writing in advance
before filling in the tender, within the time limit as per Table no.1, for an interpretation/
clarification by the PGVCL Mahuva Division office. Then The PGVCL Mahuva Division office will
issue interpretation and clarifications as he may think fit of such interpretations and
clarifications, the Bidder may submit his bid but within the time and date as specified in the
Table no1. All such interpretations and clarifications shall form a part of the specifications and
documents, and accompany the bidder's proposal.
In case of difference of opinion about interpretation of specification etc. the decision of
Executive Engineer, Mahuva Division will be final and shall be binding to the

34. Verbal clarifications and information given by the PGVCL or his employee(s) or his
representative(s) shall not in any way be binding on the PGVCL.
35. Fail TC Should be credited to Division Store within 10 Days from the date of MR on failing of
which penalty @Rs.100/- per day per TC shall be deducted. Maximum penalty shall be
Rs.500/- per TC
36. Certificate regarding oil checking for fail TC and replace TC is required to be attached from in
charge officer.
