any 3 quarter may lead to forfeit the PBG and may lead to termination of contract.
h. During the Operation & Management period the implementing bidder is expected to
keep the Technology and Performance levels above the specified level. It will be the
responsibility of the implementing Selected Bidder to design and code the software to
ensure application is measurable in terms of uptime and performance.
i. All works under or in course of execution or executed in pursuance of the contract
shall always, be open to the inspection and supervision of AMC/SCADL or appointed
representatives.
j. If any hardware has hardware failure on four or more occasions in a quarter, it shall be
replaced by equivalent new equipment by the vendor at no cost to SCADL within
days from the date of last failure. Till the replacement is provided, the original
equipment has to be kept in running condition or else a standby provided and all
services restored. However, penalties for breakdown as per SLAs defined in the tender
will be applicable.
Partial/Full damage to hardware
a. Hardware installed through this Project would become an important public asset.
During the contract period of the Project the BIDDER shall be required to repair /
replace any equipment if stolen / damaged/faulty. Appropriate insurance cover must be
provided to all the equipment supplied under this project.
b. In case of Partial/ Full damage or loss of the equipment due to reasons beyond the
control like Theft, accident, intentional damage by mishandling, Fire, Flood etc., the
BIDDER should be in a position to supply working standby equipment with same
configuration or higher with all services restored, as if it is a breakdown.
c. In such a case the BIDDER will have to make provision for the supply of the new
hardware against the lost/ damaged equipment/ component. If the BIDDER does not
provide standby equipment, the penalties for breakdown as per SLAs will be imposed.
d. Service Engineers/ Representatives of BIDDER shall invariably carry their identity
cards with them, without which they will not be allowed to access department Systems.
Service Engineers of the BIDDER shall have access to the Computer Systems/ Backup
Solution only after obtaining clearance from department authorized officials. No
component of the System/ data/ log information will be taken out of department
premises without clearance from authorized Officials of the department.
e. In the event of damages to field hardware’s happening due to public or crowd causing
a significant disruption to network uptime, the Procuring Entity/Tenderer reserves the
right to give exclusion for that specific period/time for those devices with reference to
successful submission of evidence of sites(photo/video/documentations/etc.) by the
selected bidder. Such damages may include but is not limited to intentional or
accidental actions by the public/crowd or any affiliated parties leading to network

22.2 SLA Methodology for IP Device Availability
As Dashcams and LPUs operate over SIM-based mobile networks that function on a best-effort
basis, raw network-dependent polling cannot be used as the sole determinant of device
performance. Therefore, the following standardized method shall be adopted for calculating
the monthly IP Device Availability SLA
IP Device Failure Day:
If an IP Device (Dashcam or LPU) remains non-operational for ‘N’ number of calendar days
in a month, the total number of Failure Days for that device shall be considered as ‘N’.
Multiple failures occurring within the same calendar day shall be counted as one (01) IP
Device Failure Day only.
Failure Criteria:
A device shall be deemed ‘non-performing’ if its data feed and/or health monitoring
parameters indicate that it is unavailable or non-functional for two consecutive monitoring
intervals, with each interval being 30 minutes. If such a condition is detected, the device
shall be treated as failed for that calendar day.
Monthly SLA Computation Formula:
∑IP Device Failure Days
Device Availability SLA = 1 −
(Commissioned Devices) × (Days in Month)
This methodology ensures fair and uniform evaluation of device uptime, independent
of external mobile network fluctuations, and shall be used for SLA assessment and
penalty computation.
Explanation of the computation formula:
RFP for Selection of Agency for the SITC of Dashcam along with AI based solution for surveillance of
Municipal Infrastructure. Attempt -
The SLA availability formula uses a standard reliability-engineering approach where
the total possible operational time of all commissioned devices represents 100%
availability for the month. Any day on which a device is classified as non-performing
is treated as one (01) Failure Day for that device.
Accordingly, the ratio:
Sum of IP Device Failure Days in the month
(Total Number of Commissioned IP Devices) × (Number of Days in the Month)
represents the percentage of total device-days that were in a failed or non-operational
Since this value reflects the failure proportion, the overall device availability (uptime)
is derived by subtracting the failure percentage from 1 (or 100%).
∑IP Device Failure Days
Device Availability SLA = 1 −
(Commissioned Devices) × (Days in Month)
This ensures that the SLA reflects the actual percentage of days on which devices
remained operational, independent of temporary mobile network fluctuations inherent
to best-effort SIM-based connectivity

23. Financial Bid Format
i. In case if any consecutive 3 Quarters the average uptime performance is less than the below SLA, it will create base to terminate the
contract. SCADL may have rights to initiate the process for contract termination and SCADL/AMC has also rights to recover the amount
by deducting % revenue share or part thereof in financial O&M bid.
ii. Quantities shown in the tender are approximate and no claim shall be entertained for quantities of work executed being either more or less
than those entered in the tender of estimate.
iii. It is mandatory that the bidder maintains a minimum price ratio of 70:30= between CAPEX and OPEX, respectively, throughout the quoted
project cost. Specifically:
iv. The total CAPEX cost shall not exceed 70% of the total project cost quoted by the bidder.
v. Failure to maintain this CAPEX:OPEX ratio will be considered a material deviation and may lead to rejection of the entire proposal.
vi. The bidder must clearly specify the CAPEX and OPEX components separately in the financial bid, demonstrating compliance with this
vii. Any variations or modifications after bid submission affecting this ratio must be approved by AMC in writing.
