Bulk purchase [minimum 80 percent of net procurement quantity] will be made only from those sources who are appearing as Approved Vendors of RDSO/CLW/BLW/RCF/ICF/MCF/CORE etc. as available on UVAM. Wherever, Approving Agency has assessed the capacity cum capability of the firm and has cleared the source as Developmental vendor for placement of developmental order, developmental order up to 20% of NPQ may be placed on such sources subject to their name appearing as Developmental Vendors of RDSO/CLW/BLW/RCF/ ICF/MCF/CORE etc. as available on UVAM. The status of the firm will be reckoned as on the date of tender opening. If there are not more than 3 Indian suppliers categorised as approved vendors for a Tendered item, Development vendor can be considered for placement bulk order without any quantity restriction. However, while considering such vendors factor including past performance capacity delivery requirement quantity under procurement nature of item, outstanding order load etc., shall be considered in a transparent manner subject to rates be reasonable. Quantity allocation amount eligible vendor shall be based on pre-decided tender criteria and such order treated as bulk orders.

Railway reserves the right to procure material from OEM's or its Authorized dealers only. Proforma for Tender Specific Authorization (Attached as Annexure) from manufacturers is attached with this tender. All the Authorized dealers are advised to submit the same along with their offer otherwise their offers will be summarily Rejected/Pass over.

If you are not a MSE or a consortia of MSEs formed by NSIC, please indicate percentage of sub contracts in execution of this tender that will be from Micro and Small Enterprise [in percent of order value] with further breakup of MSE owned by SC/ST.
