Qualifying requirement of Bidder

1 The tenderer shall be an individual proprietorship firm or partnership firm or company registered under Indian Companies Act. (Necessary registered certificate shall be uploaded). Note: The bidder shall upload the Power of Attorney in case of partnership of firm/Company in the prescribed format of Rs.500/- stamp duty paper and the registration certificate issued by the concerned department. Original document to be uploaded

2 The tenderer should be a reputed manpower providing agency having valid registration certificate issued by Department of Labor with minimum manpower as that of tendered quantity. Documentary proof in the form of certificate or registration issued by GoK is to be uploaded. Original document to be uploaded

3 The tenderer should have at least one year experience as on the date of bid opening during 5 years in manpower services of outsourced persons (DEO/Driver/ Attender/ Sweeper/etc.) to State/Central Government department /organization, public sector companies or KPTCL/ESCOM’s. Previous purchase order copies/ performance certificate issued by the Officer not below the rank of Executive Engineer or equivalent shall be uploaded. Details to be filled & Original document to be uploaded

4 The tenderer shall upload the performance certificates for minimum of 27 no’s of out sourced persons, issued by head of the State/Central Government department /organization, public sector companies or KPTCL/ ESCOM etc. not below the rank of EEE or equivalent division head. (The no of services provided is to be clearly mentioned in the certificate otherwise it will not considered during the bid evaluation). Original document to be uploaded

5 v) The tenderer shall upload audited annual financial statements with due signature of auditor & proprietor duly mentioning the UDIN no., such as Profit & Loss statement, Balance sheet and Annual Turnover Statement for the years 2020-21, 2021-22, 2022-23, 2023-24 & 2024-25 (if available/ otherwise provisional to be uploaded) duly certified by a Chartered Accountant. Original document to be uploaded 14-15, 15-16, 16-17 & 17-18, duly certified by a are liable for rejection).

6 The tenderer should have achieved in at least two financial years in the last five years an average annual financial turnover not less than amount put to tender

7 vii) The tenderer shall upload the Liquid Assets and/or availability of credit facilities of not less than Amount as that of Amount put to tender (Credit lines/ letter of credit/certificates from banks) for meeting the fund requirement etc. are to be submitted in prescribed format on the bank letter head, and scanned copy (in colour) of the original to be uploaded

8 The tenderer shall upload details regarding a) GST, b) Labour Registration Certificate, c) ESI if not applicable a self-declaration, d) EPF and e) PAN issued by the respective competent authorities of the concerned department

9 The tenderer whose contracts have been terminated / foreclosed / blacklisted / penalized by any Organizations during the last Three years due to non-fulfillment of contractual obligations / deficiency in service are not eligible to participate in the tender. The tenderer should clearly specify and upload self-declaration letter in writing in the letterhead of the firm, stating that they do not fall under this category.
