Financial Turnover:-The bidders will be qualified only if they have minimum financial capabilities as below: - (i) T1 Liquidity:-The bidder should have an aggregate financial turnover not less than 1.5 times the advertised Bid value during the last three previous financial years and in the current financial year up to the date of opening of the tender. The audited balance sheet reflecting financial turnover certified by chartered accountant with her stamp, signature and membership number shall be considered. NOTE:-The balance sheet and all other financial documents attested/certified by CAs to substantiate fulfilment of Financial eligibility criteria should be with UDIN, failing which the offer is likely to be rejected without any further reference.
T2 Liquidity: The bidder should have access to or has available liquid assets, lines of credit and other financial means to meet cash flow that is valued at 5% of the estimated bid value net of applicant's commitments for other contracts. The audited balance sheet (Annexure-VI Financial DATA) and/or banking reference (Annexure-V BANK CERTIFICATE) certified by chartered accountant with her stamp, signature and membership number shall be submitted by the bidder along with bid. Banking reference should contain in clear terms the amount that bank will be in a position to lend for this work to the applicant/member of the Joint Venture/Consortium. In case the Net Current Assets (as seen from the balance sheets) are negative, only the banking references will be considered. Otherwise the aggregate of the Net Current Assets and submitted banking references will be considered for working out the Liquidity. The banking reference should be from a Scheduled bank in India and it should not be more than 3 months old as on date of submission of bids. NOTE: The balance sheet and all other financial documents attested/certified by CAs to substantiate fulfilment of Financial eligibility criteria should be with UDIN, failing which the offer is likely to be rejected without any further reference.
Definition of Similar Work :- Operation and Maintenance of Blood Centre with a minimum of 10 years of experience in Government Institution/Public Sector Undertakings(PSU)/Autonomous Institute/Reputed Corporate Hospitals having a capacity of 100 beds or more.
The bidder should have satisfactorily completed in the last three previous financial years and the current financial year up to the date of opening of the tender, one similar single service contract for a minimum of 35% of advertised value of the bid. Similar Nature of work as approved by PCMD/SER/GRC:- Bidder/ tender should enclose the documents with his application which shows that the firm has already performed such job of "Operation and Maintenance of Blood Centre with a minimum of 10 years of experience in Government Institution/Public Sector Undertakings(PSU)/Autonomous Institute/Reputed Corporate Hospitals having a capacity of 100 beds or more." whose contract value of work is not less than 35% of value of work for which tender is advertised. Completed service contract includes ongoing service contract subject to payment of bills amounting to at least 35% of the advertised value of the bid. Certificate from client firm authorizing payment received along with percentage penalties imposed, contract wise for completed/ongoing similar service contracts with satisfactory performance. The bidder shall submit details of work executed by them in the prescribed format along with bid for the service contracts to be considered for qualification of work experience criteria clearly indicating the nature/scope of contract, actual completion cost and actual date of completion for such contract. Work experience certificate from private individual shall not be accepted. Certificate from public listed company/private company/Trusts having annual turnover of Rs 500 crore and above subject to the same being issued from their Head office by a person of the company duly enclosing his authorization by the Management for issuing such credentials.

The Bid Security shall be deposited either in cash through e- payment gateway or submitted as Bank Guarantee bond from a scheduled commercial bank of India or as mentioned in tender documents. The Bank Guarantee bond shall be as per Annexure VI A and shall be valid for a period of 90 days beyond the bid validity period. The tenderer are advised to upload the Bid Security in case of BG as per Annex VI A for BID SECURITY uploaded in document Tab. Also, the original Bank Guarantee should be delivered in person to the official nominated as indicated in the tender document within 5 working days before closing date for submission of bids (i.e. excluding the last date of submission of bids).Non submission of scanned copy of Bank Guarantee with the bid on e-tendering portal(IREPS) and/or non submission of original Bank Guarantee within the specified period shall lead to summary rejection of bid. NOTE- Bank Guarantee for Bid Security shall be Acting Through CMS/CKP and Beneficiary shall be FA & CAO/S.E.Rly/Garden Reach/Kolkata.
PAN &GST Registration certificate should be submitted.
PBG @ 5% to be submitted in favour of FA&CAO, south Eastern railway, Garden Reach, Kolkata- 43 within 30 days from the date of issue of letter of acceptance. PBG Shall remain valid for a period of 60 days beyond the date of completion of all contractual obligations.
The agency should be a registered legal entity (Company/Society/Trust/LLP) and must submit valid PAN, GST registration, and Incorporation Certificates.

The Bid Security shall be rounded off to the nearest 100. This Bid Security shall be applicable for all modes of tendering. (ii) Any firm recognized by Department of Industrial Policy and Promotion (DIPP) as 'Startups' shall be exempted from payment of Bid Security detailed above. (iii) Labour Cooperative Societies shall submit only 50% of above Bid Security detailed above.
In case, submission of Bid Security in the form of Bank Guarantee, following shall be ensured: i. A scanned copy of the Bank Guarantee shall be uploaded on e-Procurement Portal (IREPS) while applying to the tender. ii. The original Bank Guarantee should be delivered in person to the official nominated as indicated in the tender document within 5 working days before closing date for submission of bids (i.e. excluding the last date of submission of bids).iii. Non submission of scanned copy of Bank Guarantee with the bid on e-tendering portal (IREPS) and/or non submission of original Bank Guarantee within the specified period shall lead to summary rejection of bid. iv. The Tender Security shall remain valid for a period of 90 days beyond the validity period for the Tender. v. The details of the BG, physically submitted should match with the details available in the scanned copy and the data entered during bid submission time, failing which the bid will be rejected vi. The Bank Guarantee shall be placed in an envelope, which shall be sealed. The envelope shall clearly bear the identification "Bid for the ***** Project" and shall clearly indicate the name and address of the Bidder. In addition, the Bid Due Date should be indicated on the right hand top corner of the envelope. vii. The envelope shall be addressed to the officer and address as mentioned in the tender document. viii. If the envelope is not sealed and marked as instructed above, the Railway assumes no responsibility for the misplacement or premature opening of the contents of the Bid submitted and consequent losses, if any, suffered by the Bidder.

The agency shall ensure deployment of qualified manpower (medical and paramedical staff) to run/operate the Blood Center as per the provisions of the Drugs and Cosmetic Act, 1940 and Rules, 1945.
The agency shall ensure that all staff are regularly trained in blood safety protocols, cold chain management, biomedical waste disposal, and infection control
All staff shall be on the payroll of the agency and trained in blood safety, infection control, and biomedical waste management.
