• The bidder (sole or consortium) should have experience of having executed work(s) involving supply, fabrication, erection/ supervision of erection for framed steel structures, with allied civil works of cumulative value not less than Rs. 20 Crore (Rupees Twenty crore only) in the past 10 years either under the single or different work orders (maximum three) as on the date of NIT.
Self-attested photocopies of following documents shall be submitted by the bidder in support of the above:
Work order/ any other letter of award of work/ Contract document/ Purchase order issued by the client and/ or jointly signed documents clearly mentioning the scope of work, furnishing name of the work, value of work.
Commissioning certificate/ Performance certificate/ Completion certificate/ Final acceptance certificate/ any other documents issued by the client and/ or jointly signed documents showing completion of the job corresponding to 1(i) above.
The bidder should submit an affidavit stating that the eligibility documents furnished by them are genuine.
2.In case the bidder is in a consortium:
One or more of the consortium members (maximum two consortium members are permitted) can either individually or together, fulfill the criteria of Para-1 above.
The responsibility of supply, fabrication, erection/ supervision of erection for framed steel structures, with associated civil works should be taken up in the responsibility matrix by the respective member(s) who fulfill the criteria as per para 1 above.
Leader of consortium should be member of consortium having maximum job or share of work in value terms.
Bidder has to submit Notarized copy of Memorandum of Agreement and Responsibility Matrix indicating percentage of scope of work to be carried out by each member in value terms of total contract value.
Self-attested photocopies of the following documents showing experience as per the responsibility matrix for each member of the consortium, as applicable, should be submitted by the bidder in support of the above:
Work order/ any other letter of award of work/ Contract document/ Purchase order issued by the client and/ or jointly signed documents clearly mentioning the scope of work, furnishing name of the work, value of work.
Commissioning certificate /Performance certificate/ Completion certificate/ Final acceptance certificate/ any other documents issued by the client and/ or jointly signed documents showing completion of the job corresponding to 2e(i) above.
Each member of consortium should submit an affidavit stating that the eligibility documents furnished by them are genuine
• As per Domestically Manufactured Iron & Steel Products Policy-2025 (Revised on 17.12.2025), the minimum domestic content of Capital Goods* (%) should be 50%.
* For the purpose of this project, capital goods shall mean supply of plant & equipment including technological structure as defined within the project scope.
Bidder shall:
self-certify the local content as per form-1 pertaining to Appendix-A and Appendix-B as defined in the DMI & SP policy (Revised on 17.12.2025), at the time of bidding.
provide a certificate from the statutory auditor or cost auditor of the company (in case of companies) or from a practicing cost accountant or practicing chartered accountant (in respect of suppliers other than companies) declaring that the capital goods (Appendix-B) to be used in iron & steel industry are domestically manufactured in terms of the domestic value addition prescribed. (Refer DMI &SP Policy dated 17.12.2025).
• The average annual financial turnover of the bidder (combining all consortium members in case of consortium bidding) during any three financial years out of last four financial years ending 31st March 2026 shall be at least Rs.15 crores. (Rupees Fifteen crore only).
The bidder (each member of the consortium; in case of consortium bidding) shall submit audited annual financial reports in support of the above.
Net worth of the bidder (each member of consortium; in case of consortium bidding) should be positive as per audited annual accounts in the preceding financial year. Financial Year means, the accounting year accepted by the prevailing law of respective Country.
Documents submitted in support of financial eligibility wherever certified by the CA members of ICAI (The Institute of Chartered Accounts of India) from 01.07.2019 onwards, shall contain the Unique Document Identification Number (UDIN).
• In compliance to„ Restriction under Rule 144 (xi) in the General Finance Rules (GFRs) 2017‟ of Govt. of India (regarding Country of Bidder sharing a land border with India), the Bidders shall submit certificate/undertaking regarding guidelines given at Annexure -10. In cases of Consortium bidding, certificate/undertaking shall be submitted individually by each member of the Consortium.
