GENERAL INSTRUCTIONS TO THE TENDERERS
Online tenders are hereby invited for work of “ Carting of 10 MTR/270Kg PSC Poles from
Mangrol Pole Factory (Simandhar Prestress) to Various Locations of Sub-Division
Offices under jurisdiction of Surat Rural Circle for year 2026-28.” - for Dakshin Gujarat
Vij Company Limited, Surat (herein after referred to as DGVCL).
Tenders must be uploaded online in the enclosed
schedule of work & quantities. Those received in any other form will not be accepted. They
should be accompanied by a covering letter in which the bidder should give all information as
called for in the specifications & any other point which he would like to be considered along
with the tender.
All technical specification should be as per Specification
accepted by DGVCL. No deviation in specification shall be allowed and decision of DGVCL shall

Bidder has to upload scanned copies of original (Notarized/ Self Attested copies of original- as
specified in tender document) documents in online electronic forms (e-tendering) in scheduled
time with bid and physical documents not required.
It shall be sole responsibility of the bidder that the uploaded scanned documents
(in PDF form) remain legible and should not be password protected.
[A] Online Preliminary stage (This is mandatory): -
a. Original Receipt of Payment of Tender fee/EMD amount through RTGS/NEFT/Online, shall have
to be uploaded online in electronic form in preliminary stage.
b. GST Registration Certificate (Provisional Certificate is not allowed).
[B]Online Technical stage (This is mandatory): -
(i) Bidder have to submit self declaration on the their Letter Head regarding “No Deviation in
tender Terms & Condition”.
(ii)Scanned Copy of all the documents mentioned in Prequalification Criteria duly sealed &
signed of Bidder.
First the Preliminary Stage will be opened & only if the documents towards payment of Tender fee &
EMD are found in order as per tender requirements specified above, then only the technical stage will
be opened which may please be noted.
Bidders shall submit Technical Bid & Price Bid On-Line only and not in physical form
Tender fee (Non-refundable) plus GST as applicable notified in the tender notice should invariably be
paid by below mentioned way otherwise offer will be ignored out rightly. (This is Mandatory)
1. Bidder should pay Tender Fee by RTGS/NEFT/Online. If tender fee amount paid by RTGS
or NEFT in that case receipt of payment transfer through RTGS/NEFT must be uploaded in
preliminary stage.
2. Bidder can pay the Tender fee amount in cash (Up to Rs. 10,000/-) at Cash counter of Surat
Rural Circle office, DGVCL during working days between10:30 A.M. to 04:00 P.M. before the

Original money receipt of Tender fee paid in preliminary stage.
The Tender Fees is Non-refundable under normal circumstances. However, if DGVCL decides to scrap/
cancel the tender, by one or another reason, in which bidders are not responsible for cancellation/
scrap of tender, in such case tender fee without GST may be refunded to bidder(s), at sole discretion
Note: Bidders have to upload Goods and Service Tax (GST) registration certificate in
preliminary stage compulsory.
Earnest Money Deposit (EMD)
Bidders should pay E.M.D. amount by below mentioned way

If during the tender validity period, i.e. 180 days (from the date of opening of technical bid), the
tenderer withdraws his tender, the EMD shall be forfeited and the tenderer may be disqualified from
tendering for further works.
The EMD will be returned promptly to the unsuccessful tenderer. The EMD will be returned to the
successful tenderer after he furnishes the Security Deposit for performance and duly enters into the
contract. If he fails to furnish the SD or to execute the contract for the work offered to him, his EMD
shall be forfeited and the tenderer may be disqualified from tendering for further work.
SECURITY DEPOSIT: -
The successful tenderers shall be required to further remit amount equivalent to 5 % of the order
value towards security deposit. This amount will be payable to circle office Surat. It will be refundable
after completion of the contract & on production of no objection certification of all the concerned
Division offices as well as the pole factories.
The successful tendered shall also have to enter into agreement with the DGVCL towards execution of
the contract on non-judicial stamp paper of appropriate value (cost of stamp shall be borne by the
contractor). This agreement will be executed as per standard format of the DGVCL circle office Surat
before commencement of the contract.

INDEMNITY BOND: -
The successful contractor shall have to indemnity to the DGVCL for the entire liability of the employee
engaged in the work by contractor. The indemnity should also cover liability towards road accident
done by vehicles of the contractor during the execution of the work. For this purpose an indemnity
bond shall have to be given in standard format on non-judicial stamp paper of appropriate value as
per rules (cost of stamp shall be borne by the contractor).
TERMINATION OF CONTRACT: -
If the contractor is found to be lacking in execution of the work in any manner the company, reserve

(3) To cancel the unexecuted part of the contract without any notice and award this to any other
agency at the risk and cost of the defaulter. For this purpose, contractor will be notified by
RPAD giving a period of 10 days to remedy the default by Superintending Engineer (O&M) of
the concern Circle Office. For non-execution of contract, contract shall be rescind and carry
out the work as per condition of booklet of “Tender and contract for works” and S.D. paid shall
be forfeited and the contractor shall be blacklisted.
SPECIAL TERMS AND CONDITION
SCOPE OF WORK: -
Basically, PSC poles of 10 Meter/270Kg type manufactured in our pole factory located under Surat
Rural Circle office jurisdiction to transport to various works sites under the jurisdiction of Surat Circle
spreaded over Tapi & Surat District. The work will include
(a) Loading of poles at pole factory in to the trucks. Loading should be done with two-point
(b) Transportation from the pole factory to the site in to the trucks.
(c) Unloading of the poles at work site. Unloading should be done with two points lifting only.
The DGVCL shall also call-upon the successful contractor to cart the poles manufactured at factories
other than mentioned above, carted at any place within the state of Gujarat. Similarly, destination, the
poles will be anywhere outside the Tapi, Navsari, Surat and Narmada Dist., within the state of Gujarat.
The agreement of necessary manpower as well as conveyance duly occupied with loading, unloading
facility will have to be made by the contractor at his own cost.
The locations to which the poles are to be transported from the pole factories shall be decided by
Superintending Engineer or Executive Engineer of the concern Division, if Circle for the location under
their jurisdiction at every month as per allotment of poles from concern pole factory. Contractor will be
responsible to compensate the company for any damage to the pole carted either during loading of
pole at the pole factory or during transit or unloading the pole at the destination. The cost of such
damage will be fixed by concerned field office under whose jurisdiction where damage might have
been taken place and such decision shall be final. Such cost of damage will be recovered from
contractor ‘s bills/ dues.
Criteria of execution of contract will also be opened upon the period of contract. It is proposed that
the work shall be executed within the period of contract. The work shall be executed within the
period of 24 months from date of LOI/ work order or work order Value whichever is
completed later.

The quantity of the poles to be carted to outside circle shall be the part of ordered quantity finalized in
It may be noted that quantities shown in schedule -B are approximate and payment will be made for
actual quantities carted as per item rate quantity of poles.
Poles are to be delivered at maximum 3 locations in same route per Truck Trip (24 poles) and not
more than 4 locations per Trailer Trip.
There are likely to be more or less or to be nil carting during any month at any time of the contractual
period. The contractor will be entitled to transport the quantities manufactured in any particular
month. The company’s officers reserve the right to increase or decrease the quantities of poles to be
transported or delete any time either partly or wholly during the contractual period. Payment of such
work will be based on the offered rates and measurement for the work actually done. No increase in
rates will be allowed for the increase or decrease in quantities of work.
The contractor shall have to transport the poles every month as per allotment of poles from the
concerned factories. The nos. of poles and the destination to which the poles are to be transported
shall be fixed by the Company’s officer from time to time. Authentic person signature of concerned
DGVCL S/Dn officer i.e. D.E. from where the pole is carted will be obtain on gate pass for received
poles in good conditions.
Toll Tax will be paid extra on producing valid toll tax receipt duly authenticated by field
Validity of the Tender shall be six months after opening of tender and conditional tenders to be

Company may have huge quantity of poles in very short period in special circumstances then DGVCL
reserve the right to cart through other carting contractor without informing the contractor to whom
order is placed for particular pole factory.
As made out clause for carting, the contractor has to arrange for the conveyance facilities, for this
purpose tenderers must furnished following particulars along with the offer.
(1) Nos. of trucks owned along with the R.T.O. registration No.
(2) Year of make of each vehicle.
(3) Certified photo state copies of registration book of each vehicle.
(4) Certified photo state copies of documents relating to payments of RTO dues up to date viz, the
registration tax as well as goods tax. The tender will be liable to be rejected without further
communication in absence of basic information.
(5) Photo state copy of permit, Fitness certificate & Insurance policy for carting of long articles.
The tenderers must simultaneously list out his commitments other than the proposed contract of
carting of PSC poles. If necessary, certificate of the agency with whom the vehicle might have been
engage for specific contract/ works then agreement of the same duly notarized to be produced to the
effect that the vehicle will be available for the proposed contract if necessary.
TRUCKS OF CARTING: -
The necessary trucks for carting of PSC poles of the standard size and weight shall be arranged by the
contractor. The owner should have legitimate permission for carting such goods. The trucks shall also
be equipped with necessary arrangement for lifting of poles. The truck driver shall always be in
possession of necessary RTO documents to avoid any traffic problem. However in any extent the
owner /contractor/ driver of the truck shall be responsible for any liability arising out of violation of

Accident Liability: -
The contractor shall be fully responsible for any mishap occurring while the vehicle is on the road. This
will include liability of outsider as well as the truck driver/ lineman/ cleaner/ employees of the
contractor. The insurance liability will be fully to contractor’s count.
DAMAGE LIABILITY: -
The contractor shall be responsible to make good of the damages which may be occur either at the
pole factory or at the outside or during transportation of poles. You will also be responsible to make
good the loss due to breaking of pole while loading or unloading or during transit. The indenter upon
notice, such breakages will withheld amount equivalent to the cost of the damaged poles from the bills
of the contractor.
ISSUE OF M.R’S. AND POLES: -
The transportation of poles shall be against issue of M.R’s. issued in quadruplicate by the indenter.
Necessary manpower as well as conveyance dully equipped with loading unloading facility will have to
be made by the contractor at his own cost. This will issue by RPAD or special messenger as may be
Prices should be offered on the basis of carting of PSC pole per KM per No. basis. This will be
operative for all distance beyond 75 Km from the pole factory. For carting of pole within 0 to 30 KM &
30.1 to 75 KM s distance from the pole factory, fixed rate will be given as minimum charges per pole.
Whereas all efforts will be made to give trip of carting of poles on equity basis for distance within and
above 75 Km. From the pole factory, no guarantee is given for the same and the successful contractor
shall be responsible to execute each and every trip so given without disputes or any claim whatsoever.
The rates are inclusive of loading, carting, unloading and stacking the poles at the
destination for a period of 24 months or work order value whichever is completed later.
DGVCL will reserve right to get the poles carted up to 30% of the specified quantity through its own
departmental vehicles. No compensation for such carting will be admissible to the successful
contractor. The prices shall remain firm throughout the period of execution of contract, independent of
changes in prices of tires, tubes or spares of the truck.

The carting contractor will be required to cart the poles to the desired destination within the specified
period of allotment of the poles from our pole factory. In no case our allotment should lapse on
account of non-carting of the poles. If for this purpose the company is required to order some other
agency, the same will be done without demand of any compensation by the contractor. However the
maximum time limit available for carting of poles all the M.R.s given, will be within 30 days from the
date of issue of M.R. by each individual in the month.
If the contractor fails to transport poles during any month as directed by the company’s offices,
Company reserves the rights to cancel MR. pending with contractor for more than month and
company shell transport these poles through any other agency or departmental at the risk and cost of
the contractor without giving any notice., or observing any formalities in this regards and in that case
any expenses that may be incurred in excess of the sum which worked have been paid to the original
contractor ,if the said work had been executed by him shall be born and shall be paid by the original
contractor. The contractor will have no claim for any loss sustained by him to such action.

Also, Company reserves the right at the desecration of competent authority of the DGVCL to impose
penalty at ½% per week (half percentage per week) subject to a maximum of 10% (ten percentage)
of reckoned on the amount that would have been paid to the contractor for the poles had been not
carted in the stipulated time. For working out the penalty the materials requisition remain uncarted
will be considered. If there is a backlog the same also will be counted provided always that the delay
in carting by the contractor will be condoned on account of non-availability of PSC poles or due to un
frozen circumstances on his furnishing & dissatisfactory reason and/ or production of documentary
The Basic rates of Diesel shall be considered as Rs. 96.80/-.
PAYMENT OF CARTING BILLS: -
The payment shall be made by the concerned Executive Engineer of Division Office who received the
poles from pole factory under their jurisdiction area on the basis of poles received by them.
Admissible income tax will be levied/ deducted as per prevailing rules time to time.
Also, other taxes as per Govt. rules may be deducted from bills.
GST: You have to provide provisional/Final GST registration number at the time of submission of
tender. Please note that on non-submission of the same tender may not be accepted. GST rules will
be applicable as per prevailing rules from time to time.

Pole Industry) to various locations of Sub – Division Offices under DGVCL for year 2025-
TERMS & CONDITIONS REGARDING INDUSTRIAL LAWS & OTHER RELATED MATTERS.
1. Wages to be paid through banks to the employee deployed by the Contractor:
A. The contractor shall pay minimum rates fixed under the GUVNL norms or at the applicable
rate depending upon the category of Guards. The wages shall be paid by him before the expiry
of 7th day of the last day of the month in respect of which the wages are payable (i.e. wages of
a month have to be paid by him in the first week of the next month.) The payment shall be
disbursed to the Guards through Bank (RTGS) only. The agency shall have to submit the copy
of letter given to the Bank advising for crediting wages in individual Account of the Guard
Along with photo copy of the Cheque showing total payment to be made to al such Guards,
whose Accounts are operated in that Branch. (if there is more than one Branch, the Agency will
have to submit separately for each Branch). Any default will result in cancellation of contract

2. LABOUR LAWS: -
(a) Person below the age of 20years and above age of 60 years shall not be employed for the
work by the Contractor /agency.
(b) No female worker shall be employed in the night shift between 7:00PM to 6:00AM
(c) Contractor shall maintain a valid labour license under the Contractor Labour (Regulation and
Abolition) Act for the employing necessary manpower to be required by him. In the absence of
such license the contractor shall be liable to terminated without assigning any reasons thereof.
(d) The contractor shall, at his own expense, comply with all labour laws applicable from time to
time and keep the Company indemnified in respect thereof. Some of the major liabilities under
various labour and industrial Laws which the Contractor shall comply with are as under: -
3. Provident fund & Family pension scheme: -
The contractor shall submit along with his bill (month wise) a statement regarding
deductions against employees provident fund & family pension scheme in respect of
each concerned against Employee Provident Fund & Family Pension Scheme at the rate
of 8.33% (or at the rate made applicable by the Government from time to time) of the
wages. The contractor’s contribution & his workers contribution towards provident fund,
family pension scheme shall be deposited by the contractor with Regional provident fund
commissioner, Ahmedabad
4. Deposit Link Insurance: -
The contractor shall have to deposit 0.5% of the wages in respect of employees who is
a member of the provident fund as the contribution to the Deposit link insurance scheme
with Regional Provident Fund Commissioner, Surat.

5. Administrative charges: -
Administrative charges for monitoring provident fund A/C shall be deposited by the
contractor with Regional provident fund commissioner, Ahmedabad at the rates
6. Workmen’s / Employees compensation Fund & Employer’s Liability Insurance:
The contractor shall cover all his employees under workmen’s compensation fund &
under the liability insurance.
The contractor shall employ adequate number of experience staff at site for daily
supervision & for maintenance of various register & records required under the law &
contract. No payment for supervision shall be admissible.
7. Contractor to Indemnify the DGVCL: -
The contractor shall indemnify and keep indemnified the Company every member,
officer & employees of the Company, also Engineer in charge his staff against action
proceedings claims, demands, costs & expenses whatsoever arising, out of or in
connection with the matters referred herein above clauses and elsewhere & against all
actions, Proceedings claims, demands, cost & expenses which may be made against the
Company by any workmen / employees of the Contractor or any Sub Contractor and / or
contractor from any liability any wise any workman employees of the contractor or
subcontractor under any laws, Rules or regulation having the force of low including but
not limited claims against the Owner Workmen Compensation Act 1923 and its
amendment from time to time.
The employees’ Provident Fund Act,1952 and or the Contract Labour (Abolition and
Regulation) Act.1970 the Company Shall not be liable for in respect of or in consequence
of any accident or injury to workman of other person in the employment of the
Contractor or his sub-contractor and the Contractor shall identify workman in the
Company against all such damage and compensation and against all claims, demands,
proceeding costs, charges and expenses what so ever in respect thereof or in relation

Insurance shall be affected for all the contractor’s employees engaged in the
performance of these contractors. If any of the work is subjected, the contractor shall
require the sub-contractor to provide workman’s Compensation and employers liability
insurance for the letter’s employees are covered under this Scheme.
If any agency found having involved in any kind of malpractices such as under payment
to its employees, irregularity in computation of duty hours, less deduction of provident
Fund & Default in other statutory compliances or in maintaining required manpower as
per contract or failure in employing leave Reserve Supervisor, the Company will have the
right to terminate the contract of such agency immediately without giving any notice.
The company will be entitled to deduct directly from the bills, to be paid to the
contractor any sum payable by the contractor and which sum / sums the company is
required to pay as a principal employer on account of Contractor’s default in respect of
all liabilities referred to in above clauses.

of the owner or place obligatory liability in respect of any such workman / employee

Pre-Qualification Criteria.
NAME OF WORK: - “Carting of 10 Mt/270 KG PSC Poles from Kim Pole Factory
(Shreeji Pole Industries) to various locations of Sub – Division
Offices under DGVCL for year 2025-27”
The tender documents consists of two separate bids i.e. technical and price bids. Bidders are
requested to submit the technical bid with the following credentials for post-qualification physically as
1. The bidder shall have to pay Tender Fee & EMD. This amount will be payable in Demand Draft of
any local National Bank in favour of DGVCL situated at Surat. Tender fee & EMD amount are as
described in the tender document.
2. Latest bank solvency certificate of from any Nationalized bank, Public Sector Banks, or IDBI
Bank / AXIS Bank / HDFC Bank / ICICI Bank for a sum of Minimum 20% of estimated cost, of
this wok, not more than 12 months old effective from the date of invitation of tender.

4. The bidder must have Goods and Service Tax (GST) Registration with “ACTIVE” Status or

5. The contractor who have been blacklisted with GUVNL/ DGVCL/ MGVCL/ UGVCL /

The agency with whom the vehicle might have been engage for specific contract/ works then
agreement of the same duly notarized to be produced to the effect that the vehicle will be
available for the proposed contract if necessary.
The tender will be liable to be rejected without further communication in absence of basic information.
7. Duly signed physical Technical Bid must be submitted along with tender documents in technical
bid cover. The tender for the bidder without Technical Bid will not be considered.

8. The Bidders shall submit documentary evidences duly certified by sign & stamp in
support of all above Qualification criteria, failing which the bid will be rejected.
The above documents will be analyzed and after satisfaction, the price bid will be opened online only.
DGVCL may verify the documents, experience certificates with authority who have issued such
certificates / details.
The price bid of only those bidders shall be opened online, who are pre-qualified in
technical bid based on Bid Evaluation Criteria mentioned above.

The schedule rate mentioned below shall per pole per kilometer of 10 meter long pole
inclusive of loading, carting, unloading and stacking at the destination.

1. The price escalation due to increase or decrease in the price of diesel will be admissible
one paisa (1 paisa) per pole increased/decreased on the rate per increase/decrease in
Fifty Paisa (50 paisa only) in Price of Diesel irrespective of kilometers on submission of
evidence and will be effective from the time of its announcement by Government. For
slab of 00 km. to 30 km., 40 Paisa per pole increased/decreased on the rate per
increase/decrease in Fifty Paisa (50 paisa only) in Price of Diesel irrespective of
kilometers and for slab of 30.1 km. to 75 km., 80 Paisa per pole will be
increased/decreased on the rate per increase/decrease in Fifty Paisa (50 paisa only) in
Price of Diesel irrespective of kilometers. (Minimum charges)
2. Basic rate of Diesel shall be considered as Rs. 96.80.
3. No other price escalation will be payable due to increase in the rates of tyres, tubes,
spare parts etc.
4. The successful Tenderer have to cart the poles from any pole factory of Gujarat State.
