TI- Financial Turnover: The bidder should have an aggregate financial turnover not less than 1.5 times the advertised Bid value during the last three previous financial years and in the current financial year upto the date of opening of the Bid. The audited balance sheet reflecting financial turnover certified by chartered accountant with stamp, signature and membership number shall be considered. Bidders having aggregate turnover less than 1.5 times the value of work are not eligible. Note: Along with the above documents, Annexure-III of the enclosed tender document to be filled-in, signed with stamp should be attached.
T2-Liquidity: The bidder should have access to or has available liquid assets, lines of credit and other financial means to meet cash flow that is valued at 5% of the estimated bid value net of applicant's commitments for other contracts. The audited balance sheet and/or banking reference certified by chartered accountant with his stamp, signature and membership number shall be submitted by the bidder along with bid. Banking reference should contain in clear terms the amount that bank will be in a position to lend for this work to the applicant/member of the Joint Venture/Consortium. In case the NetCurrent Assets (as seen from the Balance Sheets) are negative, only the Banking references will be considered. Otherwise the aggregate of the Net Current Assets and submitted Banking references will be considered for working out the Liquidity. The banking reference should be from a Scheduled Bank in India and it should not be more than 3 months old as on date of submission of bids. Note: Along with the above documents, Annexure-IV of the enclosed tender document to be filled-in, signed withstamp should be attached.
Work Experience: The bidder should have satisfactorily completed* in the last three previous financial years and the current financial year upto the date of opening of the Bid, one similar single service contract** for a minimum of 35% of advertised value of the bid. * Completed service contract includes on-going service contract subject to payment of bills amounting to at least 35% of the advertised value of the bid.
Work experience certificate from private individual shall not be accepted. Certificate from public listed company/private company/Trusts having annual turnover of Rs.500 crore and above subject to the same being issued from their Head office by a person of the company duly enclosing his authorization by the Management for issuing such credentials.
Notes: The bidder shall submit details of work executed by them along with bid for the service contracts to be considered for qualification of work experience criteria clearly indicating the nature/scope of contract, actual completion cost and actual date of completion for such contract. Along with the above documents, Annexure-II of the enclosed tender document to be filled-in, signed with stamp should be attached.
Total penalty imposed for unsatisfactory performance in the similar qualifying contract should not exceed more than 7% of the contract value. Confirmation and documentary evidence must be submitted by the bidder, duly verified by the Agency that had awarded the contract.
Defination of Similar Work :- Sanitation and upkeep of office buildings/officers rest house/public buildings and complexes like Railway stations/Airports/Government Hospitals or any ITDC Hotels/State Tourism Development Corporation Hotels or any State Government Guest Houses.

Special Mandatory Condition on Similar Nature of work for Technical Eligibility Criteria :(1) Tenderers has to submit the certificate duly mentioning the certificate to be taken for eligible technical qualification. If the tenderer does not mention it clearly, the offer may not be considered for technical criteria of eligibility. (2) If the credentials submitted by the tenderer from combined nature of work, which is not specifically matching for the similar nature of work stipulated by the Railway for the tender, the tenderers should enclose the work completion certificate in support of Technical Criteria of Eligibility clearly mentioning the completed value of the similar nature of work from the certificate of the combined work duly enclosing the bill copy. Also, in a separate covering letter, the completed / paid values of items covered for similar work in the credential of combined work should be submitted duly mentioning the reference of similar nature items from the bill copy enclosed. For Example, if the similar nature of work stipulated for a bridge rebuilding work is "Execution of works of construction of bridges/rebuilding of bridges or regirdering of bridges/launching of slabs under the running track" Against the similar nature of work, if the credential submitted by the tenderer is related to road work combined with bridge works, they should submit the credential with clear cut completed/paid value of the bridge work from certificate issuing authority along with a covering letter by the tenderer with last paid bill copy stating the paid values of items covered for bridge work in the credential of combined work duly mentioning the reference of bridge related items from the bill copy enclosed. If the bidders failed to enclose documents as per these guidelines, the offers shall be considered as invalid and summarily rejected"
Whether cost of the Bid Security in acceptable form i.e. only through net banking or e-payment gateways or submitted as Bank Guarantee bond from a scheduled commercial bank of India or as mentioned in tender documents. The Bank Guarantee bond shall be as per Annexure-VIA and shall be valid for a period of 90 days beyond the bid validity period. For submission of Bid Security in the form of Bank Guarantee, all the procedures mentioned at Para 6 (a) (i) to (viii) of the tender document should invariably be followed.
Whether documents related to all mandatory requirements like eligibility criteria, certficate of familarisation etc as applicable and mentioned in the compliance lists are enclosed with the tender.
Annexure-V(A) (if applicable) should be filled in and submitted in the given Commercial compliances for declaration that the Firm / HUF / JV / LLP is not blacklisted or debarred by Railways or any other Ministry / Department of Govt. of India from participation in tender on the date of opening of bids, either in individual capacity or as a member of the partnership firm or JV in which he was / is a partner/member. Concealment / wrong information in regard to above shall make the contract liable for determination under Clause 62 of the General Conditions of Contract. Note: If the certificate of Annexure-V(A) has not been submitted separately as per the same content in the given format of enclosed general conditions, the offer shall be summarily rejected.
The tenderer should submit the Annexure-I given in the enclosed tender document duly filled-in, signed and stamped regarding non-employment of retired manager or officer in gazetted rank with their firm, no relation with Railway employees, non- violation of labour laws, details of termination of earlier contracts, non-imposing of penalty in earlier contracts, non- black listing of the firm by any central Govt or Railway including undertaking for genuineness of the above information.
The tenderer should submit the Address form given as Annexure-VII in the enclosed tender document should be filled in with sign and stamp.
The tenderers shall submit a copy of certificate in case of other than Company/Proprietary firm, Annexure-V(A) shall be submitted by each member of a Partnership Firm/Joint Venture (JV)/Hindu Undivided Family (HUF)/Limited Liability Partnership (LLP) etc. as the case may be. Non-submission of above certificate(s) by the bidder shall result in summarily rejection of his/their bid. Note: If the certificate of Annexure-V(A) has not been submitted separately as per the same content in the given format of enclosed general conditions, the offer shall be summarily rejected.
(i)The tenderer shall clearly specify whether the tender is submitted on his own (Proprietary Firm) or on behalf of a Partnership Firm / Company / Joint Venture (JV) /Registered Society / Registered Trust / Hindu Undivided Family(HUF)/Limited Liability Partnership (LLP) etc. The tenderer(s)shall enclose the attested copies of the constitution of their concern, and copy of PAN Card along with their tender. Tender Documents in such cases are to be signed by such persons as may be legally competent to sign them on behalf of the firm, company, association, trust or society, as the case may be. (ii)The Other documents to be submitted in support of the above as per GCC- 2018 of services. (iii) If it is NOT mentioned in the submitted tender that tender is being submitted on behalf of a Sole Proprietorship firm /Partnership firm / Joint Venture / Registered Company etc., then the tender shall be treated as having been submitted by the individual who has signed the tender. (iv) After opening of the tender, any document pertaining to the constitution of Sole Proprietorship Firm / Partnership Firm / Registered Company/Registered Trust / Registered Society / HUF/LLP etc. shall be neither asked nor considered, if submitted. Further, no suomoto cognizance of any document available in public domain (i.e., on internet etc.) or in Railway's record/office files etc. will be taken for consideration of the tender, if no such mention is available in tender offer submitted. (v) A tender from JV shall be considered only where permissible as per the tender conditions. (vi) The Railway will not be bound by any change of power of attorney or in the composition of the firm made subsequent to the submission of tender. Railway may, however, recognize such power of attorney and changes after obtaining proper legal advice, the cost of whichwill be chargeable to the Contractor.
The tenderer whether sole proprietor / a company or a partnership firm / joint venture (JV) / registered society/registered trust / HUF / LLP etc. if they want to act through agent or individual partner(s), should submit along with the tender, a copy of power of attorney duly stamped and authenticated by a Notary Public or by Magistrate in favour of the specific person whether he/they be partner(s) of the firm or any other person, specifically authorizing him/them to sign the tender, submit the tender and further to deal with the Tender/ Contract up to the stage of signing the agreement except in case where such specific person is authorized for above purposes through a provision made in the partnership deed / Memorandum of Understanding / Article of Association/Board resolution, failing which tender shall be summarily rejected. A separate power of attorney duly stamped and authenticated by a Notary Public or by Magistrate in favour of the specific person whether he/they be partner(s)of the firm or any other person, shall be submitted after award of work, specifically authorizing him/them to deal with all other contractual activities subsequent to signing of agreement, if required. Note: A Power of Attorney executed and issued overseas, the document will also have to be legalized by the Indian Embassy and notarized in the jurisdiction where the Power of Attorney is being issued. However, the Power of Attorney provided by Bidders from countries that have signed the Hague LegislationConvention1961 are not required to be legalized by the Indian Embassy if it carries a conforming Apostille certificate. The tenderer should have to submit Power of Attorney along with his offer stated above.
For all tenders having advertised cost of Rs.10 lakh or above, the contractor shall have to submit the option to take payment from Railways through a letter of credit (LC)arrangement. The tenderer shall affirm having read over and agreed to the terms and conditions of the LC option. The option of taking payment through LC arrangement, once exercised by tenderer at the time of bidding, shall be final and no change shall be permitted, thereafter, during execution of contract. (The tenderer have to submit the option to take payment from Railway through a Letter of Credit arrangement)

Employment/Partnership etc. of Retired Railway Employees: (a) Should a Bidder be a retired Engineer of the gazetted rank or any other gazetted officer working before his/her retirement, whether in the executive or administrative capacity or whether holding a pensionable post or not, in any department of any of the railways owned and administered by the President of India for the time being, or should a Bidderbeing partnership firm have as one of its partners a retired Manager or retired gazetted officer as aforesaid, or should a Bidder being an incorporated company have any such retired Manager or retired officer as one of its directors or should a Bidder have in her employment any retired Manager or retired gazetted officer as aforesaid, the full information as to the date of retirement of such Manager or gazetted officer from the said service and in case where such of submission of the tender as to whether permission for taking such contract, or if the Contractor be a partnership firm or an incorporated company, to become a partner or director as the case may be, or to take the employment under the Contractor, has been obtained by the Bidder or the Manger or officer, as the case may be from the President of India or any officer, duly authorized by her in this behalf, shall be clearly stated in writing at the time of submitting the Bid. Bids without the information above referred to or a statement to the effect that no such retired Manager or retired gazetted officer is so associated with the Bidder, as the case may be, shall be rejected.(b)Should a Bidder or Contractor being an individual on the list of approved Contractors, have a relative(s) or in the case of partnership firm or company of contractors one or more of his shareholder(s) or a relative(s) of the shareholder(s)employed in gazetted capacity any department of the railway, the authority inviting tenders shall be informed of the fact at the time of submission of tender, failing which the tender maybe disqualified/rejected or if such fact subsequently comes to light, the contract may be rescinded in accordance with provision in clause 2.5.1 of Standard General Conditions of contract.
