Operation and Comprehensive Maintenance of Steam Boilers available at various places including softners, steamlines, hot water lines, diesel lines/ LPG lines etc., complete in Mechanical Sub-division at Tirumala, The list of machineries with the following details. The rate is excluding GST.

(5). Hot water pipe Lines.
All hot water pipe lines from hot water tanks to (i.e upto inside of Sri T.T) and at out side of Sri T.T. and bhoondhi potu primises.
(6). Cold water pipe lines.
All cold water pipe lines avialable at inside of boiler rooms only.
(7). Gas pipe lines / diesel pipe lines at inside boiler room of all boiler sections.
(8). Soft water storage tanks available at all boiler sections
Note1: operation, servicing, repairs and replacement of spares for the said machineries / equipments shall be carried out as per the conditions mentioned in the agreement.
Note 2 : The rate per month is for Operation and Comprehensive Maintenance for the set of machinery listed from Sl No 1 to 8 including replacing of all spare parts.
Terms & Conditions.
Steam Boilers Operation
Operation and comprehensive maintenance of Thermax / Maxima make Steam Boilers, Electrical boilers, Water Softners and hot water tanks with accessories like cold / hot water lines, Diesel / LPG lines, steam lines etc., available at various places, Tirumala including replacing of all spare parts.
Operating conditions:
1. To operate the softeners to the operating conditions i.e., to maintain water hardness 0 to 2 ppm. If, hardness of feed water is more than 2ppm, immediately regenerate the resin.
2. To operate the steam boilers to supply the steam without affecting the cooking system during all working hours duly in contact with the cooking staff / Temple staff.
3. To supply steam to hot water generation and to supply the hot water as per the requirement duly in contact with the Temple staff.
4. To receive the diesel supplied by the Department into the barrels and to feed to the diesel tanks according to the requirement and to maintain diesel barrels.
5. To maintain Diesel / LPG, water levels and different valves to the operating conditions.
6. Checking of the different valves daily.
7. Maintaining the inlet pressure according to the requirements.
8. To maintain daily log sheets showing particulars of running of the boilers.
9. To maintain the register for water hardness.
10. To maintain the blow-down check & quantity of water circulation regularly and maintain the register.
11. To clean the boilers and its premises daily.
The Boiler Operators should follow the Boiler operating Manuals as follows -
(A) Before starting the boilers, should follow the below instructions -
1. Check water quality so as the hardness of water is within 2 ppm. Check the hardness of feed water after every four hours of operation. If, hardness of feed water is more than 2ppm, immediately regenerate the resin.
2. Check that the soft water tanks and fuel oil service tanks are in full.
3. Open fuel oil inlet valve.
4. Put ‘ON’ electric main switch.
5. Close the main stop valve and open the by-pass valve.
6. Open the feed water inlet valve.
7. Check that the blow-down valve is fully closed.
8. Check and ensure that the temperature indicator-cum-controller setting is not altered.
9. Observe steam escaping to drain through the by-pass valve.
10. Now gradually open the main stop valve and close the by-pass valve.
11. To check the pressure, temperature, water levels by help of gauges. 12. Maintain LOG Book for each boiler.
(B) Before stopping the boiler, should follow the below instructions -
1. Close the steam valve. The pressure switch / temperature controller will cut off the boiler.
2. Close the water inlet valve.
3. Open the blow-down valve fully and blow-down the boiler.
4. Open the economizer blow-down valve.
5. Now, close the blow-down valve and open the by-pass valve.
6. Fully open the water inlet valve.
7. Put the rotary switch ‘ON’ and start the feed water pump and circulate cold water till temperature comes down to 40 degree ‘C.
8. Close the water inlet valve and fuel oil inlet valve.
9. Fill the fuel oil service tank for next day’s operation.
10. Put ‘OFF’ the electric main switch.
11. Clean the boiler, its top and surroundings for any dripped oil etc.,
12. To cut off fuel inlet valve and check up once again total unit.
II) COMPREHENSIVE MAINTENANCE& SERVICING
A) The agency should carry out the following works:
1) Arresting leakages of steam lines, cold/hot water lines and diesel lines/ LPG lines etc.,
2) Removing, cleaning & resetting of filters, strainers, burner rod assembly, economizer, water pump, diesel pump, optimizer. General check up of electrical items to ensure all softies.
3) All the spares including rewinding / replacement of spares for motors, electrical spare parts (excluding steam boiler coils & inner jackets) required should be replaced immediately without affecting the smooth running of the system.
4) If necessary, steam boiler coils & inner jackets, other specified spares will have to be replaced for which separate payment will be made.
5) All the spare parts whatsoever required should be of approved make & quality which are same to that as existence and as directed by the department.
6) Any welding works / lathe works should be attended immediately without hampering the smooth running of the systems.
B) The firm should also carryout monthly one time servicing for all the boilers.
During servicing of the boilers, the following works shall be carried out
i.e., cleaning of filters, strainers, burner rod assembly, economizer, optimizer, valves & all accessories, general check up of electrical items to ensure all safety precautions and keeping the boilers in good working condition including replacing of spare parts if necessary like gland washers, oil seals, valve seat assembly, hydraulic hose, photo cell, belt, side glasses, ignition cable, packings, arresting leakages, etc., complete. The firm would also carryout test to ensure that the unit performs at the rated efficiency levels, there by results in optimum fuel consumption.
C) The firm should carryout servicing for all the water softners once in every six months for re-charging of resin.
1) To remove frontier pipe lines, distributors and resin.
2) To recharge the resin by soaking for 3-4 hours with "Resin charging compound (UC-666 Uni Charge)" to remove contamination in the resin and to make the resin for more effective.
3) To top-up the resin of 15% to 20% with Thermax / Cation - 220 na+ after recharging of the process due to the loss of resin while doing the recharging.
4) To re-fix the frontier pipe lines, distributors and refill the resin
5) The firm should ensure that the unit performs at the rated efficiency levels.
D) The firm should carryout descaling whenever scale formation of the coil occurs with the following specification to ensure that the unit performs at the rated efficiency levels, there by results in optimum fuel consumption.
1) Temporary connections are to be given duly using a separate water pump.
2) Approved de-scaling compound should be used and de-scaling should be done till the scales are removed fully.
3) After de-scaling caustic soda / caustic potash solution is to be used to neutralize any acidic traces in the coil.
4) Finally the temporary connections are to be disconnected and the boiler is to be connected to the permanent piping, tanks and the boiler should be recommissioned to work at the rated efficiency levels.
E) The firm should carryout overhauling of steam boilers as per necessity including repairing / replacement of coil with the following specification. (If necessary, steam boiler coils & inner jackets will be provided by the Department).
During the overhauling of the boiler, the firm should dismantle the unit, take out the coil unit, cleaning of coil (externally) / changing of coil (if necessary, new steam coils / inner jackets will be supplied by the department), casting of bottom refractory and top if necessary, changing of gaskets & other accessories, welding, repairing work including labour, checking of electrical items, restoring and checking the performance of the unit. The firm would also carryout test to ensure that the unit performs at the rated efficiency levels, there by attaining optimum fuel consumption etc., complete as directed during execution.
GENERAL CONDITIONS FOR BOILERS:
1) The firm should ensure that the unit performs at the rated efficiency levels to attain optimum fuel consumption.
2) Any steam / hot water leakages should be attended immediately, failing which suitable fine will be imposed for the energy losses.
3) Any break down of the boiler systems / water softners / hot water systems, should be rectified within 24 hours . Failure in this regard, leads to imposing of stringent fines.
4) For any mis-handling / negligence in operation of machinery suitable fine will be imposed duly recovering the losses caused to machinery.
5) The authorized operating personnel should invariably present at the boilers round the clock.
6) No person should work more than 8 hours in a day at any place.
7) The machinery log should be maintained and record the working times & breakdown periods of each and every machine at each section and should be presented for inspection of the Department.
8) The operators engaged for boiler operation shall be of Skilled (or) more and of sound health.
The agency should be always in contact with the Engineer-in-charge regarding running of the machinery.
The firm should maintain all the records and to produce the same as directed by the Department.
GENERAL CONDITIONS:
1.1. The Technical personnel should be on full time and available at site whenever required by Engineer in Charge to take instructions.The technical personnel engaged shall be with suitable qualification and experience in maintenance of similar works.
1.2. The names of the technical personnel to be employed by the contractor should be furnished separately.
1.3. The contractor should provide Uniform to the working staff at his own cost.
1.4. The contractor should employ Hindus only and they should have faith in Lord Venkateswara.
1.5. If the Engineer-In-Charge asks the contractor to remove a person who is a member of contractor’s staff or his work force stating the reasons, the contractor shall ensure that the person leaves the site forthwith and has no further connection with the work in the contract.
1.6. One Technical person of qualification not less than Diploma in Mechanical Engineering shall be engaged.
2. Contractor’s Risks:
All risks of loss of or damage to physical property and of personal injury and death, which arise during and in consequence of the performance of the contract are the responsibility of the contractor.
3. Insurance: The contractor shall maintain at his own cost personal accident insurance for his own staff as considered satisfactory by the TTD to cover any risk arising from the work and services to be performed under the agreement.
4. Accident or Injury to the operating personnel: The contractor shall be solely liable for any accident or injury that may happen to any of the personnel engaged by him in connection with the contract work according to respective contracts. The TTD shall not be liable for or in respect of any damage or compensation payable at law in respect of or in consequence of any accident or injury to any personnel in the employment of the contractor and the contractor shall indemnify and keep indemnify the TTD against all such claims, damages, compensations and proceedings. The contractor shall forthwith report to departmental officer, all cases of accidents to any of the personnel/operating personnel and shall make every arrangement to render all possible assistance and aid to the victims of accident.
5. Employees Provident Fund Act: The contractor shall comply with provisions of the “Employees” Provident Fund Act 1952, and the scheme framed there under in so far as they are applicable to his establishment. The contractor is further required to indemnify the TTD against any loss or damage, whatsoever that may be suffered by the TTD in compliance on his part with provisions of the aforesaid act and scheme framed there under. The contracting agency / person should pay his part of E.P.F contribution along with wages every month. It is the responsibility of the contractor / agency to pay the E.P.F contribution along with the contribution of his employees to the commissioner of E.P.F Evidence of payment by the contractor.
6. Employee State Insurance Corporation of India (ESIC): The contracting agency/person shall comply with provisions of the Employee State Insurance Corporation of India as they are applicable to his establishment. The employees and employers contribution of ESIC, has to be deducted by the contracting agency/person and the same has to be remitted to ESIC department. The contracting agency/person has to ensure that the remittance is made correctly to the said department.
7. The contractor shall provide the following insurance only through block insurance scheme to cover their men, machinery, and equipment.
7.1. operating personnel’s compensation Insurance for the contractor’s labour.
7. 2. Group personal accident policy.
8. Care of Work:
From the commencement of the work to the completion of the work, the contractor shall take full responsibility for the care of TTD property and equipment. In case any damage or loss shall happen to TTD property and equipment from any cause whatsoever, the contractor at his own cost replace and make good the same.
1) Water, power salt and Diesel/LPG will be supplied by TTD free of cost for operation and maintenance of the above scheme.
2) The contractor has to maintain one cell phone at each machinery section at his own cost for better interaction on running of machinery and for informing the authorities about the stage of action regularly as and when required by the department.
3). The Income tax @ 2% or as in force will be deducted from the running bills of the contractor.
4) The contractor has to procure the required machinery for repairing such as welding machine, cutting machine, grinding machine etc., at his own cost.
5) No escalation of rates on whatsoever reasons will be paid during the period of contract.
6) The contractor is to deploy the following minimum work force at various boiler sections for effecting and smooth functioning of O&M. If the contractor is fails to engage the said minimum work force, the amount will be deducted accordingly from the running bills. MTVAC - 3 Nos LPT - 6 Nos VQC-II - 3 Nos Dharmagiri - 2 Nos S.V. Employees canteen - 2 Nos SPRH - 2 Nos Vakulamaatha Kitchen - 3 Nos Weekly offs - 3 Nos Welder - 1 No Mechanic - 1 No Supervisor - 1 No Total - 27 Nos
7) If the deployed work force is observed as less for effective O&M of work the TTD will ask for additional deployment with reasons and the contractor shall comply forthwith. This additional deployment of required personnel will also be at the cost of contractor only. No extra amount whatsoever will be paid by TTD.
8) The Contractor shall pay the wages as per the proceedings of Roc.No. TTD-88021(31)/2/2023-COC-TTD dt.01.02.2024 as detailed below. a) For skilled workers wages = Rs.18,500/- + EPF & ESI. And as amended from time to time.
b) The Contractor shall strictly adhere to the statutory regulations viz., Enhanced Wages of TTD Board of Trustees Resolution, PF Act, ESI scheme, Insurance & other regulations covering labor contract. If failure on the contractor on the above, TTD shall reserve the right to take appropriate civil and criminal action against the concerned contractor and consequently the Agreement / MOU shall also be liable for cancellation apart from forfeiture of EMD and Security Deposit.
9) The contractor is to carryout servicing of all steam boilers once in a month and the reports are to be submitted to the Department every month. If the contractor is fails to service the steam boilers, the amount will be deducted accordingly from the running bills.
10) The rates are exclusive of GST.
