AMC FOR AUTOMATION AND SCADA UNDER GE AF TRIVANDRUM

SCHEDULE 'A'

Comprehensive maintenance including repairs but excluding cost of spare parts as required for modernised water supply infrastructure consisting of following under GE AF Trivandrum complete all as specified and directed. (i) Chithralekha pump house consisting of PLC panel control and monitoring of 8 Nos pumpsets, 08 Nos motorised valves, 5 Nos magnetic level sensor, 04 Nos ultra level sensor, 01 No residual chlorine sensor, 16 Nos release solenoid valves with all connected accessories for automatic operation at Chithralekha Complex (ii) Vayu Vihar pump house including 15 Nos motorised actuator, 03 Nos ultra sonic level sensor, 05 Nos pumps, 07 nos solenoid valves, 05 Nos pressure transmitters, 01 No residual chlorine sensor, 01 No pH & turbidity sensor (iii) KV pump house with 02 Nos pumps, 03 Nos motorised actuators, 01 No ultra sonic level sensors, 03 Nos priming valves, 02 Nos air realese valves, 02 Nos pressure transmiter, (iv) Officers' mess, DSC area, & P-44, P-10, P-71 Area consisting of 09 Nos motorised actuators.

Comprehensive maintenance shall include the following: (a) Servicing and maintenance /repair and replacement of defective components /spare parts with new one of PLC based control panels including all accessories modem, antenna etc. installed at various pump houses, OHTs and Master control station. (b) Repair/maintenance by disconnecting, cleaning, greasing for wear and tear, complete servicing, refixing, lathing, installing and commissioning as directed by Engineer-in-Charge of all motorised and solenoid valves, Pressure Transmitters, Ultrasonic and magnetic Level sensors. (c) Any changes to the Programmable Logic Controller (PLC), e.g. Changes in ladder logic of programme, changes in operational timing, etc. (limited to the scope of items covered under this AMC) (d) Any changes to the SCADA software, e.g. Changes in report format, changes in operational screens, creation of soft keys etc. (limited to the scope of items covered under this AMC) (e) Mailing of SCADA reports related to all the systems to AGE/JE every week (f) Attending break down maintenance (within 4 hours of reporting time) and replacement of unserviceable spare parts with new ones as required at site complete all as specified and directed by Engineer-in-charge

Notes (1) All components/spare parts replaced covered under "SPARES" shall be of the same make as specified in Particular Specifications and model / cap as per the existing and shall be measured and paid seperatly under relevant items of this BOQ and fixing charges shall be deemed to be included in this item. Nothing extra shall be admissible on this account.The additional parts required for smooth and efficient operation/replacement etc for system other than the spares in the BOQ shall be replaced with new ones without any extra cost. (2) All calls related to unservicability/ break down of the system should be attended within 4 hours, failing which a penalty of Rs 1000/- shall be imposed beyond 4 hours of delay until the system gets repaired. If breakdown is not attended for more than 24 hrs, quoted rate proportional to number of days rounded off to full day will be deducted from the due payment. (3) The quoted rate shall also be inclusive of all the charges for the communications, i.e. 01 Nos BSNL broad band connection with static IP at Chithralekha Pump House and GPRS enabled data cards used in all PLC based panel related to this scope of work (4) Servicing of Motorised valve, PLC base control Panels, communication Panels, Mimic Panels shall be carried out by authorized representative of the Manufacturer only. The technician shall submit a letter from the manufacturer as proof of his being a authorized representative of the manufacturer. The technician shall also submit a signed report on original letterhead of the manufacturer that servicing has been carried out by him.

(5) Any changes to the Programmable Logic Controller (PLC), e.g. Changes in ladder logic of programme, changes in operational timing, etc. (limited to the scope of work covered under this AMC) shall be carried out by authorized representative of the Manufacturer of PLC based Panels only. The programmer shall submit a letter from the manufacturer as proof of his being an authorized representative of the manufacturer. The programmer shall also submit a signed report on original letterhead of the manufacturer that servicing has been carried out by him. (6) Any changes to the SCADA software, e.g. Changes in report format, changes in operational screens, creation of soft keys etc. (limited to the scope of work covered under this AMC) shall be carried out by authorized representative of the Manufacturer of PLC based Panels only. The technician shall submit a letter from the manufacturer as proof of his being a authorized representative of the manufacturer. (7) Repairs to pump sets, starters, controls, valves etc are not in the scope of work. Un-serviceabililty of the same shall be intimated to the concerned JE/ Engineer-In-Charge E/M for repairs. In such situation the breakdwon period before the pumpsets put into working condition will not be considered as default of the contractor.

All the notes given vide 2.02, 2.03 above shall also be read in conjunction with the following: (A) The repair and maintenance of SCADA system should be done through OEM or through the authorised service provider of the OEM or any other agency dealing with the installation and maintenance of SCADA/Automation systems and having vast experience in the relevant field as approved by CWE. (B) The bidders shall mandatorily upload scanned copy of documents related to authorised service provider of the OEM or documents showing vast experience in maintenance of SCADA/ Automation systems i.e documents mentioning work services carried out in same field in past at various Govt departments/ institutions. (C) The bids (i.e. submitted by other than OEM) without above mentioned relevant documents shall be disqualified in T Bid evaluation (Technical Bid Evaluation) and their financial bid will not be opened. (D) Within 15 days of acceptance of tender, the successful bidder (other than OEM) shall submit a Memorandum of Understanding (MoU) from OEM in a non-judicial stamp paper of Rs 100.00 duly notorised with an undertaking stating that execution of all SCADA related items of work shall be carried out under technical support and guidance of OEM.

Supply only following spares for fixing for item no 2 complete all as specified and directed. Note (i): Spares will be measured and paid only as per the requirement/unserviceability as per approval of GE(AF) Tvm. The spares incorporated for replacement shall be of existing make as specified in Particular Specification/model. If not available, approval for the make as recommended by the OEM, shall be obtained from GE after production of non availabilty certificate from OEM prior to incorporation in the work. Note (ii) : The unserviceable spares will become the property of the contractor and recovery will be made as per schedule of credit.
