I. ELIGIBILITY CRITERIA

1 • Professional Registration

The bidder shall be a firm registered with the Institute of Chartered Accountants of

India (ICAI) under the provisions of the Chartered Accountants Act, 1949, and shall be

authorized to provide professional Accounting, Finance and Taxation consultancy

services. The bidder shall submit a self-attested copy of the valid ICAI Registration

Certificate of the firm indicating its validity as on the date of submission of the bid.

• Minimum Professional Experience

The bidder shall have a minimum of ten (10) years of continuous experience in

providing Accounting, Finance and Taxation services.

Further, the bidder must have specific experience in handling Accounting, Finance and

Taxation matters of Hospitals / Healthcare Institutions, preferably Government, Semi-

Government, Municipal Corporation, Trust or Public Sector Hospitals.

• Experience in Government / Semi-Government / Municipal Bodies

The bidder should have experience in providing Accounting, Finance and Taxation

services to Government, Semi-Government, Municipal Corporation, Autonomous

Bodies or Public Sector Undertakings, including hospital or healthcare institutions.

• Financial Turnover Criteria

The bidder shall have an average annual turnover of not less than ₹20,00,000/- (Rupees

Twenty Lakhs only) during the last three financial years, i.e.:

3. The Tenderer shall have sufficient qualified and experienced personnel on its rolls,

specifically trained in Accounting, Finance and Taxation work, and shall be capable of

deputing the required number of personnel at Sheth V.S. General Hospital and Sheth Chinai

Maternity Hospital as per the scope of work and requirements of the Hospital. The Tenderer

shall mandatorily depute at least one (1) full-time Inter-CA / CA-Final qualified or equivalent

experienced professional at Sheth V.S. General Hospital during working hours for execution

of the contract.

The Tenderer shall submit, as per Annexure ‘C’, indicative details of available manpower

including qualification, designation and experience. The list shall be indicative and not

construed as a final or exclusive list of personnel to be deputed. The Tenderer shall be solely

responsible for salary payment, statutory compliances, discipline, continuity and

replacement of the deputed staff. The Hospital reserves the right to verify credentials, assess

performance and seek replacement of any deputed personnel found unsatisfactory.

4. Bidder has to provide written binding stating that (1) bidder is fully capable to provide

Accounting, Finance and Taxation Work (2) bidder will be solely responsible for deployment

of properly trained and qualified staff for the posts mentioned in the tender.

1 Sealed tender under two bids system in the prescribed forms are invited from eligible bidders

Proposals should be submitted in a sealed envelopes clearly super scribing as TENDERFOR

AHMEDABAD and addressed to THE SUPERINTENDENT,SHETH V.S.GENERAL HOSPITAL. Full

tender copy (Except Commercial bid) should be reach to the office of Medical Suprintendent,

19 Rates quoted shall be firm and fixed and inclusive of cost of manpower inclusive of all taxes

(excluding G.S.T.), duties and levies, insurance, EPF, Professional tax etc. No escalation of

whatsoever nature shall be payable.

20 The Declaration in the prescribed proforma (Annexure A) enclosed should be submitted along

with the Technical Bid.

21 All entries in the tender form should be legible and filled clearly. Any overwriting or cutting

which is unavoidable shall be signed by the authorized signatory.

22 Even though the Applicants meet the required criteria, they are subject to be disqualified if

applicant or any of its constituent partner/s, director/s have : - Made misleading or false

representation in the forms, statements, and attachments submitted; or - Been debarred or

terminated or blacklisted by Central Govt. Organization / State Govt. organization / AMC/ Any

Municipal Corporation / ULBs etc.

- If, any of the directors, partners or the proprietor has a criminal history or has been convicted by

any court of law for any of the offenses under any Indian laws.

- If, any criminal proceeding is pending in any court of law in India against any of the directors,

partners or a proprietor and if any such proceeding culminates into conviction.

23 No Tenderer will be allowed to withdraw after submission of the tenders within the bid validity

period otherwise the EMD submitted by the tendering firm would stand forfeited.

24 In case the successful Tenderer declines the offer of Contract, for whatsoever reasons(s), his

EMD will be forfeited.

25 A formal contract shall be entered into with the successful tenderer. In this contract, the

successful tenderer shall be defined as Contractor.

26 The successful tenderer will have to deposit a Performance Security Deposit of amounting

Upper rounding in '000 of 5% of Yearly contract value by way of D.D or Bank Guarantee from

Nationalized / Scheduled Bank and Other approved banks of AMC in favour of "Sheth V.S.Gen.

One year contract and further renewable.

27 The successful Tenderer will have to deposit the Performance Security Deposit and commence

the work within 15 days of acceptance of tender. Otherwise the contract will be cancelled and

EMD will be forfeited.

28 Each page of the Tender document should be signed and stamped by Authorized representative

of Tenderer in acceptance of the terms and conditions laid down by Sheth V.S.General Hospital

And Sheth Chinai Maternity Hospital.

29 The competent authority reserves the right to withdraw/relax any of the terms and conditions

mentioned above in such a situation the tenderer shall be given sufficient time to take the

30 The competent authority reserves the right to reject all or any tender in whole, or in part,

without assigning any reason thereof.

34 Bidder has to quote for all the services without which tender will be rejected outright.

35 If during bid evaluation the competent authority finds certain information or documents not

having been submitted or being made available partially then competent authority at its

absolute discretion retains the right to ask for the missing information or documents from the

III. GENERAL CONDITIONS OF CONTRACT (GCC)

1 The persons deployed by the agency should be properly trained, have requisite Experience and

skills for carrying out Accounting, Finance and Taxation Work.

2 The agency at all times should indemnify Sheth V.S.General Hospital And Sheth Chinai

Maternity Hospital/Ahmedabad Municipal Corporation against all claims, damages or

compensation under the provisions of Payment of Wages Act, 1936; Minimum Wages Act,

1948; Employer’s Liability Act,1938; the Workman Compensation Act, 1923; Industrial Disputes

Act, 1947; Maternity Benefit Act,1961; Shops and Esstablisment Act or any modification thereof

or any other law relating thereto and rules made there under from time to time. Sheth

V.S.General Hospital And Sheth Chinai Maternity Hospital will not own any responsibility in this

4 The tenderers shall have no cause of action or claim against the V.S.General Hospital &

Sheth Chinai Maternity Hospital or its employees, officers, successors or assignees for

rejection of his tender.

5 Sheth V.S.General Hospital And Sheth Chinai Maternity Hospital will provide space for setting

up a Account Office in the premises.

6 If, after submission of the tender and before award of the work, the bidder is blacklisted,

banned or debarred by any Government authority / Semi-Government body / Local

Authority / Corporation, the tender shall be cancelled forthwith. If such blacklisting or ban

comes to the notice of the competent authority during the tender process, the bidder shall

be disqualified from the tender process, and if the contract has already been awarded, the

same shall be terminated and the bidder shall be debarred from participating in future

tenders for a period of five (5) years. If the bidder fails to disclose such blacklisting / ban,

strict action shall be taken.

7 Rights of the Competent Authority

The Competent Authority shall have the right to:

1. Cancel the tender process at any stage without assigning any reason, and

2. Increase or decrease the scope or quantity of work and assign additional work to

one or more tenderers, as deemed necessary in the interest of the institution.

8 Withdrawal of Tender

After submission of the tender, the bidder shall not be permitted to withdraw or modify

the tender during the validity period. If the bidder withdraws the tender or fails to execute

the work after award, the Earnest Money Deposit (EMD) shall be forfeited, and such

bidder shall be disqualified from future tenders as per applicable rules.

9 Conflict of Interest

Any firm, company or agency which has been blacklisted or debarred by any Government /

Semi-Government organization shall not be eligible to participate in this tender. If it is

found that the bidder, its proprietor / partner / director / associate or any related entity is

directly or indirectly involved in another tender or has any conflict of interest, the tender

shall be liable for rejection. In such cases, the bidder shall submit an undertaking on ₹300/-

non-judicial stamp paper, duly notarized, declaring that no such conflict exists.

resources, to meet the contractual obligations.

Payment Procedure:

Payment of valid bill amount will be made in the succeeding month upon submission of the bill

to medical supritendent as per approval of competent authority.

Liquidated damages:

Whenever and wherever it is found that the account as and finance servieces is not as per the

accounting standards and up to the mark, it will be brought to the notice of the agency and if no

action is taken within one month, liquidated damages shall be imposed. The decision of Sheth

V.S.Gen. Hospital official incharge shall be final, in this regard.

a. Any misconduct/misbehavior on the part of the manpower deployed by the agency will

not be tolerated and such person will have to be replaced by the agency at his own

costs, risks and responsibilities immediately, with written intimation to Sheth

V.S.General Hospital And Sheth Chinai Maternity Hospital.

b. The Contractor should ensure to maintain adequate number of manpower as per

Annexure “C”. In case any employee absences from the duty, the reliever of equal status

shall be provided by the agency. If the required numbers of employees are less than

the minimum required as per Annexure “C” a penalty will be deducted from the bill.

The agency shall at all times have standby arrangements for carrying out the work under the

Contract in case of failure of the existing arrangement.Sheth V.S.General Hospital And Sheth

Chinai Maternity Hospital reserve the right for termination of the contract at any time by giving

one month Written notice, if the services are found unsatisfactory and also has the right to

award the contract to any other selected tenderers at the cost, risk and responsibilities of

agency and excess expenditure incurred on account of this will be recovered by Sheth

V.S.General Hospital And Sheth Chinai Maternity Hospital from the agency Security Deposit or

pending bill or by raising a separate claim.

• All necessary reports and other information will be supplied on a mutually agreed basis

and regular meetings will be held with the Sheth V.S.General Hospital And Sheth Chinai

Maternity Hospital.

• Agency and its staff shall take proper and reasonable precautions to preserve from loss,

destructions, waste or misuse the areas of responsibility given to them by the Sheth

V.S.General Hospital And Sheth Chinai Maternity Hospital/Ahmedabad Municipal

Corporation and shall not knowingly lend to any person or company any of the effects or

assets of the Sheth V.S.General Hospital And Sheth Chinai Maternity Hospital under its

Contractor staff, if established after a joint enquiry, then the Contractor shall

• The agency or its representative/s shall meet Sheth V.S.General Hospital And Sheth

Chinai Maternity Hospital representative/s regularly to take feedback regarding the

Accounting, Finance and Taxation Work.

• The agency shall, in performing its part of this Agreement, ensure the safety of the

building and the persons working in or visiting the Sheth V.S.General Hospital And Sheth

Chinai Maternity Hospital’s premises and shall indemnify Sheth V.S.General Hospital And

Sheth Chinai Maternity Hospital/Ahmedabad Municipal Corporation for any loss or

damage caused by any act of the agency or its employees or staff etc.

• The agency shall not assign or sublet this Agreement or any part thereof to any third

part without the approval of the Sheth V.S.General Hospital And Sheth Chinai Maternity

Hospital. However, he may use the services of associates for providing the services in

which case the agency shall be responsible for the performance and all acts of the

associates as though they were his own.

IV. SCOPE OF WORK

The Consultant shall provide comprehensive, end-to-end professional services in the areas of

Accounting, Finance, Taxation and Statutory Compliance to Sheth V.S. General Hospital & Sheth

Chinai Maternity Hospital in coordination with the existing deputed accounting team of the

organization. The scope of services shall include the following:

A. Taxation & Statutory Compliance

•Preparation, review and timely filing of monthly, quarterly and annual TDS returns

(including Form 24Q, 26Q, 27Q, etc.) in accordance with applicable Income Tax laws

• Preparation, reconciliation and filing of GST returns, including GSTR-1, GSTR-3B, annual

returns and related statements

• Reconciliation of GST input tax credit (ITC) with books of accounts and portal data

• Preparation of tax challans, certificates, statements and statutory compliance

• Computation of tax liabilities, verification of deductions, and ensuring timely payment of

• Handling, replying to and follow-up of Income Tax / GST notices, assessments, scrutiny

proceedings, audits and appeals, including coordination with tax authorities

• Advising Hospital authorities on changes in taxation laws, rules, notifications and circulars

and ensuring timely compliance with the same.

B. Accounting & Finance Operations

• Supervision, verification and review of day-to-day accounting entries including vouchers,

journal entries, receipts and payments

• Scrutiny and validation of accounting data maintained in Tally or other accounting software

• Monthly bank reconciliation statements, cash book verification and ledger scrutiny

• Verification of payment annexures and supporting documents

• Assistance in preparation, monitoring and review of annual budgets, revised estimates and

financial projections

• Ensuring compliance with applicable accounting standards, government guidelines and

institutional financial rules.

C. Payroll & Employee Accounting

• Verification of income-tax deductions on salaries, exemptions, perquisites and allowances

• Assistance in preparation and issuance of Form 16 / Form 16A and other employee-related

• Verification and reconciliation of statutory deductions such as PF, NPS, Professional Tax,

GPF, GIS, Credit Society and other recoveries, as applicable

D. Audit & Compliance Support

•Coordination and liaison with Statutory Auditors, Internal Auditors, Local Fund Auditors, CAG
