IRS Conditions of Contract: The contract shall be governed by latest version (along with all correction slips) of IRS conditions of contract, and all other terms and conditions incorporated in the tender documents.

Bidders to quote with tender specific authorization as per Railway Board Guidelines directly from OEM and the purchaser shall confirm the genuineness of OEM authorization. Offer without valid authorization from OEM shall be summarily rejected without any back reference and no representation will be entertained.

i) The tenderer must have supplied and commissioned successfully at least 01 (one) no. EOT crane of capacity 50 tons or more in the last 5 years to Indian railways or central govt./state organizations/PSUs of central and state undertakings. ii) The onus of submission of requisite documents (such as copies of Receipt note for stock items, receipt & acceptance for Non Stock items, capacity & capability credential, M&P required for manufacturing tendered item, T&P, Technical manpower, in house testing facilities, MSE credentials, financial credential PAN No/ITCC etc.) along with their e-offer regarding 'Bulk order' lies with the tenderer. In case the tenderer do not submit the requisite documents as detailed above along with their e-offer, the tender will be decided on the basis of their past supply performance records as available with SECR [if any]. iii) In case tenderer participate as an authorized agent, then the performance as required above shall be that of the Principal, authorizing the agent. lt may so happen that the agent has credentials of past supply for a different Principal but this will not be considered as performance for placing bulk order in case of change of Principal.

Technical literature to be submitted by the bidder along with their offer failing which their offer will be summarily rejected

FOR DESTINATION Firm are advised to quote with delivery term FOR destination, if firm will offer with delivery term FOR ex Works and delivery by Road/Rail then firm shall dispatch the stores in such a way that it shall reach the ultimate consignee before terminal date of delivery mentioned in the contract. In such cases merely the dispatch of material within contractual delivery period does not mean that firm has supplied the material within contractual delivery period but it shall reach to ultimate consignee on or before contractual delivery period as date of supply of material.

Firm should clearly state HSN code of eight digit and also mention that under which chapter and sub-heading of central excise tariff, their GST tariff falls. Purchaser shall not be responsible for any misclassification of HSN number or incorrect GST rate if quoted by the bidder.

Manufacturer/Suppliers Trade Mark along with Year and Month of Manufacture to be embossed/Marked on the product/Boxes/Cartons as stipulated in Specification /Drawings.. Test certificate of the ordered materials and Guarantee/Warranty Certificate of the ordered materials are to be produced at the time of Inspection and supply.

Earnest Money Deposit (EMD) :- (i) EMD:- Firm shall submit EMD amount @2% of the estimated value of the tender rounded off to nearest higher Rs 10/-. Please read carefully correction slip no. 001 of SECR General Tender condition 2019 regarding Earnest Money Deposit which is applicable in this case. (ii)Please note that submission of EMD is exempted only to those firms who are registered with UDYAM for tendered item / Indian Ordinance Factories/Other Railway and Government Departments/PSUs owned by Ministry of Railways and PSUs for the group of items that are manufactured by them. Firms appearing on the approved list of RDSO forthe tendered item shall be exempted for submission of EMD subject to approval status of the firm being valid on the date of tender closing. The Firm registered with PCMM, South East Central Railway/ Bilaspur for the trade group of the tendered item shall also be exempted for submission of Earnest Money Deposit according to the monetary limit of registration. Firm shall clearly indicate their registration number along with monetary limit of registration, if any. Tenderers must upload/submit valid documents for the exemption of EMD along with their bid. Note: If any tenderer neither submit EMD nor uploaded valid documents for exemption of EMD, then their offerwill be summarily rejected

Inspection by TPI at manufacturer's premises. Firm to indicate complete address of place of inspection in their Offer. Please refer correction slip 012. No. of Stages of Inspection: 4 (Excluding Final Lot Inspection) Description of Stage-1 Inspection: Raw Material Inspection ( Plates, Gear, Pinions & Wheels etc) (as 100% of PO Qty.) Description of Stage-2 Inspection: Process Inspection i.e X Ray Box Girders. (as 100% of PO Qty.) Description of Stage-3 Inspection: Process Inspection i.e Gear Boxes Final Running. (as 100% of PO Qty.) Description of Stage-4 Inspection: Process Inspection ie Hooks Testing (at 3rd party's place). (as 100% of PO Qty.), Final inspection to be considered after completion of Final fitment, installation & load testing of supplied EOT Cranes at consignee site.

Technical Specification attached in tender, special terms and conditions & Inspection terms must be referred and complied.

Final inspection will be done by consignee with firm's representative at consignee's end for Prove out test & commissioning.

If any condition mentioned any where in the tender document,which contradict above conditions then the above conditions shall supersede.

Pre-inspection of site and joint check to be made by the firm Engineer and Railway representative before manufacturing the Crane to ensure correct dimension of all Leading Parameters & critical clearances to avoid any rejection, detention or irregularities during Commissioning.

1.Drawing to be submitted at Consignee end only. 2.WBG to be submitted to consignee by addressing to PFA/SECR. 3.Guarantee/Warranty Certificate must be ensure by the firm. 4.Packing Instructions:- The Material Shall Be Suitably Packed By Biodegradable Or Recyclable Material To Avoid Damage / Distortion During Transits.
