11 Penalty Due to Delay of work (1) Rs.1000/- per day (for tenders amounting upto 10 Lakhs), (2)
Rs.2500 per day (for tenders amounting above 10 Lakhs and upto
30 Lakhs), (3) Rs.5000 per day (for all tenders amounting above
Lakhs) but not more then 10% of bill
Defect Liability : As per ‘B-1 Form Close
Whenever a work is allotted by Engineering staff, whether minor or
major of part thereof of any amount, the contractor shall be bound to
start the works within 48 hours of intimation of work. Communication
done telephonically via SMS, Via Whatsapp and through letter / E-
mail shall be considered legal and binding for the same. Failure of
comply to start the works in 48 hours of intimation as above by
Time permitted to start parts
contractor the contractor shall be levied penalty of (1) Rs.1000/- per
day (for tenders amounting upto 10 Lakhs), (2) Rs.2500 per day (for
tenders amounting above 10 Lakhs and upto 30 Lakhs), (3)
Rs.5000 per day (for all tenders amounting above 30 Lakhs). Three
times failures by contractor shall make contractor responsible to be
black listed unless and otherwise justified properly in writing /
binding within 15 days of last notice of penalty.
The staff of the contractor shall wear safety jackets,
hoes, helmets etc. while on duty and any violation will attract
fine of Rs. 5,000/- for each incident.
Safety Failure to erect safety signage or trying to carry out he
works without proper precautions/safety measures as
equired will attract a fine of Rs. 5,000/- for each incident.
The contractor shall be responsible to make good and remedy at
his own expense any defect which may develop or may be noticed
before the period mentioned hereunder from the certified date of
completion, The within 15 days of receipt of the notice. In the case
of failure on the part of the contractor, the Engineer-in-charge may
rectify or remove or re-execute the work at the risk & cost of the
contractor. The Engineer-in-charge shall be entitled to appropriate
the whole or any part of the amount of security deposit towards
Defect &Liability Period the expenses, if any, Incurred by him in rectification, removal or re-
14 execution. The Defects Liability period shall be as under(a) for all
works costing upto Rs. 50,000 ( amount put to tender), the period
shall be 3 months from the certified date of completion.
(b) for all works costing more than Rs. 50,000 and upto Rs. 1 crore
(amount put tender), the period shall be 6 months from the
certified date of completion or one monsoon, whichever is later.
(c) for major projects costing more than Rs. 1 crore, the period
shall be 12 months from the certified date of completion which

(d) For building works, the period specified in (a), (b) or (c) above
OR elapse of monsoon period following the certified date of
completion, whichever is later. For the purpose of deciding the
monsoon period, the 30th September may be treated as the last

12. Wherever a reference to any Indian Standard appears in the specifications, it shall be taken to
mean as a reference to the latest edition of the same in force on the date of agreement.
13. In "Mode of Measurement" in the specifications wherever a dispute arises in the absence of
specific mention of a particular point or aspect, the provisions on these particular points, or
aspects in the relevant Indian Standards shall be referred to.
14. All measurements and computations, unless otherwise specified, shall be carried out nearest to
the following limits:

15. The distance, which constitutes lead, shall be determined along the shortest practical route and

22. No collection of materials shall be made before it is got approved from the Engineer-in-charge.
23. Collection of approved materials shall be done at site of work in a systematic manner.

numbers and in good working condition on the site of the work.
26. All works shall be carried out in workmanlike manners per the best techniques for the

27. All tools, templates, machinery and equipment for correct execution of the work as well as for
checking lines, levels, alignment of the works during execution shall be kept in sufficient
numbers and in good working condition on the site of the work.
28. The mode, procedure and manner of execution shall be such that it does not cause damage or
over loading of the various components of the structure during execution or after completion
of the structure.
29. All necessary safety measures and precaution (including those laid down in the various relevant
Indian Standards) shall be taken to ensure the safety of men, materials and machinery on the
works as also of the work itself.
30. The testing charges of all materials shall be borne by the Contractor unless recovery at one
percent towards testing charges is separately made.

Time limit for the work shall be 06 Monthafter the order to start the works. Progress of work
should be in proportion to time limit.
The contractor shall be remain responsible for Workmen’s compensation if any accident. The
contractor shall arrange for barricading at night and arrangement of Pagi at night to direct the
traffic. He shall be responsible for any damage to public. If any incident happen, during the
execution of work. In case of dispute for unseen or overlooked items the decision of the Dy. City
Engineer shall be final. The contractor shall have to give site clean of all rubbish during the work
and at the time of completion of work and hand over the site with final finishing of the work as
directed. All the rejected materials shall be removed from site within 24 hours by contractor at this
risk and cost. Debris shall have to cart daily from site.
If any extra item crops up during the progress of work the same shall be carried out by the
contractor and he shall be paid at the rate fixed by Add.C.E. as per the rate analysis based on latest
SOR or if item is not available in SOR than based on current market rates. In case of extra item
decision of Add. City Engg. shall remain final regarding rate.
If in the interest of the Corporation it is necessary to change either any site or the design of the
propose work the contractor shall carry out the same at his quoted rates without charges any extra
and the contractor will have to carry out the works and he will be paid at the rate quoted by him.
No claim for extra rate for subsequent changes in site and design is entertained.
Octroi exemption passes shall not be given for any materials required for the work. Contractor will
be fully responsible for compliance of the various provisions under contract Act. 1970 and the
Rules framed the to under.
The tender for the work shall remain open for a period (120) days from the date of opening of the
tenders for this work and that the tenderer shall not be allowed to withdraw on modify the offer
on his own during the period. If any tenderer withdraw or makes any modifications or addition in
the terms and conditions of his tender not acceptable to the Municipal Corporation the Municipal
Corporation shall without prejudice to any right or remedy be at liberty to forfeit in full the said
earnest money and black list the contractor.
If the work is not carried out within the specified time limit. from the date of order to start the
work the penalty of Rs.- ( As per Form - B1) per day of delay shall be recovered from the immediate
bills payable to the contractor. Contractor has to make his own arrangement for procurement of

( A ) INSTRUCTIONS TO BIDDERS (ITB)
1. Procedure for Submission of Tender
a). The Bidder should quote the price bid in tender form before schedule time Tender Document, tender
fee & EMD (Draft /DD) and all other enclosures as asked in tender.
b).The bidder shall submit the following Tender documents physically in hard copy in two separate
envelope (marked as “original” and other marked as “Duplicate”) in schedule time by RPAD/
Speed Post/ Hand Delivery in duplicate. The Bid envelopes shall be marked as follows:-

2. Assessment of Submission
2.1 The Employer will open the technical bid of physically submitted document of all the bids received
for the package (except those received late) containing the sealed Tender volume and other
enclosures then announce the names of bidders in the presence of bidders or their representatives
who choose to attend on the date and time mentioned in the NIT In the event of specified date of
bid opening being declared as a holiday for the Employer, the Tender will be opened at the
appointed time and location on the next working day.
2.2 In Physical submission, Bidders detailed and tender fee, E.M.D. shall be opened first. The Employer
at the opening will announce bidder’s names, , the presence/or absence of EMD, the amount and
validity of EMD furnished with each bid, is valid registration and such other details, as the Employer
may consider appropriate.
2.3 The Employer will determine whether the bid is accompanied by the required EMD.
2.4 If the EMD furnished does not conform to the amount and validity period as specified in the
Invitation for Bid and has not been furnished in the form, the bid shall be rejected by the Employer
as non-responsive and the Tender volume will be returned to the bidder.
2.5 Subject to confirmation of the EMD by the issuing bank, the Tender volume accompanied with
valid EMD will be taken up for further evaluation. In case, the Bank does not confirm the EMD, the
bid shall be rejected as non-responsive and no further evaluation carried out.
2.6 The tender volume will further be examined to determine whether the bid has been properly
signed, meets the eligibility and qualification criteria, has the required available bid capacity, is
accompanied by the requisite certificates, undertaking and other relevant information specified in
the bid documents and is substantially responsive to the requirement of the bidding documents
and provides any clarification for ascertaining the correctness of the information/details.
2.7 If the Tender volume is not substantially responsive, it will be rejected by the Employer and will not
subsequently be made responsive by correction or modification or withdrawal of the
nonconforming deviation or reservation.
3. Evaluation and Comparison of Tender volume
The Employer will evaluate and compare only those Tender volumes which are determined to be
substantially responsive in accordance with Clause 2 and qualified for award of Contract in
accordance with Clause 5 (General Terms and Condition).
4. Procedure for Tender Opening
Received copies of tender in physical form with in schedule time, will be open on schedule date and
time. In the event of specified date of bid opening being declared bidders who qualify the criteria
then bidder bid will be considered for opening of price bid.
5.1 The Employer will award the Contract to the bidder whose bid has been determined to be
substantially responsive to the bidding documents and who has offered the lowest Evaluated Bid
Price, provided that such bidder has been determined to be (i) eligible in accordance with the
provisions of Clause 3(General Terms and Condition); and (ii) qualified in accordance with the
provisions of Clause 5(General Terms and Condition).
6. Notification of Award
6.1 Prior to expiration of the period of bid validity prescribed by the Employer, the Employer will notify
the successful bidder by cable/fax and confirmed by registered letter that his bid has been
accepted. This letter shall name the sum which the Employer will pay the Contractor in
consideration of the execution, completion and maintenance of the Works by the Contractor as
prescribed by the Contract.
6.2 The notification of award will constitute the formation of the Contract.
7. A successful Bidder has to deposit security deposit / Bank Guarantee as per Circular after receiving
letter of Indent. Time limit of work will commence from the date of issue of work order.
8. Clarification of Bids
8.1 To assist in the examination, evaluation and comparison of bids, the Employer may, at his
discretion, ask any bidder for authentication the correctness of the information/details furnished
by him in his bid. Such request by the Employer and the response by bidder shall be in writing or by

10.1 The bidder is advised to visit and examine the Site of Works and its surroundings and obtain for
itself on its own responsibility all information that may be necessary for preparing the bid and
entering into a contract for construction of the Works. The costs of visiting the Site shall be at the
bidder’s own expense.
10.2 The bidder and any of its personnel or agents will be granted permission by the Employer to enter
its premises and lands for the purpose of such inspection, but only upon the express condition
that the bidder, its personnel and agents, will release and indemnify the Employer and its
personnel and agents from and against all liability in respect thereof and will be responsible for
death or personal injury, loss of or damage to property and any other loss, damage, costs and
expenses incurred as a result of the inspection.

( C ) FINACIAL CONDITION
1. Cost and Currencies of Bidding
The bidder shall bear all costs associated with the preparation and submission of his bid and the
Employer will in no case be responsible or liable for those costs.
Currencies of Bid and Payment
The rates and the prices shall be quoted by the bidder entirely in Indian Rupees
All payments including advances, if any, shall be made in Indian Rupees.
2. Earnest Money Deposit :-
2.1 Bank guarantees (and other instruments having fixed validity) issued as surety for the bid shall be
valid for 28 days beyond the validity of the bid.
2.2 The EMD of the unsuccessful bidders, except for L1,L2 and L3 bidders, will be returned as promptly
as Early as possible as but not later than 28 days after the expiration of the period of bid validity.
2.3 The EMD of the successful bidder, along with second and third lowest tenders, will be returned
when the bidder has furnished the required performance security and signed the agreement.
2.4 Earnest Money Deposit may be forfeited
a) if the bidder withdraws his bid during the period of bid validity;
b) in the case of a successful bidder, if the bidder fails within the specified time limit to
i) Furnish the required Performance Security or
ii) Sign the Agreement.
3. (A) Security Deposit :-
Within 15 (fifteen) Working days of the date of receipt of the Letter of Intent (LOI) the successful
bidder shall deliver to the Employer, a Initial Security Deposit Shall be submitted as per C.E.
Circular.in the form of a Bank Guarantee/ DD/Locle MICR cheque for an amount equivalent to 5%
(five percent) of the Contract Price .
Failure of the same shall make the contractor liable for any penalty as decided by AMC. At
present a policy is framed by Audit department of AMC to charge 4% interest for the balance
period and discontinuity period.
The Security Deposit to be provided by the successful bidder in the form of a bank guarantee as
per format shall be issued as per Memorendum of work.
(E) Retention :-
a). Retention @ 2% of the value of work done will be deducted from each RA bill. It will be released
along with release of payment of Final Bill.

General terms & conditions
1. Tenderer should be registered in PWD/ in Govt. R&B /CPWD / AMC or equivalent registration with any
other state Govt. or institutions. Copy of registration should be attached with tender document.
Tenderer who was not registred in AMC must be get registred in panel of approved AMC contractor.
2. A booklet of FORM B-1 of Gujarat State Roads & Building Department / Water Resources Department

13. All tools, templates, machinery and equipment for correct execution of the work as well as for checking
lines, levels, alignment of the works & all precautionary measures during execution shall have to be
kept in sufficient numbers and in good working condition at the site of the work. All excavated trench
shall be kept covered with barricade and caution tap.
14. Special modes of the construction not adopted in general Engineering practice, if proposed to be
adopted by the contractor shall be considered only if the contractor provided satisfactory evidence that
such special mode of construction and completion of work to the required strength and quality.
Acceptance of the same by the Engineer in charge shall not however, absolve the contractor from the
responsibility of any adverse effect and concordance of adopting the same in the course of exaction or
completion of the work.
15. The contractor shall be responsible for observing the rules and regulation imposed under the "Minor
Mineral Act", and such other laws and rules prescribed by the Government from time to time.
16. All necessary safety measures and precautions (incl. those laid down in the various relevant Indian
Standard) shall be taken to engrave the safety of men, materials and machinery on the work and also of
the work itself.
17. Quantity measured in the tender is approximate. It may increase or decrease looking to the quantum of
actual work for which no any claim shall be entertained by A.M.C.
18. Contractor shall have to execute extra item if required or as per need of AMC.
19. The work in general shall be carried out as per standard specifications of the relevant items to be
executed & as per the instruction of Engineer in charge & as per the guidance of AMC's Consultant for

21. For Tender amounting below 10 lakh LOI shall be issues within 3 days after received of sanctioned

shall be issue to contractor and the time limit shall be start from the date of issue of the written work
order to the contractor.
For Tender amounting above 10 lakh LOI shall be issues within 3 days after received of sanctioned
tender and resolution .Within 15 days contractor has to submit SD and after reciveing SD work order

Security Deposit of 5% of sanctioned tender amount shall be deposited by pay order / demand
draft / cheque or Bank Guarntee of nationalized bank/scheduled bank only. Contractor shall have to
sign contract paper with AMC. The contractor shall be fined 4% of interest per year for delay in
submission of S.D and shall be deducted from contractor’s bill.
22. In case of any ambiguity in specifications mentioned in this tender, the interpretation given by M.C. Or
His Designeted Officer will be final and binding to the Contractor.
23. The contractor shall take no advantage of any apparent error or omission in drawing or specification
and the Engineer -in-charge shall make such corrections and interpretations as necessary to fulfill the
intent of the plants and specifications.
24. The quantities of items in BOQ (Bill of Quantities) may vary in case of necessity arises.
25. All prevailing taxes/duties chargeable by State Govt./Central Govt. and the Municipal Corporation. will
be payable by the contractor.
26. No any kind of price rise / price escalation / price variation for cement, steel or labour shall be paid.
27. Contractor is requested to see the site physically before tendering. He is also requested to quote the
rates keeping in view of all the points mentioned in relevant pages of tender documents.
28. Water Supply: The contractor shall arrange at his own cost, a suitable supply of piped water for the
construction of the works and provide a satisfactory supply of potable water for drinking, washing,
sanitation and cleaning down. The contractor will be responsible for all the costs where applicable of
connection, meter installation, water consumed, water required for testing purposes, disconnection
and the laying, maintenances and ultimate removal of any distribution system around the site.
29. Electricity: Electric supply will be made available at the site by the Contractor and the contractor must
make his own arrangements with the Corporation and Electricity Supply Authorities and with other
contractors to connect and to take a supply from such services, paying all costs in connection

the work and shall pay such charges as is fixed by the appropriate supply Authorities.

30. Tenders shall submit all the valid/certified documents in support of their initial/eligibility criteria
mentioned above along with the bid. They shall have also to submit the income tax clearance
certificate and solvency certificate.

Time limit for the work shall be 06 months after the order to start the works. Progress of work should
be in proportion to time limit. The details of reinforcement of R.C.C. work shall be as per design and
instructions of Add. City Engineer and his order will be considered final.
The contractor shall have to maintain account of steel, cement and other materials that may
be brought by him on site. This account shall be regularly maintained and kept open for inspection by
Municipal Staff. Watering of all the items shall be as per instructions otherwise no payment shall be
made to contractors. Mixing of concrete shall be done by concrete mixer machine. Arrangements of
binding vibrator for R.C.C. works if required shall have to be made by the contractor.
The contractor shall be remain responsible for Workmen’s compensation if any accident. The
contractor shall arrange for barricading at night and arrangement of Pagi at night to direct the traffic.
He shall be responsible for any damage to public. If any incident happen, during the execution of work.
In case of dispute for unseen or overlooked items the decision of the Dy. City Engineer shall be final.
The contractor shall have to give site clean of all rubbish during the work and at the time of completion
of work and hand over the site with final finishing of the work as directed. All the rejected materials
shall be removed from site within 24 hours by contractor at this risk and cost. Debris shall have to cart
daily from site.
For mixing mortar either for masonry or for plaster or for any other purpose contractor
shall have to prepare through of bigger size and mix the mortar in the required proportion. In
on case he shall be allowed to mix the mortar either on floor or any finished surfaces. The
contractor shall have to make his own arrangement for water required for the work.
If any extra item crops up during the progress of work the same shall be carried out by the contractor
and he shall be paid at the rate fixed by Add.C.E. as per the rate analysis based on latest SOR or if item
is not available in SOR than based on current market rates. In case of extra item decision of Add. City
Engg. shall remain final regarding rate.
If in the interest of the Corporation it is necessary to change either any site or the design of the
propose work the contractor shall carry out the same at his quoted rates without charges any extra
and the contractor will have to carry out the works and he will be paid at the rate quoted by him. No
claim for extra rate for subsequent changes in site and design is entertained.
The cubical contents of the cement bag shall be taken as 1-20 cft. Per bag and the contractors shall
have to prepare the measures boxes according to this measure.
Octroi exemption passes shall not be given for any materials required for the work. Contractor will be
fully responsible for compliance of the various provisions under contract Act. 1970 and the Rules
framed the to under.
The tender for the work shall remain open for a period (180) days from the date of opening of the
tenders for this work and that the tenderer shall not be allowed to withdraw on modify the offer on his
own during the period. If any tenderer withdraw or makes any modifications or addition in the terms
and conditions of his tender not acceptable to the Municipal Corporation the Municipal Corporation
shall without prejudice to any right or remedy be at liberty to forfeit in full the said earnest money and

If work is not started within specified time limit the penalty as per rule & tender condition delay of

The excavated stuff of the selected type shall be used in filling the trenches and plinth or leveling the
ground in layer including ramming and watering etc.
The balance of the excavated quantity shall be removed by the contractor from the site of work to a
place as directed with lead upped 50 M. and all lift.
Mode of measurement and payment :
The measurement of excavation in trenches for foundation shall be made according to the sections of
trenches shown on the drawing or as per sections given by the Engineer-in-charge. No payment shall be
made for surplus excavation made in excess of above requirements or due to slopping and sloping back
as found necessary on account of conditions of soil , and requirements of safety.
The rate shall be for a unit of one cubic meter.
Excavation for foundation for depth from 1.5 m to 3.0 m including sorting out and stacking of

The sand to be used for filling shall be free from salts, organic or other foreign matter, All clods of earth
shall be broken.
As soon as the work in foundation has been completed and measured, the site of foundation shall be
cleared of all debris, brick bats, mortar dropping etc; and filled with sand in layers not exceeding 20 Cms.
Each layer shall be adequately watered rammed and consolidated before the succeeding layer is laid.
The sand shall be rammed with iron rammers where feasible and with the butt ends of crow-bars, where
rammer cannot be used.
The plinth shall be similarly filled with sand in layers not exceeding 20 Cms adequately watered and
consolidated by ramming with iron or wooden rammers. When nfilling reaches finished level, the surface
shall be flooded with water for at least 24 hours and allowed to dry and then rammed and consolidated.
The finished level of filling shall be kept to shape intended to be given to floor.
In case of large heavy duty flooring like factory flooring, the consolidation may be done by power rollers,
where so specified. The extent of consolidation required shall also be as specified.
Mode of measurement and payment :
The payment shall be made for filling in plinth and trenches, No deduction shall be made for
shrinkage or voids if consolidated as instructed above

2.4 The water cement ratios shall not more than those specified in the above table. The cement
content of the mix specified in the Table shall be increased if the quantity of water in a mix has to
be increased to overcome the difficulties of placement and compaction so that the water cement
ratio specified in the Table is not exceeded.
2.5 Work ability of the concrete shall be controlled by maintaining a water cement ratio that is bound
to give a concrete mix which is just sufficiently wet to be placed and compacted without difficulty
with the means available.

3.0 Workmanship:
3.1 Proportioning: Proportioning shall be done by volume, except cement which shall be measured
in terms of bags of 50 Kg. weight. The volume of one such bag being taken as 0.0342 Cu.
Meter. Boxes of suitable sizes shall be used for measuring sand aggregate. The size of the
boxes (internal) shall be 35 cms x 25 cms. and 40 cms deep. White measuring the aggregate
and sand, the box shall be filled without shaking ramming or hammering. The proportioning of
sand shall be on the basis of its dry volume and in case of damp sand, allowances for bulkage
3.2.1 For all work, concrete shall be mixed in a mechanical mixer which along with other accessories
shall be kept in first class working condition and so maintained throughout the construction.
Measured quantity of aggregate, sand, cement required for each batch shall be poured into the
drum of the mechanical mixer while it is continuously running. After about half a minute of dry
mixing, measured quantity of water required for each batch of concrete mix shall be added
gradually and mixing continued for another one and half a minute. Mixing shall be continued till
materials are uniformly distributed and uniform color of the entire mass is obtained and each
individual particle of the coarse aggregate shows complete coating of mortar containing its
proportionate amount of cement. In no case shall the mixing be done for less than 2 minutes
after all ingredients have been put into the mixer.
3.2.2 When hand mixing is permitted by the Engineer-in-charge for small jobs or for certain other
reasons, it shall be done on the smooth watertight platform large enough to allow efficient
turning over the ingredients of concrete before and after adding water. Mixing platform shall be
so arranged that no foreign material gets mixed with concrete nor does the mixing water flow
out. Cement in required number of bags shall be placed in a uniform layer on top of the
measured quantity of fine and coarse aggregate, which shall also be spread in a layer of uniform
thickness on the mixing platform. Dry coarse and fine aggregate and cement shall then be mixed
thoroughly by turning over to get a mixture to uniform color. Specified quantity of water shall then
be added gradually through a rose-can and the mass turned over till a mix of required
consistency is obtained. In hand mixing quantity of cement shall be increased by 10 percent
above that specified.
3.2.3 Mixers which have been out of use for more than 30 minutes shall be thoroughly cleaned before
putting in a new batch. Unless otherwise agreed to by the Engineer-in-charge the first batch of
concrete from the mixture shall contain only two thirds of normal quantity of coarse aggregate.
Mixing plant shall be thoroughly cleaned before changing from one type of cement to another.
3.3 Consistency :
3.3.1 The degree of consistency which shall depend upon the nature of the work and methods of
vibration of concrete, shall be determined by regular slump tests in accordance with I.S. 1199-
1959. The slump of 10mm to 25mm. shall be adopted when vibrators are used and 80mm when
vibrators are not used.
3.4 Inspection:
3.4.1 Contractor shall give the Engineer-in-charge due notice before placing any concrete in the forms
to permit him to inspect and accept the false work and forms as to their strength, alignment, and
general fitness but such inspection shall not relieve the contractor of his responsibility for the
safety of men, machinery, materials and for results obtained. Immediately before concreting, all
forms shall be thoroughly cleaned.
3.4.2 Centering design and its erection shall be got approved from the Engineer-in-charge. One
carpenter with helper shall invariably be kept present throughout the period of concreting.
Movement of labour and other persons shall be totally prohibited for reinforcement laid in
position. for access to different parts, suitable mobile platforms shall be provided so that steel
reinforcement in position is not disturbed. For ensuring proper cover, mortar blocks of suitable
size shall be provided so that steel reinforcement in position is not disturbed. For ensuring
proper cover, mortar blocks of suitable size shall be cast and tied to the reinforcement. Timber
kapachi or metal pieces shall not be used for this purpose.
3.5 Transporting and laying:
3.5.1 The method of transporting and placing concrete shall be as approved. Concrete shall be so
transported and placed that no contemination, segregation or loss of its constituent material
All form wok shall be cleaned and made free from standing water, dust, show or ice immediately
before placing of concrete.
No concrete shall be placed in any part of the structure until the approval of the Engineer-in-
charge has been obtained.
3.5.2 Concreting shall proceed continuously over the area between construction joints. Fresh concrete
shall not be placed against concrete which has been in position for more than 30 minutes unless
a proper construction joint is formed. Concrete shall compacted in its final position within
minutes of its discharge from the mixer. Except where otherwise agreed to by the Engineer-in-
charge concrete shall be deposited n horizontal layers to a compacted depth of not more than
0.45 meter when internal vibrators are used and not exceeding 0.30 meter in all other cases.
3.5.3 Unless otherwise agreed to by the Engineer-in-charge, concrete shall not be dropped into place
from a height exceeding 2 meters. When trunking or chutes are used they shall be kept close
and used in such a way as to avoid segregation. When concreting has to be resumed on a
surface which has hardened, it shall be roughened, swept clean, thoroughly wetted and covered
with a 13 mm thick layer of mortar composed of cement and sand in the same ratio as in the
concrete mix itself. This 13 mm layer of mortar shall be freshly mixed and placed immediately
before placing of new concrete. Where concrete has not fully hardened, all laitance shall be
removed by scrubbing the wet surface with wire or bristle brushes, care being taken to avoid
dislodgment of any particles of coarse aggregate. The surface shall then be thoroughly wetted,
all free water removed and then coated with neat cement grout. The first layer of concrete to be
placed on this surface shall not exceed 150 mm in thickness and shall be well rammed against
old work particular attention being given to corners and close spots.
3.5.4 All concrete shall be compacted to produce a dense homogeneous mass with the assistance of
vibrators, unless, otherwise permitted by the Engineer-in-charge for exceptional cases, such as
concreting under water, where vibrators cannot be used. Sufficient vibrators in serviceable
condition shall be kept at site so that spare equipment is always available in the event of
Concrete shall be judged to be compacted when the mortar fills the spaces between the coarse
aggregate and begins to cream up to form an even surface. Compaction shall be completed
before the initial setting starts i.e. within 30 minutes of addition of water to dry mixture. During
compaction, it shall be observed that needle vibrators are not applied on reinforcement which is
likely to destroy the bond between concrete and reinforcement.
3.6 Curing: Immediately after compaction, concrete shall be protected from weather including rain,
running water, shocks, vibration, traffic, rapid temperature changes, frost and drying out process.
It shall be covered with wet sacking, hassain or other similar absorbant material approved, soon
after the initial set and shall be kept continuously wet for a period of not less than 14 days from
the date of placement. Masonary work over foundation concrete may be started after 48 hours of
its laying but curing of concrete shall be continued for a minimum period of 14 days.
3.7 Sampling and Testing of concrete:
3.7.1 Samples from fresh concrete shall be taken as per I.S. 1199-1959 and cubes shall be made,
cured and tested at 7 days or 28 days as per requirements in accordance with I.S. 516-1959. A
random sampling procedure shall be adopted to ensure that each concrete batch shall have a
reasonable chance of being tested i.e. the sampling should be spread over the entire period of
concreting and cover all mixing units. The minimum frequency of sampling of concrete of each
grade shall be in accordance with following:

NOTE : At least one sample shall be taken from each shift. Ten test specimens shall be made from
each sample, five for testing at 7 days and the remaining five at 28 days. The samples of
concrete shall be taken on each day of the concreting as per above frequency. The number of
specimens may be suitably increased as deemed necessary by the Engineer-in-charge when
procedure of tests given above reveals a poor quality of concrete and in other special cases.
3.7.2 The average strength of the group of cubes cast for each day shall not be less than the specified
cube strength of 150 Kg/Cm at 28 days. 20% of the cubes cast for each day may have value
less than the specified strength provided the lowest value is not less than 85% of the specified
strength. If the concrete made in accordance with the proportions given for a particular grade,
does not yield the specified strength; such concrete shall be classified as belonging to the
appropriate lower grade. Concrete made in accordance with the proportions given for a
particular grade shall not, however, be placed in a higher grade on the ground that the test
strength are higher than the minimum specified.
3.8.1 The Engineer-in-charge shall be informed in advance by the contractor of his intention to strike
the form work. While fixing the time for removal of form work, due consideration shall be given to
local conditions, character for the structure, the weather and other condition that influence the
setting of concrete and of the materials used in the mix. In normal circumstances (generally
where temperatures are above 20 C) and where ordinary concrete is used, forms may be struck
after expiry of periods specified in item No 9.1(A) for respective item of form work.
3.8.2 All form work shall be removed without causing any shock or vibration as would damage the
concrete. Before the soffit and struts are removed, the concrete surface shall be exposed, where
necessary in order to ascertain that the concrete has sufficiently hardened. Centering shall be
gradually and uniformly lowered in such manner as to permit the concrete to take stresses due
to its own weight uniformly and gradually. Where internal metal ties are permitted, the or their
removable parts shall be extracted without causing any damage to the concrete and remaining
holes filled with mortar. No permanently embedded metal part shall have less than 25 mm cover
to the finished concrete surface. Where it is intended to re-use the form work, it shall be cleaned
and made good to the satisfaction of the Engineer-in-charge. After removal of form work and
shuttering, the Executive Engineer shall inspect the work and satisfy by random checks that
concrete produced is of good quality.
3.8.3 Immediately after the removal of forms, all exposed bolts etc., passing through the cement
concrete member and used for shuttering or any other purpose shall be cut inside the cement
concrete member to a depth of at least 25 mm below the surface of the concrete and the
resulting holes be filled by cement mortar. All fine caused by form joints, all cavities produced by
the removal of form ties and all other holes and depressions honeycomb spots, broken edges or
corners and other defects shall be thoroughly cleaned, saturated with water and carefully
pointed and rendered true with mortar of cement and fine aggregate mixed in the proportions
used in the grade of concrete that is being finished and of as dry consistency as is possible to
use. Considerable pressure shall be applied in filling and pointing to ensure thorough filling in all
voids. Surfaces which are pointed shall be kept most for a period of 25 hours.
If rock pockets/honeycombs in the opinion of the Engineer-in-charge are of such an extent or
character as to effect the strength of the structure materially or to endanger the life of the steel
reinforcement, he may declare the concrete defective and require the removal and replacement
of the portion of the structure affected.
4.0 Mode of measurement and payment:
4.1 The consolidated cubical contents of concrete work as specified in item shall be measured. The
concrete laid in excess of section shown on drawings or as directed shall not be measured. No
deduction shall be made for –
(a) Ends of dis-similar materials such as joints, beams, posts, girders, rafters, purline trusses,
corbels and steps etc. up to 500 Sq. Cm. in section.
(b) Opening up to 0.1 Sq. M.
4.2 The rate includes cost of all materials, labour, tools and plant required for mixing, placing in
position, vibrating and compacting, finishing, as directed, curing and all other incidental
expenses for producing concrete of specified strength. The rate excludes the cost of form work.
4.3 The rate shall be for a unit of one cubic meter.
5.4.1 Providing and laying cement concrete 1:2:4 (1 cement : 2 coarse sand : 4 graded stone
aggregate 20 mm nominal size) and curing complete excluding cost of form work and
reinforcement for reinforced concrete work in :
(A) Foundation footing, base of columns and mass (B) Slabs, landings, shelves, balconies, internals
beams girders and cantilever up to floor two level (C) Columns, pillars, posts and struts up to
floor two level (D) Staircase up to floor two level (E) Vertical and horizontal fins up to floor two
1.0 Materials & Workmanship
1.1 The relevant specification of item No. 5.3.13 shall be followed except that the work shall be
carried out for reinforced concrete work for work as specified in item 1.2. In addition, the
following stipulations shall be followed for :
(a) The bars shall be kept in position by the following methods:
(i) In case of beam and slab construction, sufficient number of precast cover blocks in cement
mortar 1:2 (1 cement : 2 coarse sand) about 4 cms x 4 cms section and of thickness equal to the
specified cover shall be placed between the bars and shuttering as to secure and maintain the
requisite cover of concrete over the reinforcement.
In case of cantilevered or doubly reinforce beams of slabs, the main reinforcing bars shall be
held in position by introducing chain spacers or supports bars at 1.0 to 1.2 meters centers.
(ii) In case of columns walls, the vertical bars shall be kept in position by means of timber temphtes
with slotes accurately out in them. The temphtes shall be removed after concreting has been
done below it. The bars may also be suitably tied by means of annealed steel wires to the
shuttering to maintain their position during concreting.
1.2 All bars projecting from pillars, columns beams, slabs etc., to which other bars and concrete are
to be attached or bounced to later on, shall be protected with a coat of thin neat cement grout, if
the bars are not likely to be incorporated with succeeding mass of concrete within the following
10 days. This coat of thin neat cement shall be removed before concreting.
2.0 Mode of measurement and payment:
2.1 Relevant specifications of item No. 5.3.13 shall be followed.
2.2 The volume occupied by reinforcement shall not be deducted from R.C.C. work.

Materials & Workmanship :
Water shall conform to M-1. Cement shall conform to M-3. Sand shall conform to M-6. Grit shall conform
to M-8. Coarse aggregate shall conform M-12 B.
The proportioning of cement and aggregates shall be done by weight and necessary precautions shall
be taken in the production to ensure that the required work cube strength is attained and maintained.
The controlled concrete shall be in grades of M-100, M-150, M-200, M-250, M-300, M-350, M-400, with
prefix controlled added to it. The letter ‘M’ refers to mix and numbers specify 28 days works cube
compressive strength of 150 mm cubes of the mix expressed in Kg. / Cmt.
The proportion of cement, sand and coarse aggregates shall be determined by weight. the weight batch
machine shall be used for maintaining proper control over the proportion of aggregates as per mix
The strength requirements of different grades of concrete shall be as under:

Preliminary test Work test
In all cases, the 28 days compressive strength specified in above table above be the criteria for
acceptance or rejection of the concrete
Where the strength of a concrete mix as indicated by tests, lies in between the strength of any two
grades specified in the above table such concrete shall be classified in for all purposes as concrete
belonging to the lower of the two grades between which its strength lies.
The proportions for ingredients chosen shall be such that concrete has adequate workability for
conditions prevailing on the work in question and can be properly compacted with means available
except where it can be shown to the satisfaction of the Engineer-in-charge, that the supply of properly
graded aggregate of uniform quality can be maintained till the completion of work. Grading of aggregate
shall be controlled by obtaining the coarse aggregates, in different sizes and being in them in the right
proportions as required. Aggregate of different sizes shall be stocked in separate stock piles. The
required quantity of material shall be stock piled several hours, preferably a day before use. The grading
of coarse and fine aggregate shall be checked as frequently as possible, the frequency for a given job
being determined by the Engineer-in-charge to ensure that the suppliers are maintaining the uniform
grading as approved for samples used in the preliminary tests.
In proportioning concrete, the quantity of both cement and aggregate shall be determined by weight.
Where the weight of cement is determined by accepting the maker’s weight per bag a reasonable
number of bags shall be weighted separately to check the net weight. Water shall either be measured by
volume in calibrated tanks or weighed. All measuring equipments shall be maintained in clean and
serviceable condition. Their accuracy shall be periodically checked.
In is most important to keep the specified water cement ratio constant and at its correct value. To this
end, moisture content in both fine and coarse aggregates shall be determined by the Engineer-in-charge,
according to the weather conditions. The amount of mixing water shall then be adjusted to compensate
for variations in the moisture content. For the determination of moisture content in the aggregates, I.S.
2389(Part III) shall be referred to. Suitable adjustments shall also be made in the weights of aggregates
due to variation in their moisture content. Minimum quantity of cement to be used in concrete shall not be
less than 220 Kgs./M 3 in plain concrete and not less than 250 Kg/M3 in reinforced concrete.
Mode of measurement and payment:
The consolidated cubical contents of concrete work as specified in item shall be measured. The concrete
laid in excess of section shown on drawings or as directed shall not be measured. No deduction shall be

Wetting of bricks:
The bricks required for masonry shall be thoroughly wetted with clean water for about two hours before
use or as directed. The cessation of bubbles, when the bricks are wetted with water is an indication of

Bricks shall be laid in English bond unless directed otherwise. Half or cut bricks shall not be used except
when necessary to complete to bond; closer in such case shall be cut to required size and used near the

brick work shall be kept not more than one meter over the rest of the work. Where this is not possible,
the work shall be raked back according to bond (and not left toothed) at an angle not steeper than

with the top to plinth, the inside plinth offset shall be kept lower than the outside plinth top by the
thickness of the flooring.
Mode of measurements and payment:
The measurements of this item shall be taken for the brick masonry fully completed in foundation up to
plinth. The limiting dimensions not exceeding those shown on the plans or as directed shall be final.
Battered, tapered and curved portions shall be measured net.
No deduction shall be made from the quantity of brick work nor any extra payment made for embedding
in masonry or making holes in respect of following items:

The shuttering to be provided shall be of ordinary timber planks and shall conform to M-26.
The dimensions of scantlings and battens shall conform to the design. The strength of the wood shall not
be less than that assumed in the design.
The form work shall conform to the shape lines and dimension as shown on the plans and be so
constructed as to remain sufficiently rigid during the placing and compacting of the concrete. Adequate
arrangements shall be made by the contractor to safe guard against any settlement of the form work
during the course of concreting and after concreting. The form work of shuttering, centering, scaffolding
bracing etc shall be as per design.
Cleaning & Treatment of forms:
All rubbish, particularly chippings shaving and saw dust shall be removed from the interior of the form
before the concrete is placed and the form work in contact with concrete shall be cleaned and thoroughly
wetted or treated. The surface shall be then coated with soap solution applied before concreting is done.
Soap solution for the purpose shall be prepared by dissolving yellow soap in water to get consistency of
paint. Alternatively a coat of raw linseed oil or form oil of approved manufacture may be applied in case
steel shuttering is used. Soap solution or raw linseed oil shall be applied after thoroughly cleaning the
surface. Care shall be taken that the coating does not get on construction joint surface and
reinforcement bars.
Stripping time:
In normal circumstances and where ordinary cement is used forms may be struck after expiry of
following periods:
Sides of walls columns and vertical faces of beam 24 to 48 hours.
Beams soffits (Props left under) 7 days.
Removal of props slabs
(i) Slabs spanning up to 4.5 m – 7 days (ii) Spanning over 4.5 mm 14 days
Removal of props to beams and arches
(i) Spanning up to 6 m – 14 days (ii) Spanning over 6 m 21 days
Procedure when removing the form work:
All form work shall be removed without such shock or vibration as would damage the reinforced concrete
surface. Before the soffits form work and struts are removed, the soffits and the concrete surface shall
be exposed where necessary in order to ascertain that the concrete has sufficiently hardened.
The centering to be provided shall be got approved. It shall be sufficiently strong to ensure absolute
safely of the form work and concrete work before, during and after pouring concrete. Watch should be
kept to see that behavior of centering and form work is satisfactory during concreting. Erection should
also be such that it would allow removal of forms in proper sequence without damaging either the
concrete or the forms to be removed.
The props of centering shall be provided on firm foundation or base of sufficient strength to carry the
loads without any settlement.
The centering and form work shall be inspected and approved by the Engineer-in-charge before
concreting. But this will not relieve the contractor of his responsibility for strength, adequacy and safety
of form work and centering. If there is a failure of form work or centering, contractor shall be responsible
for the damages to the work, injury to life and damage to property.
All scaffolding, hoisting arrangements and ladders etc required for the facilitating of concreting shall be
provided and removed on completion work by contractor at his own expense. The scaffolding, hoisting
arrangements and ladders etc. shall be strong enough to with stand all live, dead and impact loads
expected to act and shall be subject to the approval of the Engineer-in-charge. However, contractor shall
be solely responsible for the safety of the scaffolding, hoisting arrangement, ladders, work and workman
The scaffolding hoisting arrangements and ladders shall allow easy approach to the work spot and afford
easy inspection.
The rate is applicable to all conditions of working and height up to 4 mts. The rate shall include the cost
of materials and labour for various operations involved such as:
Splayed edges, notching, allowance for overlaps and passing at angles, battens centering, shuttering
propping, bolting, nailing, wedging, easing, striking and removal.
Filleting to form stop chamfered edges or splayed external angles not exceeding 20 mm width to beams,
columns and the like.
Temporary openings in the forms for pouring concrete, if required, removing rubbish etc.
Dressing with oil to prevent adhesion of concrete with shuttering, and
Raking or circular cutting.

inserted of type as specified in the detailed drawings. Panel shall be fixed by providing grooves in the
style and rails. The styles and rails shall be joined to each other by mortise and tenon joints at right

Timber paneling:

drawings and shall be joined with continuous groove with specified size. The end pieces of the panel and
the top and bottom of the panel shall be provided with continuous tongue to frame into groove of the
frame shutter. An air space of 1.5 mm shall be left in the groove of frame shutter while fixing the panels

shutters fully glazed for doors, windows and clerelstory windows including aluminium butt hinges with

The glass panels shall be embodied in putty and secured to the rebate by wooden beds or
mouldings shape and size as approved with counter sunk screws of suitable size.
The glass panel shall be properly cut to fit the rebates of the frames and sashes fully with a light
minus margin of about 1.5 mm on all sides. Before glazing the frame shall be primed and prepared for
painting so that wood may not draw oil out of putty.
The rebate shall be putted to an extent to provide bedding all round the glass.
The glass shall then be bedded in putty and fitted to frames with wooden beads or mouldings as
directed and secured with counter sunk screw. The screw shall be spaced not more than 10 mm form
each corner and not more than 200 mm apart.
The size of the rebate in the frame and size and shape of beads or moulding shall be as per
detailed drawings or as directed. The beds or mouldings shall have mitered corners.

Materials: The collapsible steel gate shall conform to M-33.
T-rails shall be fixed to the floor and to the lintel at top by means of anchor bolts, embedded in cement

Workmanship : The work shall be carried out for skirting as dedo. Before fixing glazed tiles of shade and size as
specified, the surface shall be prepared by heavy scarping, making joints etc. to the required line, level and plumb.
The surface shall be thoroughly wetted before commencing the laying work. Thereafter about 10 mm. thick
backing of cement mortar in specified proportion shall be applied on the surface in true like and level generally as
per specifications of plaster item.
Fixing : The black of each tile to be fixed shall be smeared with cement paste of matching colour and the glazed
tiles shall then be gently tapped against the surface, with a wooden mallet. The skirting shall be done only after the
flooring is competed. Any pipes coming out of the wall through the dedo or skirting shall only beat at the
intersections of the horizontal and vertical joints. The tiles shall not have staggered joints. The joints shall be true
to entire line both ways and vertical joints shall be in line with joints of flooring. Tiles shall be fixed as close as
possible to the adjoining tiles and any difference in the thickness of the glazed tiles shall be evened out in the

and not more than 6 mm. thickness beyond the finished surface above. Top of skirting of dedo shall be truly
horizontal. The rises of steps, skirting or dedo shall rest on top of treads of flooring wherever required. The tiles
shall be cut (sawn) and thin edges smoothened before use.
Curing : Curing shall be done for 7 days continuously.
Finishing : Skirting and dedo shall be hand polished to have an even smooth and shining surface. In case of
skirting only 10 mm. x 10 mm. grove shall be provided at the junction of cement plaster and cement tilesThe white
glazed tiles shall be laid on cement mortar bedding of 12 mm thick in C.M. 1 :3 . The mortar shall have sufficient
plasticity for laying and there shall be no hard lumps that would interfere with the evenness of bedding the base
shall be cleared with well wetted. The mortar shall then be spread in thickness not less than 10 mm at any place
and average 12 mm thickness. The proportion of the cement mortar shall be as specified in the item.
The tiles before laying shall be soaked in water for atleast two hours Neat Gracie cement grout at
Kg/Cement /Sq. mt. Of honey like consistency shall be separated over the mortar bedding as directed. The edges
of the tiles be smeared with neat cement slurry. The tiles shall be well pressed and gently tapped with a wooden
mallet till they are properly bedded and in level with the adjoining tiles. There shall be no hollows in bed or joints.
The joints between the tiles shall be as thin as possible in straight line or as per pattern.
The tiles shall not have staggered joints. The joints shall be true to centre line both ways. The Nehni trap coming
in the flooring shall be so positioned that its grating shall replace only one tile as far as possible. Where full size
tiles cannot be fixed, they shall be cut (swan0 to be required size and the edges rubbed smooth to ensure straight
and true joints. The joints shall be filled with grey cement grout with wire brush of trowel to a depth of 5 mm. and
loose material removed. White cement shall be used for pointing the joints., After fixing the tile finally in an even
the flooring shall be kept wet and allowed to nature undisturbed for 7 days.
The surplus cement grout that may have come out of the joints shall be cleared off before it sets. Once the floor
has set, it shall be carefully washed, cleared by dilute acid and dried. Proper precaution and measures shall be
taken to ensure that the tiles are not damaged inany way till the completion of the construction.
Mode of measurement & payment
The work done shall be measured in sq. mt. For visible area of work done, The length and width of the flooring
shall be measured not between the faces of skirting or dedos or plastered face of wall as the case may be. The
paving under dedo or skirting shall not be measured. No deduction shall be made not extra paid for any opening in
the floor of area upto 0.1 sq. mt. Nothing extra shall be paid for laying the floors at different levels in the same

place in position and tapped with wooden mallet till it is properly pedded in level with and close to the
adjoining slab. The joint shall be as fine as possible. The tiles fixed in the floor adjoining the wall
shall enter not less then 10 mm. under the plaster skirting or dado. The junction between the wall
floor shall be finished neatly. The finished surface shall be true to levels and slopes as directed.
The cladding shall be kept wet for a minimum period of 7 days. So that joints set properly.
The floor shall then be washed clean with water. The holes required for Nahni traps, pipes any other

dense concrete required workability for the purpose. Flooring of specified thickness shall be laid in
accordance with approved pattern or as directed. Finishing operation shall start shortly after the
cessation of beating and shall be spread over a period of one to six hours depending upon the
temperature and atmospheric conditions. The surface shall be left for some time till moisture
disappears from it. Fresh quantity of cement shall be mixed with water to form a thick slurry and
spread over the surface while the concrete is still green. Use of dry cement or cement and sand
mixture sprinkled on this surface to stiffen the concrete or absorb excessive moisture shall not be
permitted. The cement slurry shall than be properly paste twice by means of iron flats, once, when
the slurry is applied and the second time when cement starts setting and finished smooth. The
surface shall be marked with string or B.R.C. fabric jali to make the surface non slippery as and
when directed. The junction of floors with wall plaster dado or skirting shall be rounded where so
required upto 25 mm. radius. Flooring in lavatories and bath rooms shall be laid after fixing of water
closet and squatting pans and floor traps, which shall be plugged while laying the floors and opened
after the floors, are completed. Any damage, done to water supply sanitary fittings during the
execution of work shall be mage good.
After the final set, the concrete shall be kept continuously wet, if required ponding for a period of not
less than 7 days from the date of placement.
The form work shall be provided if necessary as directed by the engineer in charge. Concreting shall

and same well be carting. Up to 5 km.
The scope of work includes manufacturing, supplying and laying of precast paver blocks at
various Retail outlets. The work includes :
1.1 Verification of the existing site condition and advising our project in charge to lay suitable
base course if required. Contractors are required to satisfy themselves with quality of sub
grade, sub-base course before the paver blocks are laid and suggest strengthening if required.
1.2 Clearing the site by removing all obstacles such as stones, debris etc. for laying of paver
1.3 Manufacturing of paver blocks in your plant as per requirements in technical specification
1.4 Supplying of paver blocks at site, including handling at both ends.
1.5 Laying of paver blocks at site as per requirement in technical specification, within shortest
possible time. The site being existing operating Retail Outlets, care should be taken to ensure
that the operation is not closed. The job of laying may required to be carried out during night
1.6 Testing of paver blocks through reputed Govt./Non Govt. Test house and submission of test
results as per requirements in Technical Specifications. HPCL reserves the right to carryout
test at random. Cost for such tests to be borne by party.
1.7 The contractor shall guarantee that all material and components designed, fabricated, supplied
and laid by him shall be free from any type of defect due to faulty material and/or
workmanship/erection for a period of One year from the date of completion of work at
individual sites. However, the contractor fro two years shall render free maintenance.
TECHNICAL SPECIFICATIONS :
I) Paver Block Manufacturing Facilities :
The Paver Block shall be made in factory with following minimum facilities :
1.1 Concrete Block making Machines :
The machine should be capable of producing high quality Paver Blocks by obtaining
high level of compaction by application of hydraulic compaction and also by high intensity
vibration to the moulds. The machine should have automatic control panel for uniformity in
1.2 Concrete Batching & Mixing Plant : (Not essential)
The concrete Mix Design should be followed for each batch of materials. The concrete
ingredient should be mixed in concrete Batching & Mixing plant with minimum capacity of
cum/hour. The plant should equipped with automatic control panel for maintaining water cement
ratio from batch to batch to obtain concrete of uniform quality and strength. The plant should be
equipped with adequate mechanism for mechanized loading of raw materials into mixer and
conveyor belt for transportation of concrete from mixer to concrete block making machine to
maintain quality of wet cement.
The factory should have well designed curing area to ensure adequate curing of paver blocks.
For the Rubber mould paver block specification has to followed as per specification of Gray and
coloured paver block specification. But at the production level the mould for producting rubber moulded
paver block the mould is of rubber materials and the prodection of rubber moulded paver block is even
shaded, finishing and even colour shaded and using Rubber mould should be producing on vibratory
mechine by obtaing high level of compaction by application of vibration to the moulds. The machine
should have automatic control pannel for uniformity in strength. Or as per direction of engineering
1.5 Laboratory (Desirable but not essential) :
The factory should have the following:
(i) Compression testing machine of adequate capacity.
(ii) Other tools and equipment for testing raw materials and paver blocks.
(iii) (1).Systematic record of test results of various paver blocks manufactured in the
(2).Concrete Mix Design for various grade of concrete used for making of paver
II) SPECIFICATIONS FOR COLOURED PAVER BLOCKS :
Coloured concrete paver blocks shall be manufactured as per attached specifications using
approved colour Pigment of “BAYER” Make “BAYFERROX IRONOXIDE PIGMENTS” with
minimum colour pigment of 3% by weight of cement. The colour shade shall be “RED” as
selected by HPCL before commencement of the work. White cement shall be used for colored
pavers to obtain the desired colour shade. The job also includes providing 50 mm thick sand
bedding to match the shade of the paver block.
The colour of the paver block shall be guaranteed against fading of colour for period of 12 months from
the date of laying of the same at site.
All other technical specifications & Procedure for testing, laying & sampling of coloured pavers will be
as per attachment.
III) PAVERS BLOCK CHARACTERISTICS :
The concrete pavers should have perpendicularities after release from the mould and the same
should be retained until the laying.
The surface should be reasonably smoothe and of anti skid and anti glare type.
The paver should have uniform chamfers to facilitate easy drainage surface run off.
The pavers should have uniform interlocking space of 2mm to 3mm to ensure compacted sand filling
after vibration on the paver Surface.
The concrete mix design should be followed for each batch of materials separately and
automatic batching plant is to be used to achieve uniformity in strength and quality.
The pavers shall be manufactured in single layer only.
Skilled labour should be employed for laying blocks to ensure line and level of laying, desired
shape of the surface and adequate compaction of the sand in the joints.
The pavers shall be of cement gray colour without any pigment & for coloured pavers refer
“specifications for coloured pavers.”
The pavers are to be skirted all round with kerbing using solid concrete blocks of size 150mm X
250mm X 380mm. The kerbing should be embedded for 100mm depth. The concrete used for
kerbing shall be cured properly for 7 days minimum.
IV) Paver Block Dimensions :
Thickness 60mm or 80mm
Shape Uniregular (Uniform Shape with no Hollow
Chamfer 4mm to 6mm along top edges
Colour a. Natural cement grey colour without
use of any pigment.

SAMPLING AND TESTING PROCEDURES FOR PAVER BLOCKS.
INTERNAL – Average of minimum 3 samples per 5000 Blocks.
Essential – Minimum 2 Blocks per 10000 bocks. Average of minimum 8 blocks per site.
1. Sampling For Testing
Sampling for testing of paver blocks shall be done in accordance with Appendix-A.
2. Compressive Strength
Testing for compressive strength shall be undertaken in accordance with Appendix-B.
The average compressive strength of the bocks tested shall be 40 N/Sqmm.
3. Abrasion Resistance
Testing for abrasion shall be in accordance with IS 1237 (Specifications for Cement Concrete
Floor Tiles) – Appendix C.
4. Flexural Strength
Testing for flexural shall be n accordance with IS 1237 (Specifications for Cement Concrete
Floor Tiles) – Appendix D.
5. Water Absorption
Testing for water absorption shall be in accordance with IS 2185:1979 : Part I (Specifications
for Concrete Masonry Units) – Appendix E.
