SCOPE OF WORK UNDER PHASE-I

Taking down carefully by disconnecting and unscrewing from boards /outlets boxes, electric meters of any size, rating, of any locations and depositing and hand over to E&M stores as per bldg inventory and making good the disturbed surfaces after installation of new meters complete all as directed.

Design, supply, installation, testing, commissioning & integration of Advance Metering Infrastructure (AMI) for stations Almora, Nainital, Chaubattia, kausani and Ranikhet under GE Ranikhet comprising of performing site survey and deciding the communication technology to ensure data availability/connectivity of all the consumers. The design should be in such a way that it must not include more than 33% of a particular make of meter. It will include the following components:-

Supply, installation, testing & commissioning of single Phase, 2 Wire, AC Static Direct connected, Smart Prepaid Energy Meters, Complying to BIS-16444, ISI Marked in existing Meter Board / Floor Panels, current range 10-60 Amp, 240 V, accuracy class 1.0 UC1 category and above along with in-built load control switch, containing provision for TOD & RTC, capable to define multiple tariff slabs incl meter boxes. Meter should support the following data : (i) 15/30 min instantaneous data for voltage, current, power factor, power, cumulative energy and frequency, daily and monthly billing survey for Cumulative Energy and Max Demand (ii) Meter should have connect / disconnect functionality operable for mdm/billing software and prepaid features would be operable for MDM / Billing end as per IS 15959 part 2. (iii) Meter should support communication protocol through RF/5G/ 4G/NB IOT with the software all as required at site and directed . In case of RF Communication, the cost of DCU and repeaters are deemed to be included in the rates quoted for meters. (iv) The meter should support open communication protocol DLMS with the software.

Notes for item No. 3 & 4 (a) The meter should be capable to run in both prepaid and postpaid mode & must support online and offline recharging system (b) The manufacturer or their service provider shall furnish 05 (Five) years plus 5 years replacement guarantee for smart prepaid meters installed under this contract. The cost of the same are deemed to be included in the rates quoted for the item. (c) In case of Cellular communication such as 4G, NBIOT, 5G etc, the meter should be demonstrated working with more than one telecom service provider available in all the areas/stations covered under this contract. (d) Meter should be integrable to third party software. Meter vender should provide all the necessary protocols and passwords including LLS key, HLS key, authentication passwords, encryption password. (e) Meter shall be supplied with repeater battery backup of RTC (f) The rates quoted for this items are deemed to be inclusive of all other additional works including materials which is not mentioned here but need to be executed for proper and smooth functioning of pre paid smart meter system. (g) Sim charges for RF/Cellular communication for two years are included in the quoted rates (h) The communication technology used can be of any type as per site requirement i.e. GPRS/ RF or Canopy/ Hybrid (RF+ GPRS) of any other advanced technology as per CEA/TRAI regulations.

Supply and Configuration of the Web based Software with following modules: (i) Meter Data Management Module :-The meter data management module would be responsible for collecting the data from the concentrator and make the data available to the billing system. The meter data management system would capture and provide the following data: (a) Real time energy monitoring with 30 min instantaneous data from all the meters for seven parameters – Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and Frequency. (b) Monthly billing survey data for Cumulative energy and max demand (ii) Postpaid /Prepaid Billing Module :-The billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing data available to admin and end users. The billing module would include functionalities for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. It would allow postpaid and prepaid functionality as required. (iii) Occupation and Vacation Module:-The system would support occupation / vacation and billing reports. the software would be collecting data from meter. The software would provide access to authorised MES rep as well as the occupant for the data. (iv) Web site: There would be a dedicated website for the AGE and BSO team to view all the data and information. The designated users in MES would have the admin access to the application. The MES staff would also have the access of the key information on an android mobiles app (for admin use). (v) Customer Portal:- The system would include a customer portal for the resident /occupant to log in and view their own energy / billing data. There would be android and iOS mobile apps for the user to monitor its own data and balance on regular basis.

(vi) Energy Accounting Module The system would include features of energy accounting. The system would be able to account for total energy block wise, facility wise and would also allow calculations of unaccounted energy in case total energy meter is also available. (vii) Communication Module The system would provide communication of energy data and bills via print, email and sms methods. (viii) Meter Master Data The system would support meter master data repository. The system would support meter replacement process. (ix) Excel Export The system would support export of metering and billing data in excel format. (x) Customer Care Module - the software would include a customer care module where the user would be log in any complaints. The service provider would monitor the complaints and carry out the necessary activities for the complaints resolution. (xi) Meter Installation Module - The software would include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself. (xii) Activities Communication - The software support communication of the various activities such as occupation, vacation, meter change. personal detail change etc. with the user as well as the department on email. (xiii)The software should be demonstrated to work in both RF and GPRS-based systems for future compatability.

(xiii) Cyber security of software:- The software provided for the smart prepaid meters shall be secure from cyber threats and shall be provided regular security patches and updates including firewall and latest feature updates. Make: As per the OEM of the meter developed in India. (xiv) The AMISP/contractor will be responsible for making the entire AMI system including the service provider immune to Cyber Attacks, while taking care of following guidelines. (a) All the hardware, OS and application software shall be hardened. (b) Application, scanning and hardware scanning tools shall be provided to identify vulnerability & security threats. (c) Date shall be encrypted at system/device/technology level. (d) While procuring cyber security items testing must be done and the system must be secure by design. (e) Residual information risk shall be calculated by contractor and same shall be submitted for perusal cyber audit teams. (f) Penetration & vulnerability assessment test from certified auditors during Field Acceptance Test (FAT). Site Acceptance test ( SAT) & operations and maintenance period.

Notes for Item No 6, 6.01 & 6.02:- (a) The software would contain two year defect liability including all operating expenses such as GPRS charges, hosting charges, sim charges etc. (b) One bank account detail will be provided by MES. The cost of integration of payment gateway with software and bank account deemed be included in the quoted rates. No extra charges will be paid by MES on account of integration of payment gateway with bank aacount and software. (c) The software would be scalable and expandable for meters and system of different make complying with IS16444. (d) The software should strictly adhere to IS 15959 standard & must be compatible with all makes of smart meters. and the software should be capable of handling at-least 4000 number of meters of different makes as per BIS 16444 with 25 % expansion without any additional infrastructure and cost implication to MES (e) The software must be audited by CERT India empaneled firm/CERT auditor of Armed Forces and documentary proof of same must be produced at the time of commissioning. (f) The contractor must arrange/produce a MoU between OEM (maximum quantity of smart meter make installed) and GE MES Ranikhet before commencement of work, for technical support ( Upgrading/updating software, troublshooting any kind of problems related to meter/software/communication etc) for 10 years after date of physical completion of work

Provision of wireless Report Printer with 12 pages per minute capacity, 600 x 600 dpi with HP, REt, 1200 dpi effective output quality (600 x 600 x 2 dpi with REt, with duty cycle 3,000 single-sided pages per month for report printing complete as required, Make: HP LaserJet 1020 or equivalent in canon, Epson and Samsung printer all as specified.

Provision of infrastructure for system like computer PC desktop with processor i-7, 9 Generation, 8-GB RAM, hard disk 1TB, 4-USB Port including 18.5" monitor of same make, keyboard mouse, Make-HP/DELL/IBM/Equivalent with licensed Operating system (Windows 10), along with 1K VA capacity UPS all as specified. Note : One PC Desktop will be used as a stanalone and will work as a backup of main PC.

Installation and provision of 2 broad band connections at Ranikhet and Almora with high speed internet for 02 years.

M&L for sub main wiring with two run of 6 Sqmm (nominal cross sectional area of single core unsheathed PVC insulated cables FRLS-H cable 1100 volts grade multi stranded copper conductor and one run 4 Sqmm multi stranded copper conductor PVC insulated cable (green colour) as earth wire connected to common earth dolly drawn through & including non metallic rigid PVC conduit not less than 25 mm dia with necessary conduit accessories fixed concealed / surface only on roof & colomn) type including chase cutting in brick/ stone masonry for fixing conduit and making good the disturb surfaces of wall as per existing complete all as specified & directed. Note : Two run of 6 Sqmm phase and neutral wire and one run of 4 Sqmm earth wire with PVC conduit measured as one length or one RM .

Supply and fixing UPS for server with following specifications complete all as specified and directed by Engr-in-Charge (a) Capacity of 2 KVA with Output voltage 230V AC+10% of frequency 50HZ+1% (b) Battery of 12 Volts,65 AH-6 No. with min 90 minutes backup with full battery condition (c) Output waveform of Pseudo Sine (d) Off mode battery charging with high voltage protection (e) Battery warrenty of atleast 2 years Make: V-Guard//Luminous/Microtekor equivalent

Supply and install room Split type air conditioner electric driven (single phase), cooling capacity 1.5 Ton BEE 5 star rated including AC stabilizer suitable for 1.5 Ton AC, working range 180-270 volts AC and all accessories as directed.

PHASE- II Provision for comprehensive operation including periodic charges of telecom operator, smart meter billing from completion of work till the completion of defect liability period of 02 years complete all as specified & directed. The duties shall also include the following:- (a) Managing vending Station activities like coupon generation in case of any bug in online recharge system, meter recharge, report/record generation etc. (b) Regular updation of tariff rate in the system as per govt policies. (c) Registering any problem that may occur in the network and co-ordinating for smooth functioning of the system. (d) Deploying all measures for corrective actions as and when required (d) Acting as a link between users and the parent company providing the metering system. (e) Providing hands on training to the MES personnel as and when required. (f) Collecting cash in case of offline recharge, offline/online payment details etc and handing over to the MES rep. (g) To provide any other associated technical support. (h) Running and maintaining vending station. Note: This item shall be operative on declaring all meters commissioned.

Annual Remote Server Administration Support

WORK UNDER PHASE-III

Comprehensive operation and maintenance of system including project implementation & management, all expenditure including periodic charges of telecom operator, smart meter billing and maintenance after completion of defect liability period (phase II) till completion for 08 years extendable to further two years after mutual agreement complete all as specified & directed. The following items are also deemed to be included:- (a) Monthly sim charges for the smart meters. The contractor would ensure supply of appropriate SIMs to ensure necessary single availability. The contractor would change the sim or sim provider as required. In case of network issues, the contractor would liaison with the telecom service providers for necessary resolution. (b) Recurring SMS charges. The SMS would be issued for the payments alerts, low balance alerts and disconnection / connection alerts. (c) Software AMC. This would include necessary upgradations in the software such as support to the chrome browser changes, android version changes , iOS version changes. These changes happen on frequent basis and the software would support all the changes. (d) Changes in the government tariff structure. The government tariff structure changes may require software upgrade. The same would be included in the AMC scope of work. (e) Remote server admin support - Ensuring adequate database back up, upgradations in the operating system, anti virus updates, database upgrade etc. (f) Reports Development - The additional reports as needed for the success of the project would be developed (g) Software installation on any alternate / backup server if required (h) The communication network monitoring and support (i) Configuration of the repaired / replaced hardware in the system (j) Trouble shooting and necessary actions to run the system as required. (k) Software bug fixing as and when required (l) CERT audit of smart metering system will be carried out after every three years.

All as per item No 3 & 4 herer-in-before but metering electronic module in place of three phase/single phase meter for integration with the existing per electronic meter complete all as directed.

Renewal charges for 2 broad band connections at Ranikhet and Almora for high speed internet services for 08 years.

Annual Remote Server Administration Support including provision for carrying out CERT audit in every three years.
