Manning and Operation of New Bijapur water treatment plant and certain repair/replacement in Zone C under GE Dehradun

Manning & operation of new Bijapur water treatment plant as descibed below with trained & qualified operators for proper water supply to users as directed by Engineer-in-Charge round the clock for three shifts in a day including holidays & Sundays as per following requirements:-

(a) The installation includes raw water gate (automated) and raw water channel, Raw water sump, raw water pump sets – 03 Nos, Clariflocculator and flash mixer along with motors and pump sets, Alum & lime dozing pump-motors and agitator (04 Nos), Filter beds 03 Nos, Chloronome plant -02 Nos including chlorine contact tank, Clear water sump and clear water pump sets -06 Nos, Electrical panel for the pumps and other installed machineries, Laboratory with various equipments, DG Set 500 KVA -01 No DG Set 125 KVA – 01 No, Pipe lines and valves of various sizes (automatic and manual), Back wash tank, Blower-02 Nos, Air compressors-02 Nos & LT panels.

(b) The water treatment plant shall be operated round the clock for three shifts in a day including holidays & Sundays with two FGM's in each shift. The FGMs employed shall be ITI qualified with minimum of 05 years working experience on similar type of installations and water supply network and able to operate Scada system computers.

(c)The scope of work includes operation of centrifugal Pump sets, Motors, Stand by DG Sets, Chloronome plants, Valves, adding the water treatment chemicals as directed, LT Panels and starters etc. routine maintenance of machinery, distribution of water as directed, regular greasing and oiling of pump sets, motors, gland packing for pump sets and valves. However, other repairs/maintenance and cleaning of sumps, clarifier, filter etc shall be measured and paid separately. The rate also includes for the complete security of the plant including necessary watch and ward, maintenance of garden, lawn etc. cleaning of area, gardening, sweeping of area and toilets as per direction of Engineer-in-Charge.

(d) The FGMs deployed shall be well conversant with water treatment plant and shall be responsible for any normal maintenance of existing water treatment installations including DG sets.

(e) Operators shall be responsible for proper recording of all operating parameters and test results of chlorine in treated water in the prescribed log sheet /register all as directed by Engr-in-Charge.

(f) Operators will be responsible for timely collection of POL, Engine oil chemicals from MES store yard as and when required.

(g) In case the plant remains unoperational due to absence of operators or any other default made by the contractor, the proportional recovery from the contractor will be made at the double the rate with reference to the quoted rates by the contractor for the entire shift irrespective of the period for which plant remained unoperational during a shift. Decision of GE regarding penalty shall be final, conclusive & binding.

(h) Operators shall be equipped with mobile phone and number shall be intimated to the Engineer-in-Charge.

(j) All operators shall maintain healthy decorum and get themselves conversant with any visiting officers and office staff. They shall be in proper uniform with MES logos and name plates on chest as approved by Engineer-in-Charge.

(k) The tenderers are advised to visit the site to know the exact condition of the installation before quoting the rate.

(l) Successful operation of the plant to the entire satisfaction of Engineer-in-Charge/GE shall be sole responsibility of contractor.

Comprehensive and routine maintenance of fully automated SCADA system of 400cum/Hr capacity water filtration plant by checking, servicing, cleaning (including repair/ renewal/replacement of defective parts where required) through qualified trademen to ensure 100% serviceability of automation system of plant round the clock as described below complete all as specified & directed:-

Note:- (a) The contractor will keep the SCADA system 100% serviceable all the time and attend all the defects of SCADA system of entire plant such as Server, PLC Panels, Cables, Hardware, Software, Pneumatic valves, Actuater and its accessories, All type of electric panels including starters and other accessories installed at plant complex, Connections of electric cables and data cables etc. required for smooth functioning of plant

(b) Apart from routine maintenance, thorough checking of existing PLC panels, and system for its functioning and locating the faults complete.

(c) Thorough checking of existing automatic pneumatic valves, pressure switches, flow switches all expension joints, communication cable, (Intercom telephone auto command), level sensor, opening of all connection for its functioning, locating the faults, taking out deffective parts, opening carefully including cleaning all parts with suitable solution neatly, carrying out minor repairs and refixing of the same, complete all as specified and directed.

(d) Thorough checking of existing air compressor, control panels, automated back wash system, control valves, calarifier, chemicals dosing system, chlorine gas pipe line for its smooth functioning, location of faults, taking out defective parts, opening carefully including cleaning all parts with suitable solution neatly, carrying out minor repairs and refixing of the same complete all as specified and directed.

(e) Thorough checking of level transmiter of raw water pumps, Alum & Lime dozing pumps, level transmiter for filter water tank, on line turbidity meter, on line PH Meter, chlorine leakage dectector, locating the faults, opening of all components cleaning/oiling etc. for smooth functioning and carrying out minor repairs and refixing of the same complete all as specified and directed..

(f) M & L for servicing of gear boxes, pumps, motors, compressors, blowers, sluice valves at regular intervals for smooth and uninterrupted functioning.

(g) Mobile phone and land line number of persons and agency responsible for operation of SCADA shall be intimated to the Engineer-in-Charge to lodge any complaint.

(h) In case the scada system remains unoperational due to default made by the contractor, the proportional recovery from the contractor will be made at the double the rate with reference to the quoted rates by the contractor for the entire day (24 Hours) irrespective of the period for which Scada system remained unoperational during a shift. Decision of GE regarding penalty shall be final, conclusive & binding.

(j) Maintenance of SCADA system shall be got executed through OEM or its authorized service provider. The tenderer shall submit a copy of MOU with OEM or its authorized service provider for carriying out servicing/repairs/preventive maintenance of SCADA system within 20 days of after date of acceptance of contract for claiming the payment.

(k) The tenderers are advised to visit the site to know the exact condition of the installation before quoting the rate.

(l) Successful operation of the plant to the entire satisfaction of Engineer-in-Charge/GE shall be sole responsibility of contractor.

Supply & installing Software of PLC panel including licensed versioin of approved anti virus programme to protect any virus attack on existing server complete all as specified and directed.

Dismanteling of old unserviceable air filter and supply & fixing new Air filter and servicing of Air Compressors, complete all as specified and directed.

Supply only lubricating oil for gear box etc. as specified & directed. Make: HP / Castrol.

Supply only new three pole power contactor 240 volts 12Amp, any type complete all as specified & directed. Make:- L&T.

Supply only new three pole power contactor 240 volts 25Amp, any type complete all as specified & directed. Make:- L&T.

Supply only new relay suitable for MNX contactor A-1, three pole power contactor 240 volts 25Amp / 12 amps. complete all as specified & directed. Make:- L&T.

Dismanteling of old unserviceable and supply & fixing new diaphragm & oil seals for Alum & lime dosing pumps 0-450 IPH, of existing make/model complete all as specified & directed.

Disconnecting and taking down unserviceable electric motor of capacity 0.5 HP to 1.0 HP from base frame and shifting to workshop for rewinding, opening complete, taking out Rotor assembly from stator carefully and cutting/cleaning burnt winding wire from stator, carefully repairs to damage slots including Rewinding of stator with super enameled copper wire, gauge same as original & varnishing the same drying tapping with cotton tapes, all electrical connections should be soldered properly, reassembling, reshifting & reinstallation at site including testing at full load complete for following sizes of motor:-

Taking down centrifugal pumping set of capacity 0.5 HP to 1.0 HP from base frame including disconnection from coupling and shifting to workshop for repair and opening dismantling and overhauling complete parts, all parts cleaned by Kerosene oil neatly with and including replacement of defective spare parts by new parts including necessary welding machining/grinding work and nut, bolts, washer, studs if required at the time of refitting of spare into pump set and re-shifting, reinstallation on base frame with proper alignment with motor and testing on full discharge of following capacity complete all as specified & directed. Note : Supply only of Spare parts required to be replaced during repair shall be measured and paid separately under respective item here-in-after. However fixing element shall be deemed to be included in the quoted rates of this item.

Note : Extra quantity of gravel / sand required to top up the filter bed shall be paid under relevant item .

M&L for laying gravels of size 16 mm to 25 mm in 30cm layers in filter beds including screening, cleaning and washing complete all as specified and directed. (Source of gravel:- Lal Kuan, Haldwani).

M&L for laying of natural quartz sand in filter bed complete all as specified & directed. (source of sand:- Janshi/Babina)

S&F in replacement filter nozzel plastic, type GP 25A MOC pp. Make: Plasticon India Ltd. (as per sample) complete all as specified & directed.

Notes for item Nos 26 to 30 : (a) The item shall include all type of scaffolding, supports, ladders, platforms etc. and safety equipments required for working in the sumps. (b) Internal surface of the tank after washing and cleaning shall be got approved from the Engr-in-Charge before carring out further treatment. (c) The tenderers are advised to visit the site to know the exact location, depth and condition of the sumps before quoting the rate.

Supply of Alum Ferric Sulphate (Grade-4) (best quality as per sample) for purification of water (containing lead (as PB) 30 ppm max and arsenic 6ppm max) confirming to IS-299/2012 (Revised) as amended up-to-date complete all as specified and directed by Engineer-in-Charge. (Note:- The Alumino Ferric Sulphate shall be supplied in superior quality bricks (Slabs) as per IS specifications engraved with manufacturers name/trade mark on each in addition to marking of relevant IS specification).

Supply only stable bleaching powder Grade – I conforming to IS-1065/1989 (IInd Revision) as amended upto date having available chlorine contents minimum 34% by mass and packed in 25 Kg polythene bag having double fold complete all as specified and directed by Engineer-in-Charge and as per following specifications:- Bleaching powder (Calcium Hypo Chloride), Chlorine formula : Ca (OCl)2 Molecular weight : 142.96, Physical Appearance : white fine powder, Chlorine content :- 30 % ± 1%, Moisture : 0.5 % Max On heating at 10 ± 2°C it dose not lose more than 1/15 of available chlorine Passing through 1.7mm sieve : 99% Make:- Grasim/TATA

(a) Chemical analysis & physical observations : Description : Whitish granules, Granular size (Mesh passing through - 100 BSS): 1.1(+ 0.1)%, Water/moisture : < 5.00%Mercury & other heavy metal contaminants : BDL.

(b) Strength in terms of quantity of chlorination chemical required to obtain free chlorine of 1 ppm per lakh liters of water: Requirement must be 140-200 gm per one lakh liter of water to achieve 1 ppm Average at injection point (site & raw water quality variations may apply additionally).

(c) Stability : Projected self life of chlorination chemical must be one year with minimal loss of chlorine.

(d) Handling of chlorination chemical for regular chlorination : Operator health considerations : Chlorination chemical must contain acceptable level of granular size to avoid risks to operators from health safety point of view.

(e) Safety & heath hazard aspects on usage of chlorination chemical for regular drinking water chlorination : Mercury & other Heavy Metal contaminants in chlorination must be Below Detectable Limit (BDL), based on which the product must be considered safe to use from human heath safety point of view and freedom from toxicity when used in drinking water chlorination in recommended dosage.

The brand /make of the chlorination chemical must be stated and certified by Govt approved lab, confirming compliance to all the specifications (points (a) to (e) above) with a declaration from the lab that from the technical, strength, stability, health, safety and operational point of view, as well as the fact the this product is used for drinking water applications for consumption by humans, the Brand/ Make of calcium Hypochloirate is suitable for drinking water chlorination and is recommended for use. The report must indicate that the sample has been drawn by Govt approved Laboratory.

Supply only Poly Aluminum Chloride AC-100S powder inorganic soluble polymer powder effective in both high and low turbidity for rapid and better floc formation with much lower dosing rates, less sludge rates, less sludge generation, less PH reduction in factory sealed container/ plastic bag of 25 Kg each, complete all as specified and directed.

Dismantling/taking out defective sluice valve from the existing pipe lines by opening/cutting corroded Nuts/bolts, removing of packing etc. complete and Supply and fixing CI sluice valve both end flanged dully drilled for both ends with stainless steel spindle and nuts, stuffing box etc. Type PN-1.6, ISI marked of following sizes :- Make: Sant/BIR/Kartar

Supply and fixing in replacement of greased graphite gland packing complete all as specified & directed of following size :- Make:- Champion.

Material and labour for repair of Clariflocculator's shaft and scrapper as required and opening of shaft from reducer gear, taking out scrapper & transporting to work shop for welding the MS blade by providing new piece, welding of shaft at broken place, strengthening the shaft joint by welding the extra angle/ iron or MS flat.Taking back the complete shaft and scapper at site and fixing in position. Testing the working of repaired clariflocculator up to the satisfaction of Engr - in -Charge. Note : (i) Any T&P, Chainpulley , ladder, welding machine, grinder as required shall be provided by contractor. (ii) Any other machining work required at work shop be done under the above job

Dismantling of pump set of capacity 100 HP by disconnecting electrically and water pipe suction & delievery, setting aside and refixing in position, making all connections to pipes, connecting electrically after necessary repairs to base frame and foundation. (Breaking PCC foundation and rusted frame and new PCC and base frame shall be measured and paid seperately)

Dismantling rusted MS work of pump set and providing new frame of existing size and shape made of MS Channel/ Flat/ Angle/ Fastener Bolt etc and welding, drilling holes or bending as required and painting of MS frame with two coats of black enamel paint over a coat of red oxide primer comlete all as specified and directed.

Dismantling existing PCC and M&L for cement concrete 1:2:4 type B1 using (20 mm graded stone aggregate) as in mass concrete (for pump set foundation etc) and similar work including necessary form work finished even and smooth complete all as specified and directed.

M&L for preparation of old painted steel surface and applying one coat of red oxide primer and two coats of synthitic enamel paint to all pipe lines, railings, any type of channel, angle iron, duct cover or any other metallic part at New Bijapur filteration plant all as specified.

Material and labour for water sample testing for any of the sources as directed by Engr -in-Charge. by collecting sample of raw and treated water in clean sealed container in presence of representative of GE and same shall be got tested for physical, Biological and chemical test for potability of water as per relevant IS, once in every three months from a Govt recognized lab and Test result of water shall be submitted to AGE E&M office for record.

Supply and fixing in replacement butterfly valve 50 mm dia PN 1.6 , ISI marked, CI body, stainless steel stem complete all as specified and directed. Make:- SANT/CASTLE/BIR

Material & labour for fabrication of precast cement concrete type B1 1:2:4 using (20 mm graded stone aggregate) as in landings, cover slab (for manholes etc) and similar work including necessary form work and set in CM 1:6 complete all as specified and directed. (Reinforcement shall be paid seperately)

Mild steel TMT bar 10 mm dia and over cut to length bent to shape required including cranking , bending spirally for hoping foer columns hooking ends and binding with and including mild steel wire (annealed) not less than 0.9 mm dia or securing with clips complete.

M&L for fabrication of MS gate with angle iron frame, channel etc fixed with stainless steel spindle for up and down movement of gate fixed to wall of sediment tank channel complete all as directed by Engineer-in -charge

M&L for cleaning of RCC under ground raw water sump of 2.5 Lakh gallon capacity by by brooming down, scrapping all the side walls and bottom, removing fungus, scales, dirt, sludge etc., taking out sludge from inside of tank and depositing the same at a distance not more than 100 mtrs and washing the tank inside with water and chemicals such as bleaching powder, caustic soda etc, draining out water and applying one coat of white wash on internal surface of the tank, writing date of cleaning in white capital letters with sythetic enamel paint on black back ground, size of letters 80 x 10mm complete all as specified and as directed.

M&L for cleaning of RCC clariflocculator of capacity 75Cum/hr, of size 10.5mtr dia appx 4mtr depth by brooming down, scrapping all the side walls and bottom including channels, washout system, removing fungus, scales, dirt, sludge etc., taking out sludge from inside of tank and depositing the same at a distance not more than 100 mtrs and washing the tank inside with water and chemicals such as bleaching powder, caustic soda etc, draining out water, and painting all MS work like channel, gear assembly, rails, railing or any other metallic part with two coats of synthetic enamel paint and writing date of cleaning in white capital letters with sythetic enamel paint on black back ground, size of letters 80x10mm, complete all as specified and as directed.

M&L for cleaning of electrically operated Alum & lime dozing well of size appx. 2.5Mtr dia and 2.25 Mtr depth, by brooming down, scrapping all the side walls and bottom , removing fungus, scales, dirt, sludge etc., taking out sludge from inside of tank and depositing the same at a distance not more than 100 mtrs and washing the tank inside with water and chemicals such as bleaching powder, caustic soda etc, draining out water and painting all MS work like channel, agitator, pump, motor etc with two coats of synthetic enamel paint and writing date of cleaning in white capital letters with sythetic enamel paint on black back ground, size of letters 80x10mm, complete all as specified and as directed.

M&L for cleaning of chlorine contact tank appx size 10x12x4.0 Mtr by brooming down, scrapping all the side walls and bottom , removing fungus, scales, dirt, sludge etc., taking out sludge from inside of tank and depositing the same at a distance not more than 100 mtrs and washing the tank inside with water and chemicals such as bleaching powder, caustic soda etc, draining out water and painting all MS work like channel, agitator, pump, motor etc with two coats of synthetic enamel paint and writing date of cleaning in white capital letters with sythetic enamel paint on black back ground, size of letters 80x10mm, complete all as specified and as directed.

M&L for cleaning of RCC under ground CLEAR water sump of size 20x20x2.75 meters by by brooming down, scrapping all the side walls, bottom and ceiling, removing fungus, scales, dirt, sludge etc., taking out sludge from inside of tank and depositing the same at a distance not more than 100 mtrs and washing the tank inside with water and chemicals such as bleaching powder, caustic soda etc, draining out water and applying one coat of white wash on internal surface of the tank, writing date of cleaning in white capital letters with sythetic enamel paint on black back ground, size of letters 80 x 10mm and painting all inlets, outlets, washouts and overflow pipes with one coat of black bituminous paint complete all as specified and as directed

M&L for cleaning of sedimentation tank of size 10.70x4x4.20 meters consisting of 06 Nos chamber by brooming down, scrapping all the side walls and bottom, removing fungus, scales, dirt, sludge etc., taking out sludge from inside of tank and depositing the same at a distance not more than 100 mtrs and washing the tank inside with water and chemicals such as bleaching powder, caustic soda etc, draining out water and applying one coat of white wash on internal surface of the tank, writing date of cleaning in white capital letters with sythetic enamel paint on black back ground, size of letters 80 x 10mm complete all as specified.

M&L for cleaning of filter bed size 25x9.20x3.20 meters by scrapping and removing 30 cm sand, brooming down and scrapping all the side walls and bottom, including all valves, channels and wash out drain etc removing fungus, scales, dirt, sludge etc., taking out sludge from inside of tank and depositing the same at a distance not more than 100 mtrs and washing the tank inside with water and chemicals such as bleaching powder, caustic soda etc, draining out water and applying one coat of white wash on internal surface of the tank, writing date of cleaning in white capital letters with sythetic enamel paint on black back ground, size of letters 80 x 10mm complete all as specified.

M&L for cleaning of sludge water tank of size appx. 8.00x3.5x2.25 meters brooming down and scrapping all the side walls and bottom by brooming down, scrapping fungus, scales, dirt, sludge etc., taking out sludge from inside of tank including all valves, channels and wash out drain etc and depositing the same at a distance not more than 100 mtrs and washing the tank inside with water and chemicals such as bleaching powder, caustic soda etc, draining out water and applying one coat of white wash on internal surface of the tank, writing date of cleaning in white capital letters with sythetic enamel paint on black back ground, size of letters 80 x 10mm complete all as specified.
