1. Submission of Tender (Physical Submission)
1.1 The tender shall be sealed in one main sealed cover.
1.2 Bidder are requested to submit the original and duplicate tender documents as
per procedure given here under: -
Main Sealed Cover – One Original set of Technical Bid, Tender Fee and EMD cover)
Containing two sealed covers namely cover–I and II
(i) Cover –I ( EMD and Tender Fee Cover)
(ii) Cover –II (TECHNICAL BID COVER): - It will contain technical tender
documents with all experience certificates, performance certificates from end
user and eligibility criteria documents and technical bid, Executed order’s details
with Xerox copies of order and other necessary documents.
5. Both the envelope sasmentioned above formthe Tender and will be placed in a sealed
common envelope. The envelopes shall indicate the name and address of the Bidder to
enable the Tender to be returned unopened incase it is declared ‘Late Tender”. The outer
envelope shall be addressed as per tender by regd. A.D. Speed Post/Person/Courier,
VAGHODIYA NAGARPALIKA will not be responsible for any postal delay. Late tenders
will not be accepted after the prescribed time.
6. OPENING OF TENDERS
6.1 The technical Bids of the tender will be opened On-line in the office of
the as mentioned address and Hard Copies of Technical Bids and EMD
& Tender fee Shall be opened in the Office of Tender Officer of
VAGHODIYA NAGARPALIKA, on the prescribed date and time in the
following manner:
6.2 At the time of technical bid opening, first tender fee and EMD cover will be
opened. Then after only technical bid of all the Bidders will be opened.
6.3 After scrutiny of technical bids, the price bid of only those Bidders who are
technically qualified as per the eligibility criteria, will be opened ON-LINE
only at a later date. The actual date of opening of financial bids will be
communicated to technically responsive Bidders at a later date.
7. FORMAT AND SIGNING OF TENDER
7.1 The Tender shall be signed by the Bidder or a person or persons duly
authorized to sign the Tender. The power of attorney in favor of the person
authorized to sign the Tender shall accompany the Tender. All pages of the
Tender must be duly signed by the Bidder.

www.tender.nprocure.com
2) The tender shall be awarded to the technically and financially qualified and responsive
tenderer offering the lowest overall evaluated tender or tenders in conformance with
specifications. Physical (HARD COPY) Submission of Financial Bids should NOT be done

VAGHODIYA NAGARPALIKA, VAGHODIYA’ payable at VAGHODIYA of Rs.900/- as tender fee
along with the tender submission.
4) Bidder shall have to submit Earnest Money Deposit of Rs. 7923/-, in the form of Demand
Draft /FDR / Bank Guarantee, in favour of CHIEF OFFICER, VAGHODIYA NAGARPALIKA,
VAGHODIYA payable at VAGHODIYA. Bidder who wishes to submit a Bank Guarantee, must
submit it in the prescribed format as given in the tender, and this bank guarantee should have
validity of minimum of 6 (six) months from the date of Opening of tender and it must be
issued from any nationalized bank.
The valid bidder get exemption from Tender Fee and EMD as per state procurement policy
5) Tenders, without Tender fee OR EMD shall be rejected outright.
6) Conditional tender will not be considered for evaluation.
7) The Bidder is required to check the www.tender.nprocure.com for Addendum if any before
48 hours of tender submission date and time. The Bidder who quotes the tender without
attaching the addendum will be rejected.
8) The successful tenderer who receives the Work Order, shall have to execute Contract
Agreement (within 10 days from the date of receipt of work order) and pay security deposit
worth 5% of order value in the form of FDR / BG, in favor of CHIEF OFFICER, VAGHODIYA
NAGARPALIKA, VAGHODIYA’ payable at VAGHODIYA. If the Successful Tenderer wish to
submit a Bank Guarantee, must submit it in the prescribed format as given in the tender, and
this bank guarantee should have validity of minimum of 6 months from the date of receipt of
Work Order and it must be issued from any nationalized bank.
9) Bidder must give validity of tender for minimum 120 days from the date of Opening of Price

3) Name and Address of the Bidder.
11) Xerox self-attested copies of the orders executed for similar works, their performance
certificates issued from the end user and all other documents needed must be attached along
with tender and uploaded on www.tender.nprocure.com.
12) Correction, modification or alteration in any tender condition is not acceptable and tender is
liable for rejection.
13) Bidders must sign on each and every page of the tender documents along with the seal of the

page without binded in tender bid shall not been tertained.
15) Tenderer shall, in no case have the right to withdraw the tender after opening of the Financial
Bids. If any of the tenderer does so, then in such case the EMD of tenderer, shall be forfeited
and in future, tender of such tenderer shall not be considered valid.
16) However, any of the tenderer whosoever will raise the queries or objections after the opening
of financial bids, then in such case, it will be considered as a corrupt intentional practice for
affecting the tender procedure and pressurize the competent Authority. In such case, such
agency will be debarred from the tender procedure for Three years and EMD will be

agencies, then such queries or objections will not be taken into consideration (at any stage of
the tender) and such queries or objections shall be rejected straightway.
A. Eligibility Criteria: -
A. The Bidders should have a minimum of 3 years’ experience prior to Proposal's due
date in Design, Fabrication, Supply, Delivery and Commissioning of both

machines in minimum order of 50% of estimated quantity from Govt./Semi
Govt./PSU/Any Corporations/ ULBs department in last 3 years. (necessary
supporting document should be submitted)
C. Minimum experience of at least one project involving delivery, supply, installation,
and operation of any one item with a Municipal Bodies/ULBs, to establish credibility
for evaluation under the Operation & Maintenance criteria. (necessary supporting
document should be submitted)
D. Financial Criteria:
The Bidders should have a minimum average annual turnover of ₹ 1.00 Crore in last
“Three Financial Years” ended by 31st March 2025 and should not be a loss-making
company during the said period, copies of certificates for last three years shall be
submitted through CA certified
E. Bidder shall furnish a satisfactory performance/ completion certificate from the past
purchasers self‐attested copies of purchase orders received from Govt./Semi
Govt./PSU/Any Corporations/ ULBs for similar work.
F. Bidder must have full fledge service facility in state of Gujarat. All necessary
Documentary evidence must be attached with tender.
G. Bidder must submit PAN, GST Registration, and relevant industry certifications
H. Applicants blacklisted by any government department, PSU or government company
are not eligible (provide declaration not blacklisting on 300 rs. stamp along with
tender application)
I. Only manufacturers/it’s authorized dealer with possessing valid certification for a
above categories among the required items shall be eligible to participate in this bid.
Note: 1) MSME certificate is not consider against relaxation in eligibility criteria.
2) The experience as sub-contractor shall not be considered.

2. GENERAL CONDITIONS

9. UNBALANCED BID CLAUSE
If the Tender Committee determines that the Bidder has submitted an unbalanced financial bid, i.e.,
significantly low or high rates in BID compared to the market value or other bidders, the Committee
reserves the right to:
• Seek detailed price analysis and justification from the bidder.
• Request additional Performance Security as per Government of Gujarat norms.
• Reject the bid, if the unbalanced nature of the bid is determined to compromise project execution,
quality, or fairness.
The decision of the Tender Inviting Authority in this regard shall be final and binding to all bidders.

10. Disqualification
Disqualification Even though the Applicants meet the above criteria, they are
subject to be disqualified if Applicant or any of its constituent partners have: - Made
misleading or false representation in the forms, statements, and attachments
submitted; or - Been debarred or terminated or blacklisted (and effect is continued on
due date of this tender) by Central Govt. organization/State Govt. organization/Any
Municipal Corporation/ULBs /Govt. Of Etc.
In case of a proprietary firm, partnership, private ltd, limited firms the following
are the disqualification in case of failure to disclose information by partners or the
(i) If, any of the directors, partners or the proprietors debarred/ blacklisted by
Central govt. organization/State Govt. organization/ULB/Any Municipal
Corporation or another Agency of Government of India or any of the State
Government and effect is continue on due date of this tender.
(ii) If, any of the directors, partners or the proprietor has a criminal history
or has been convicted by any court of law for any of the offenses under any Indian
(iii) If, any criminal proceeding is pending in any court of law in India against any
of the directors, partners or a proprietor and if any such proceeding culminates in
