Outsourcing of manual services for the entire area in the jurisdiction of AGE B/R-I Halwara for attending complaints related to B/R works at any location, every day excluding Sunday and Holidays in one shift from 0800 hrs to 1700 hrs which includes One hour lunch break and the type/nature of the complaints are as under :- (i) Complaints related to Mason works (ii) Complaints related to Plumber works after carrying out mason work, if any. (iii) Complaints related to Carpenter works i.e wooden joinery after carrying out mason work, if any. (iv) Complaints related to Aluminium joinery works after carrying out mason work, if any. (v) Complaints related to Blacksmith (Lohaar) works after carrying out mason work, if any. (vi) Complaints of any other nature ordered by GE/Engr-in-charge/JE concerned. Notes :- The work involved includes (a) Registering complaints from users through IVRS system, mobile phone, SMS and manual at complaints centre,updating record of all attended and un-attended complaints daily by deploying qualified and experienced persons on day to day basis in one shift on all days excluding Sunday and Holiday.
notes contd..... (b) (i) The minimum number of trademen to be deployed by the contractor should be Mason 03 Nos (skilled). (ii) The complaints related to Lohaar works, carpenter & plumber works shall be attended by the existing Departmental manpowers for which helpers shall be deployed by the contractor only. (iii) Detailment of requisite nos of trademen such as mason for attending the complaints depending upon the nature of complaint and quantum of complaints. The contractor has to be provided their skilled workmen daily as per nos of complaints actually received. (c) Attending the complaints with entire satisfaction of users and GE/Engr-in-Charge within stipulated time period as per priority decided by the Deptt as specified here in after, for attending B/R complaints .

(d) The communication facilities for registering complaints i.e Mobile phone shall be arranged by the contractor if complaints are desired to be registered through the IVRS systems otherwise manual complaints shall be lodged. (e) The tentative numbers of complaints to be received in the sub division complaints cell are specified here-in-after, however contractor has to be provided their skilled/ unskilled workmen daily as per nos of complaints actually received. (f) In case complaints have not been attended within stipulated time frame as per its priority class, suitable recovery on this account shall be made on the rates as specified here-in-after.

(g) All tools and plants, trolley,ladder,lorries and conveyence etc required for attending complaints at site of work shall be provided by the contractor and old retrieved material/items shall be deposited in MES store yard. (h) Decision of GE on profeciency of deployed workers shall be final and binding. (j) Any change in timing of shift of the person deployed by the contractor will be decided by the GE/Engr-in-Charge . (k) The new material whereever required for replacement shall be provided by the deptt through NIV/NRV and old retrieved material/items shall be the property of department & will be deposited in MES store yard. (l) The contractor shall deploy a qualified and experienced superviser to moniter the activities as stated above .

(ii) One of the mason should be skilled in carrying out repair /replacement works related to B/R nature complaints with their fittings/fixtures. (n) The rate of recovery of work done & penalty for absentee workmen shall be as under :- (i) For recovery of work done :- The amount of work done per shift shall be derived by dividing quoted rates with total Nos of skilled reqd as per BOQ. (v) Complaints related to Blacksmith (Lohaar) works after carrying out electric works/Plumber works, if any. (vi) Complaints of any other nature ordered by GE/Engr-in-charge/JE concerned. notes contd.... (ii) The contractor shall provide 02 pairs of uniform/dangri, one pair of rubber glooves with leather shoes as approved to each trademen/helper. (n) The rate of recovery of work done & penalty for absentee workmen shall be as under :- (i) For recovery of work done :- The amount of work done per shift shall be derived from quoted rates (64 % of quoted rates shall be taken for unskilled and 36 % of quoted rates shall be taken for skilled trademen).The recovery rate per skilled trademen shall be worked out by dividing 36% of quoted rates with total Nos of trademen reqd as per BOQ and similarly 64 % of quoted rates with total Nos of unskilled reqd as per BOQ. (ii) For penalty refer clause 9 of P.S.

(o) After completion of work the contractor shall return all the temporary passes to Air force authorities and certificate to the effect shall be obtained & shall be endorsed with final bill. (p) The contractor shall obtained a affidavit from all deployed trademens/helpers that they are deployed temporary by the contractor for the period of completion given in tender, from the date of commencement of work, through outsourcing & they have no legal binding with Deptt regarding employment of job. Any court case due to accident/break of job/ any type of mis-happening/compensation occuring due to any labour conflict during the contract period shall be dealt by the contractor only and not by the Govt/Deptt. (q) The trademen shall have 2/3 years diploma from ITI or of Govt approved institution as minimum qualification and qualification certificate shall be submitted & approved by the Engr-in-charge in writing. The age of trademens/helpers shall be inbetween 18-60 years.

(v) Complaints related to Blacksmith (Lohaar) works after carrying out electric works /mason work/ plumbing work, if any. (vi) Complaints of any other nature ordered by GE/Engr-in-charge /JE concerned. Outsourcing of manual services for the entire area in the jurisdiction of AGE B/R -I Halwara Sub Divn for attending complaints regarding blockage of sewerage lines, at WC, at traps and all other works related to sewerage and for Cleaning and cutting/trimming of grass, plantation of trees, watering, planting/trimming of grass of lawns & other safaiwala related works in the entire complex of AGE B/R-I sub division, store yard, BSO yard etc ,every day on day to day basis excluding Sunday and Holidays for One shift ,from 0800 hrs to 1700 hrs which includes lunch break , with the following activities comprising of :- Notes :- The work involved includes (a) Registering complaints from users through mobile phone, SMS and manual at complaints centre , updating record of all attended and un-attended complaints daily by deploying qualified and experienced persons in all working days excluding Sunday and Holiday. (b) Detailment of requisite nos of safaiwala for attending the complaints as per nature of complaint and quantum of complaints. (c) (i) The minimum number of trademen to be deployed by the contractor should be Safaiwala/Sweeper- 03 Nos (Unskilled). (ii) Attending the complaints with entire satisfaction of users and GE/Engr-in-Charge within stipulated time period as per priority class ,decided by the Deptt as specified here in after for attending complaints .

Notes:- (i) Minimum Two safaiwala(Unskilled) daily shall be required for the works involved , in the area as directed by GE/Engr-in-charge(s)/JE(s). (ii) Additioanal 5% of total man days may increase in emergent cases. (iii) The rates quoted are deemed to be included this aspect and nothing extra shall be admissible on this account. Rates quoted for outsourcing the services as described in Srl.No. 1 to 6 with their sub parts here-in-before and shall includes the following:- (i) Worker's wage per person (a) for skilled = Rs 569.00 Per day (b) for unskilled= Rs 403.00 Per day (ii) Employees state insurance @ 3.25% on wages as per existing rules (iii) EPF, EPS, EDLIS and administrative charges @ 13% on wages as per existing rules (iv) Bonus if applicable as per existing rules (v) Contractor's over head and profit (vi) LWC @ 1% on (i) to (v) above as per existing rules (vii) GST @ 18% on (i) to (vi) above as per existing rules
NOTES for Srl.No. 1 to 6 with their sub parts here-in-before :- (i) The rate quoted shall not be less than minimum wages as notified by Government of India / State Government / Local body whichever is higher including all statutory provisions such as EPF,ESIC,Bonus, taxes etc as applicable. (ii) The Firm's claims in bills regarding ESI, EPF, Service Tax should be accompanied by documentary proof pertaining to the previous month's bill. A requisite portion of the bill i.e RAR / final bill amount shall be held up till such proof is furnished at the discretion of the GE. (iii) The firm shall submit proof of payment given to workers and endorse a copy to Engineer-in-charge, showing the details of payments, deductions (including all statutory deductions) & net amount with requisite challans in each case/person indicating PF number, ESI card detail etc. (iv) Engineer-in-Charge will maintain the record of attendence in respect of the persons deployed by the Firm on the basis of which wages/ remuneration will be decided in respect of the person at the approved and agreed rates. The firm shall be responsible to keep all records of payment, attendence, leaves etc. duly signed by the Engr -in- Charge and endorse a copy of all the documents with RAR/ Final Bill as applicable. (v) Also refer Sch'A'/BOQ Notes given in tender documents.
