Project Supervision Services (PSS) for Construction Sites of Road Over Bridges (ROBs)/ Road Under Bridges (RUBs), Goods sheds, 12 M wide FOB, Additional Loop Line or other works as per RFP under Gati Shakti Unit Kota, West Central Railway.

The Bidder shall have received total income equal to 150 % of the estimated cost of the Project Supervision Services mentioned in item No. 2 of the KIT (para 1.1.2) from professional(consultancy) fees in the 3 (three) financial years preceding the Bid Due Date. For the avoidance of doubt, professional fees refer to fees received by the Bidder for providing consultancy and/or supervision to its clients. In case of Consortium, the Financial Capacity of only the Lead Member will be considered. Moreover, each members of the Consortium should have at least 25% of the Financial Capacity for the purpose of further evaluation for the eligibility of the Consortium.

The Bidder shall have, over the past 5 (five) Financial Years and including the current Financial Year preceding the Bid Due Date, completed or substantially completed one Eligible Assignment of value equal to or more than [35% of the estimated cost of the Project Supervision Services mentioned in item No. 2 of the KIT (clause 1.1.2)] (the "Technical Capacity"). For evaluation, substantially completed means that the Bidder has received at least 90% of the professional fees /agreement value towards undertaking such Eligible Assignment. Provided further, that in case of a Consortium, experience of the Consortium as a whole or any of its constituent Members shall be considered

For the purpose of Technical Capacity and evaluations, the Project Management Consultancy/ Services contracts shall qualify as Eligible Assignment, (the "Eligible Assignment"), if: (a)the assignment is directly awarded to the Bidder by a Govt. Department / PSUs; or by a Public listed company having average annual turnover of Rs 500 crore and above in last 3 financial years excluding the current financial year, listed on National Stock Exchange or Bombay Stock Exchange, registered at least 5 years back from the date of submission of Bid by the Bidder to the Authority. In case of foreign assignment, work experience for only Government bodies shall be considered.

The nature of the projects for which the above Project Management Consultancy/ Services have been engaged for development and/or construction, falls under the following categories: (i)[Any engineering project of railway / metro /Any SPV with Ministry of Railways / DFCCIL / multi modal transport hub / Airport / Regional Rapid Transit System (RRTS) / High Speed Rail (HSR) / monorail; or (ii)airport terminals (with or without related airport infrastructure works), ports, integrated check posts, and bus terminals; or (iii)National Highway or State Highway or Expressway or similar Highway (iv)Commercial / Residential real estate project]

The Bidder should be empaneled in the valid approved list of Consultants under the category of Project Management Consultancy (PMC) available on website (dfccil.com/Home/Active Tender) as on closing date of this Tender. The bidder shall submit the proof of such valid empanelment along with the offer, failing which the offer shall be summarily rejected. It will be the responsibility of the bidder to prove their valid empanelment.

Availability and conditions of Eligibility for Key Personnel: The Bidder shall offer and make available all Key Personnel meeting the requirements specified in Clause 10 related to Manpower Deployment under the Terms of Reference of this RFP. If more than 25% of the Key Personnel proposed by the bidder fail to meet the eligibility criteria, the bidder shall be considered to have failed to meet the eligibility criteria with regard to Key Personnel. However, in case of failure up to 25% of Key Personnel to meet eligibility criteria, zero marks will be awarded to such Key Personnel during evaluation of technical score as per clause 3.2.2 and the bidder will have to replace such Key Personnel with eligible Key Personnel within a period of [three] days from communication made by Authority in this regard. If the bidder fails to replace such Key Personnel within the aforesaid time, Authority reserves the right to reject the offer of such bidder(s) and proceed for opening the Financial Bids. Failure of Team Leader to meet the eligibility criteria as per Clause 10 related to Manpower Deployment under the Terms of Reference of this RFP shall result in summary rejection of the offer.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

THE OFFERS WITHOUT EARNEST MONEY EXCEPT IN CASE OF EXEMPTION CLAIMED AS PER COMMERCIAL COMPLIANCE OF NIT WILL BE SUMMARILY REJECTED.

Tenderer has to pay at least Minimum wages as notified by Govt. of India/Labour Commissioner (Central). All the documents will be maintained according to provision of Minimum Wages Act to avoid any dispute.

The rates quoted by the firm shall take into account all expenses and all tax liabilities except for GST. Further, all payments shall be subject to deduction of taxes at source as per Applicable Laws.

Bidders to quote one single unique %(percentage) AT PAR/BELOW/ABOVE against Single Rate for all Tender Schedule. The bidders shall quote rates on IREPS portal only. In case any bidder quoted rates in the document or anywhere else in the offer, his/their offer shall be summarily rejected.

PSSA agency shall arrange residential accommodation for their personnel at its own and nothing extra shall be paid.

As far as possible, the PSSA shall submit all reports/ communications/correspondence etc in soft copy through e-mail of any other means unless otherwise specially ordered by the Railways to submit in hard copy.

All computers/laptops and other hardware's including requisite software required for successful completion of assigned work to PSSA shall be arranged by the PSSA agency only and the rates of the same are deemed to be included in the rates quoted by the bidder. The PSSA shall arrange and implement the document management software for contract. While submitting the offer, care must be taken to incorporate the charges of the requisite hardware/software in the quoted rates. Nothing extra shall be paid on this account and no claim whatsoever shall be entertained at any stage.

As far as possible all meetings of Team Leader, Resident Engineer and other professionals shall be through online mode only. In case of physical meeting called by Authority, the tour program shall be got approved from the Coordinating Chief Engineer.

Number and man-months given in schedule are tentative and shall be subject to change as per actual requirement of the authority. Actual deployment plan shall be issued by the authority after issue of the LOA.
