General Notes: - (i) Contractor’s special attention is invited that Estimated cost for Out sourcing of Resources Management & Operation of central sewage treatment plant alongwith associated sewage water installations PS-I to IV & swimming pool Rs.29,96,000.00 based on prevailing rate of Schedule of Minimum fair wages. If the quoted amount is less than the amount the work, then the lowest bidder will have to deposit FDR/BGB in favour of Accepting Officer within 07 days of opening of Financial Bid for the difference in estimated cost & quoted amount. (ii) In case the said FDR/BGB is not submitted within stipulated period as mentioned above, the contractor shall be banned for 06 months & their bid will be rejected and finance bid will not be opened. FDR/BGB submitted shall be released only after satisfactory completion of work on submission of proof of payment that all the person deployed under this contract has been paid not less than Schedule of Minimum fair wages as mentioned under Note No.4.2 here in after.

Outsourcing for Management and operation of Central Sewage Treatment Plant(STP) cap 2000 Cum/day including sewage installation no.4 alongwith DG set 160 KVA and operation of valves for feeding sewage to treatment plant , operation of blowers and connected motors to collect treated water ,operation of treated water pumps,chemical dozing plant and operation of valves for treated water as per schedule timing complete at Air Force station Jamnagar for continous 24 hrs operation by providing one fitter general mechanic (FGM), with minimum 2 years of experience for opeartion of sewage treatment plant alongwith pumping and distribution system , per shift of 8 hours for 3 shifts per day (including sunday and National holiday).

The sewage treatment plant comprising of following components (a) Non clogging sewage pump set coupled with 15 HP and 25 HP motor inside sewage water tank- 4Nos(PS -IV)(b) Non clogging sewage pump set coupled with 15 HP and 7.5 HP motor inside raw water tank- 3Nos(Central STP)(c) Air Compressor single stage coupled with 3 phase 50 HPelectric motor-02 nos. (d) sludge sump. (e) Sludge transfer pump with 1.5HP motor -02 nos (f) Sludge drying beds(g) Sludge thickner pump with 1.5HP motor -02 nos (g) Filter feed tank (h) Hypochlorite dosing tank with pump -02 nos (i) Drying beds(j) Treated water Sumersible pump with 30HP motor-02 nos. The Contractor shall be responsible for routine/preventive maintenance of eqipments(DG set,blowers and Pumping set) and accessories , cleaning of surrounding area of the installation and the building, valve pits , earth pits , minor repair to leakage from pumps by providing gland packing, replacement of flange gasket in valves and maintenace of control panel for pumping set/LT panel , tightening of loose connections in panels and providing insulation on burnt /exposed cable/wire etc. .The contractor should carry out routine/periodic maintenance of all installed equipment/components as per schedule mentioned at particular specification. The contractor and his opeartor must adhered to all instructions contained in Notes and Particular specification . Nothing extra has been admissible for routine/preventive maintenance as mentioned above.Non compliance of instructions contained in Notes and Particular specification may leads to recovery as deemed fit at the discretion of accepting officer.

The sewage treatment plant comprising of following components (a) Non clogging sewage pump set coupled with 7.5 HP motor inside sewage water tank- 4Nos(PS -I) (b) Non clogging sewage pump set coupled with 12 HP -02 and 7.5 HP -02 motor inside swage water tank- 4Nos(PS-II) (c) Motor control starter panels = 04 Nos. (d) Diesel generating set 25KVA -01 & 35 KVA -01 nos along with AMF panel for each .(e)Operation of Butterfly valve/Non return valve/sluice valve -16 nos .

Outsourcing for Manning and Operation of Swimming Pool Installation type D , operating of valves for pump suction piping , operation of valve for filter section and filter to pool entry section complete operation for filtration and circulation system as per schedule at Air Force station Jamnagar for continous operation of various assests such as Pumps, motors, chemical dozing plant , filtration plant and back washing system on daily basis to maintain pool water quality as per standard (Refer note for Standard realting to pool water quality) by providing one fitter general mechanic (FGM), with minimum 2 years of experience for opeartion of swimming pool or water pumping system , per shift of 8 hours for 2 shifts per day (including sunday and National holiday).

The swimming pool installation comprising of following components (a) Monobloc Centrifugal Pump set directly coupled with 12.5HP 3 phase electric motors- 2Nos(b) Chlorine dosing system complete with preparation , dosing pump and electric motor-01 nos. (c) High rate sand filter -03 nos. (d) Non return Valve/Sluice Valve/ Butterfly valve / Gate valve of size 50/80/100mm = 16 Nos. (e) Motor control starter panels = 01 Nos.

The Contractor shall be responsible for routine/preventive maintenance of eqipments( Pumping set) and accessories , cleaning of surrounding area of the installation and inside the plant room, valve pits , earth pits , minor repair to leakage from pumps by providing gland packing, replacement of flange gasket in valves and maintenace of control panel for pumping set/LT panel , tightening of loose connections in panels and providing insulation on burnt /exposed cable/wire etc. .The contractor should carry out routine/periodic maintenance of all installed equipment/components as per schedule mentioned at particular specification. The contractor and his opeartor must adhered to all instructions contained in Notes and Particular specification . Nothing extra has been admissible for routine/preventive maintenance as mentioned above.Non compliance of instructions contained in Notes and Particular specification may leads to recovery as deemed fit at the discretion of accepting officer.

Notes for Item no.1 to 4: 1. Wage paid by the contractor to the persons employed shall not be less than the minimum wages fixed by State/Central Government from time to time whichever is higher. The payment shall be made to the workers through a nationalised bank and the bank statement of fair wages as per minimum labour wages as mentioned above shall be submitted along with the RARs/FB for payments 2. The contractor shall be responsible for the EPF, ESI, bonus, Safety etc. and insurance of all trademen employed by him as per existing Labour Rules/Acts/Regulations 3. Contractor special attention is invited that payment of operator / labour shall be made only through Account payee cheque and same shall be deposited in Adhar link account of operator / labour. Documentary evidence for the same shall be submitted to Engineer -in-Charge before payment of RAR / Final bill.

Contractor and his personnel detailed for manning of Pump house and Fire Fighting Pump House shall be responsible for serviceability of Pumpset,Diesel engine generating set, Valves. In case of any major fault occurs in above mentioned items, he will be report directly to concerned JE E/M / AGE E/M. Person deputed for operation will be responsible for minor maintenance such as checking of oil, checking of Diesel, oiling and greasing of Valves,Drawing disinfectant from MES and pouring it to dozing system to maintained required PPM level as per IS norms, informing MES and maintaing sufficient balance in storage tank for DG set as and when required, checking of battery terminal and cleaning of DG Sets,Pumpset,Valves cleaning of Pump house room and surrounding areas complete.

Necessary weekly off will be given to all the manpower employed for this schedule as per existing rules and regulation of state /central govt. and necessary replacement or reliver shall be provided by the contractor. Rates quoted for this schedule shall deemed to be include the payment of reliever also.nothing extra shall be admissible on this account. 6. In case absence of any operator / workmen from any shift will be penalized with a penalty of double the rate quoted by the contractor in addition to the shift not taken in to consideration for payment. Attendant / Operator wanting leave will get it sanctioned before proceeding on leave along with the name of individual who will be performing his duty/shift in his absence. No replacement of operator/workmen without the knowledge of department will be allowed.

Safety equipment's, tools and first aid kit ,sanitization kit and hand gloves must be provided by the contractor to all tradesman without adding any extra cost to government.Initimation regarding this must be conveyed to Engr-in-charge and GE by the contractor in writing within 08 days from the date of commencement. 8.Log book (Sheet), Muster roll, duty roster, fuel consumption register, daily breakdown register, attendance register and other requisite registers shall be maintained by operator and get it signed by concerned JE, Engineer-in-charge and contractor on daily basis and same shall be submitted monthly to accepting officer for inspection and other details as specified in PS.

Notes Contd ......../ 9.Operator should posses ITI certificate in respective trade with minimum 02 years experience for running of installation and well conversant with the Pump set equipment's with connected panel and opeartion of DG set and must produce qualification and experience certificates duly attested by gazetted officer. The attested certificate shall be submitted to accepting officer at the time of commencement of work. 10. Contractor should be responsible for maintaining parameter such as TDS & PH as per IS standard. Any deviation of results in comparision to IS standard may attract penalty @ 500/- per day per report. Contractor must keep daily record of various parameter ( TDS & PH) and put up to AGE E/M weekly for correctness . Any measuring instrument/kit required for measurement of parameters must be provided by the contractor to the operator.

Contractor / his operator will be responsible for continous running of the installations any failure due to negligence of operator may attract penalty @ Rs. 500/- per hour till restoration . 12. The routine/preventive measures as per Appx "A" of above equipment /plant deemed to be included in the unit rates quoted against this item. 13. Contractor should provide proper dressing to all the operator as directed by Engr-in- charge.Non compliance of instructions with respect to dressing may attract penalty @ Rs.200/- per day per operator. Initimation regarding this must be conveyed to Engr-in-charge and GE by the contractor in writing within 15 days from the date of commencement.

Notes Contd ......../ 14.Operator must inform JE/AGE concerned within half an hour in the event of breakdown or failure of Pumpset/motor and electrical panel and even leakage of pipeline.Delay on this part will be treated as negligence of operator , which can attract penalty and per note 13. 15. All necessary stationery required shall be provided by contractor as per sample , cost of this is included in the cost of item. Contractor must be responsible to maintain stock of chemicals for water treatment at all the times and must intimate to concerned JE/AGE three days in advance whenever active stock is about to finish. 16.Contractor or his operator ensure handing/taking over of assest during change of shift , any part/component at installation found missing/damaged due to negligence will be treated as wilful damage and for this cost of replacement shall be recovered from contractor payment due.as per direction of Engr-in-charge.

Notes Contd ......../ 17.Contractor is fully responsible for any kind of mishaps/accident occurred due to ignorance/mishandling /misfunction/negligence while on duty by contractor operator.at the installations. Necessary insurance,for all operator, as per ESI rules must be obtain by the contractor.Initimation regarding this must be conveyed to Engr-in-charge and GE by the contractor in writing within 15 days from the date of commencement. 18. Contractor is responsible for maintaining daily records for water distributed to users.Record should be put up to AGE E/M duly signed by contractor and JE E/M.Non -maintenance of records will attract penalty at @ Rs. 300/- per day. 19. The contractor and his workmen shall comply existing labour laws , IE Rules ,Factory act in totally.

Deployment of man power for Collecting the sample of water, on monthly basis, from different point such as under ground sump , open well, bore well swimming pool and sewage treatment plant for chemical testing of water from reputed Govt Laboratory for iron content in water , PH value, Hardness, turbidity, chloride, fluoride and other parameters as per IS standard.Submitting the test report to Engr-in-Charge on 5th day of every month complete all as specified and as directed.

Deployment of man power for Collecting the sample of water , on monthly basis, from different point such as under ground sump , open well, bore well swimming pool and sewage treatment plant for bacteriological testing of water including arsenic test from reputed Govt laboratory Submitting the test report to Engr-in-Charge on 11th day of every month complete all as specified and as directed.

Supply only Poly aluminium chloride as coagulant/flocculent for transforming raw water in to clean and safe water for treated waste water ,inorganic soluble polymer powder in factory sealed 25 Kg HDPE bags wit two LDPE liners complete all as specified and directed by Engr-in-Charge. Make:Grasim Industries limlited " Vikram pac " AC/100S grade or equivalent make with ISI and NSF certification both Note: (i)Contractor must submit/produce test report with hologram for the lot/batch supplied by Grasim Industries Ltd to Engr-in-charge (ii) Each drum must be affix with Hologram.
