Work Description

Supply and Engaging Manpower to watch and maintain the road by monitoring all the works being carried out on the road length assigned to him and excuting all necessary maintenance works such as jungle cutting, clearance of side drain, any abstruction etc. that can be carried out manually with accessories, and to watch and report any unauthorised constrution, road reaches, accidents if any on priority to the Engineer in Charge and reporting/communicating with GPS photos of the works carried out daily to the Engineer in- charge through phone for a length assigned to him. The Person appointed shall use a bike/Scooter/Vehicle and a Smart Phone for the work assigned. The Rates areinclusive of ESI, PF, Labour cess and all benefits as per labour act, cost all necessary accessories (spade, pic axe, pan sickle), fuel, mobile recharge with date, Uniform costs and all other taxes including GST.

RequiredGangman for Road maintenance shall be engaged at the rate of one gangman per 30 km. Total numbers of Gangman shall be as 01 Nos out of which 1 person belong to General Category.

Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Tenders from joint ventures are not acceptable

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

Any discrepancies observed in the documents uploaded by the tenderer the tender shall liable to rejected.

All the formats prescribed in the bid documents shall be filled in complete manner and shall be uploaded properly, signed by the tenderer.

Conditional tenders will not be accepted.

Financial Year will be reckoned as the period between first day of April and Thirty first day of March of succeeding year (both days inclusive).

If any of the dates mentioned above happen to be a general holiday, the next working day holds good.

Any change / extensions, etc in the tender schedule (calendar of events) will not be published / advertised through news papers changes will be updated on/in KPP Portal only.

Typographical errors, if any, will not be the ground for any claims by the Bidder/ Firm/ Company.

The Department is not responsible for any delay in accessing KPP-procurement portal.

The increase in GST shall not be paid in the extended period of contract for which the Man Power Service Provider is responsible for the delay.

The Conditions of the contract & Bid Document are published specifically in KPPP Portal.

The officer competent to accept the tender shall have the right reject any or all the tenders without assigning any reason whatsoever.

The time stipulated for Providing Service is 12 Months.

Constitution or legal status of Tenderer : The intending bidder should furnish the copy of valid Registration Certificate issued from Labour Department GOK.

Bidder should upload valid GST Registration Certificate

The Man Power Service Provider shall produce the copies of the Service tax remittances made and quarterly Returns.

If two or more eligible bidders quoted the same rates then the selection of tenderer will done on the basis of lottery system.

The tenderer shall furnish required information in the formats provided. He shall Scan and upload all Formats/Original documents required for this bid to the KPPP portal. The Original Formats/Documents shall be produced at the time of opening of Bid for physical verification.

The Man Power Service Provider should quote the rates considering prevailing Minimum Wages as per Karnataka Minimum Wages act- 1954. In case of quoted rates are less than minimum wages, tender will be liable for rejection

Applicable taxes will be deducted as per the Norms.

Earnest Money Deposit will have to be in any one of the forms as per the instructions in the financial bid document and shall have to be valid for 45 days beyond the validity of the tender.

The Employer reserves the rights reject any or all tender without assigning any reasons.

Further particulars, if any, required by the Man Power Service Provider can be had from the office of the Executive Engineer PWD Division Karwar during office hours on all working days. It may be noted that if any of the dates mentioned above happened next working day will holds good in lieu of the dates mentioned.

The Tenderer are should be present during opening of the tender and also submit the uploaded documents duly attested by the Gazetted Officer not below the Rank of Executive Engineer.

The Man Power Service Providers are instructed to submit only relevant information with records as required and specified in qualification criteria. any junk ,superfluous and unnecessary documents if uploaded will treated as misleading and such tenders are liable to be rejected

The Successful Tenderer shall have to be submitted 5% of Security Deposit on accepted tender amount in the form FDR in the name of Executive Engineer PWD Division Karwar

Financial turnover of previous years shall be given a weight of 10% per year to bring them to the price level of the 2025-26 in the Technical Qualification Criteria

As per Government Circular No. FD/263/EXP-12/2022, Dated 11/05/2022 Tender Clause ITT 24.3. If Successful Bidder does not enter into the Agreement with Employer then the EMD Amount will be forfeited and Tender will Rejected

Supplying and Engaging Manpower to maintain the road length assigned to him as per the directions of the Engineer in Charge and duties and responsibilities of road conductor (gangman) as per Govt circular PW/995/IFA/2023(E) Bengaluru dated 24.05.2024 including clearing any obstructions that can be carried out manually with accessories and to report any unauthorized construction, road breaches if any on priority. The Rates are inclusive of minimum wages statutory benefits as per Labour act Cost of Fuel Mobile Recharge with data, Uniform Costs and all relevant taxes including GST.

The KPWD code, KTTP Act/Rules, Delegation of Powers, Circular of Contract Management Module and other Government orders or Circulars issued by Government from time to time will apply.

Earnest Money Deposit of Rs. 6,000/- Should be paid in single payment through e-payment only.

To qualify for award of this contract, each Tenderer in his name should have in the last five years i.e., 2020-21, 2021-22, 2022-23, 2023-24 & 2024-25 satisfactorily completed as prime Man Power Service Provider , at least one similar Services such as - SUPPLY OF MAN POWER/Heavy Mazdoor for Gangmans not less than Rs. 1.19 Lakhs. (50% of the Cost of the Work)

To qualify for award of this contract, each Tenderer in his name should have in the last five years i.e., 2020-21, 2021-22, 2022-23, 2023-24 & 2024-25 - achieved in at least two financial years an annual financial turnover of Rs. 2.37 Lakhs.
