Provision of Auto Signalling with Electronic Interlocking (OFC Based) between Tenganmada(TGQ)-Khongsara(KGS)-Bhanwartonk(BHTK)-Khodri(KOI)- Sarbahara(SBRA)-Pendra Road(PND) section with alteration in existing Panel interlocking, Electronic Interlocking & Supply, Installation, Testing, Commissioning of new Electronic Interlocking, MSDAC & IPS etc., execution of all indoor & outdoor works & construction and Electrification of the huts etc. in Tenganmada-Pendra Road section of Bilaspur Division of S.E.C. Railway.

As per GCC-2024 Eligibility Criteria, The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees, N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB of GCC-2022, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

Joint Venture: Clause no. 17 of GCC-2022 with their qualifying criteria will be applicable in case of Joint Venture (JV) with latest correction slips.

Partnership firm: Clause no. 18 of GCC-2022 with their qualifying criteria will be applicable in case of partnership firm with latest correction slips.

Bid Capacity: The tender/technical bid will be evaluated based on bid capacity formula detailed as Annexure-VI of GCC 2022 with latest correction slips.

As per GCC-2024 Eligibility Criteria, The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or One similar work each costing not less than the amount equal to 60% of advertised value of the tender. Similar work means: (i) Indoor work involving supply, installation, testing & commissioningof Electronic Interlocking/RRI/PI (OR)(ii) Both Indoor and Outdoor works involving supply, installation, testing & commissioning of Electronic Interlocking/RRI/PI (OR)(iii) Intermediate Block Signaling/Automatic Block Signaling/Provision or replacement of any type of block instruments/LC Gate Interlocking work/Yard Remodeling work involving installation or alteration to Electronic Interlocking /RRI/PI (OR)(iv) MACLS outdoor signaling work which includes one or more works like cable trenching & laying/location erectionand wiring/point machine installation or replacement (including poweroperated siding points)/signal foundationand erection/track circuiting/double distant/BPAC installation/ Axle-Counter installation.NOTE : If the works involves installation and/or alteration of EI System, then following conditions shall be satisfied :(i) The successful bidder shall submit an undertaking from same RDSO approved EI OEM, before the supply of material, to confirm compliance with extant RDSO Guidelines and to meet contract specific requirements.NOTE: Work experience certificate from private individual shall not be considered. However, in addition to work experience certificates issued by any Govt. Organization, work experience certificate issued by Public listed company having average annual turnover of Rs500 crore and above in last 3 financial years excluding the current financial year, listed on National Stock Exchange or Bombay Stock Exchange, incorporated/registered at least 5 years prior to the date of closing of tender, shall also be considered provided the work experience certificate has been issued by a person authorized by the Public listed company to issue such certificates. In case tenderer submits work experience certificate issued by public listed company, the tenderer shall also submit along with workexperience certificate, the relevant copy of work order, bill of quantities, bill wise details of payment received duly certified by Chartered Accountant, TDS certificates for all payments received and copy of final/last bill paid by company in support of above work experience certificate.

SUBMISSION OF BID SECURITY: The Bid Security shall be deposited either in cash through e-payment gateway or submitted as Bank Guarantee bond from a scheduled commercial bank of India. If the contractor submits the BG against Bid Security in prescribed format as per GCC Apr 2022 (Acting through CSTE/Project/S.E.C. Railway, Bilaspur & Beneficiary: FA&CAO/Con/S.E.C. Railway, Bilaspur). The original Bank Guarantee should be delivered in person to Dispatch & Receipt section of the Office of CSTE/Project/SECR/Bilaspur, New Construction Building, Opposite to Little Bunny SECRWWO School, Bilaspur-495004 (Chhattisgarh).
