T1- Annual Turnover: The bidder should have an aggregate financial turnover not less than 1.5 times the advertised Bid value during the last three previous financial years and in the current financial year upto the date of opening of the tender . The audited balance sheet reflecting financial turnover certified by chartered accountant with his/her stamp, signature and membership number shall be considered

T2-Liquidity: The bidder should have access to or has available liquid assets, lines of credit and other financial means to meet cash flow that is valued at 5% of the estimated bid value net of applicant's commitments for other contracts. The audited balance sheet and/or banking reference certified by chartered accountant with his/her stamp, signature and membership number shall be submitted by the bidder along with bid. Banking reference should contain in clear terms the amount that bank will be in a position to lend for this work to the applicant/member of the Joint Venture/Consortium. In case the Net Current Assets (as seen from the Balance Sheets) are negative, only the Banking references will be considered. Otherwise the aggregate of the Net Current Assets and submitted Banking references will be considered for working out the Liquidity. The banking reference should be from a Scheduled Bank in India and it should not be more than 3 months old as on date of submission of bids.

The bidder should have satisfactorily completed in the last three previous financial years and the current financial year upto date of opening of the tender (i.e. current year and three financial years), one similar single service contract for a minimum value of 35% of advertised value of the bid. Work experience certificate from private individual shall not be considered. However, in addition to work experience certificates issued by any Govt. organisation, work experience certificate issued by Public listed company having average annual turnover of Rs. 500 Cr. and above in last 3 financial years excluding the current financial year, listed on National Stock Exchange or Bombay Stock Exchange, incorporated/registered atleast 5 years prior to the date of opening of tender, shall also be considered provided the work experience certificate has been issued by a person authorized by the Public listed company to issue such certificates.

The definition for similar nature of' work will be - 1. Installation/Erection/Commissioning or Maintenance of any Machinery/plant and equipment working on Single Phase 230 Volts AC/110 Volts DC and Higher voltage. 2. Electrical wiring work for 230 Volts single phase AC/110 Volts DC or for Higher Voltage/Annual maintenance of service buildings/colonies (Electrical assets). 3. Electrification of service building/Staff Quarters/Office/Road colonies/circulating area lighting/washing pits/sheds/workshops etc. 4. Maintenance for Non AC/Air Conditioning coach Electrical Equipment/Coach wiring 5. Work related to fitment of any the Electrical fitting with or without supply of the fitting in non AC/EMU/MEMU Coaches in Division/Work shops/Production units. 6. The firms under taking Maintenance Contract/Annual Maintenance Contracts TL/AC Coaches Electrical equipments/coach wiring. 7. Work involving intensive skilled labour such as maintenance of coaches (Electrical items) in Railways. 8. Any of the above and/or combination of above of Indian Railways/Central Govt. Unit/State Govt Unit/PSU of Central/State Govt.

Bid evaluation- Technical criteria : To be assessed as per clause No 2.6.1.3 of GCC for Service 2018. The Technical bid will be evaluated as per Annexure-I of the Tender document attached. Bidders who's STB shall be 60 or above shall be qualified for consideration of their financial bids. Bidders who do not meet the minimum qualifying marks of 60 shall not be considered further for opening of their financial bids and their bids shall not be considered further for award of the tender. The Bidder must upload along with the bid document, documents in support of their claim to fulfill the minimum eligibility criteria.

Goods & Services Tax (GST) registration certificate copy should be attached.

Contractor has to submit Annual Contractual Turnover Data for the Previous 3/4 Years (Contractual Payment only) as per Annexure-VIB

In case of Sole Proprietorship Concern firm has to submit Affidavit certifying the sole Proprietorship of the firm. This affidavit shall be notarized. Or In case of a Partnership Firm, Firm has to submit (a) Notary certified copy of the Partnership Deed. (b) A copy of power of Attorney firm has to submit (duly registered as per prevailing Law) in favour of an individual to tender for the work, sign the agreement etc., and create liability against the Firm. Or In case Tenderer is a Company registered under Companies Act-2013. The tenderer shall submit: (a)The copies of MOA (Memorandum of Association)/AOA (Articles of Association) of the company.(b) A copy of Certificate of Incorporation. (c) A copy of authorization/ Power of Attorney issued by the Company (backed by the resolution of Board of Directors) in favour of the individual to sign the tender on behalf of company and create liability against the company. Or In case Tenderer is LLP (Limited Liability Partnership); If the tender is submitted on behalf of a LLP registered under LLP Act-2008, the Tenderer shall submit along with tender: (a) A copy of LLP Agreement (b) A copy of Certificate of Incorporation (c) A copy of Power of Attorney/Authorization issued by the LLP in favour of the individual to sign the tender on behalf of the LLP and create liability against the LLP. Or In case of a tenderer is registered Society and Registered trust. The tenderer shall submit: (a) A copy of certificate of registration. (b) A copy of Memorandum of Association of Society/Trust Deed (c)A copy of Power of Attorney in favour of the individual to sign the tender documents and create liability against the society/ Trust.

Contractor should have valid EPF & ESI registration number and should submit documentary proof of registration with their tender document otherwise the tender will be summarily rejected.

The Tenderer/Firm must have valid Electrical Contractor License (ECL) and copy of license must be uploaded in IREPS site during bid. In case Tenderers submitted with ECL issued in the name of other firms/ tenderers will be summarily rejected. In case the ECL is not valid on the date of opening of tender, details of renewal should be submitted
