Design, Supply, installation, commissioning and testing of Central Heating Plant using oil fired Glycol based Hot water generator (Kerosene/ HSD oil as fuel) suitable for operation at 50Hz, Three phase 4 wire, 433/230 volts, AC Supply, complete for maintaining the temperature inside the building at 20°C ± 2°C during winter for the buildings. The temperature should be maintained at Gulmarg as per the data sheet given in Particular Specifications at ( min -18°C) at the height of 2650 mtr above MSL . Tentative Capacity of Plants is as follows : (a) Building NO. P-73 Demo Coy Living Accn (G+2) - 400000 Kcal/Hr (200000 x 2 working) with 200000 Kcal/Hr Standby. (b) Building NO. P-47 Old Students Living Accn (G+1) - 200000 Kcal/Hr (100000 x 2 working) with 100000 Kcal/Hr Standby.
Each CHS Plant should comprise of boilers (2 nos Working + 1 no Stand by), glycol solution make up centrifugal circulation pumps (01 nos Working + 1 no Stand by) for each boiler, flue gas exhaust pipe connected to chimney as per CPCB norms (01 No with Each Boiler) , expansion tank, glycol fluid tank, underground bulk oil storage tank (not less than 10 KL), day oil storage tank (not less than 990 Ltrs), transfer gear oil pump kerosene oil (01 no Working + 1 no Stand by) for each boiler. Kerosene/HSD oil piping of suitable size with necessary accessoires, hot glycol fluid piping of suitable size with suitable insulation and necessary accessoires, suitable valves, Wall mounted FCUs with remote control, Wall mounted Towel Radiators in each toilets, 1st fill of glycol charge (The mixture of water and glycol shall have freezing temperature of -25 deg C), LT Panel with necessary safety control system with all accessoires including all necessory electric connection with the equipment (Cables shall run in Cable tray of suitable size), danger notice plate, “ No Smoking " and “ Flammable” sign board as per requirement of Petroleum Rules and CCOE Nagpur) and all other necessary items. Notes : (a) All the equipment & accessories should be as per appropriate codel provisions. (b) The tenderer is required to workout their rates/ price and quote their based on the Design. The rates quoted by the tenderer for the work deemed to include the provision of following:-
(i) Necessary PCC/RCC foundation for Chimney, Pumps, Boilers, Tanks and other equipments as specified by the OEM. (ii) Design, supply, install, testing and commissioning of CHS to plant. (iii) Submission of whole final scheme of CHS including Boiler and pumps capacity design, FCUs capacity design, piping design from plant to the building for circulation of Glycol mixture and technical specification duly vetted by IIT (not by professor/designer in his individual capacity) within 90 days from date of commencement of work for approval of Accepting Officer. The invoice of the payment made to institute for vetting the whole scheme to be submitted to the Department. (iv) All the Electric Panels should be as per suitable ingress portection Code and CPRI approved. All the equipment & accessories should be as per appropriate codal provisions. (v) All the miscellenous and other items, if any required, as per OEM's Design. (vi) Piping between the building and CHS room to be laid as per best engineering practice. Cost of cutting road/path/culvert or making underground duct for pipes etc including making good to the disturbed surfaces matching with existing are deemed to be included in the quoted rates. (vii) All the makes of the equipments should be as per the approve makes of products as listed in appx of particular specifications.

b) Engine: Water cooled Diesel Engine (CPCB Norms compliance) developing Min 264 HP or as recommended by the manufacturer for 2750 Mtr altitude having Self start engine (Including batteries with provn of charging the batteries and leads) suitable to drive above specified alternator complete with foundation (Foundation design as per OEM) as per IS:26401/26402, Coupled directly through flexible coupling ,Multi cylinder four stroke,Cold starting 1500 RPM industrial type with AI electronic Governer suitable to regulate speed of DG Set from No load to full load completed with fuel tank of cap as per manufacturer recommendations, fuel lines, exhaust pipe duly insulated with asbestos rope and with support and silencer mufflers etc for continous operation and standard accessories,Sump pre heaters,Cold Start kit etc complete all as specified and directed. c) Canopy: Canopy enclosure shall be powder coated and fabricated out of powder coated after passing through seven tank processes 16 SWG CRCA MS sheet and lockable doors should be provided in Canopy with lockable fuel filling arrangement provided external to the canopy.The exhaust system and noise suppresor shall be provided with thermal insulation by using fire retardant/non lighting foam to prevent excess heat radiation on the engine and safe operator.Absorption type non resistance residential silencer shall be provided to suppress exhaust noise from the engine.
d) Alignment and fuel Tank : Alternator and Engine aligned on a common 14 SWG CRCA MS base frame complete with MS Fuel tank Fabricated out of 16 SWG CRCA MS sheet and is part of base frame. e) Generating Panel : DG should consist of AMF Generating Panel auto starting on main failure mounted as per manufacturer. f) Maintenance Spares: (i) Fuel filter element - 02 Nos (ii) Oil Filter element - 03 Nos (iii) Element Air cleaner outer-06 Nos (iv) V Belt-02 Nos (v) Filter lubricant oil bypass - 02 Nos g) DG Set shall be supplied alongwith acoustic enclosure of the manufacturer suitable for 200 KVA DG set as per CPCB norms. Notes: The quoted rates shall be deemed to include cost of following :-
(i) Capacity of alternator at 2750 M altitude AC 3 Phase 415 Volts 50 Hz and as recommended by the manufacturer for above sized DG set. (ii) PCC platform as per manufacturer design (iii) Engine and alternator shall be assembled on common steel frame by the manufacturer itself and not by rep/authorised agent/sister concern etc. (iv) Engine shall designed keeping in consideration of de rating factor for 2750 M altitude. Note: The unit quoted rate of earthing shall be deemed to included cost of 7.5 M long GI earth strip 32x6 mm and protection pipe of 40 mm bore light grade, GI 20mm dia medium grade watering pipe. Any variation in length shall be adjusted through deviation order.
Supply, installation, testing and commissioning outdoor type, stepdown transformer, 11 KV/415 volts (at full load) AC 3 phase 50 HZ, 160 KVA capacity, core type, double copper wound, Oil immersed, naturally cooled, oil Natural Air Natural (ON AN) with external cooling tubes, delta connected on primary side (HV) and star connected on secondary side (LV) in accordance with vector group DYN-11 with neutral brought out on secondary side (LV side) and having taping at ±2.5% & ±5% on HV side to be charged by means of hands operated off load tap changer gear. The maximum temperature rise should not exceed 45 degree celsius in oil and 55 degree celsius in HV/LV winding when measurement by resistance method after continous full load run on an ambient temp of 40 degree celsius. The transformer shall be IS-1108 of level-2 marked and shall comprises for the following:- (a) Three nos porcelain bushing suitable for 11 KV on HV side, complete with copper rods nuts and washers. (b) One cable box on LT side (Secondary side) consisting of four nos porcelain bushing with copper rods, complete with nuts and washers with cable glands suitable for reception/ taking out 3.5 core 95 LT 1100 Volts grade, PVC/ XLPE insulated and PVC sheathed heavy duty armourd cable including jointing material complete all as specified and directed.
(c) De-hydration breather with first fill of dehydrating agent (silica gel) (d) Explosive vent, Thermometer pocket on tank cover, oil level gauge, Oil drain ilter valve, lifting lugs, oil filling hole with cap/ plug with connection plate complete, air release valve plug and four nos plain solid cast steel detachable rollers. (e) One no 100 mm dia, dial type thermometer, vapour pressure type, having range 0-120 degree celsius with metal guard having maximum perimeter temperature reading indicator with re-setting device. (f) Two earthing terminals on tank cover to facilitate fixing of 50 X 6 mm galvanised iron earth strip for earthing of body. (g) Rating plate and terminal marking plate. (j) Extra bushing for neutral, in the LT cable box for providing independent set of earthing for neutral. (k) First fill of new and unused transformer oil, IS-335 filtered and testing upto 40 KV dielectric strength at 2.5 mm air gap between testing electrodes. (l) Providing adequate size and nos of channel embedded in floor, for movement of transformer.

Supply and laying burnt clay brick sub class 'B' old size brick, designation 75 laid perpendicular to the axis of the cable for cable protection, in trenches complete all as specified and directed.
Material and labour for dry sand cushioning to under ground cable on layer of 8cm thick before laying of cable and second layer 15cm thick after laying of cable complete all as specified and directed. NOTE: Punned fined sand filled shall only be measured and paid as per SSR Part-I.
