For Empanelment of Project Management Consultants (PMC) / Architects
1. INVITATION FOR EMPANELMENT
1.1 Introduction
Valsad North Forest Division Valsad invites proposals from experienced and qualified
consultancy firms for empanelment as Project Management Consultants (PMC) / Architects for
various civil works of estimated Value ( Rs 50 Thousand to Rs 2 crore.) for various civil works
related to forestry, Construction work of Office Building and Staff Quarter, ,Van Kutir, Nursery,
Architects related work, Barbed Wire Fencing, Gate , Gazebo, Path-way and civil works etc.
1.2 Empanelment Duration
The selected consultants will be empaneled for 1 years from date of approval of the
Tender and will be issued work orders as per project requirements. The duration of empanelment
can be extended for another 1 Year with mutual consent.
1.3 Scope of Work
The scope includes site visits, preparation of Detailed Project Reports (DPR), block
estimate preparation, detailed estimate preparation, Obtaining technical approval from the
competent department officer, site supervision (joint & solo), quality testing, measurement book
(MB) documentation, and joint bill verification with the Range Officer.
1.4 Selection Process
The selection process will be based on a scoring system (technical evaluation + interview),
and only those scoring 70% or above will be empaneled.
2. ELIGIBILITY CRITERIA
2.1 Minimum Requirements
Interested bidders must fulfill the following criteria:
1. Must be a registered consultancy firm with at least 1 years of experience in project
management in forestry, environment, eco-tourism, civil engineering, or related fields.
2. Should have completed at least 20 projects of similar nature in the last 1 year.
3. Must have a team with professionals in civil engineering, architecture, environmental
sciences and structure engineering.
4. Should have knowledge of government procedures, billing, and MB documentation.
5. Financial turnover of at least ₹10 Lakhs in the last 1 financial years.
6. The Firm agency should be well aware of topography, geographical conditions, edaphic
Conditions etc. of Valsad and Navsari district hence site visit certificate is Compulsory for
Technical Evaluation.
2.1 Restriction:
1. The Empaneled PMC Can not participate in any of Tender Process in Valsad North
Forest Division Valsad
3. SCOPE OF WORK
3.1 Pre-Implementation Phase
3.1.1 Conducting site visits and preliminary assessments.
3.1.2 Preparing Detailed Project Reports (DPR) with feasibility analysis.
3.1.3 Preparing block estimates and detailed cost estimates as per norms.
3.1.4 Assisting in obtaining necessary approvals and clearances.
3.2 Implementation Phase
3.2.1 Supervising work execution, ensuring adherence to design, quality, and
specifications.
3.2.2 Conducting joint and solo site supervision as per project requirements.
3.2.3 Performing quality tests for materials and workmanship.
3.2.4 Filling up the Measurement Book (MB) as per norms.
3.2.5 Assisting in joint bill preparation & verification with the Range Officer and verifying
3.2.6 Ensuring timely execution of projects and adherence to financial allocations.
3.3 Post-Implementation Phase
3.3.1 Conducting post-implementation evaluations and reporting on project outcomes.
3.3.2 Suggesting corrective measures and improvements.
4. RESPONSIBILITIES OF PROJECT MANAGEMENT CONSULTANT
(PMC) / Architects
The PMC shall be responsible for the following:
4.1 Planning & Documentation
4.1.1 Assisting in drafting tender documents and preparing bid documents.
4.1.2 Conducting feasibility studies and project planning.
4.1.3 Ensuring DPRs, estimates, and financial proposals are as per government norms.
4.1.4 Uploading the tender on N Procure/GEM portal and ensuring compliance with portal
4.1.5 Coordinating with the concerned department for obtaining approvals for tender
4.2 Execution & Supervision
4.2.1 Conducting regular and surprise site visits for quality checks.
4.2.2 Ensuring timely execution of projects and adherence to financial allocations.
4.2.3 Coordinating with contractors and department officials for smooth implementation.
4.3 Financial & Administrative Responsibilities
4.3.1 Assisting in preparation of joint bills and verifying measurements.
4.3.2 Maintaining accurate and transparent financial records.
4.3.3 Ensuring compliance with all legal and regulatory requirements.
4.4 Quality Control & Reporting
4.4.1 Conducting material quality tests and ensuring adherence to project specifications.
4.4.2 Documenting progress reports and submitting updates to the department.
4.4.3 Identifying risks and suggesting corrective actions.
4.4.4 Conducting technical verification of bids received on the tendering portal and ensuring
compliance with eligibility criteria and technical requirements.
5. SELECTION PROCESS & SCORING CRITERIA

Empanelment will be based on a technical evaluation + interview, with a minimum 70%
score required for qualification.

5.1.3 Total of Technical Evaluation and Interview assessment should be more than 70%
5.1.4 The Financial Bids of the Technically Qualified Bidders will only be opened. To Qualify
Technically the bidder should obtain a minimum score of 70% in Technical Evaluation and
Interview. The agency quoting least % will be declared as L1 bidder and will be selected for
empanelment. If L2,L3, L4 Bidders are willing to work at the price quoted by L1 bidder then
they can also be empaneled. The rights of Valsad North Forest Division in this regard will be

Payments will be made in three stages based on deliverables.

The maximum upper limit for Financial Bid (Financial Proposal) is 5%.
1. The above fee is inclusive of all taxes and other statutory levies except GST. GST will be
paid separately.
2. The fee covers site visits, DPR preparation, block estimate preparation, detailed estimate
preparation, site supervision (joint & solo), quality testing, measurement book (MB)
documentation, and joint bill preparation as per the tender scope.
3. The consultancy fee will be applicable uniformly across all categories of work and will
remain valid for the entire empanelment period.
4. Payments will be released as per milestones approved by the department.
We confirm that our quoted rates are firm and valid for the entire empanelment period. We agree
to abide by the terms and conditions mentioned in the tender. This financial bid remains valid for

9. Penalty provision and other conditions:
1. If the performance of the consultant is not found to be satisfactory and of good
quality, no consultancy charge shall be paid for that performance. The security deposit
amount paid by the agency will be forfeited.
2. The Deputy Conservator of Forests shall have the unfettered right to cancel the
contract of the Consultant at any stage if any defect or irregularity is found in the work
of the Consultant. Also, the work entrusted to the agency/contractor will be withdrawn
and the agency/contractor appointment will be cancelled.
3. The Civil Supervisor assigned to this work shall attend the site for at least 1 (one) day
in a week while the work is in progress and shall also supervise the work of the
Agency/Consultant on the site as a consultant. Which will be personal responsibility
of the agency/contractor.
4. For preparing the plan estimate for civil works, the plan/estimate should be prepared
and submitted to the agency within 7 days from the said date along with technical
5. The price to be paid shall be inclusive of all existing taxes and all taxes arising during
the contract excluding GST. No payment shall be made separately other than the paid
price. Deductions will be made from the bill as per instructions of the Government
from time to time.
6. After receiving the work order for this work, the agreement deed has to be signed on
stamp paper of Rs.300/- within 7 days.
7. All expenses for performance survey and technical approval of budgets and
equipment to be used will be at the expense of the stationery agency.
8. Any record of work such as estimates, drawings, etc. arising, shall be owned by the
Office of the Deputy Conservator of Forests, all records of work shall be made
available in hard copy as well as in soft copy.
9. The work has to be done as per the time limit mentioned in the work order given to
the agency/contractor.
10. Financial bids of only Technically qualified agencies will be opened. The agency
quoting least % will be declared as L1 bidder and will be selected for empanelment.
If L2,L3, L4 Bidders are willing to work at the price quoted by L1 bidder then they
can also be empaneled. The rights of Valsad North Forest Division in this regard will
be unrestricted.
