agencies willing to carry out forestry activities in the listed Ranges in Tender.

1. Method of selection of agency:

to be empanelled.

c. One agency / Individual can apply for at the most for 2 Ranges. If any agency /

Individual applies for more than two ranges than it will be disqualified.

d. To ensure that there is no excessive pressure on budget, there no

exploitation of the labourers, the minimum wages is strictly followed and that

at the same time there is no compromise with quality or quantity of the works,

the maximum and minimum percentage permissible are 120% and 100%

respectively. The figures can have maximum one place of decimal.

e. The presently applicable SOR is attached with this tender document. There

are many items in SOR and it is possible that the agency may be willing to

work at different percentage for different items but for this empanelment

purpose quoting item-wise percentage is not permissible. The agency is

requested to assess the work composition and indicate only one percentage

figure which will be applied to all the items listed in the SOR list.

h. In case of tie if a situation arise where there is no way to choose between

the competing agencies then the number of empanelled agencies would be

increased to accommodate all of such tied agencies.

Example 1: If at L1 there is tie of 5 agencies, all of them will be empanelled

and no offer would be made to L2 or L3 agencies. But experience of Forest

works would be given preference.

ii. Example 2: If there is a no tie at L1 rates but there is tie of 4 agencies at

L2 rates and all of them are willing to work at L1 rates, then L1 and all

agencies at L2 rates would be empanelled and offer would be made to

L3 agency. Agency / Party Having Work Experience with Forest Department

in the past would be preferable.

i. It may be noted that though minimum 3 agencies are to be empanelled but

the rates will be same i.e. the L1 rates. Ex if the SOR of any item is Rs.

and the L1 percentage is 105% then the rate for payment for that item for

all the agencies empanelled in that Range will be Rs 10.50 per unit.

j. These empanelled agencies will be at par with each other and the RFO

will be in its full right to get work done by any one of them but preference

may be given to the person who himself is working as one of the labour.

Normally only one agency would be given work at one spot at one time

but RFO can give work to more than one empanelled agencies at the

same spot at same time with permission of Asstt. Conservator of Forests.

k. Revision of SOR: Standard operating rates are decided by senior officers

of the department. The list and the rates are revised periodically as and when

needed. The revised SOR, as and when revised, will get applicable

automatically from the date it is communicated by the concerned

Asstt. Conservator of forests.

along with the application in from of Demand Draft of Bank Draft Issued By the

scheduled Bank favouring “Assistant Conservator of Forest Sub Division, Bharuch”

The EMD will be returned till the empanelment process is over or one month

whichever is early.

5. Duration of empanelment: Initial empanelment will be upto 1 year from the

date of empanelled but can be extended up to further 1 year if both the parties

ie the agency and the concerned division are willing. After this tenure, if any

disaster or unavoidable circumstances arise then it can be extended further if

both parties, i.e. concerned division and the agency are willing & can be

decided to extended the period accordingly.

6. Execution of work:

a. This tender is just for empanelment of the agencies and not a work

contract hence mere empanelment does not guarantee any work. The

actual quantity, type and place in the concerned Range will be informed

by the concerned RFO from time to time.

b. The agency will be asked to execute the work directly by the RFO. The

agency will have to execute the work within the specified time and

produce the bill within 7 days of completion of work clearly specifying the

theconcerned RFO. RFO may also instruct to get the signatures

of concerned Forester or Guard if they have been allotted the work of the

7. Payment Method: The payment will be released as soon as possible but

since it is dependent on availability of grant from higher offices no firm

8. Penal clauses and other conditions:

a. If the agency fails to execute the work timely or qualitatively it can be de-

empanelled and any other agency willing to work at that rates can be

empanelled. Time and quality in execution of the works is very important in

forestry works and no compromise under any circumstance will be tolerated.

The decision of the concerned Range Forest Officer regarding quality wil be

final provided it is confirmed by the concerned Asstt. Conservator of Forests.

regarding the interpretation of any of the terms or condition in the interest of

forest area under the jurisdiction of the concerned range. By taking this into
