RequiredBidder should satisfactorily completed not less than 90percent of contract value atleast one similar nature of work as Improvements/Major Repairs to LIS Electromechanical works not less than Rs.51.75 Lakhs during last 05years 2020-21 to 2024-25.Work done certificate should be obtained duly signed from officer not below rank of EE of concerned division should be uploaded.Cost of work executed in previous years be updated to 2025-26 at 10 percent per annum.

Eligibility Criteria

The said work is invited is as percentage tender and bidders are requested to quote in percentage only in e-procurement portal.

In the case of death of a contractor after executing commencement of the work, his legal heir, if an eligible registered contractor and willing can execute and complete the work at the accepted tender rates irrespective of the cost of work

AS per GO No LD300 LET 2006 Bangalore dated 18-01-2007 Cess at the rate of 1 % of cost of construction will be deducted from the Bill towards building and other construction workers welfare fund.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

GST will be paid at Prevailing rate during billing. The increase in GST shall not be paid in extended period of contract for which reasons for delay are attributable to the contractor as determined by the authority while granting the extension of time.

EMD will be accepted only in the form of electronic cash (not through DD/BG) in a single transaction. The EMD amount submitted through e-portal will be retained till the completion of tender procedure and after signing of agreement, transfer the e-cash EMD of the successful bidder to KNNL account.

The earnest money deposit of the successful Tenderer will be discharged when the Tenderer has signed the Agreement and furnished the required Security Performance For details on e-payment services refer to e-procurement portal for more details on process.

The cover-2 (Financial bids) (Electronic document-2) of the bidders who satisfy the tender stipulations based on the uploaded documents will be opened. The L1 bidder shall produce the original documents in support of the uploaded documents to enter into agreement

If the percentage quoted by contractor for the work is below of the amount put to tender (updated cost as per CSR) then the successful contractor shall furnish an additional performance security in the form of Bank Guarantee for minimum period of 1 year, for an amount equivalent to the difference between the cost as per quoted percentage and the amount put to tender (updated cost as per CSR) before executing the agreement. In case of contractor quoting the percentage above One Hundred and ten percent (110%) of the amount put to tender (updated cost as per CSR) then the amount over and above One Hundred and Ten percent (110%) of the amount put to tender (updated cost as per CSR) will be withheld during the progress of work.

During the time of technical evaluation, if the employer finds that any certification/ information furnished is false, such bidders will be disqualified and barred from participation in the bid.

The intending bidders are advised to visit the site of work before submitting their tenders.

Defect liability period will be 2 Years from the date of completion of the wok.

If any of the dates mentioned above happened to be a general holiday, the next working day holds good.

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever

The intending bidders should note that, if any of lands either in part /parts or in whole required for the work is not acquired by the Nigam, it shall be the responsibility of the bidder to take possession of such land and start the work by consent of the land owners before commencement of work at no extra cost to the Nigam and no claim / delays whatsoever relating to on account of non-availability of land would be entertained.

They should abide by the directions of Government towards recovery of 1% (or as modification by Government from time to time) cess from the contractors bill under the provision of building and construction work welfare cess act-1996.

Successful bidders should execute the agreement within 20 days from the date of approval intimated. If the contractor fails to enter into the agreement within the said period, the E M D of the contractor shall be forfeited and action shall be initiated for barring to participate in the tender of KNNL.

They should abide by the directions of Government towards service tax as applicable by reverse charge mechanism.

Royalty Charges shall be recovered as per the prevailing rates by the Department of Mines& Geology or further revision if any by the Department at the time of execution & till completion of project Contractor should get approval from Quality control authority for the work.

The necessary certificates/documents in support of eligibility criteria fulfilled as stipulated shall be uploaded in KPPP Portal. The Original certificates/documents shall be produced on or before stipulated date and time for verification.

The intending bidders are advised to visit the site of work to understand the very nature of work, methodology, technicalities, work preparedness etc., before submission of their tenders

The contractor should mention their recent correct postal address and e-mail address in the declaration form

The Tender processing charges paid by the bidders are non-refundable, even if their tenders are cancelled

Incomplete tender documents will be summarily rejected

The contractor/firm shall send the authorization letter of their representatives duly attested by their signature

Within 20 days of receipt of the Letter of Acceptance Tenderer shall deliver to the employer as security deposit in any Form given below for an amount equivalent to 5% of the contract price plus full difference amount for below quoted tender as additional security for unbalanced tender

The contractor / Firm / Company should adhere to the recast amount put to tender as per e-procurement due to revised Schedule of Rates

The contractor / Firm / Company should adhere to the accepted action plan submitted by them under any circumstances, without linking to the pending bill payment of the work

Typo-graphical errors (if any) will not be the ground for any claims by the Contractor

Tendering by Joint Venture is not acceptable

The Bidder has to make his own arrangement for procurement of all materials required for the work. There is no departmental supply of materials. Contractor should procure only ISI mark materials and submit necessary quality control certificates from the authorized quality control authority, before execution

Sub leasing of work in any form is prohibited

The contractor shall make his own land arrangements for depositing the excavated stuff

If Nigam wishes to engage third party inspecting agency for the said work, apart from the Quality control authorities and field tests of Nigam, the contractor should co-operate with the third party and quality control authorities

Tenders shall remain valid for a period not less than 180 Days after the deadline date for tender submission

The documents uploaded from the contractors should be visible to the Naked Eye

Earnest money deposit for the tender shall be valid for 180 plus 45 days

Employer reserves the right to accept or reject any Tender, and to cancel the Tender process and reject all Tenders, at any time prior to the award of Contract, without thereby incurring any liability to the affected Tenderer or Tenderers or any obligation to inform the affected Tenderer or Tenderers of the grounds for the Employers action

During the execution the agency should himself provide good quality of cement and steel and submit B.I.S specification quality control reports as per technical requirements to the department

As per the department rules, Royalty and Shrinkage will be deducted in the bills

Maintenance period or the defect liability period for this work is TWO Year from the date of completion of work

After the completion of Defects Liability Period SD and FSD will be returned

Corrigendum will be published only in the web site kppp.karnataka.gov.in for all modifications/corrections if any

If two or more bidders quoted same lowest price to the work, the award of work will be done by lottery system or by obtaining no objection certificate in this regard, by forthcoming bidders who have quoted the same price and the date for which will be intimated

The contractor is responsible for any damages due to natural calamity the government or Nigam will not give any compensation for until the completion of maintenance period

The contractor shall also abide by the other conditions as laid down in Bid document

The Department is not responsible for any delay in accessing kppp-portal

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka
