1)EARNEST MONEY DEPOSIT (EMD) shall be deposited by all vendors for tenders with estimated value above Rs. 25 Lakhs subject to the applicable exemptions. For the exemptions and other details please refer Para 2.0 Part A of Southern Railway Tender Conditions. 2) In case of submission of Earnest Money Deposit in the form of Bank Guarantee, please refer Annexure- 6 of Southern Railway Tender conditions.

SECURITY DEPOSIT (SD) shall be 5% of total value of contract and shall be taken from all vendors for contract value above Rs. 25 Lakh subject to the applicable exemptions. For details please refer 10.0 Part A of Southern Railway Tender Conditions. In case of submission of security Deposit in the form of Bank Guarantee, please refer Annexure - 5 of Southern Railway Tender conditions.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

Inspection by TPI is mandatory irrespective of PO value.

Procurement of the item is restricted to Class-I Local suppliers with minimum local content of 20% (Class-I Local supplier as defined in Railway Board letter no: No.2020/RS(G)/779/2/Pt.1 dated 25.09.2020) only and the vendors who do not qualify to be "Class-I Local suppliers" (i.e., "Non-Local suppliers" or "Class-II Local suppliers" with local content less than 20%) should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a "Class-I Local supplier" for the tendered item participates in the tender, it does so at it's own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor.

Tenderers shall confirm the following declaration failing which the offers are likely to be ignored. " I have read the clause regarding restrictions on procurement from a bidder of a country which shares a land border with India.I certify that this bidder is not from such a country or,if from such a country,has been registered with the Competent Authority.I hereby certify that this bidder fulfills all requirements in this regard and is eligible to be considered.Where applicable,evidence of valid registration by the Competent Authority shall be attached."

Warranty as per Para 3200 of IRS conditions of Contract or as mentioned in guiding specification, whichever is higher

Past Performance - a)The tenderer must have supplied the same/similar items to this Railway or any other zonal railways/production units. Documentary evidence (such as R/Notes, RITES Inspection Certificate etc.,) must be furnished along with the offer evidencing the execution of such purchase orders. The tenderer with satisfactory past performance as mentioned above for supply of the same/similar items for a qty. of 20 percent or more of tendered qty. against a single contract during the last five years for placement of bulk and regular order. [b]. If such past performance level is lower, then the offer may be considered [as responsive to S Railway requirements] for placement of developmental order not exceeding 20 percent of the net procurable quantity. Tenderers, who have no past performance as above, may also be considered for developmental orders. For consideration of such developmental orders, such tenderers must enclose along with their quotation, details of M&P testing facilities, QAP[if available], Technical manpower/financial status available with them and MSE/NSIC registration certificate for same/similar items

Delivery of Material Free Till Destination, Unloading at Destination is under the Scope of the Supplier.

(1)Order for entire or bulk qty. will be placed on RDSO approved sources for the tendered item. Where there are not more than three Indian Suppliers categorized as Approved Vendor for a particular item, Railway reserves the right to consider developmental vendors for placement of bulk order without any quantity restrictions. However, while considering such vendors, factors including past performance, capacity, delivery requirements, quantity under procurement, nature of item, outstanding order load, etc. shall be taken into consideration. Quantity allocation among eligible vendors shall be based on pre decided tender criteria. Such orders shall be treated as bulk orders. For detailed conditions, please refer Para 3.0 of Part 'B' Tender Conditions of Southern Railway, Stores Department. (2) Vendors who have been given conditional approval by CORE subject to "Field Trials" are supposed to attach documentary proof about the successful completion of such trials. Otherwise, it would be assumed that it is not completed

Bulk purchase will be made only from those sources who have been approved by CORE for such ordering [i.e. approved sources either before or on the date of tender opening], to manufacture and supply the tendered item. (For details regarding ordering on Approved/ Developmental vendors please refer para 3.2 & 3.3 of Part-B tender conditions)

The bidder confirms that Rates and other financial terms quoted in relevant columns of financial bid will only be ruling terms for acceptance, and such terms quoted anywhere else should be ignored. [Denial of this condition not recommended]

The bidder agrees to supply the tendered stores at the rates quoted by him in accordance with the IRS Conditions of Contract and [or] special Conditions and [or] other Conditions specified/attached with the tender.

Have you attached any performance statements with your offer? For proof of supply to other railways / production units copy of Purchase Order,Inspection certificate and receipt note / certificate must be uploaded. Non-submission of such vital documents may be taken as their not having any such past performance.
