Eligibility Criteria

Regarding GST The amount put to tender is exclusive of G.S.T and the GST will be paid separately by KNNL as per the prevailing rate as applicable under the law

The increase in GST shall not be paid in the extended period of contractor for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time.Amount put to tender Excluding GST Rs 3,44,95,800.33

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The contractor should attach their recent correct portal address, Phone No. & mail address.

The intending bidder should have satisfactorily completed not less than 90 percent of contract value as a prime contractor, at least one similar Nature of work costing not less than i.e Rs., 203.53 Lakhs during last 5 financial years (i.e., work executed during (i.e. during 2021-22 to 2025-26 shall be considered) will be considered. The work done certificate should be issued by an officer not below the rank of Executive Engineer of the concerned Division / Equivalent officer and counter signed by the Superintending Engineer of the same circle / next higher officer clearly indicating the Work Indent number. The cost will be updated to the present value by giving a weightage of 10 percent per annum, if the work is completed prior to the year 2026-27

This clause is exempted Equipments Required during Execution of Works for the works costing up-to Rs.300 lakhs, according to Govt. vide circular: FD 263 Expenditure -12/2022, Bengaluru, Dated: 11/05/2022

Availability by owning at least 50% of the required/Specified key and critical equipment for this work and the remaining 50% can be deployed on lease/hire basis for all works provided, the relevant documents (Commitment agreements, etc.) for availability for this work are furnished

Liquid assets and /or availability of credit facilities of not less thanRs 122.12 lakhs (LOC should be in Prescribed Format otherwise tender is liable for Rejection (Credit lines/letter of credit/ certificates from banks for meeting the fund requirement etcduly indicating the Work Indent No, Name of work and amount in Rs. (usually the equivalent of the estimated cash flow for three months in the peak construction period). In case of death of the contractor after executing the agreement/commencement of the work, his legal heir, if an eligible registered contractor and willing, can execute and complete the work at the accepted tendered rates irrespective of the cost of the work.

Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under: Assessed available tender capacity (AXNX1.5-B ) Where A Maximum value of civil engineering works executed in any one year during the last five years i.e. 2021-22 to 2025-26 (updated to price level 2026-27) taking into account the completed as well as works in progress. N Number of years prescribed for completion of the works for which tenders are invited. B Value, at2026-27 price level, of existing commitments and on-going works to be completed during the next 9 Months (period of completion of the works for which Tenders are invited)

The intending bidders are advised to visit the site of work before submission of the tenders.

The necessary certificates / documents in support of eligibility criteria fulfilled as stipulated shall be scanned and attached to e-tender document. The Original certificates/documents shall be produced on or before stipulated date and time for verification. Scanned signature of the bidder/authorized representative of the bidder shall be attached while uploading bid document.

If any of the dates mentioned above happen to be a general holiday, the next working day holds good.

The contractor should take still photos / videos of the work before commencement of works, during execution and after completion compulsorily. These photos/ videos should be made available to the implementing officer, for immediate reference during review of works to enclose it with completion certificate.

The bidder at the time of execution of the agreement should give a detailed execution plan and fortnightly program to complete the work in full manner in 9 months without fail. The program can be modified with mutual consent.

The work will be constantly monitored by the Executive Engineer and if there is any slippage in achieving the program/ milestones month wise, a penalty / liquidated damages as indicated in the agreement / tender document would be levied. However, these liquidated damages will be refunded if the contractor makes good the shortfall in the subsequent months or completes the whole work before the stipulated date of completion.

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever.

Corrigendum will be published in web site for all modifications/corrections if any.

The intending bidders should note that, if any of lands either in part/parts or whole required for the work is not acquired by the Nigam, it shall be the responsibility of the bidder to take possession of such land and start the work by the consent of the land owners before commencement of work at no extra cost to the Nigam and no claim whatsoever relating to non-availability of land would be entertained.

The contractor should mention their recent correct postal address and e-mail address in the declaration form.

Incomplete tender documents will be rejected.

All materials like steel, cement etc., required for the above work should be procured by the contractor only at his own cost. And these materials will have to be got tested by the competent authority before put to use.

The application made by the firm/company, shall be signed by a person holding the power of attorney, in which case a copy of power of attorney shall be submitted.

Maintenance period or the defect liability period for this work is 12 months from the date of completion of work.

As per the Karnataka building and other construction workers welfare cess act 1996, 1% of the bill amount will be deducted from the bills.

As per KTPP Act Rule 26A i.eDebarment of tenderers: The procurement entity may debar tenderer for a period not exceeding 3 years from participation in its tenders following such procedures as may be prescribed on the ground that tenderer is engaged in corrupt or fraudulent practices in competing or executing the contract including misleading the procuring entity or any stage of procurement activity with a fraudulent intention. Action can be taken accordingly.

The payment of bills of this work will be made as and when the letter of credit is received under the same head of account from KNNL/Government of Karnataka

The contractors should adhere to the accepted action plan submitted by him under any circumstances without linking to the pending bill payment of the work.

Typo-graphical errors if any will not be the ground for any claims by the Contractor.

Tendering by the joint venture will not be allowed.

The contractor should furnish the name of the individual /firm with address and Telephone numbers with place of registration, year of incorporation etc.

The tender processing charges paid by the bidders are not refundable even if the tenders are cancelled.

As per G.O FD -5 Exp-12/2023 Dated:- 15/05/2023, The Contract shall be abide to provide e-Bank Guarantee towards Security DepositS

The tenderer has to make his own arrangement for procurement of all materials required for the work. There is no departmental supply of materials. Contractor should procure only ISI mark materials and submit necessary quality control certificates from the authorized quality control authority, before execution.

Sub-letting of work in any form is prohibited

No quarries are approved by KNNL for materials. The quarries considered are for the estimate purpose only. The intending bidders shall visit the site, identify the quarries, ascertain availability for the quantity and quality of the materials required for the work and shall quote his rates accordingly. No extra claim whatsoever will be entertained in this regard.

The rates includes all leads and lifts and work shall be carried out as per the instruction of Engineer-in-charge .All specifications are as per relevant IS codes in vogue and Indian Road Congress. The rates for the specification in the Schedule B includes all lead and lifts irrespective of the distance and height, no extra claim will be entertained for additional lead and lifts.

The validity period of EMD shall be for a minimum period of 225 days from the date of opening of the tenders.

The EMD of the unsuccessful bidder will be refunded only after the acceptance of the tender by the competent authority as per tender clause.

The tender inviting authority has got right either accepting tender or rejecting the tender without assigning any reasons.

In case of death of contractor after executing the agreement commencement of the work , his legal heir if any eligible registered contractor and willing can execute and complete the work at the accepted tender rates irrespective of the cost of the work.

EMD amount and Amount put to tender will be as mentioned in the e-portal of respective work

Royalty- Mines and Geology department circular dated: 24.01.2025 and govt of Karnataka Notification No: CI-MMN/202/2023 Dated: 01.01.2025 Should be compulsorily followed and Royalty will be deducted as per prevailing government circular No. M&G,Dep/DCB/2024-25 dated: 24.01.2025.

The intending Bidder should note that, if any of lands either in part/parts are in whole required for the work is not acquired by the Nigam, It shall be the responsibility of the bidder to take the possession of such land and start the work by obtaining consent of the land owners before commencement of work at no extra cost to the Nigam and no claim/delays what sure relating to and account of non-availability of land would be entertained

Within 20 days of receipt of the Letter of Acceptance, the successful Tenderer shall deliver to the Employer a Security deposit in any of the forms given below for an amount equivalent to 5%of the Contract price plus additional security for unbalanced tenders in accordance with Clause 25.5 of ITT and Clause 44 of the Conditions of Contract
