1 Contractors/Bidders should have a minimum Single Work Order(s) in any one/two/three respective contract(s) as mentioned below of State Government Hospitals within the state of Goa during the last 7 years ending on the last day of the month prior to the month in which tender applications are invited. The value of one single work order of similar work must be at least Rs. 350.00 lakhs Or The value of two work orders of similar work must be at least Rs. 250.00 lakhs each. Or The value of three work orders of similar work must be at least Rs. 180.00 lakhs each. "Similar works meaning" Facility Management Services/Mechanized Housekeeping Services/Sweeping & Swabbing/Environmental Support Services within the State of Goa, provided in State Government Hospitals."Self-attested Work order(s)/Agreement(s) issued by the Goa state government must be enclosed as a proof . • Note:Incomplete work or work terminated before the actual date of completion as specified in the work order/contract/agreement will not be considered for evaluation of qualifying criteria..

2 The contractor/bidder should have at least Rs.450.00 lakhs annual turnover in each of the last three preceding years, namely 2022-23, 2023-24, and 2024-25. An audited balance sheet, along with a certificate from a Chartered Accountant clearly showing the turnover against each corresponding year, must be attached.

3 The contractor/bidder shall possess a valid ISO Certificates of 9001:2015, 14001:2015 & 45001:2018 and it should be effective from at least 12 months prior to the date of submission of bid.

4 The contractor/bidder must possess a Single Labour License for a minimum of 90 workers issued by the Government of Goa, Office of Licensing Officer, under Section 12(2) of the Contract Labour (Regulation and Abolition) Act 1970. This license must be on behalf of similar works undertaken for any State Government contracts only. Labour license issued for similar works in the private sector will not be considered for evaluation purposes.

5 The contractor/bidder shall have qualified supervisors as well as tools, plants and machinery. The details of all infrastructures available with the contractor/bidder should be made part of the tender document.

11 Earnest Money Deposit as required in Tender to be paid by electronic mode only. Scan copy to be uploaded to e-tender web site. Payment of EMD in any other form of bank draft/DD will not be accepted. Exemption towards payment of EMD will be provided only to bidders having valid registration with MSME/NSIC or any other body specified by MoM/MSME as Micro and Small Enterprises for similar work on submitting documentary evidence.
