Bidder shall furnish APPENDIX-IA (LETTER COMPRISING THE TECHNICAL BID) refer Clause 2.1.4, 2.11 and 3.1.6 of uploaded RFP document.

Bidder shall furnish APPENDIX-IB (LETTER COMPRISING THE FINANCIAL BID) refer clause 2.1.4, 2.11 and 3.1.6 of uploaded RFP document.

Bidders shall furnish APPENDIX-IC (Contractor's work plan) refer Clause 2.11.1 of uploaded RFP document.

Bidder shall furnish APPENDIX-ID (SUPPORTING DOCUMENT) refer clause 2.11.1.1 of uploaded RFP document.

Bidder Shall furnish ANNEXURE-I TO APPENDIX-IA (DETAILS OF BIDDER) as per uploaded RFP document.

Bidders shall furnish ANNEXURE-II TO APPENDIX-IA (TECHNICAL CAPACITY OF THE BIDDER). Refer Clause 2.2.2.1, 2.2.2.4 and 2.2.2.6 of uploaded RFP document.

Bidders shall furnish ANNEXURE-III TO APPENDIX-IA (FINACIAL CAPACITY OF THE BIDDER): Refer clause 2.2.2.2, 2.2.2.8, 2.2.2.7 of uploaded RFP document.

Bidders shall furnish ANNEXURE-IV TO APPENDIX-IA (DETAILS OF ELIGIBLE PROJECTS): Refer Clause 2.2.2.1, 2.2.2.4 and 2.2.2.6 of uploaded RFP document.

Bidders shall furnish ANNEXURE-V TO APPENDIX-IA (STATEMENT OF LEGAL CAPACITY) as per uploaded RFP document.

ANNEXURE-VI TO APPENDIX-IA (Guidelines of the Department of Disinvestment) refer clause 1.2.1 of uploaded RFP document.

Bidders shall furnish APPENDIX-II (FORMAT FOR POWER OF ATTORNEY FOR SIGNING OF BID) refer Clause No. 2.1.5 of uploaded RFP document.

Bidder Shall furnish APPENDIX-III (FORMAT FOR POWER OF ATTORNEY FOR LEAD MEMBER OF CONSORTIUM/JOINT VENTURE) refer clause 2.1.6 of uploaded RFP document.

Bidder shall furnish APPENDIX-IV (FORMAT FOR JOINT BIDDING AGREEMENT FOR CONSORTIUM/ JOINT VENTURE) refer clause 2.1.11 of uploaded RFP document.

APPENDIX-VII BID SECURITY, (REFER CLAUSE 2.20 of RFP document). The Bidder shall furnish as part of its Bid, a Bid Security/EMD, referred to in para 1.2.4 in uploaded tender RFP document through e payment Gateway of Authority OR in form of Bank Guarantee Bond from any scheduled commercial Bank of India. A scanned copy of the e-payment receipt/Bank Guarantee shall be uploaded on e-procurement portal while applying to the tender. The Bank Guarantee Bond shall be as per APPENDIX-VII of uploaded RFP document.

Bidder shall furnish APPENDIX-VIII for Pending Litigation as per Para 2.2.2.2 of uploaded RFP document.

The bidder(s) shall submit an undertaking from the person having Power of Attorney as per clause 2.11.1 (e) of uploaded RFP document.

The following documents are mandatory and to be submitted by bidders as per status of their firms. These documents are listed below:- (1) For Sole Proprietorship firm:(i) Power of Attorney to be submitted by sole proprietor firm duly registered with the Registrar or notarized. (Not required if tender documents are submitted by proprietor himself). (2) For Partnership firm: (i) A notarized copy of the Partnership Deed or a copy of the Partnership deed registered with the Registrar. (ii) A notarized or registered copy of Power of Attorney in favour of the individual to tender for the work, sign the agreement etc. and create liability against the firm as per APPENDIX-II. (3) For Company registered under Companies Act 2013: (i) The copies of MOA (Memorandum of Association) / AOA (Articles of Association) of the company (ii) A copy of Certificate of Incorporation (iii) A copy of Authorization/Power of Attorney issued by the Company (backed by the resolution of Board of Directors) in favour of the individual to sign the tender on behalf of the company and create liability against the company as per APPENDIX-II. (4) For HUF firm: (i) A copy of notarized affidavit on Stamp Paper declaring that he who is submitting the tender on behalf of HUF is in the position of 'Karta' of Hindu Undivided Family (HUF) and he has the authority, power and consent given by other members to act on behalf of HUF as per APPENDIX-II. (5) For LLP (Limited Liability Partnership): (i) A copy of LLP Agreement (ii) A copy of Certificate of Incorporation (iii) A copy of Power of Attorney/Authorization issued by the LLP in favour of the individual to sign the tender on behalf of the LLP and create liability against the LLP as per APPENDIX-II. (6) For Registered Society & Registered Trust: (i) A copy of Certificate of Registration (ii) A copy of Memorandum of Association of Society/Trust Deed (iii) A copy of Power of Attorney in favour of the individual to sign the tender documents and create liability against the Society/Trust as per APPENDIX-II. (iv) A copy of Rules & Regulations of the Society. (7) For Joint Venture/Consortium firm: Document listed in (1) or (2) or (3) or (4) or (5) or (6) are to be submitted as per the status of firm participating in JV firm. In addition, following documents are to be submitted. (i) A notarized or registered copy of board resolution/Power of Attorney in favour of the individual to sign the Joint Bidding Agreement for consortium/Joint Venture on behalf of the partnership firm/LLP/Company registered under companies Act 2013 etc and create liability against the firm in term's of APPENDIX-IV.

Copies of GST registration certificate(s) of bidder/constituents.

Each member of Partnership firm/Joint Venture (JV) / Consortium/Hindu Undivided Family (HUF) / Limited Liability Partnership (LLP) etc.:- Shall submit a certificate in the prescribed format as Appendix- IX. Non submission of the certificate, or submission of certificate either not properly filled in, or in a format other than the prescribed format shall lead to summary rejection of your offer.

The bidder shall also submit/upload all other relevant/supportive documents as mentioned in uploaded RFP document along with the bid.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

All credential documents submitted through DSC i.e. all document received in E-tenders , will be treated as self attested by tenderer & considered valid for evaluation and there will be no compulsion of manual attestation.

STUDY OF DRAWINGS AND LOCAL CONDITIONS: The drawings for the works can be seen in the office of the Principal Chief Engineer Administrative Building,Rail Coach Factory, Kapurthala, Punjab-144602. It should be noted that these drawings are meant for general guidance only and Railway may suitably modify them during the design/execution of work according to the circumstances without making the Railways liable for any claims on account of such changes. If there is any variation between the description in the tender and the detailed plans, the Engineer-in-Charge will operate the correct description and his decision is final and binding on the tenderer/ Contractor. The Tenderer/ Contractor is required to inspect the sites of works and acquaint himself with the site conditions, availability of approaches for transporting of men and materials, space and other factors relating to the works, availability of labour, electricity and water, etc., before quoting his rates. The extent of lead and lift involved in the execution of works and any difficulties involved in the execution of work should also be examined before formulating the rates for complete items of works described in the schedule. The Tender submitted will be deemed to have been made after such inspection.

The bid shall be evaluated only from the certificates/documents submitted along with the bid.

The bidder may please note that bids received without requisite/mandatory documents as mentioned in the RFP document and tender document, will be considered as invalid tender and for which contractor shall have no claim on Railways.

Any Certificate /Documents offered / submitted / received after the stipulated timelines shall not be given any credit and shall not be considered.

Railway reserves the right to verify the authenticity of the documents/information furnished.

Bidder(s) shall note that conditional/alternate offer will not be considered and will summarily be rejected, even though such condition makes them as the lowest tenderer.
