Contractor should have to be registered with Employee Provident FundOrganization (EPFO). It is mandatory for contractor to submit PF codeprovided by EPFO with their tender offer. Also each contractor has tosubmit "UAN" of their worker with their offer and have to mention intender document. It is mandatory. Otherwise offer will not be consideredfor further action and your offer will summarily be rejected.

Financial Eligibility Criteria: The tenderer must have minimum averageannual contractual turnover of 'V/N'or 'V' whichever is less; where V=Advertised value of the tender in crores of Rupees N= Number of yearsprescribed for completion of work for which bids have been invited. Theaverage annual contractual turnover shall be calculated as an average of"total contractual payments" in the previous three financial years, as perthe audited balance sheet. However, in case balance sheet of theprevious year is yet to be prepared/ audited, the audited balance sheetof the fourth previous year shall be considered for calculating averageannual contractual turnover. The tenderers shall submit requisiteinformation as per Annexure-VIB, along with copies of Audited BalanceSheets duly certified by the Chartered Accountant/ Certificate fromChartered Accountant duly supported by Audited Balance Sheet.

As per CE/Works/HJP's letter no. ECR-HQ0ENGG(CONT)/0009/2025, dated18.11.2025 "The balance sheet and all other financial documentsattested/certified by the Chartered Accountant (CA) to substantiatefulfillment of Financial Eligibility Criteria should be with UDIN, failingwhich the offer shall be considered as incomplete and will be summarilyrejected without any further reference."

The tenderer shall posses the valid Electrical Contractor's license andSupervisory License issued by any State/Central Govt. licensing board forthe required voltage level or above with their tender paper. Tenderswithout valid electrical contractor's license & Supervisory license willsummarily be rejected.

"ELIGIBILITY CRITERIA:- Document required to be submitted in support of Technical Eligibility Criteria: Tenderer should have completed at least one similar single work. The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or One similar work costing not less than the amount equal to 60% of advertised value of the tender. Similar nature of works (as defined and approved by competent authority) for " At Hajipur:- Provision of Facade lighting at GM building Hajipur. " is "Supply and Erection of LED light fitting in service building/ circulating area/ staff quarters/ station building area."

The tenderers whether sole proprietor , a limited company or a partnership firm he/they should submit authentic proof in terms of partnership deed, proprietorship documents etc. along with the tender. If he/they want to act through agent or individual partners should submit a power of attorney duly stamped and authenticated by Notary Public or by Magistrate in favour of specific person whether he/she/they are partners of the firm or any other person specifically authorizing him/her name to submit the tender, sign the agreement , receive money, witness measurements, sign measurement books , compromise, settie, relinquish any claims, preferred by firm and also sign No Claim Certificate and refer all or any disputes arbitration.

Inclusion of 'Letter of Credit' as Mode of Payment in Works Tenders or Service Tenders as per Railway Board's letter no. 2018/CE-I/CT/9 dated 04.06.2016 remarks from Tenderer required.

Eligibility criteria for works tender in respect of partnership firms:-

in case the tenderer is a partnership firm s , the experience, solvency and turn over shall be in the name and style of the firm only.

If the tenderer is a partnership firm, all the partners shall be jointly and severally liable for successful completion of the work and no request for change on the certification of the firm shall be entertained.

During the currency of the contract, no partner of the firm shall be permitted to withdraw from partnership business and in such and event it shall be treated as breach of trust and abandonment of the contract.

JOINT VENTURE will not be permitted for the tenders.

Any Conditional offer will be summarily rejected.

Rates are inclusive of all taxes/GST, license fee, royalty charges etc. legally leviable by State, Central Govt. and/or any other local authority.

Railway Administration reserves the right to change/Alter/Cancel the tender without any notice.
