PREAMBLE AND GENERAL REQUIREMENTS FOR ELEVATED SECTION
The Pricing Document shall be read in conjunction with technical Specification, Employers Requirement,
BOQ’s for the works and other provisions of the tender documents, Schematic tender drawings etc.
including Annexure, Appendix, Addendum / corrigendum and any other document forming part of the
Tender Document.
The Bill of Quantities shall be read in conjunction with the Instructions to the Tenderer, General Conditions of
1. Contract, Special Condition of Contract, Employers Requirement, Scope of work, technical specifications and
drawings etc. If the specifications in the scope of work, Employers Requirement, Technical specification are
inferior with respect to relevant codes and standards then the provision of the Codes and Standards shall
prevail and vice versa. The decision of the Engineer-in- charge regarding this issue shall be binding on the
The quantities given in the Bill of Quantities are estimated and provisional and are given to provide a common
2. basis for bidding. The basis of payment will be the actual quantities of work carried out, as measured by the
Contractor and verified by the Engineer and valued at the rates and prices tendered and accepted in the priced
Bill of Quantities, where applicable, and otherwise at such rates and prices as the Engineer may fix within the
terms of the Contract. The final executed work quantities may vary.
The rates for each item and the Schedule of Items shall be written in indelible ink or type written in the
3. summary sheet in words and figures. Therefore, the quoted price for each Schedule shall be calculated and
written against each Schedule of the work. The total price, as sum of quoted price for all the Schedules of the
work shall be shown at the bottom of the summary sheet. The total price shall also be written in words and
figures. In case of any discrepancy, the amount written in words will be taken. The percentage/item rates shall
be quoted and amount evaluated in Indian Rupees only. as applicable against Schedule/items in BOQ, both in
figures and in words. The person authorized to sign on behalf of the tenderer shall sign in full at bottom of all
pages and at the end of schedule.
All the item of works which are not covered in BOQ Schedule A, B and C1 of structure Section, but are required
4. to be carried out as per the direction of Engineer-in-Charge, shall be carried out under the Schedule-C2 i.e.
Provisional Sum Schedule as per below preference.
i) R&B SOR 2023-24
ii) GWSSB SOR 2022-23
(The rate to be paid shall be as per rates mentioned in above SOR excluding GST)
The rates in BOQ are exclusive of GST (18%) and all other Taxes and cess, ocrtoi etc. as on date of submission.
If the Tenderer fails to fill up the percentage rate, “In each Schedule of the Summary sheets” the offer will be
6. evaluated based on the Par rate (cash value rate of the tender) given in the BOQs and no claim on account of
this will be entertained from the tenderer. However, GMRCL reserve the right to disqualify the tenderer.
General directions and descriptions of work and materials are not necessarily repeated or detailed in the Bill
7. of Quantities. References to the relevant specifications and sections of the contract documentation should be
made before quoting rates in the Bill of Quantities.
The rates are deemed to be inclusive of all lead (except as otherwise specifically provided in the description of
8. the particular item), lifts, ascend, descend, handling, rehandling, crossing of Nallah/Streams/Tracks any other

The contractor shall be responsible for watch & ward and any loss or deterioration on account of above shall
lead to rejection of material and the contractor has to replace the same at his own cost.
The method of measurement of completed work for payment shall be in accordance with provisions in
12. Contract/Specifications except as otherwise specifically provided in the description of item or particular bill
of quantities or explanatory notes to the particular bill of quantities.

Obtaining prior permission for felling/cutting of trees will be in the scope of Contractor.
All materials to be supplied by the contractor within the quoted rate for the respective item.
All design mix concrete shall be machine batched with automatic weigh batcher, machine mixed and machine
15. vibrated or Ready Mix Concrete prepared in batching plant and transported by transit mixer to the site of work
or as directed by the structural designer.
The installation price of switchboards, metering panels, DB's or any other items shall include supply and fixing
16. of supporting steel structures/MS channels grouting of the same, associated civil works etc., as required. No
change in unit rate shall be allowed for any change in quantity or for any other reason whatsoever.
Prior to demolishing of any structure measurements will have to be taken. Scheme of dismantling has to be got
17. approved from the Engineer-in-charge.
All activities not specifically covered in BOQ /Schedule of Items, but required to be executed in order to
18. complete the Scope of work have to be deemed as covered with in these mentioned items of the Schedule /
Errors will be corrected by the Employer for any arithmetical errors in computation or summation as indicated
19. in the Contract Document.
The contractor must see the site conditions such as type of soil, locations etc., and take all factors into
20. consideration while quoting in the BOQ as no extra cost will be allowed on any ground arising out of or relating
to the site conditions. earth resistivity testing, water testing all shall be carried and cost of same shall be
considered included in the bid.
The contractor shall take into account the expenses of pre-commissioning tests to be conducted as per
21. specification of the complete installation by licensed agencies.
All temporary works shall be carried out by the contractor including temporary lighting & power at station
22. areas, Switchboards, DG sets, cables, stores, etc.
Repairs to damage of existing carriage way, canal work etc. during construction work shall be carried out by
23. contractor at his own cost as per the technical specifications. Prior to start of repairing work, scheme of repair
work shall be got approved from Engineer in charge.
For all type of cement concrete work rate shall inclusive of
24. I. The rate shall include cost of all necessary admixtures required as per mix design, curing, casting including
centering, shuttering, propping, staging, scaffolding, necessary tools, plants, machinery and all related
operations, etc.
II. The rate shall include cost of carrying out concrete mix design from approved laboratory as described in
the specification or as approved by Engineer-in-charge.
III. The rate is inclusive of all materials, including, mixing in fully automatic batch mix plant, transportation by
transit mixer for any lead from plant site, pumping, pouring, curing, placing in position, making good the
damages, with all lift with contractor's labour, tools & plants, machineries, as required.
IV. The rate is inclusive of providing formwork for exposed form finished concrete surface for concrete above
ground level in desired pattern, sizes with grooves, using laminated shuttering plywood/steel shuttering,
including neat cleaning & rendering of exposed concrete surface, as per the sample approved by the Architect
and as directed by the Engineer-in-charge. (Same kind of shuttering material should be only used for standard
and residual sizes)
V. The rate is inclusive of roughening and/or hacking exposed concrete surfaces for key for plastering, grinding
with carborundum stone over concrete spills / level difference in joints of concrete.
VI. The rate is inclusive of cost of providing grooves, chamfers, moulding, cutout etc. in formwork & using
required dosage of plasticizer in concrete for obtaining required workability as per approval of Engineer-in-
charge. The work will include vibration of concrete, curing protecting from damage, bailing/pumping out
water if required, levelling of ground, making site good etc.
VII. The rate is included labour for keeping embedment if any wherever required while casting.
VIII. The rate shall include form liner finish as per drawing / technical specifications.
The Tenderer’s offer shall be exclusive of GST. Income Tax and any other statutory taxes to be deducted at
25. source, if any, will be deducted by the Employer in accordance with the Income Tax Act and any other acts in
force and in accordance with instructions issued by the Authorities on this behalf, from time to time.
The Tenderer is required to furnish the PAN for all members of Group.
The rates and prices to be tendered in the Bill of Quantities are for completed and finished items of work and
27. complete in all respects. It will be deemed to have included all constructional plant, tools, machinery, labour,
supervision, materials, fuel, oil, consumables, elect& power, water, transportation, all leads and lifts,

dewatering, all temporary works and false works, construction of temporary stores and buildings, fencing,
watering, lighting, erection maintenance, night working, inspection facilities, safety measures at work sites
casting yard for workmen and road users, preparation of design and drawings pertaining to the casting yard,
staging, shuttering, form work, stacking yard etc., establishment and overhead charges, labour camps,
insurance costs for labour and works, contractor's profit, all taxes, royalties, duties, cess, octroi, and other
levies and other charges together with all general risks, liabilities and obligations set out or implied in the
contract and including remedy of any defects during the Defect Liability Period, unless otherwise provided in
Annexure-13A as duly filled in and priced should be invariably submitted in the Financial Package as
28. mentioned under Para C15.1 of the I.T.T (Instruction to Tenderers) under Volume-1 of Tender-Document and
the evaluation of Financial Package by the Employer will be done in accordance with Para E5 of ITT and other
relevant terms and conditions of the Tender.

used for comparative evaluation of the Tenders.
The tenderer shall include in the Annexure – 2, Tax Estimate of the tender document, the rates/amounts
30. considered in the state and central Tax, duties, levies and included in the tender price and Gujarat state
government taxes, cesses and levies.
The tenderer should quote his percentage against each Schedule in the “summary sheets of each part” only on

The preparation and submission of the design, drawings, etc. for the complete façade works, unitized structural
32. DGU glazing system and all of its elements, roofing with structural steel, space frame, polycarbonate sheet for
the courtyard and atrium, canopies shades at various locations, etc. is in the contractor's scope. The contractor
shall submit 3 qualified façade vendors/structural designers with substantial experience in similar projects.
GMRC will review and select the vendor. The contractor must then obtain designs from the selected vendor
and submit all designs, drawings, and calculations for approval.
All design criteria must comply with relevant codes, force factors, and load factors while maintaining the
original architectural intent. Following design approval, the contractor shall create mockups for final approval
by the Architect/GMRC before proceeding with execution. All these requirements are included in the
contractor's scope, and no additional payment will be made for these items.
The successful contractor shall submit the material sampled which are in co-ordination with interior work like,
33. detector, camera, switchboard, Distribution board, lighting, speakers etc.., to the Engineer for approval prior
to supply/commencement of such works. The approval of these samples to be sought from architect/GMRCL.
Any choice of color model asthetical options from approved makes shall be supplied by contactor at no extra
cost / commercials.
All material to be supplied at site shall be pre intimated to the engineer along with supporting FAT, material
34. test, type test reports and qty sheet along with specification compliance, unless the same is approved and
accepted the material shall not be supplied at site.
All expenses related to material FAT at factory or OEM location shall be borne by contractor, also the cost shall
35. include transportation, lodging & boarding of engineer / GMRCL team attending the testing at factory / OEM
location weather local / abroad.
The successful contractor shall submit 100% compliance against each and every BOQ line items & material
36. specification before work commencement at site or any material delivery at site.
The successful contractor shall submit the Schematic diagrams, fabrication drawings with details of all
37. equipments like D.G, Pumps, wirings diagrams etc., to the Engineer for approval prior to
supply/commencement of such works. The approval of these drawings will be general and will not absolve the
contractor of the responsibility of the correctness of these drawings. At least six copies of the approved
drawings shall be submitted to the Engineer for their distribution to various agencies at site at no cost to the
All testing and calibrating charges for the Meters shall be included in the installation price of the Meter Cubicle.
High voltage testing by Voltage Boosters, relay calibration by secondary injection and meter calibration have

The contractor shall carry out DG set testing and commissioning including supply of fuel & other
40. consumables/accessories at site without any extra cost for supply of fuel & other consumables/accessories as
required or instructed by the Engineer. Supply of fuel for testing shall be provided by the Contractor after
successful testing DG tank shall be filled by contractor. All the charges for fuel is also included. No seperate
payment shall be made for the supply of fuel.
The contractor shall supply all equipment, spares and consumables required for 104 weeks of Defect Liability
All wall and floor openings where cable containments are passing through shall be sealed with 2-hour fire
42. rated sealant after completion of cable pulling or installation.
The rate also includes all charges like packing and forwarding charges, handling, loading, unloading,
43. transportation, transit and other insurance, hoisting to all levels, setting and fixing in position, disposal of
debris including all other labour, Liabilities, obligations and risks arising out of conditions of contract and
Liaisoning for obtaining approval from CEIG, Fire clearances, Electrical Inspectorate & Local authorities.

Payment for the Comprehensive Annual Maintenance Contract (CAMC) shall be made in equal quarterly

2 Providing temporary barricade in good condition RM 4,975.10 -
(new/refurbished) including all road safety devices on both sides
of viaduct/stations during construction at site as per technical
specifications and GFC drawings. Temporary barricade shall be of
plain MS sheet 16 Gauge fixed with steel frame as per drawing,
painting (including primer of approved quality) with synthetic
enamel paint of approved color, quality and brand, writing
lettering and logo of Metro including maintenance of the same
duly cleaning the same on fortnightly basis and painting if
required, arrangement for blinker lights/ rope light on barricades
during night as per requirement and as per the instruction of the
Engineer-in-charge. During the construction, barricading has to be
kept continuously. Nothing extra will be paid for dismantling and
re-erecting the barricades within contract boudry. There should
not be any opening at the end of barricade except at locations
approved by Engineer-in-charge. (Barricading for road widening
work shall be measured separately). Barricading may be required
to be shifted laterally number of times as per site
requirements/sequence of works but payment will be made only
on first installation. In case of variation in weight per RM, the
prorata rate adjustment will be made for 70% of cost

(i) Barricades on either side shall be measured individually.
(ii) Once barricade has been provided and work started, removal
of barricade is not permitted till completion of pile, pile cap, pier
and pier caps, portal beams, superstructure complete , till
completion of entire superstructure.
(iii) While erecting barricade, the bottom gap between barricade
and road should be plugged with cement concrete from inside.
(iv) Adequate blinking lights (rope light) on barricade during night
time must be ensured. The cost of this item should include
provision for power pack / Genset etc. so as to ensure the
blinking of lights in night time as long as barricades are in position
at the work spot.
(v) After completion of the entire work, the barricades shall be - -
the property of the contractor.(vi) Replacement of damaged
barricades shall be done by contractor at his own cost. Nothig
shall be payable extra.It is specifically highlighted that barricading
during construction shall be limited to 8m to 10m width only,
considering the traffic constraint. This width applies to viaduct in
straight portion. In station areas and on curves, the barricading
width and placing shall be as approved by the Engineer in
consulation with the traffic management.For barricading
payment shall be made at 70% on erection of barricade and 30%
on removal of barricade as per the instructions of Engineer in-

7 Transplanting the marked trees of various species and girth to the - -

tree roots of desired depth & diameters, dislodging, lifting,
transportation and transplanting tree from original place to the
new place including all arrangements, tools & plants, labour etc.,
for successfully completing the work. The work includes
excavating pits of adequate size, arranging loose soil, mixing of
manure, fertilizer, insecticides etc., to ensure survival of the trees
being transplanted. Maintenance of tree i.e., watering, manuring,
soil heaping, spray of insecticides shall be done for one year. All
above operations shall be executed as per specification.

3 Providing and installing cast-in-situ vertical bored piles as per approved good for - -
construction (GFC) drawing and with M35 grade of concrete (as per specification)
using OPC cement confirming to sulphate concentration criteria as per Sl. No. (i) &
(ii) of Table 4 of IS 456 and for high concetration sulphate content the type of
cement shall be used as per Sl. No. (iii), (iv) & (iv) of Table 4 of IS 456, including all
operations such as installation and shifting of piling rig etc, in all type of soil
strata/rocky strata along elevated section. Minimum cement content shall be
380kg/cum. The cost includes the cost of empty boring wherever required.
(Measurement shall be from cut-off level to founding level). The stated length
includes test piles for initial load tests. The item includes disposal of earth, muck,
slush released from piles, top cutted portion of pile at disposal ground for all leads.
Reinforcement shall be paid separately. Rate shall include cost of using required
dosage of admixture in concrete for obtaining required workability as per approval
of Engineer in charge. Rate shall includes provision of A class MS pipes of 50mm
outer diameter as per technical specification, minimum 1.0mm thick (light) as
per IS 1239M in all piles at the time of casting to be used for cross-hole sonic
test. Pipes shall extend from ground level to bottom of pile where pipe shall be
sealed at bottom. Rate includes filling of tubes after sonic test using standard
cement non-shrink mortar before casting of pile cap. The item includes drilling and
socketing in rock at required depth. Idling of rig due to any reason shall not be
payable. Bore drilling shall be done by use of hydraulic rig using temporary casing
of required depth and polymer slurry. The item includes the cost of polymer to be
used for stabilisation of bore.

multiple pile foundation will be implemented. The lengths of each pile diameter is
indicative only and may vary at Detailed Design stage.

Note:(i) No cold joints are permitted. However cold joint at the junction of " pile - -
cap-pier" and at the top surface of the starter of pier (which is normally less
than 2m length), cold joints are unavoidable. In that case old concrete
surface should have adequate shear keys depressions,reinforced dowels
and a layer of concrete bonding compound. Concrete retarder compound
may also have to be used at the concrete surface of starter pier above the pile
cap.The rate is inclusive of all above bonding agents/methods. However if
any additional cold joints are unavoidable due to the reasons not beyond

(i) No laps, joints are permitted in rebars provided in
superstructures, piers, portals, pier arm, portal beams.
However, mechanical couplers are to be used without extra

lifting hooks as required and 2 Nos of Earthing Terminals. All inter wiring
shall be with suitable stranded copper conductor FRLSH insulated wire.
The panels shall confirm to IP-54. Galvanized hardwares with Zinc
passivation shall be used.

a The Electrical Panels shall be a minimum of Form 4b type Type 5 in
accordance with BS EN61439-1/IEC 61439-2 . Internal arc test as per IEC

thickness for entry of cables from the top/bottom as required.
c All live accessible parts shall be shrouded and all equipment shall be

circuit breaking capacity (Ics) suitable for isolation conforming to latest
IS/IEC60947-2 duly marked on MCCB, at operating voltage (Ue) of 415 V,
insulation voltage (Ui) 1100 V and with trip free mechanism, handle
indicating ON/OFF/tripped position. The breaking capacity as mentioned

Earth Fault sensing. MCCBs shall be suitably designed to provide
protection of motors, cables, busbars to suit rated current, unbalanced
power distribution as required and with front adjustable overload and
short circuit releases and minimum electrical endurance shall be of the
order of suitable operation cycles as specified in the Technical
Specification.All MCCBs shall be provided with Rotary handle and
spreader links for termination. All 4P MCCB has inbuilt feature of earth
fault protection, whereas all TPN MCCB's (Expect Motor Starters & DRPC
Panels) shall have external CT for neutral overload protection and earth
fault protection
m All the Incomer, bus couplers of switch boards/ panels shall be provided
with potential free contacts for connectivity to PLC for ON/OFF status
and control, as required for BMS .All Incomer, bus couplers of switch
boards/ panels shall be provided with Multi function Meters with RS
for BMS connectivity. All the RS -485 devices of Panels/ DBs shall be
looped into a single terminal/ port for each panels for easy integrations

capacity 10 kA at 415 V AC, current limiting type lower power loss appx
40 - 70% of the stipulated value and suitable for magnetic releases
operating between 3 to 5 times rated current for normal power
distribution application and 5 to 10 times rated current for motor
application duty, with minimum Electrical endurance of the order of
20000 operation cycles. All MCCBs shall be provided with Rotary handle
and spreader links for termination complete as required.
o Panel design shall be compact to economies the room space available.
p All incomer ACB's shall be provided with minimum 6 NO + 6 NC contacts
and there should be provision to add min. 6 NO+ 6 NC Auxiliary contacts.

r The panels shall be provided with polymer based fire trace tube system.
Scheme of fire trace tube system shall be got approved by GMRCL
Engineer before proceeding with manufacturing and assembly. Cost for
this item shall be paid under suitable Item of Fire fighting works.
Contractor shall interface with OEM of panel and Panel flooding system
and ensure that the provision is made during fabrication of panel itself.
s Internal control wiring in the Starters shall be done with FRLSH PVC
insulated cables of adequate size. Internal wiring, contactors, relay
contacts, push button contacts should be rated not less than 2.5 sq. mm.
All MCCB shall be motorized with RS 485 type communication port for
BMS/SCADA functioning.
u Switch boards / panels shall be provided with Automatic clean agent gas
flooding arrangement with a fire detection tube system, as per the
specifications complying with the latest Indian Standards (IS:15517) and
NFPA-2001. An Automatic gas flooding system shall be provided with
manual overriding system with regulated valve arrangement including
control & Monitoring module for opening or closing the cylinder as and
when it is called for. A bank of clean agent gas cylinders with necessary

With regard to Item Nos.4.1 to 4.6, for further clarifications, the sample
measurement system to be followed is given below :-
a) In case of 10 nos. light fixtures looped together and controlled directly
from one no. MCB in DB, quantity to be paid shall be 1 No. as per Item
No. 4.1 or 4.3 as applicable and quantity to be paid shall be 9 Nos. as per
item no. 4.2 or 4.4 as applicable.
b) In case of 5 nos. light fixtures looped together and controlled from
switch located in a room, quantity to be paid shall be 1 no. as per Item
No.4.1 and quantity to be paid shall be 4 Nos. as per item no.4.2.
Conduit & wire laid from MCB in DB to first light point via switch point
shall not be paid separately and is included in the rate in item no. 4.1.
Same shall be the case for item nos. 4.5 & 4.6 as applicable.

4.7 Supply,installation & testing of following modular grid plate mounted
switch/es and socket/s etc. on a suitable size mild steel electrogalvanised
switch boxes complete in single or combination on prorata basis
complete with the connections, earthing and testing as per specifications
and as required:(Note the grid plate and MS BOX shall be selected
suitably as per the requirement to fix the switches and sockets.

5.1 Luminaries minimum specifications and requirements
a) Luminaries should operate at +/- 6% voltage fluctuation for continuous
use to comply to IEC.
b) All the components including the internal wiring of the luminaries to be
used shall be manufactured of material, which are of FR type. All
luminaries shall be manufactured to relevant sections of IEC 60598 or
other approved international standards and the type tests for all
luminaries shall be provided.
c) All internal wiring within the lighting fixtures shall be heat-resisting
