Whenever a work is allotted by Engineering staff, whether minor or
major of part thereof of any amount, the contractor shall be bound to
start the works within 48 hours of intimation of work. Communication
done telephonically via SMS, Via Whatsapp and through letter / E-
mail shall be considered legal and binding for the same. Failure of
comply to start the works in 48 hours of intimation as above by

The staff of the contractor shall wear safety jackets,
hoes, helmets etc. while on duty and any violation will attract
fine of Rs. 5,000/- for each incident.
Safety Failure to erect safety signage or trying to carry out he
works without proper precautions/safety measures as
equired will attract a fine of Rs. 5,000/- for each incident.
The contractor shall be responsible to make good and remedy at
his own expense any defect which may develop or may be noticed
before the period mentioned hereunder from the certified date of
completion, The within 15 days of receipt of the notice. In the case
of failure on the part of the contractor, the Engineer-in-charge may
rectify or remove or re-execute the work at the risk & cost of the
contractor. The Engineer-in-charge shall be entitled to appropriate
the whole or any part of the amount of security deposit towards
Defect &Liability Period the expenses, if any, Incurred by him in rectification, removal or re-
execution. The Defects Liability period shall be as under(a) for all
works costing upto Rs. 50,000 ( amount put to tender), the period
shall be 3 months from the certified date of completion.
(b) for all works costing more than Rs. 50,000 and upto Rs. 1 crore
(amount put tender), the period shall be 6 months from the
certified date of completion or one monsoon, whichever is later.
(c) for major projects costing more than Rs. 1 crore, the period
shall be 12 months from the certified date of completion which
should include one monsoon.
(d) For building works, the period specified in (a), (b) or (c) above
OR elapse of monsoon period following the certified date of
completion, whichever is later. For the purpose of deciding the
monsoon period, the 30th September may be treated as the last
Compensation for Delay 10% of Remaining work (As per Circular)

SPECIAL CONDITION OF CONTRACT
1.0 The Contractor shall have to maintain all required registers for quality control, material
management and progress of the work as per the AMC's prevailing circulars and as directed by
engineer- in-charge on daily basis.
1.1 Contractor has to manage proper storage of all the materials.
1.2 Contractor has to use good shuttering material for the project.
1.3 Contractor has to take all risk policy & workman compensation policies of the project & should
be effective up to handing over the possession. Incase of any Incident i.e. fatal accident that
occurs at site, complete responsibility will be of the Contractor.
1.4 Contractor is responsible for all liasioning for seeking all the permission required during the

GENERAL CONDITION
1. Contractor shall produce the relevant registration certificate of AMC / State Govt /Central

4. Contractor should have sufficient skilled and unskilled laborers so that he shall start work at
different sites simultaneously. Contractor's having labour force available during festivals shall
only apply. Contractor can not stop the work due to on availably of labour force. In case
progress is delayed, contractor shall be penalized 0.1% of Tender amount per day for work
done after time limit, maximum up to 10% for remaining work.
5. Bitumen rate difference will be paid as per tender conditions, if applicable.
6. Advance payment / machinery advance will not be paid.
7. Payment of running bill will be made as per recent A.M.C. policy in force.
8. No extra payment will be made due to increase of central / state Govt. Taxes.
9. If the work is not completed within time limit the penalty will be recovered from immediate
bills of contractors.
10. If the material i.e. MH cover C.C block etc. supplied from Municipal Corporation store then
contractor shall not claim for any extra rate for non execution of such item, partly/fully.
11. In the specifications, "as directed"/"Approved" shall be taken to mean, "as
directed"/approved" by the Engineer-in-charge.
12. Wherever a reference to any Indian Standard appears in the specifications, it shall be taken to
mean as a reference to the latest edition of the same in force on the date of agreement.
13. In "Mode of Measurement" in the specifications wherever a dispute arises in the absence of
specific mention of a particular point or aspect, the provisions on these particular points, or
aspects in the relevant Indian Standards shall be referred to.
14. All measurements and computations, unless otherwise specified, shall be carried out nearest to
the following limits:
(i) Length, width and depth (height)------- 0.01 Meter.
(ii) Areas -----0.01 Sq. Mt.
(iii) Cubic Contents ------0.01 Cu.Mt.
15. The distance, which constitutes lead, shall be determined along the shortest practical route and
not necessarily the route actually taken. The decision of the Engineer-in-charge in this regard
shall be taken as final.
16. Where no lead is specified, it shall mean "all leads"

18. Definite particulars covered in the items of work, through not mentioned or elucidated in it,
specifications shall be deemed to be included there in.
19. Reference to specifications of materials as made in the detailed specification of the items of
work is in the form of a designation containing the number of the specification of the material
and prefix 'M' e.g. 'M-5'.
20. Approval to the samples of various materials given by the Engineer-in-charge shall not absolve
the contractor from the responsibility of replacing defective material brought on site or
materials used in the work found defective at a later date.
21. The contract rate of the item of work shall be for the work completed in all respects.
22. No collection of materials shall be made before it is got approved from the Engineer-in-charge.
23. Collection of approved materials shall be done at site of work in a systematic manner.
Materials shall be stone at site of work in a systematic manner. Materials shall be stored in
such a manner as to prevent damage, deterioration or intrusion of foreign matter and to-
ensure the preservation of their quality and fitness for the work.
24. Materials, if and when rejected by the Engineer-in-charge, shall be immediately removed from
the site of work within 24 hours.
25. No materials shall be stored prior to, during and after execution shall be kept in sufficient
numbers and in good working condition on the site of the work.
26. All works shall be carried out in workmanlike manners per the best techniques for the
particular item.
27. All tools, templates, machinery and equipment for correct execution of the work as well as for
checking lines, levels, alignment of the works during execution shall be kept in sufficient
numbers and in good working condition on the site of the work.
28. The mode, procedure and manner of execution shall be such that it does not cause damage or
over loading of the various components of the structure during execution or after completion
of the structure.
29. All necessary safety measures and precaution (including those laid down in the various relevant
Indian Standards) shall be taken to ensure the safety of men, materials and machinery on the
works as also of the work itself.
30. The testing charges of all materials shall be borne by the Contractor unless recovery at one
percent towards testing charges is separately made.
INSTRUCTION TO TENDERERS
TENDER VALIDITY PERIOD:
The tender shall be kept valid for acceptance for a period of One Hundred Twenty Calendar
days (120) from opening of price bids.
SECURITY DEPOSIT
Within 10 days of receipt of Acceptance from the Corporation, the successful tender shall

GENERAL SPECIFICATION
Time limit for the work shall be 12 Monthafter the order to start the works. Progress of work
should be in proportion to time limit.
The contractor shall be remain responsible for Workmen’s compensation if any accident. The
contractor shall arrange for barricading at night and arrangement of Pagi at night to direct the
traffic. He shall be responsible for any damage to public. If any incident happen, during the
execution of work. In case of dispute for unseen or overlooked items the decision of the Dy. City
Engineer shall be final. The contractor shall have to give site clean of all rubbish during the work
and at the time of completion of work and hand over the site with final finishing of the work as
directed. All the rejected materials shall be removed from site within 24 hours by contractor at this
risk and cost. Debris shall have to cart daily from site.
If any extra item crops up during the progress of work the same shall be carried out by the
contractor and he shall be paid at the rate fixed by Add.C.E. as per the rate analysis based on latest
SOR or if item is not available in SOR than based on current market rates. In case of extra item
decision of Add. City Engg. shall remain final regarding rate.
If in the interest of the Corporation it is necessary to change either any site or the design of the
propose work the contractor shall carry out the same at his quoted rates without charges any extra
and the contractor will have to carry out the works and he will be paid at the rate quoted by him.
No claim for extra rate for subsequent changes in site and design is entertained.
Octroi exemption passes shall not be given for any materials required for the work. Contractor will
be fully responsible for compliance of the various provisions under contract Act. 1970 and the
Rules framed the to under.
The tender for the work shall remain open for a period (120) days from the date of opening of the
tenders for this work and that the tenderer shall not be allowed to withdraw on modify the offer
on his own during the period. If any tenderer withdraw or makes any modifications or addition in
the terms and conditions of his tender not acceptable to the Municipal Corporation the Municipal
Corporation shall without prejudice to any right or remedy be at liberty to forfeit in full the said
earnest money and black list the contractor.
If the work is not carried out within the specified time limit. from the date of order to start the
work the penalty of Rs.- ( As per Form - B1) per day of delay shall be recovered from the immediate
bills payable to the contractor. Contractor has to make his own arrangement for procurement of
steel and cement.

1. Procedure for Submission of Tender
a). The Bidder should quote the price bid in tender form before schedule time Tender Document, tender

envelope (marked as “original” and other marked as “Duplicate”) in schedule time by RPAD/

2. Assessment of Submission
2.1 The Employer will open the technical bid of physically submitted document of all the bids received
for the package (except those received late) containing the sealed Tender volume and other
enclosures then announce the names of bidders in the presence of bidders or their representatives
who choose to attend on the date and time mentioned in the NIT In the event of specified date of
bid opening being declared as a holiday for the Employer, the Tender will be opened at the
appointed time and location on the next working day.
2.2 In Physical submission, Bidders detailed and tender fee, E.M.D. shall be opened first. The Employer
at the opening will announce bidder’s names, , the presence/or absence of EMD, the amount and
validity of EMD furnished with each bid, is valid registration and such other details, as the Employer
may consider appropriate.
2.3 The Employer will determine whether the bid is accompanied by the required EMD.
2.4 If the EMD furnished does not conform to the amount and validity period as specified in the
Invitation for Bid and has not been furnished in the form, the bid shall be rejected by the Employer
as non-responsive and the Tender volume will be returned to the bidder.
2.5 Subject to confirmation of the EMD by the issuing bank, the Tender volume accompanied with
valid EMD will be taken up for further evaluation. In case, the Bank does not confirm the EMD, the
bid shall be rejected as non-responsive and no further evaluation carried out.
2.6 The tender volume will further be examined to determine whether the bid has been properly
signed, meets the eligibility and qualification criteria, has the required available bid capacity, is
accompanied by the requisite certificates, undertaking and other relevant information specified in
the bid documents and is substantially responsive to the requirement of the bidding documents
and provides any clarification for ascertaining the correctness of the information/details.
2.7 If the Tender volume is not substantially responsive, it will be rejected by the Employer and will not
subsequently be made responsive by correction or modification or withdrawal of the
nonconforming deviation or reservation.
3. Evaluation and Comparison of Tender volume
The Employer will evaluate and compare only those Tender volumes which are determined to be
substantially responsive in accordance with Clause 2 and qualified for award of Contract in
accordance with Clause 5 (General Terms and Condition).
4. Procedure for Tender Opening
Received copies of tender in physical form with in schedule time, will be open on schedule date and
time. In the event of specified date of bid opening being declared bidders who qualify the criteria
then bidder bid will be considered for opening of price bid.
5.1 The Employer will award the Contract to the bidder whose bid has been determined to be
substantially responsive to the bidding documents and who has offered the lowest Evaluated Bid
Price, provided that such bidder has been determined to be (i) eligible in accordance with the
provisions of Clause 3(General Terms and Condition); and (ii) qualified in accordance with the
provisions of Clause 5(General Terms and Condition).
6. Notification of Award
6.1 Prior to expiration of the period of bid validity prescribed by the Employer, the Employer will notify
the successful bidder by cable/fax and confirmed by registered letter that his bid has been
accepted. This letter shall name the sum which the Employer will pay the Contractor in
consideration of the execution, completion and maintenance of the Works by the Contractor as
prescribed by the Contract.
6.2 The notification of award will constitute the formation of the Contract.
7. A successful Bidder has to deposit security deposit / Bank Guarantee as per Circular after receiving
letter of Indent. Time limit of work will commence from the date of issue of work order.
8. Clarification of Bids
8.1 To assist in the examination, evaluation and comparison of bids, the Employer may, at his
discretion, ask any bidder for authentication the correctness of the information/details furnished
by him in his bid. Such request by the Employer and the response by bidder shall be in writing or by

decisions may result in the rejection of his bid.
10.1 The bidder is advised to visit and examine the Site of Works and its surroundings and obtain for
itself on its own responsibility all information that may be necessary for preparing the bid and
entering into a contract for construction of the Works. The costs of visiting the Site shall be at the
bidder’s own expense.
10.2 The bidder and any of its personnel or agents will be granted permission by the Employer to enter
its premises and lands for the purpose of such inspection, but only upon the express condition
that the bidder, its personnel and agents, will release and indemnify the Employer and its
personnel and agents from and against all liability in respect thereof and will be responsible for
death or personal injury, loss of or damage to property and any other loss, damage, costs and
expenses incurred as a result of the inspection.

( C ) FINACIAL CONDITION
1. Cost and Currencies of Bidding
The bidder shall bear all costs associated with the preparation and submission of his bid and the
Employer will in no case be responsible or liable for those costs.
Currencies of Bid and Payment
The rates and the prices shall be quoted by the bidder entirely in Indian Rupees
All payments including advances, if any, shall be made in Indian Rupees.
2. Earnest Money Deposit :-
2.1 Bank guarantees (and other instruments having fixed validity) issued as surety for the bid shall be
valid for 28 days beyond the validity of the bid.
2.2 The EMD of the unsuccessful bidders, except for L1,L2 and L3 bidders, will be returned as promptly
as Early as possible as but not later than 28 days after the expiration of the period of bid validity.
2.3 The EMD of the successful bidder, along with second and third lowest tenders, will be returned
when the bidder has furnished the required performance security and signed the agreement.
2.4 Earnest Money Deposit may be forfeited
a) if the bidder withdraws his bid during the period of bid validity;
b) in the case of a successful bidder, if the bidder fails within the specified time limit to
i) Furnish the required Performance Security or
ii) Sign the Agreement.
3. (A) Security Deposit :-
Within 15 (fifteen) Working days of the date of receipt of the Letter of Intent (LOI) the successful
bidder shall deliver to the Employer, a Initial Security Deposit Shall be submitted as per C.E.
Circular.in the form of a Bank Guarantee/ DD/Locle MICR cheque for an amount equivalent to 5%
(five percent) of the Contract Price .
Failure of the same shall make the contractor liable for any penalty as decided by AMC. At
present a policy is framed by Audit department of AMC to charge 4% interest for the balance
period and discontinuity period.
The Security Deposit to be provided by the successful bidder in the form of a bank guarantee as
per format shall be issued as per Memorendum of work.
(E) Retention :-
a). Retention @ 2% of the value of work done will be deducted from each RA bill. It will be released
along with release of payment of Final Bill.

General terms & conditions
1. Tenderer should be registered in PWD/ in Govt. R&B /CPWD / AMC or equivalent registration with any
other state Govt. or institutions. Copy of registration should be attached with tender document.
Tenderer who was not registred in AMC must be get registred in panel of approved AMC contractor.
2. A booklet of FORM B-1 of Gujarat State Roads & Building Department / Water Resources Department
with the correction slips made up to 15-08-1999 may be referred. (only English version) Clause No. -2

14. Special modes of the construction not adopted in general Engineering practice, if proposed to be
adopted by the contractor shall be considered only if the contractor provided satisfactory evidence that
such special mode of construction and completion of work to the required strength and quality.
Acceptance of the same by the Engineer in charge shall not however, absolve the contractor from the
responsibility of any adverse effect and concordance of adopting the same in the course of exaction or
completion of the work.
15. The contractor shall be responsible for observing the rules and regulation imposed under the "Minor
Mineral Act", and such other laws and rules prescribed by the Government from time to time.
16. All necessary safety measures and precautions (incl. those laid down in the various relevant Indian
Standard) shall be taken to engrave the safety of men, materials and machinery on the work and also of
the work itself.
17. Quantity measured in the tender is approximate. It may increase or decrease looking to the quantum of
actual work for which no any claim shall be entertained by A.M.C.
18. Contractor shall have to execute extra item if required or as per need of AMC.
19. The work in general shall be carried out as per standard specifications of the relevant items to be
executed & as per the instruction of Engineer in charge & as per the guidance of AMC's Consultant for

21. For Tender amounting below 10 lakh LOI shall be issues within 3 days after received of sanctioned
tender and resolution.Within 10 days contractor has to submit SD and after reciveing SD Work order
shall be issue to contractor and the time limit shall be start from the date of issue of the written work
order to the contractor.
For Tender amounting above 10 lakh LOI shall be issues within 3 days after received of sanctioned
tender and resolution .Within 15 days contractor has to submit SD and after reciveing SD work order
shall be issue to contractor and the time limit shall be start from the date of issue of the written work
order to the contractor.
Security Deposit of 5% of sanctioned tender amount shall be deposited by pay order / demand
draft / cheque or Bank Guarntee of nationalized bank/scheduled bank only. Contractor shall have to
sign contract paper with AMC. The contractor shall be fined 4% of interest per year for delay in
submission of S.D and shall be deducted from contractor’s bill.
22. In case of any ambiguity in specifications mentioned in this tender, the interpretation given by M.C. Or
His Designeted Officer will be final and binding to the Contractor.
23. The contractor shall take no advantage of any apparent error or omission in drawing or specification
and the Engineer -in-charge shall make such corrections and interpretations as necessary to fulfill the
intent of the plants and specifications.
24. The quantities of items in BOQ (Bill of Quantities) may vary in case of necessity arises.
25. All prevailing taxes/duties chargeable by State Govt./Central Govt. and the Municipal Corporation. will
be payable by the contractor.
26. No any kind of price rise / price escalation / price variation for cement, steel or labour shall be paid.
27. Contractor is requested to see the site physically before tendering. He is also requested to quote the
rates keeping in view of all the points mentioned in relevant pages of tender documents.
28. Water Supply: The contractor shall arrange at his own cost, a suitable supply of piped water for the
construction of the works and provide a satisfactory supply of potable water for drinking, washing,
sanitation and cleaning down. The contractor will be responsible for all the costs where applicable of
connection, meter installation, water consumed, water required for testing purposes, disconnection
and the laying, maintenances and ultimate removal of any distribution system around the site.
29. Electricity: Electric supply will be made available at the site by the Contractor and the contractor must
make his own arrangements with the Corporation and Electricity Supply Authorities and with other
contractors to connect and to take a supply from such services, paying all costs in connection

the work and shall pay such charges as is fixed by the appropriate supply Authorities.
In case there is any delay in supply of power site of any interruption or fault in the power during the
work. No compensation shall be paid for idle labor staff, machineries and for use of diesel operating
sets etc. as the case may be.
30. Tenders shall submit all the valid/certified documents in support of their initial/eligibility criteria
mentioned above along with the bid. They shall have also to submit the income tax clearance
certificate and solvency certificate.

If any extra item crops up during the progress of work the same shall be carried out by the contractor
and he shall be paid at the rate fixed by Add.C.E. as per the rate analysis based on latest SOR or if item
is not available in SOR than based on current market rates. In case of extra item decision of Add. City

Octroi exemption passes shall not be given for any materials required for the work. Contractor will be
fully responsible for compliance of the various provisions under contract Act. 1970 and the Rules

The tender for the work shall remain open for a period (180) days from the date of opening of the
tenders for this work and that the tenderer shall not be allowed to withdraw on modify the offer on his
own during the period. If any tenderer withdraw or makes any modifications or addition in the terms
and conditions of his tender not acceptable to the Municipal Corporation the Municipal Corporation
shall without prejudice to any right or remedy be at liberty to forfeit in full the said earnest money and
black list the contractor.
If work is not started within specified time limit the penalty as per rule & tender condition delay of
start shall be recovered separately from the immediate bills payable to the contractor. Contractor has
to make his own arrangement for procurement of steel and cement.

Excavation for foundation upto 1.5 M depth including sorting out and stacking useful
materials disposing of the excavated stuff upto 50 meter lead (a) loose or soft soil.
Any soil which generally yields to the application of ackaxes and shoves, phawaras rakes or any such
ordinary excavating implement or organic soil, gravel silt, sand turfloam, clay, peat etc., fall under this
Clearing the site :
The site on which the structure is to be built shall be cleared and all obstructions, loose stone, materials
and rubbish of all kind, bush, wood and trees shall be removed as directed. The materials so obtained
shall be property of the Government and be conveyed and stacked as directed. within 50 M. lead. The
roots of the trees coming in the sides shall be cut and coated with a hot asphalt.

good quality aggragate of 20 mm nominal size for footpath, parking areas, service
lanes and other areas as mentioned in the drawing / instruction of engineer
in charge. Cost includes formworks using rubber mould, Rate providing and
laying paver blocks as per required grading and specification. The paver block
shall be mechanically compacted. The work of paving blocks shall be executed in
line and level by skill mason of flooring work only. It should be laid in such a way
that the no cutting of the paver block to be necessary. if cutting of paver block
necessary then it should be cut by machine only and carting. The finished
surface of the paver block shall have resonably good, plain finished. Paver blocks
shall be compacted and shall be relaid if necessary. Gravel or such type of materials

Item No.13 :- Painting Two Coats on divider and footpath curb surface / New Concrete Surface (
Painting two coats after filling the surface with synthetic enamel paint in all shades on new plastered
concrete surfaces)
The colour and workmanship shall be in accordance with the Code of Practice for painting, and as specified in the drawings
or as directed by the Engineer
Materials: Synthetic enamel paint shall conform to IS.
The materials required for work of painting work shall be obtained directly from approved manufacturers or approved
dealer and brought to the site in maker's drums, kegs etc. with seal unbroken.
All materials not in actual use shall be kept properly protected, lids of containers shall be kept closed and surface of paint in
open or partially open containers covered with a thin layer of turpentine to prevent formation of skin. The materials which
have become stale or flat due to improper and long storage shall not be used. The paint shall be stirred thoroughly in its
container before pouring into small containers. While applying also the paint shall be continuously stirred in smaller
container. No left over paint shall be put back into stock tins. When not in use, the containers shall be kept properly closed.
If for any seasons, thinning is necessary, the brand of thinner recommended by the manufacturer shall be used.
The surface to be painted shall be thoroughly cleaned and dusted. All rust, dirt and grease shall be thoroughly removed
before painting is started. No painting on exterior or other exposed parts of the work shall be carried out in wet, damp of
otherwise unfavorable weather and all the surfaces shall be thoroughly dry before painting work is started.
Brushing operations are to be adjusted to the spreading capacity advised by the manufacture of particular paint. The paint
shall be applied evenly and smoothly by means of crossing and laying off. The crossing and laying off consists of covering
the area over with paint, brushing the surface hard for the first time over and then brushing alternately in opposite
directions two or three times and then finally brushing lightly in direction at right angles to the same.
In this process, no brush marks shall be left after the laying off is finished. The full process of crossing and laying off will
constitute one coat.
Each coat shall be allowed to dry completely and lightly rubbed with very fine grade of sand paper and loose particles
brushed off before next coat is applied. Each coat shall vary slightly in shade and shall be got approved from Engineer-in-
charge before next coat is started.
Each coat except the last cost shall be lightly rubbed down with sand-paper of fine pumice stone and cleaned of dust before
the next coat is applied. No hair marks from the brush or clogging of paint puddles in the corners of panels angles of
mouldings etc. shall be left on the work.
Approved best quality brushes shall be used.

All the work shall be measured not in the decimal system as executed subject to the following limits unless otherwise
stated hereinafter :
(a) dimensions shall be measured to the nearest 0.01 metre.
(b) Areas shall be worked out to the nearest 0.01 Sq. metre.
No deductions shall be made for openings not exceeding 0.5 sq. mt. each and no addition shall be made for painting to
beadings, mouldings, edges, jambs, soffits, etc. of such opening.
The different surfaces shall be grouped into one general item, areas of uneven surface being converted into
equivalent plain areas in accordance with the mode of measurement for payment.
The rate shall be for a unit of one SMT.
Item No.15 : Repairing damaged I.C./ Raising removing damaged brick work and repairing by brick
masonry in C.M. 1:5 and plaster in C.M. 1:3 and fixing C.I. steps and existing chamber

Wetting of bricks:
The bricks required for masonry shall be thoroughly wetted with clean water for about two hours
before use or as directed. The cessation of bubbles, when the bricks are wetted with water is an
indication of through wetting of bricks.
Bricks shall be laid in English bond unless directed otherwise. Half or cut bricks shall not be used except
when necessary to complete to bond; closer in such case shall be cut to required size and used near the
A layer of mortar shall be spread on full width for suitable length of the lower course. Each brick shall
first be properly bedded and set home by gently tapping with handle of trowel or wooden mallet. It
side face shall be flushed with mortar before the next brick is laid and pressed against it. On copletion

The brick shall be laid with frog upwards. A set of tools comprising of wooden straight edges, mason’s
sprit level, square half meter rub, and pins, string and plumb shall be kept on the site of work for
frequent checking during the progress of work.
Both the faces of walls of thickness greater than 23 cms shall be kept in proper place. All the connected
brick work shall be kept not more than one meter over the rest of the work. Where this is not possible,
the work shall be raked back according to bond (and not left toothed) at an angle not steeper than
All fixtures, pipes, outlets of water, hold fasts of doors and windows etc. which are required to be built
in wall shall be embedded in cement mortar.
Bricks shall be so laid that all joints are quite flush with mortar. Thickness of joins shall not exceed
mm. The face joints shall be raked out as directed by taking tools daily during the progress of work,
when the mortar is still green so as to provide key for plaster or pointing to done.
The face of brick shall be cleaned the very day on which the brick work is laid and all mortar dropping

footing, the top of concrete shall be cleaned and moistened. The contractor shall obtain the engineer'’
approval for the foundation bed, before foundation masonry is started. When puccas flooring is to be
provided flush with the top to plinth, the inside plinth offset shall be kept lower than the outside plinth
top by the thickness of the flooring.
Mode of measurements and payment:
The measurements of this item shall be taken for the brick masonry fully completed in foundation up to
plinth. The limiting dimensions not exceeding those shown on the plans or as directed shall be final.
Battered, tapered and curved portions shall be measured net.
No deduction shall be made from the quantity of brick work nor any extra payment made for
embedding in masonry or making holes in respect of following items:
Ends of joints, beams, posts, girders, rafters, purlins, trusses, corbel steps etc. where cross sectional
area does not exceed 500 Sq. cm.
Opening not exceeding 1000 Sq. cm.
Wall plates and bed plates, bearing of slabs, chhajas an the like whose thickness does not exceed
Cms. and the bearing does not extend to the full thickness of wall.
Drainage holes, and recesses for cement concrete blocks to embed hold fasts for doors, windows etc.
Iron fixtures, pipes up to 300 mm dia hold fasts and doors and windows built into masonry and pipes

The shuttering to be provided shall be of ordinary timber planks and shall conform to M-26.
The dimensions of scantlings and battens shall conform to the design. The strength of the wood shall not
be less than that assumed in the design.
The form work shall conform to the shape lines and dimension as shown on the plans and be so
constructed as to remain sufficiently rigid during the placing and compacting of the concrete. Adequate
arrangements shall be made by the contractor to safe guard against any settlement of the form work
during the course of concreting and after concreting. The form work of shuttering, centering, scaffolding
bracing etc shall be as per design.
Cleaning & Treatment of forms:
All rubbish, particularly chippings shaving and saw dust shall be removed from the interior of the form
before the concrete is placed and the form work in contact with concrete shall be cleaned and thoroughly
wetted or treated. The surface shall be then coated with soap solution applied before concreting is done.
Soap solution for the purpose shall be prepared by dissolving yellow soap in water to get consistency of
paint. Alternatively a coat of raw linseed oil or form oil of approved manufacture may be applied in case
steel shuttering is used. Soap solution or raw linseed oil shall be applied after thoroughly cleaning the
surface. Care shall be taken that the coating does not get on construction joint surface and
reinforcement bars.
Stripping time:
In normal circumstances and where ordinary cement is used forms may be struck after expiry of
following periods:
Sides of walls columns and vertical faces of beam 24 to 48 hours.
Beams soffits (Props left under) 7 days.
Removal of props slabs
(i) Slabs spanning up to 4.5 m – 7 days (ii) Spanning over 4.5 mm 14 days
Removal of props to beams and arches
(i) Spanning up to 6 m – 14 days (ii) Spanning over 6 m 21 days
Procedure when removing the form work:
All form work shall be removed without such shock or vibration as would damage the reinforced concrete
surface. Before the soffits form work and struts are removed, the soffits and the concrete surface shall
be exposed where necessary in order to ascertain that the concrete has sufficiently hardened.
The centering to be provided shall be got approved. It shall be sufficiently strong to ensure absolute
safely of the form work and concrete work before, during and after pouring concrete. Watch should be
kept to see that behavior of centering and form work is satisfactory during concreting. Erection should
also be such that it would allow removal of forms in proper sequence without damaging either the
concrete or the forms to be removed.
The props of centering shall be provided on firm foundation or base of sufficient strength to carry the
loads without any settlement.
The centering and form work shall be inspected and approved by the Engineer-in-charge before
concreting. But this will not relieve the contractor of his responsibility for strength, adequacy and safety
of form work and centering. If there is a failure of form work or centering, contractor shall be responsible
for the damages to the work, injury to life and damage to property.
All scaffolding, hoisting arrangements and ladders etc required for the facilitating of concreting shall be
provided and removed on completion work by contractor at his own expense. The scaffolding, hoisting
arrangements and ladders etc. shall be strong enough to with stand all live, dead and impact loads
expected to act and shall be subject to the approval of the Engineer-in-charge. However, contractor shall
be solely responsible for the safety of the scaffolding, hoisting arrangement, ladders, work and workman
The scaffolding hoisting arrangements and ladders shall allow easy approach to the work spot and afford
easy inspection.
The rate is applicable to all conditions of working and height up to 4 mts. The rate shall include the cost
of materials and labour for various operations involved such as:
Splayed edges, notching, allowance for overlaps and passing at angles, battens centering, shuttering
propping, bolting, nailing, wedging, easing, striking and removal.
Filleting to form stop chamfered edges or splayed external angles not exceeding 20 mm width to beams,
columns and the like.
Temporary openings in the forms for pouring concrete, if required, removing rubbish etc.
Dressing with oil to prevent adhesion of concrete with shuttering, and
Raking or circular cutting.
Rate shall be paid in Sq.m
Providing and laying cement concrete work 1:2:4 ((1-Cement:2-coarse sand:4-graded
aggregates 20mm nominal size) curing complete excluding cost of formwork and
reinforcement ( up to {(a) to (c)}
Providing 15 mm thick cement plaster in single coat on Rough (Similar) side of single or half
brick walls for interior plastering up to floor two level and finished even and smooth in (i) Cement
mortar 1:3 (1-cement :3-sand)
Mode of payment shall be in Sqm
Providing 20mm thick sand faced cement plaster on walls upto height 10 metres above ground
level consisting of 12mm thick backing coat of C.M. 1:3 (1-cement : 3-sand) and 8mm thick
finishing coat of C.M. 1:1 (1-cement : 1-sand) etc. complete.
The specification is as per above Item except thickness of the plaster is 20 mm sand faced and 12 mm th.
Backing coat in C.M. (1:3) and 8 mm thick finishing coat no machine paster will be allowed for spray od sand for
plastering etc comp as directed by Engg i charge.
Mode of measurements & payment : The rate shall be for a unit of one Square Meter.
Water M-1. The Cement mortar of proportion 1:3 shall conform to M-13.
Scaffolding : Wooden ballies, bamboos, planks, treatles and other scaffolding shall be sound. These shall
be properly examined before erection and use Stage scaffolding shall be provided for ceiling plaster, which
shall be independent of the walls.
Preparation of back-ground :
The surface shall be cleaned of all dust, loose mortar droppings, traces of algae, afflorescence and other
foreign matter by water or by brushing. Smooth surface shall be roughened by wire brushing if it is not
hard and by racking if it is hard. In case of concrete surface, if a chemical retarder has been applied to the
form work, the surface shall be roughened by wire brushing and all the resulting dust and loose particles
cleaned off and care shall be taken that none of the retarder is left on the surface. Trimming of projections
on brick/concrete surface where necessary shall be carried out to get an even surface.
Raking of joints in case of masonry where necessary shall be allowed to dry out for sufficient period before
carrying out the plaster work.
The work shall not be soaked but only damped evenly before applying the plaster. If the surface becomes
dry such area shall be moistened again.
For external plaster, the plastering operation shall be started from top floor and carried downwards. For
internal plaster, the plastering operations may be started wherever the building frame and cladding work
are ready and the temporary supporting ceiling resting on the wall of the floor have been removed, Ceiling
plaster shall be completed before starting plaster to walls.
Applications of Plaster :
The plaster about 15 x 15 cms. Shall be first applied horizontally and vertically at not more than 2 metre
intervals over the entire surface to serve as gauge. The surfaces of these gauges shall be truly inplane of
the finished plastered surface. The mortar shall then be applied in uniform surface slightly more than the
specified thickness, then brought to a true surface by working a wooden straight edge reaching across the
gauges with small upward and sideways movement at a time. Finally, the surface shall be finished off true
with a trowel or wooden float according as a smooth or a sandy granular texture is required. Excessive
trowelling or overworking the float shall be avoided. All corners, arrises, angles and junctions be truly
vertical or horizontal as the case may be and shall be carefully finished. Rounding or chamfering corners,
arrises junctions etc. shall be carried out with proper templates to the size required.
Cement plaster shall be used within half an hour after addition of water. Any mortar or plaster which is
partially set shall be rejected and removed forthwith from the site :
In suspending the work at the end of the day, the plaster shall be left out clean to the line both
horizontally and vertically. When recommending the plaster, the edges of the old work shall be scraped
clean and wetted with cement putty before plaster is applied to the adjacent area to enable the two to
properly joint together. Plastering work shall be closed at the end of the day on the body of the wall and
nearer than 15 cm. To any corners or arrises. Horizontal joints in plasterwork shall not also occur on
parapet tops and copings as these invariably lead to leakage. No portion of the surface shall be left out
initially to be packed up later on.
Each coat shall be kept dam continuously till the next coat is applied or for a minimum period of 7 days.
Moistening shall commence as soon as plaster is hardened sufficiently. Soaking of walls shall be avoided
and only as much water as can be readily absorbed shall be used excessive evaporation on the sunny or
windward side of building in hot air or dry weather shall be prevented by handling mattings or gunny bags
on the outside of the plaster and keeping them wet.
Mode of measurement & payment :
The rate shall include the cost of all materials, labour and scaffolding etc, involved in the operations
described under workmanship.
All plastering shall be measured in square metres unless, otherwise specified length, breadth or height
shall be measured correct to a centimeter.
Thickness of the plaster shall be exclusive of the thickness of the key i.e. grooves or open joints in brick
work, stone work etc. or space between laths. Thickness of plaster shall be average thickness with
minimum 10 mm. at any point on this surface.
This item includes plastering upto floor two level.
The measurement of wall plastering shall be taken between the walls or partition (dimensions before
plastering being taken) for length and from the top of floor or skirting to ceiling for height. Depth of cover of
cornices if any shall be deducted.
Soffits of stairs shall be measured as plastering on ceilings, Flowing soffits shall be measured separately.
For jambs, soffits, sills etc. for openings not exceeding 0.5 sq. mt. each in area for ends of joints, beams,
posts, girders, steps etc. not exceeding 0.5 sq. mt. each in area and for openings exceeding 0.5 sq.mt.
and not exceeding 3.0 sq. mt. in each area deductions and additions shall be made in the following

Deduction for openings exceeding 0.5 sq. mt. but not exceeding 3 sq. mt. each shall be made as
follows and no addition shall be made for reveals, jambs, soffits etc. sills etc. of these openings.
When both faces of all wall are plastered with same plaster, deduction shall be made for one face only
When two faces of wall are plastered with different types of plasters or if one faces is plastered and
the other pointed, deductions shall be made from the plaster or pointing on the side of frame for door,
window etc. on which width or reveals is less than that on the other side but no deductions shall be
made on the other side. Where width of reveals on both faces of all are equal, deductions of 50% of
area of opening on each face shall be made from area of plaster and/or pointing as the case may be.
For openings having door frames equal to projecting beyond the thickness of wall, full deduction for
opening shall be made from each plastered face of the wall.
In case of openings of area above 3 sq. mt. each, deduction shall be made for opening but jambs, soffits
and sills shall be measured.
The rate shall be for a unit of one sq. metre.
Distempeing (Two coats) with oil bound distemper of approved brand and manufacture and
of required shade on wall surfaces to give an even shade, over and including a priming coat with
distemper primer of approved brand and manufacture after thoroughly brushing the surface
free from mortar dropping and other foreign matter and also including preparing the
surface even and sand papered smooth.
The rate shall be for a unit of one sq. metre.
