Providing Integrated Project Management Consultancy services for Construction/Modification & Extension of existing passenger Terminal Building at Srinagar Airport including planning , conceptual/schematic designing based on modern functional building design incorporating local architecture/ culture/ art / heritage, as per scope of work, Contract conditions , role & responsibilities of the PMC which is broadly inclusive of, but not limited to, Planning, Conceptual , preliminary/schematic Designing and Construction Supervision of the project which will include master planning/layout plan, city side and air side development plan, preparation of conceptual plan, prospective view of the proposed Terminal Building,
Architectural plan showing schematic arrangement of various facilities for smooth passenger flow along with City side and Air side elevations and conceptual planning and preliminary/schematic designing of a modern energy efficient RCC framed / Steel & glass terminal building depicting local architecture/ culture/ art / heritage features including Electric Sub-Station Building and AC Plant building, Solar lighting, elevators, escalators, BHS system, Boom Barrier , Augmentation power supply system, Travellator, PBBs, Water Supply, Drainage, Sanitary installations, Internal & External Electrical Installations, Signage, HVAC, BMS, STP, Fire Fighting, Fire Detection , Sprinkler & Alarm System, Rain Water Harvesting, Landscaping, Interior Design, External Lighting , diversion of electrical and other services etc. and preparation of Inception report, Concept Design report, Schematic Design report, Design/ Drawings/ Technical Specifications report, Cost Estimate stage report, preparation of bid documents, comparative and tender justification statement, Final Bid Process Management stage report, Bid Evaluation report and assisting AAI in award of work to the main contractor on EPC contract basis,
including supervision of works with effective monitoring, ensuring proper quality control, checking and verifying base line data used by the Execution Contractor for detailed Engineering design, vetting of structural design submitted by the executing agency, setting out works on ground, day to day construction supervision , assisting AAI in approvals related to execution contract, advising on corrective action & revision of work programme to achieve timely execution, checking of stage-wise measurements, bills of execution contractor, ensuring timely Trial runs , timely operationalization of Terminal building, preparing & submitting project completion reports and all other tasks assigned by AAI in line with provisions contained in the Tender Document for the subject Consultancy Contract.
Note 1: Quoted percentage of consultancy fee shall be divided into 2 parts i.e. a) Upto award of EPC Contract – 30% b) During execution stage of EPC contract i/c DLP - 70%
The amount (Running / Final bill) of the Consultancy fee payable shall be lesser of the amount worked out based on the percentage of the quoted fee on the estimate cost prepared by the PMC and approved by AAI / awarded value of the EPC contract / completion cost of the EPC contract. However, till the time PMC consultant prepares the estimated cost and approved by AAI, the fee of PMC consultant shall be paid based on the ball park estimated cost mentioned in PMC bid document. The payments so made shall be adjusted subsequently based on the lesser of estimated cost prepared by PMC and approved by AAI/ awarded value of the EPC contract / completion cost of the EPC contract. (These all cost are exclusive of cost of bought out items.)
For the major bought out items i.e. Escalators, Elevators, Travellators, Baggage Handling system, Passenger Boarding Bridges, D.G. Sets, Transformers & X-Ray Machines, the Consultancy fee payable shall worked out based on the 25% of quoted fee of estimated cost prepared by PMC and approved by AAI / awarded cost / actual completion cost (whichever is less) of the particular bought out item, for which PMC shall include appropriate clause in the EPC contract Tender Document to enable AAI to identify cost of such bought out items separately.
Estimated cost of bought out item will be based on the cost of items at the place of origin / place of manufacture. Awarded cost of bought out item will be excluding fright charges / basic custom duties or any other taxes. . Completion cost of bought out item will also be excluding fright charges / basic custom duties or any other taxes.
This being a Global Tender, bidders are allowed to get payment in internationally tradable currency. However, quote in INR will get fixed at exchange rate applicable on date of submission of bids (declared by Reserve Bank of India (RBI) on day of submission of bids). Payment in foreign currency of equivalent value considering above said exchange rate throughout the contract period shall be applicable. Bidders are required to absorb fluctuation in exchange rate. Payment in equivalent foreign currency will be made by applying the above fixed exchange rate.
