The Broad Scope of work includes:
1. District Panchayat, Devbhumi Dwarakarequirestheservicesofsuitablyqualified and registered
domestic Consulting Firms/Agencies/Companies to provide Consultancy
servicesforcarryingoutfeasibilitystudies,preparationofDetailedProjectReportsand Bid Documentation
for providing in infrastructure project consultancy services to selected Project of District panchayat,
Devbhumi Dwaraka. The scope of work includes Preparation of DPR, Bid document for bid process
management, project management, Construction Supervision and Inspection for all infrastructure
work of various grant under District Panchayat, Devbhumi Dwaraka Including preparation of
Feasibility Report to Describe Existing Facility in village & to provide proposed infrastructure
facilities in village like (1) Potable water distribution scheme with allied infrastructure and house
hold connections.(2) Drainage scheme for disposal of Dry/wet sewage . (3) Sewage treatment plant
(4) Main village road passing through the village market (R.C.C. road) (5) E – library with internet
facilities (6) Play ground (With accompanied facilities for the sports of Box cricket, Pickle ball,
jogging track, volley ball, etc.) (7) Internal R.C.C. roads of village (8) Walkway with plantation
around village pond (9) Street lights and C.C.T.V. camera (10) Public toilets (11) Public garden (12)
Community hall (13) E- gram center.(14) Atalwadi (15) Any Other , etc. complete. Including
preparing presentation for the above DPR to the concerned authority and approval of the DPR from
the concerned authority.
2. Prepare design brief and DPR based on discussions with District Level Committee, along with
conceptualization of the Village Development Plan.
3. Carry out all the investigations and surveys that may be required for the said project (from
planning, detailed design to the implementation stage) which includes SBC data, contour sheet of
the entire area, topographical layout etc.
4. Procure all clearances that may be required for the project implementation. The Authority shall
bear all the statutory fee for this purpose.
5. Undertake Comprehensive Architectural Consultancy including detailed drawings, preparation of
BOQ and estimates, assistance in tendering towards selection of Contractors and Agencies.
6. Preparation of detailed design and drawings towards structure design, landscaping, services
Including but not limited to mechanical, electrical, plumbing, and fire safety.
7. Undertake day-to-day Project supervision during the implementation period.
8. Performance Security:
(A) Consultant has to provide performance security of 10% of quoted professional fees of Total
accepted value of consultancy contract for each work/Package and to be paid to concern Executive
Engineer as follows:
1) 2.5 % of the total accepted fees in the form of Bank Guarantee (BG) while signing the contract. 2)
2.5 % of the total accepted fees in the form of BG within two months from the date of actual start
of the services after full mobilization.
3) 5.0 % of the total accepted fees on completion of 50 % time of services (i.e. one year from the
award of services).
9. Bid Security (EMD):
Consultant has to furnish, as part of its proposal, Bid Security/Earnest Money Deposit amounting
to Rs. 1,00,000.00/- Lump Sum for the work
The Bid Security (EMD) shall be given in favor of Executive Engineer, Panchayat Road And
Building Division, Devbhumi Dwaraka for the valid period of not less than 180(One hundred eighty)
days and shall be in any one of the following form:
The full amount of Earnest money deposit shall be in the form of Fixed deposit receipt
Cheque shall not be accepted.
The Earnest Money Deposit shall be valid for a period of not less than one hundred eighty
(180) days from the last date of online submission of Tender in the first instance. The same
may be extended by the bidders for a further period of one hundred eighty (180) days, if
required by District Panchayat, Devbhumi Dwaraka. Tenders without submission of Earnest
Money Deposit shall be rejected as nonresponsive. If during Tender validity period, the
bidder withdraws his Tender, the Earnest Money Deposit shall be forfeited and the bidder
will be disqualified from tendering for further works of SSNNL for one year from date of
withdrawal of his proposal.
The Earnest Money Deposit will be returned promptly to the unsuccessful bidders except top
three ranked bidders. The Earnest Money Deposit will be returned to these bidders after first
ranked bidder furnishes Security Deposit 38 | P a g e for performance and duly enters into
Within Ten (10) days from the date of issue of the letter and acceptance of Tender by the
bidder, the successful bidder shall furnish the required Security Deposit for performance
with the condition of the Contract and attend the office of the Engineer – In – Charge for
execution of the Contract documents. If agency fails to furnish the Security Deposit for
performance or to execute the Contract for the work offered to him, his EMD shall be
forfeited and the bidder may be disqualified from tendering for further works.
10. The services required to be provided by the Consultant towards the projects is more particularly set
out in Annexure-A. The Consultant shall provide the required deliverables specified in This
Agreement in conformity with the time schedule and payment schedule stated therein Part- II of
12.1 Any sum falling due or any loss caused due to this agreement shallbe
recoverablebytheclientfromtheconsultant’ssecuritydepositand consultancy fees.
12.2 The consultant shall be liable for defects, discrepancies and disorders etc. in preparing cost
12.3 TheConsultantsshallbe liableforarithmetical calculationsincostestimates & DPR, All plans,
drawings, specifications, design, reports other document and software prepared by the consultant
for the client under this agreement shall become and remain the property of the client. The
Consultant shall, not later than upon termination or expiration of this agreement, delivery all such
document etc. to the Client, together with a detailed inventory thereof.
Restrictionsaboutthefutureuseofthesedocumentsandsoftware,ifany, shall be specified

anyproprietaryorconfidentialinformationrelatingto theproject,theservices, this agreement or the
Client’s business or operations without the prior written consent of the Client.
12. Settlement Of Disputes:
12.1 AmicableSettlement:The parties shall use their best efforts to settle amicably all disputes arising
out of or in connection with this agreement or the interpretation thereof.
12.2 Dispute Settlement: Any dispute between the parties as to matters
arisingpursuanttothisagreementwhichcannotbesettledamicably withinthirty(30) days after receipt
by one party of the other party’s
requestforsuchamicablesettlementmaybesubmittedbyeitherpartyfor settlement in accordance with
the provisions specified in the document to the Client=(DistrictPanchayat-Devbhumi Dwaraka
,(P)R&Bdivision-Devbhumi Dwaraka),Devbhumi Dwarakaand
hisdecisionshallbefinalandbindingtobothparties.
12.3 Jurisdiction: The contract has been entered into the State of Gujaratand its validity, construction,
interpretation and legal effect shall be the exclusive jurisdiction of the courts in concerned district
or of the courts at the place where this agreement entered into. No other jurisdiction shall be
13. TAXES AND DUTIES:
The consultants and the personnel shall pay the taxes, duties; fees, levies and other
impositionsleviedunder the existing,amended or enacted laws during life of this agreement
and the Client shall perform such duties in regard to the deduction of such tax as may be
lawfully imposed.
14. SPECIAL CONDITIONS:
14.1 If Consultant fails to complete work within stipulated time limit, the Consultant
will be terminated and the deposit shall be forfeited.
14.2 AllapplicableGovt.andLocal taxesshallbeborneby thecontractor. Alltherates shall be
including of all the prevailing taxes including GST.
14.3 Being unit rate tender, the quantity/amount of work is uncertain. Any Objection
regarding the same will not be entertained from consultants.
14.4 Theconsultantshallcarryoutonlythatactivity/activitieswhichis/areassignedtohim by
respective Engineer / Officer in charge on behalf of District Panchayat Devbhumi
ANNEXURE-A: SERVICES
The detailed scope of work is as below.
A . Services as an Architect cum Consultant
Stage A.1: Concept Design
1. Ascertain requirements, examine site constraints & potential, and prepare a design brief after
verification of land records and availability, suitability for the project after considering existing
bylaws & prevalent regulations for Authority's approval.
2. Review of the projects identified by the Authority (if applicable) and ascertain the feasibility of the
same based on local studies and surveys, along with identification of further projects for holistic
development of the area.
3. Prepare a site evaluation report, along with state of existing buildings and Infrastructure, and
analysis and impact of existing and/or proposed development on its immediate environs, both
positive and negative. The Site evaluation should be backed by detailed site study, and due
diligence, including but not limited to verification of the Site suitability to the proposed project,
land ownership, dimensions, areas available for implementation of project.
4. The Consultant shall check & verify the land details, suitability & user rights available with the
Authority, conditions of utilization of the land parcel, and requirement of any particular/special
permission towards the utilization of the land for the purpose of the project, and report the same to
the Authority promptly.
5. Identify and undertake all studies, surveys and investigations required for the project, including but
not limited to topographical surveys, contour surveys, bathymetric surveys, soil bearing capacity,
structural analysis of the existing structures (if any), etc. The cost of all surveys and investigations
shall be borne by the Consultant.
6. Identify all stakeholders associated with the project to understand their roles devise strategies to
systematically engage them through all stages of the project.
7. Identification of all statutory clearances required for the project,
8. Prepare conceptual designs with reference to requirements given and prepare rough estimate of
cost on area basis and submit the same for the feedback of the Authority.
Stage A.2: Preliminary Design and Drawings
1. Modify the conceptual design incorporating required changes and prepare the preliminary drawings,
sketches, study model, etc. for Authority's approval along with estimate of cost.
2. Prepare SBC data as per requirements with detailed topography study of the entire site area
including contour survey of total land.
3. Structural Design: Prepare design of foundation and buildings structure after taking into account soil
test report to withstand cyclone / windstorm, seismic loads and earthquake and shall be in
accordance with National Building Code and Indian Standard Code of practice.
4. Design of services including but not limited to, a) Sanitary, plumbing, drainage, water supply and
sewerage design, b) Electrical, electronic, communication systems and design, c) HVAC, d) Building
automation system, and c) Fire detection, Fire protection and Security systems etc.
5. Design and drawing for components like: Landscape, Conservation, graphic design and signages shall
also be part of the scope of works.
Stage A.3: Statutory Clearances
1. The consultant shall endeavour towards Identification of projects which require minimal special
clearances and are sensitive to the natural and cultural environment of the site.
2. The Consultant shall be responsible for getting all clearances, both Pre and Post-construction, from
the Department/agencies like Environment, Forest, CRZ Clearance, Local Authority, Archaeology
etc, that may be required for the projects as identified.
3. It is clarified that the statutory fee for the clearances shall be borne by the Authority at actuals.
Aller costs including technical inputs, hiring of any specialized consultant required for mapping of
data or any such other technical requirements/studies, testing of various parameters, travel etc.
shall be borne by the Consultant.
Stage A.4: Working Drawings and Tender Documents
1. The Consultant shall Prepare working drawings, specifications, and schedule of quantities (precise
detailed measurements sheets with clear location references and Rate Analysis) sufficient to
prepare estimate of cost and tender documents including code of practice covering aspects like
mode of measurement, method of payments, quality control procedures on materials & works and
other conditions of contract in accordance with codal procedures.
2. The Consultant shall assist the Authority in evaluating all new item quotations and make
recommendations in connection with the specifications and drawings connected with the project
Stage A. 5: Assistance in tender invitation, analysis, negotiations, and selection of agencies
1. Preparation of integrated time schedule for execution.
2. Preparation of Request for Proposal Document/s for shortlisting of vendors and agencies for
execution, In lines with the guidelines issued by the Roads and Buildings Department, Government
of Gujarat and For any other guidelines mandated by the Authority, from time to time.
3. Scrutiny, evaluation, and thorough analysis of technical and financial bids.
4. The approach and methodology for batter implementation of project professionally &
comprehensive planning is to be submitted for approval and smooth implementation of the project
in time bound manner.
5. Liaising & co-ordination with the local authorities, contractor/agency and the Authority for
obtaining necessary permissions/NOCs/statutory approvals, if any
6. Furnish three copies of working drawings (duly signed & stamped), schedules, new specification, and
quantities to enable them to fulfil their obligations under the conditions of the Tender.
7. Assist the Authority in evaluating all new item quotations and make recommendations in connection
with the specifications and drawings connected with the project.
8. Following the design phase, the Consultant shall render services as a PMC and provide day to day
supervision services.
Stage B. Services as a PMC
Stage B.1: Supplying Drawings during the Construction
1. Prepare and issue working drawings, specification, and details for proper execution of works during
2. Issue the plinth level drawings on issuance of LOA to selected contractor/agency.
3. All Working drawings required for execution shall be issued in advance, as required by the
Contractor from time to time.
4. Approve samples of various elements and components.
5. Check and approve drawings submitted by the Contractor/vendors when required.
6. Prepare drawings necessary for Authority's statutory approvals and ensure compliance with codes,
standards and legislation, as applicable and assist Authority's in obtaining the statutory approvals
thereof, if required
7. Prepare and submit complete drawings and details sufficient to commence work at site and lot
proper execution during the construction.
8. Approve the schedule of work of progress submitted to the contractors.
9. Prepare and supply to the contractors such drawings, schedule, now specifications, and quantities
enable them to fulfil their obligations under the conditions of the contract.
10. Assist the corporation in obtaining all necessary permission, license and approval form the different
authorities required by the corporation for execution of the project,
11. Render technical advice and assistance necessary for the project.
12. The Consultant shall Issue running bill certificate within 5 days of the claim of the contractor I
agency & final completion certificate for the work executed by the contractor/agency within one

1. Interact with various Agencies, Contractor & Other Consultants for speedy flow of information
clarification etc. with verification of actual Site situation in relation to the Drawings issued,

workmanship, line, levels etc, and provide total superintendence to works.
3. Co-ordinate with participating agencies, Liaison with Local Authorities / stakeholders on daily basis
to ensure all the works progress in a systematic, synchronized manner and time bound manner.
4. Conduct regular site meetings to sort out the bottlenecks holding the progress, Including taking the
required permissions & sort out the Land Use issues (if any) & in case the work is hold up for a week
PMC should report to Authority's Head office (HO) in person and coordinate to resolve the issues
from Head office, Authority by deputing Senior Engineer till it is resolved to further recommence
5. Interact regularly with Authority on all matters related to execution including submission of weekly
progress reports, cost status etc.
6. Verify the contractor's site measurements, bills and issue appropriate payment certificate with
taking and recording MB (Measurement Book). The same shall be signed & stamped by the In-charge
Engineer of Consultant & Jointly signed by the Consultant's authorized signatory for certification of
contractor's bills and periodical verification should be done by senior staff for monitoring the
performance of the Contractor.
7. Organize and witness the testing along with various lest reports of contractor and commissioning of
services and systems.
8. Prepare cash flow charts and update budget estimate as per actual execution and keep Authority
informed on all the changes prior to Implementation & execution of works if any with submission of
specific reports.
9. Monitor the variations and deviations from the original designs, concept and work order and keep
the Authority informed including obtaining prior approvals from the client whenever required with
submission of Excess/Saving Statements.
10. Following Registers should be maintained along with other registers required as per necessity at
every site with addition of other registers required as per need basis which will be inspected by
Authority Engineers as and when there is site visit.

11. The Consultant shall not make any deviations, alterations or omissions from the approved drawings,
Involving financial implications without prior consent of the client.
12. Work has to be carried out only after understanding all Drawings, should follow in totality the note
written in the structural drawing for Implementation & before starting the work according to
Drawings, in case if there is any discrepancy (higher/lower) in tendered quantity, it should be
immediately informed to Authority for taking written permission.
13. The Consultant shall not, without prior written sanction of the Authority, make any deviation in the
plans, specification, approved rates & quantities etc. for any items approved by the Authority.
14. The Authority shall be communicated for all changes, decisions, etc. in writing as shortest in time as
possible well in advance.
15. Drawings, plans and specification are the property and ownership of Authority, irrespective of
whether the work has been executed or not.
16. Consultant should check the specification of all the aggregates including sand, grit & kapachi &
should be used as per gradation / specification of work only.
17. 17. Consultant shall supervise thoroughly and get the work implemented for structural soundness &
operational effectiveness of the works by the Contractor.
18. The Consultant is required to provide services in respect of monitoring, supervision,
implementation, execution and recording of work as being correctly interpreted/ implemented with
the design by the Contractor.
19. At any point of time, if doubt or discrepancy found in allotted drawing/design, Consultant shall
submit the clear alternate/solution with technical justification to Authority.
20. The Consultant shall supervise and monitor the construction work for preoperative and execution on
day to day basis during the work under progress to achieve the stipulated standards of quality of the
project and timely completion.
21. 21. Consultant shall develop and follow the computerized reporting and record management system
and shall obtain prior concurrence of the same from Authority.
22. To Co-ordinate with participating agencies on dally basis to ensure all the works progress in a
systematic, synchronized and lime bound manner & has to submit weekly report to Authority
showing clearly whether work progress is as per the work bar-chart, time limit and scheduled of
implementation with highlighting delayed activities & action required from whom, along with any
critical issue /bottleneck to be resolved & if the work is held up for more than 10 days, Consultant
should report to Authority head office and resolve the issues from Authority office and follow up the
matter till resolved.
23. To monitor the variation and deviation from the original designs, concept and quantity in the work
order and keep the client informed including obtaining prior approvals from the client whenever
24. In no case Consultant will allow excess in execution of items where quoted rate is higher than
estimated rate & No saving will be there - where quoted rate is below estimated rate, except
written approval of Authority.
25. Consultant shall mandatory establish separate fully equipped local site office within 15 km radius of

implementation stage:

27. The Consultant must ensure that resources to be deputed at site shall conform to the Minimum
experience as given above at all times. The CVs of all such resources shall be got duly approved by
the Authority before deployment.
28. In addition to the full-time resources to be deputed on site, the, Consultant shall ensure that
periodic site visits are also undertaken by senior technical resources / subject experts and Key
Personnel through the implementation of project.
29. The Consultant shall ensure the availability of a Structure Engineer and IT Engineer, who shall be
available for discussions with the Authority as visit site, as and when required.
30. The Consultant shall identify a local technical resource person, who shall act as the point of contact
with the Authority during the implementation of the project.
31. During the course of implementation of projects, prior & post execution stages, including
settlement of claims & arbitration matters, if any, Consultant should indemnify & safeguard the
interest of Authority.
32. If the works gets stop due to some or the other encroachments, Consultant is supposed to inform
the respective Department and fill the works get started on site the concerned Engineer should
remain present in the Office of the Concerned Engineer in the Department.
33. Other than the fee which is to be given to the Consultant, no other expense, what so ever (Le,
Laboratory testing, to and fro transportation cost to attend the meetings etc.) will be given by the
Department. The fees will be paid by checking the actual work carried out by the Contractor on
Stage B.3: Post Execution Stage
1. Obtain integrated as-built up drawing, incorporating the details of various works actually executed.
2. Obtain guarantee certificate, maintenance manuals from specialist agencies and compile them in a
easily understandable for future reference.
3. Assist Authority in obtaining Completion Certificate and/or Occupancy Certificate and / or BU
permission and/or Project use permission, similar clearance and certificate as may be required,
from statutory authorities, wherever required.
4. Prepare an integrated housekeeping, operation and maintenance manual for proper upkeep of the
5. Assist Authority to appoint suitable agencies for operation, maintenance, and housekeeping.
6. Assist Authority In settlement of contractor(s)/agency(les) accounts.
7. Assist Authority in settlement of any extra / excess items if any.
8. The Consultant shall monitor the Project (both physical & financial) during entire Project duration
and shall submit weekly/monthly (or at an interval as specified by the Authority) reports, as
required by Authority.
9. The Consultant shall submit specific reports Including excess / saving statement and statement of
extra items with recommendation of reasonability of rates and justification for the same.
10. The Consultant shall produce one Master Overall schedule and report overall progress every month
The Consultant shall prepare detailed discipline wise schedules for setting out targets, coordinate
and on request by authority in work progress presentations/discussions as may be required.
11. The Consultant shall be required to provide status of monthly (or at on interval as specified by the
Authority) progress report, in the form of a presentation and report. The Consultant may be
required to attend various presentations/meetings, wherever required, at short notice.
12. Other Conditions
1. The Consultant shall be fully responsible for the implementation of the detailed design, day to day
supervision, recording of all measurements, Inspection and evaluation of the works.
2. The Consultant shall not assign, sub-let or transfer their interest under this assignment.
3. Drawing, plans and specification are the property and ownership of the Authority, irrespective of
whether the work has been executed or not.
4. The Consultant should indemnify & safeguard the Interest of Authority during the course of
Implementation of projects, prior & post execution stages, including settlement of claims &
arbitration matters, if any.
5. The Consultant shall ensure that the disposal of debris is undertaken as per prudent practices and
sensitive to the sensitive nature of the site.
6. The Consultant shall coordinate the activities such as site take over, discussion with Authority and
the EPC Contractor(s), review Contractor's work schedule, work plan and implementation schedule
as per the Agreement, review of master list of equipment's and materials, review of master list of
personnel, review of the Contractor's insurance policy, making arrangements for items like site
office, laboratories etc.
Coordination related
1. Interact with Contractor & Other Consultants for seamless coordination towards the flow of
Information and verification of actual site conditions in relation to the drawings issued.
2. Coordinate with all stakeholders on a daily basis to ensure that the progress of the works is in a
systematic, synchronized and time bound manner.
3. The Consultant shall interact regularly with the Authority on all matters related to execution and
submit weekly progress reports, status of cost and other details as necessary etc.
4. Communicate to the Authority all changes, decisions, etc. in writing well in advance and only after
the prior written approval of the Authority on the same should they be executed.
PART-II: Timelines and Payment Schedule
1. The Consultant shall be paid at the rate of [A.BCD] % [[In words] percentage) of the total sanctioned
project cost of [in numbers] Cr (Rupees [in words] only), which is Inclusive of all taxes excluding
GST, against submission of Invoices.
2. The fee as mentioned above is inclusive of all surveys, Investigations, testing, laboratory costs, fee
towards design, planning, preparation of DPR, Interior design, structural design, plumbing &
sanitation design, landscaping, detailing towards electrical & electronics (Internet, computer, CCTV
camera, HVAC, etc.) design, preparation of estimate, BOQ, tender papers, tender evaluation, cost
of resources, site office, printing, preparation of models etc., which may be required for providing
services for this Project.
3. Consultant will be required to provide its services as per the Annexure A and depute resources as
mentioned in the detailed scope of work. The payment terms shall be as under:

Important Note:
1. For normal variation not involving any major revisions, no additional fee shall be paid to the
Consultant. However, if the Authority has mandated major changes, the Consultant will be paid for
revision in drawings and a mutually decided timelines. Major changes shall mean revision which
creates more than 10% increase in the project cost, and after 2nd release.
2. Authority will refer to all relevant clauses of the GR while making payments.
3. All submittals (Reports and Drawings) shall be made in requisite number of coloured printed copies
at an appropriate scale and soft copies to be submitted over email/pen drive.
4. The Authority shall endeavour to give feedback, if any, on each submittal within 15 days of the
submission, after which the Consultant shall re-submit the revised reports and maps. Payments shall
be released stage wise upon successful acceptance of the submittals at each stage by the Authority
5. 5% of the total bill amount from each bill shall be retained by the Authority ("Retention Moneys")
and shall be released in full and without any interest to the Consultant within 90 (ninety) days
(without any interest) following the release of last milestone (provided there are no outstanding
claims of the Authority on the Consultant in terms hereof in which event amount of outstanding
claims shall be appropriated from such retained amounts.
6. In an event the project completion is delayed beyond [number] years, no additional compensation in
any manner shall be given to the Consultant.
