Hyderabad division - Outsourcing of TSS operators (Monitoring & Data Recording) of TSS at JANKAMPET(JKM), MANOPAD (MOA) and MAKTHAL (MKTL) Traction Sub- station (TSS) for a period of 02 years.

As per GCC for Services or Latest. (T1- Financial Turnover: The tenderer should have an aggregate Financial turnover not less than 1.5 times the advertised tender value during the last three previous financial years and in the current financial year upto the date of opening of the tender. The audited balance sheet reflecting Financial turnover certified by chartered accountant with her stamp, signature and membership number shall be considered. Financial turnover certificate should also be submitted in the form of annexure-F supported with (a) Audited Balance Sheets clearly indicating financial turnover and Profit & Loss statement for the completed Financial Years. (b) For the current financial year, Provisional Balance Sheet issued by Chartered Accountant, clearly indicating financial turnover supported by Income Tax Form-26AS. T2- Liquidity: The tenderer should have access to or has available liquid assets, lines of credit and other financial means to meet cash flow that is valued at 5% of the estimated bid value net of applicant's commitments for other contracts. The Audited balance sheet and / or banking reference certified by chartered accountant with her stamp, signature and membership number shall be submitted by the tenderer along with bid. The banking reference should be from a Scheduled Bank in India and it should not be more than 3 months old as on date of submission of bids.)

As per GCC for Services or Latest. Minimum eligibility criteria (As per clause 2.6.1 of GCC of services): The bidder should have satisfactorily completed in the last three previous financial years and the current financial year up to the date of opening of the tender, one similar single service contract for a minimum of 35% of advertised value of the bid. Completed service contract includes ongoing service contract subject to payment of bills amounting to at least 35% of the advertised value of the bid.

The tenderer should have valid Electrical Contractors License Grade "A"/33KV or above issued by Govt. Electrical License Board (OR) the site supervisor should possess necessary 'A' Grade/33KV or above License issued by a Government Licensing Authority to carryout works of appropriate voltage. The license should have been issued on a date prior to date of tender opening.

Similar nature of work for Manning and Operation of TSS: Execution of erection (including design, supply as applicable), testing and commissioning of 25kV AC 50Hz single phase, traction overhead equipment for Railway applications including assisted/ private/ departmental sidings AND/OR Replacement of OHE assets viz., cantilevers, auto tensioning devices, Span droppers, catenary/contact wires and OHE modification works in yards in existing electrified territory AND/OR Maintenance of 25 kV AC 50Hz single phase, traction overhead equipment for Railway applications including Assisted/Private/ Departmental sidings AND/OR Stringing of 33kV and above rating, transmission lines including erection of transmission Towers/OH lines poles, and associate civil engineering works for PGCIL/TRANSCO/SEB/DISCOMs/any Govt. agencies AND/OR, Erection, testing and commissioning of 25kV Overhead Electric equipment in railway applications, including 25kV Auxiliary transformers and 25kv 1.1.1 switching stations. [ O R ] Provision or modification to sub- stations/switching stations involving 25kV/33kV/66kV/132kV EHT and above switchgear equipment, control and protection equipment, reactors, power factor correction equipment etc. (or) transformers of 12.5MVA and higher capacities executed for Railways or any other SEBs/ PGCIL/NTPC/DISCOMs/TRANSCOs etc., AND/OR Maintenance of 25kV AC 50Hz single phase PSI equipment for Railway applications including Assisted / Private / Departmental sidings (or) the Tenderer should have satisfactorily completed the maintenance /periodical overhauling /repairing, testing & commissioning of equipment belonging to voltage class of 33kV and above EHT voltages for any of the Railways/PGCIL/ TRANSCOs/ SEBs/ DISCOMs/NTPC/any Govt. agencies. [ O R ] Tenderer should have experience in Operation and maintenance of sub-stations/ switching stations of voltage class of 25kV and above for any of the Railways/ PGCIL/TRANSCOs/SEBs/ DISCOMs/NTPC /any Govt. Any other information / Certificates required as per Tender document for Partnership deed, For Private Limited Company - Article of association, MOU/MOA, Power of Attorney (backed by resolution), For Proprietary firm - PAN, Aadhar, GST etc. as per IR GCC APRIL 2022 or Latest. In case the Tenderer is a Partnership Firm: [i] Partnership deed. [ii] Power of Attorney (duly registered as per prevailing law) in favour of an individual to sign the tender documents and create liability against the Firm. [iii] PAN / TAN number of firm (PAN / TAN number in the name of any of the constituent partners shall not be considered). In case the Tenderer is a Company registered under Companies Act-2013:(i) the copies of MOA (Memorandum of Association) and AOA (Articles of Association) of the company; and (ii) A copy of Authorization/Power of Attorney issued by the Company (backed by the resolution of Board of Directors) in favour of the individual to sign the tender on behalf of the company and create liability against the company.(iii) copy of PAN number of the Company.

Power of Attorney :- The tenderer whether sole proprietor / a company or a partnership firm / joint venture (JV) / registered society / registered trust / HUF / LLP etc if they want to act through agent or individual partner(s), should submit along with the tender, a copy of power of attorney duly stamped and authenticated by a Notary Public or by Magistrate in favour of the specific person whether he/they be partner(s) of the firm or any other person, specifically authorizing him/them to sign the tender, submit the tender and further to deal with the Tender/ Contract up to the stage of signing the agreement except in case where such specific person is authorized for above purposes through a provision made in the partnership deed / Memorandum of Understanding / Article of Association /Board resolution, failing which tender shall be summarily rejected.
