Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The Tenderer shall bear all costs associated with preparation and submission of his tender and the employer will in no case be responsible and liable for the those costs

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The TENDER PROCEESING FEE will not be refunded.

The employer is not responsible for any delay in accessing Karnataka Public Procurement Portal

The requisite Earnest Money Deposit (EMD) Through ONLINE only with validity from the date of opening of the tender. The tender schedule will be issued to the applicants who make payment through ONLINE only. Tenders received without valid EMD through e-payment will be rejected. Under this section of qualifying criteria the tenderer should furnish capacity details/ format

All the formats prescribed in the bid document shall be filled by the bidders in a complete manner. Incomplete formats may constitute sufficient reason at the discretion of CNNL for rejection of the bid

All scanned documents to be uploaded shall be in original and the Executive Engineer will verify the original documents at any stage before recommending for approval. Bidders should produce their original documents for verification during office hours related to uploaded documents in e-portal within 3 days of opening of technical Bid.

Further particulars, if any, required by the bidders can be had from the office of the Executive Engineer, V.C. Division, Mandya during office hours on all working days. It may be noted that if any of the calendar of any event mentioned above happen to be General Holiday/Declared holiday, the next working day will hold good for the respective events.

The intending contractors should note that if any of the lands either in part or in whole required for the work is not yet acquired by the Nigama it shall be the responsibility of the contractor to take possession of such land by consent of the owners before commencement of work at no extra cost to the Nigama and no claims whatsoever relating to non-availability of land would be entertained.

Defect liability period is THREE YEARS from the date of completion of the entire work, after issuing of work completion certificate from CNNL.

Tenderers shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by the Government of Karnataka.

The Tenderer should furnish the name of the individual or firm or company with address and telephone number with place of registration year of incorporation etc

The scanned signature of the bidder/authorized representative of the bidders shall be attached while uploading the bid document

Necessary certificates should be signed by an officer not below the rank of the executive engineer or equivalent competent authority and should be countersigned by the superior officer not below the rank of superintending engineer or equivalent competent authority

The intending Bidder or firm or company should furnish list of man power available with him for taking up above work.

The intending Bidder or firm or company shall provide accurate information on the related from about any litigation or Arbitration resulting from contracts completed or on going under its Execution over the last five years. The consisting history of awards against the tenderer may result in failure of the application.

Tenderer should furnish a copy of the Income Tax Return for the preceding five financial year (2020-21 to 2024-25)

The intending Bidder or firm or company shall provide the audited balance sheets or other financial statement acceptable to the employer for the last five years (2020-21 to 2024-25) and must demonstrate the current soundness of the applicant financial position and indicate its prospective long term profitability.If deemed necessary the employer shall have the authority to make enquiries with the applicants bankers.

The Tenderer should furnish a valid copy of GST Registration Certificate.

Employees Provident fund Registration Certificatea) In respect of Contractors who are not registered with the EPF (Employees Provident Fund) authorities the contractors should produce an undertaking that he shall within 7 days of the close of every month submit to the executive engineer, CNNL, VC Division, Mandya, a statement showing the recoveries of contributions in respect of employees employed are through in and shall also furnish under the provision of the scheme to the commissioner, EPF. b)However, having given an undertaking to this effect if the contractor does not furnish the information, the Nigama will deduct the necessary amount from the amount due from the contractor. not withstanding the above, the contractor will be liable for any consequential penalty /damages levied by the EPF authorities

The intending bidders are advised to visit the site of work before attending the pre- bid meeting and also before submitting the tenders

Royalty Recovery from the contractors bill will be made as per Government Circular CI 81/MMN 2014 Bangalore Dt: 05-03-2014 & Circular from the office of Director Mines & Geology Department Dt: 13-03-2014 & Circular from the office of Director Mines & Geology Department Dt: 06.09.2018 further any Orders/Circulars issued by Government of Karnataka from time to time.

The rates quoted by the contractor must be Exclusive of all taxes etc. The contractor is also required to pay quarry Fees, Royalties, Octroi Dues levied by the state Government or any Local body or an authority and ground rent, if any, charged by the Executive Engineer for stacking materials. No Extra Payment on this account will be made to the contractor.

GST will be deducted as per the prevailing Govt Orders from time to Time

Increase in GST shall not be paid in extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time

Materials like steel, cement etc., required for the work shall be procured by the Contractor themselves and should get the same tested by the quality control authority of CNNL before use in this work

The work includes all lead and lift / delift and work shall be carried out as per instruction of engineer-in-charge of the work. And all the specification as per Indian road congress and all relevant Indian codes. The rate for the specifications in the Schedule-B includes all lead and lift, irrespective of distance and height

Performance security-Within 20 days of receipt of the letter of acceptance, successful tenderer shall deliver to the employer a security deposit in any of the forms given below for an amount equivalent to 5.00percent of the contract price plus additional security for unbalanced tenders (If quoted below) in accordance with the clause 25. 5 of ITT and clause 43 of the conditions of the contract.Cash/ Bankers cheque/ Demand draft/ Payorder/ Bank Guarantee in favour of Executive Engineer,CNNL, No.2 VC Division, Maddur payable at Maddur or specified small saving instruments pledged to CNNL, No.2 VC Division, Maddur

Security Deposit Will be withheld till the expiry of the defect liability period

Building and other construction workers welfare cess: The contractor shall subscribe 1.00% of gross amount of each bill payable to him in respect of contract to the building and other construction workers welfare cess as per GO No: LD 300 LET 2006, Bangalore, dated: 18-01-2007. The amount of subscription will be recovered out of payable amount to him in each bill. This component is deemed to have been included in the quoted rate / Item rate

The contractors should adhere to the accepted action plan submitted by him under any circumstances without linking to the pending payment of the work

Sub leasing /subcontracting in any form is prohibited. Bids of bidders with track record of Sub leasing/subcontracting are liable for rejection

The quarries considered are for the estimate purpose only. The intending bidders shall visit the site, identify the quarries, ascertain availability for the quantity and quality of the materials required for the work and shall quote his rates accordingly. No extra claim whatsoever will be entertained in this regard

On account of restrictions on sand mining and scarcity of availability of sand, as an alternative the use of manufactured sand (M-sand) confirming to relevant IS specifications may be allowed during the remodeling work

The rates includes all leads and lifts and work shall be carried out as per the instruction of Engineer in charge .All specifications are as per relevant IS codes in vogue and Indian Road Congress. The rates for the specification in the Schedule B includes all lead and Lifts irrespective of the distance and height,no extra claim will be entertained for additional lead and lifts

Successful Bidder should submit the PERT Chart at the time of Execution of Agreement

Successful bidder should execute work agreement within 20 days from the date of issue of Letter of acceptance, failing which his tender will be cancelled on Risk and Cost basis and his EMD will beforfeited.

Related to qualification condition No 2, Idle charges for men & machineries for non-progress period delayed due to any reasons will not be paid

As per FD GO dated 26.03.2019, NSIC exemption for EMD is not accepted

CNNL reserves the right of rejecting all or any of the tenders without assigning any reasons

Typo graphical errors if any will not be the ground for any claims by the contractor

If the rate (s) quoted by tenderer for any item (s) of work is/are below the estimated rates of the department then the contractor shall furnish an addtitional performance ecurity for an amount equivalent to the difference between the cost as per quoted and the the estimated rates. In case of contractor quoting rate above 125% of the estimated rates,then the amount over and above 125% will be withheld during the progress of work.Additional performance security & fixed secured deposit as perKW rules should be given at the time of execution of the agreement.

The intending bidder/Firm/company should have satisfactorily completed 90% of work individually executed at least one similar work of Electrification Work for the Drip irrigation Scheme/ Lift Irrigation Scheme / Water Supply Scheme projects completed under KPTCL / BESCOM/CESCOM/CNNL/ from any other recognized organization of value not less than 50 % of the amount put to tender (i.e. not less than Rs: 185.00 Lakhs) during the last five financial years. from 2020-21 to 2024-25. NOTE- The certificates should be obtained from the competent authority that is not below the rank of the Executive Engineer or equivalent rank officer, & should be countersigned by the Superintending Engineer or equivalent rank officer.(The cost of completed works of previous years will be given a weightage of 10% per year based to bring them to 2025-26 level rupee price value)

The intending bidder/firm/company should have executed in any one financial year the following minimum quantities of the work in the last five years satisfactorily(2020-21 to 2024-25). a. Concrete:747.00 cum b.Fabrication and supply of galvanized 66 kv NBT/MC transmission Line tower 8 nos. note: The criteria above applies to the Individual bidder/Firm/ also. Certificate regarding the same duly signed by an officer not below the rank of the Executive Engineer and countersigned by the superior officer not below the rank of Superintending Engineer should be submitted along with the technical bid

The following qualification criteria should be met by the intending bidders/firm/company. to qualify for award of this contract each tenderer in his name should have in the last five financial years i.e.from 2020-21 to 2024-25 achieved in at least two financial years a minimum financial turnover of value not less than two times estimated annual payment under this contract.i.e Rs.741.00 lakhs.note turnover certificate duly certified by chartered accountant shall be uploaded financial turnove or previous years will be given a weighatge of 10 percent year to bring them to 2025-26 level rupee price level
