Selection of Operator for Waters Sports and Water Adventure Activities at Malaprabha River (Naviluteertha Dam), Savadatti, District Belagavi, Karnataka

Legal Entity-If the Bidder is a Single Entity The Bidder should be either a company incorporated in India under The Indian Companies Act, 1956/2013 and subsequent amendments thereto or a registered Partnership Firm under The Indian Partnership Act 1932 or Limited Liability Partnership Act 2008 or a Sole Proprietorship registered under the relevant Shops and Establishment Act with a registered office and operations in India.If the Bidder is a Consortium The Lead Member and all the Member Firms should be either a company incorporated in India under The Indian Companies Act, 1956/2013 and subsequent amendments thereto or a registered Partnership Firm under The Indian Partnership Act 1932 or Limited Liability Partnership Act 2008 or a Sole Proprietorship registered under the relevant Shops and Establishment Act with a registered office and operations in India.

Years of Experience If the Bidder is a Single Entity The Bidder should have at least 3 (three) years of experience in the last 5 years(i.e.,since April2019) (excluding pandemic period)(i.e., since February 2019) in the operation of watersports and water adventure activities. If the Bidder is a Consortium If the Bidder is a Consortium, the Lead Member of the Consortium should have at least 3 (three) years of experience in the last 5 years(excluding pandemic period)(i.e., since February 2019) in the operation of watersports and water adventure activities

Average Annual Turnover If the Bidder is a Single Entity The Bidder should have had a minimum average annual turnover of INR 15 Lakh (Rupees Fifteen Lakh) from any 3 (three) Financial Years of the last 5 (five) completed Financial Years (i.e.,FY 2019-20, FY 2020-21, FY 2021-22, FY 2022-23 and FY 2023-24) If the Bidder is a Consortium If the Bidder is a Consortium, either the Lead Member or the Member Firm should have had a minimum average annual turnover of INR 25Lakh (Rupees Twenty fiveLakh) from any 3 (three) Financial Yearsofthe last 5 (five) completed Financial Years (i.e.,FY 2019-20, FY 2020-21, FY 2021-22, FY 2022-23 and FY 2023-24). The turnoverof either one of the Lead Member orone of the Member Firms onlyshall be considered.Note: For Projects where the Bidder has worked as a consortium member, the Bidder shall furnish documents to substantiate the role of the firm in the project. DTDC, Belagavireserves the right to request any further supporting documents from the selected Bidder prior to the signing of the contract. The Financial Capacity of the parent/subsidiary/associate entities of the Bidder would not be considered for evaluation

Not Blacklisted / Barred If the Bidder is a Single Entity The Bidder should not have been blacklisted/ barred by any Central or State Government or PSU and should not be involved in any major litigation that may affect or compromise the delivery of service required. If the Bidder is a Consortium If Bidder is a consortium, then all the member firms of the consortium should not have been blacklisted/ barred by any Central or State Government or PSU and should not be involved in any major litigation that may affect or compromise the delivery of service required.

Power of Attorney of Authorised Signatory The Bidder/ Lead Member of the Consortium / Member Firm of the Consortium must submit a duly executed Power of Attorney in favour of the Authorized Signatory of the Bidder or a Copy of Board Resolution duly authorizing the signatory for signing this bid. If the Bidder is a Consortium, Power of Attorney in favour of the Lead Member of the Consortium must also be submitted.

Overall Experience with Adventure Sports activities If Bidder is a Single Entity The Bidder should have experience of undertaking at least 1 (one) project/ assignment where they operatedwater-based adventure sportsactivities at one or more distinct locations in the last 5 years since the date of notice inviting tender.(i.e., July 2019 onwards).If Bidder is a Single Entity The Lead Member of the Consortium should have experience of undertaking at least 1 (one) project/ assignment where they operated water based adventure sportsactivities at one or more distinct locations in the last 5 years since the date of notice inviting tender. (i.e., July 2019 onwards). The supporting documents for the assignment for assessment of eligibility must clearly indicate the location where the assignment was undertaken, and that operation of water based adventure sports activitieswas a part of the assignment.

Qualification for Operation of Water Based Adventure Sports Activities The Bidder shall form a multi-disciplinary team with the requisite qualified manpower for undertaking the assignment.The team shall comprise of the following- a.Project Manager: At least one Project Manager for the location with at least 3 years of experience in conducting water Based adventure activities.b.Adventure Guides / Instructors: Atleast 4 (four) trained adventure guides / instructors along with the following minimum requirements.b1.At least 1 (one) personnel with valid certification in both Power Boat Handling (PBH) and Life Saving Technique (LST) / Water Safety and Rescue Techniques.b2.At least 3 (three) personnel with valid certification Life Saving Technique (LST) / Water Safety and Rescue Techniques.c.All the Adventure Guides / Instructors and relevant support staff shall have necessary certification for first aid from a competent authority. Additionally, Adventure Guides / Instructors and relevant support staff should be certified by a competent authority for undertaking the respective adventure activities for which they have been proposed.An indicative list of competent authorities for the above-mentioned criteria is provided in Annexure 1

Office in Karnataka The Bidder must have an office in Karnataka or shall set one up at their own cost for undertaking this assignment within 6 (six) months of signing of the Contract, if selected

Site visit to understand the Project It is a must to the bidder or his representative to visit project site and understand the ground realities and prepare the project proposal accordingly
