1. Tenders are invited on behalf of the RAJKOT MUNICIPAL CORPORATION for
the work mentioned as under Third Party Inspection consultancy and Project
Management Consultancy service for various Projects i.e., Water Works,
Drainage, Roads and Buildings Works of Rajkot Municipal Corporation.
2. Qualification Criteria:
The agency having registered in R&B/ Irrigation/ GWS&SB or with the State
Government, or with Semi-Government or Central Government, shall submit
the necessary attested copies of documents that fulfil the qualification criteria
as detailed below, along with the tender. The agency which is not capable of
meeting requirements listed below shall not be qualified for the works.
(a) Average annual turnover of last 3 financial years shall be at least Rs.
Crore in Third Party Inspection and Rs. 5.00 Crore in Project Management
Consultancy, Engineering Consultancy jobs only.
(b) Experience of having successfully completed similar works during last
Seven years ending on 31.03.25 as per the following.
Similar works means, Third Party Inspection / Project Management
Consultancy and Engineering Consultancy jobs of the various
Projects i.e., Water Works, Drainage, Roads and Buildings.
(c) Three similar completed works each costing not less than the amount equal
to Rs. 10.00 Crores
Two similar completed works each costing not less than the amount equal to
Rs. 15.00 Crores
One similar completed works each costing not less than the amount equal to
Rs. 25.00 Crore
Note: Enhancement factor at 10% per year will be applicable to arrive at
average annual turnover and experience and finalize the magnitude of work
done in last seven years

as to the nature of work to be executed. The Bidder shall be deemed to have
full knowledge of all the relevant engineering documents, etc. whether he
inspects them or not.

8. (a) COVER-1: EARNEST MONEY DEPOSIT
The Bidder shall submit Earnest Money Deposit of Rs. 1,00,000/-(FOR
TPI), Rs. 3,00,000/- (FOR PMC) and Tender Fee Rs. 4,500/- on the
name of "The Commissioner, Rajkot Municipal Corporation" payable at
RAJKOT in form of DD. The Demand Draft of the Tender Fee shall be
drawn from any Nationalized/Scheduled Bank. The Tender Fee is non-

of the successful bidder shall be returned after the submission of the security
deposit. EMD to other bidders shall be returned after 180 days of the opening
of Tenders or selection of PMC / consultant whichever is later.
(b) COVER-2: QUALIFICATION-CUM-TECHNICAL BID DOCUMENTS

work plan to execute their work and different tasks involved in this job.

(c) COVER -3: MAIN TENDER COVER
The above said TWO sealed covers (i.e., Cover-1 & 2) shall be placed in
Cover-3 with the name of work written outside the cover as "Third Party
Inspection consultancy / Project Management Consultancy service for
various Projects i.e., Water Works, Drainage, Roads and Buildings
Works of Rajkot Municipal Corporation” name and address of the Bidder,
tender notice number, etc. and to be submitted in physical format to the
City Engineer (Sp.), West Zone, RAJKOT MUNICIPAL CORPORATION, on or
before the date mentioned under tender notice through Registered / Post
only. Tenders received after the time and date specified in the tender
notice will not be opened and will stand rejected.
9. Submission of a tender by the agency shall mean that he has read tender
notice and contract documents and has made himself aware of the scope of
the work to be done and conditions that may be required by him in carrying
out the work and of local conditions and laws and bye-laws of the
Government, RAJKOT MUNICIPAL CORPORATION and other factors bearing
influence on the execution and cost of the works.
10. Tender shall be stand rejected if:
1. The Bidder proposed any alternation in the work specified or any
conditions or corrections made in the technical /price bid.
2. Any eraser is made in the tender unauthenticated or any page(s) is /
are removed or replaced.
3. The Bidder shall submit the tender which satisfied each and every
conditions laid down in the Tender notice and documents, failing which
the tender will be liable for rejection.
4. Stipulates the validity period less than what is stated in the for more
tender deviating from terms and condition of contract.
5. Does not quote his rates inclusive of income tax, Central taxes or any
other taxes in his rates.
6. Does not disclose the full names and address of all his partners in the
case of partnership firm.
7. Does not fill in and sign the tender form as well as the bill of quantities
and rates, annexure, specification, etc.
8. Does not pay the Earnest Money Deposit / Tender fee by Demand Draft.
9. Does not submit the tender before the stipulated time and specified date
in the Account Office as directed.
10. Does not quote the rates for each part of the Price-bid.
11. Does not attach the sufficient documents mentioned in the post-
qualification cum technical bid.
1. All corrections, additions or posted slips to be initialed by the Bidder.
2. All pages of tender documents should bear initial of the Bidder.
3. The Bidder shall submit the tender which satisfies every condition laid
down in this notice and tender documents, failing which the tender
is liable for rejection.
4. Notice of inviting tenders shall be a part of the contract documents.
5. Acceptance of tender/quotation will rest with the competent authority
of RAJKOT MUNICIPAL CORPORATION, who does not bind himself to
accept the lowest and reserves the right to accept or to reject any or all
quotations/tenders and no reasons will be given for acceptance or
rejection thereof.
6. Tender once offered cannot be withdrawn except with the permission of
head of the concerned department, RAJKOT MUNICIPAL CORPORATION.
7. The successful agency shall require entering into agreement with
RAJKOT MUNICIPAL CORPORATION after receiving the work order for
the said work from RMC.
8. It will be presumed that prices quoted are inclusive of all taxes and no
claim will be entertained for payment of extra taxes on the bills
submitted by them. Excluding GST any changes by govt. will be

13. The PMC/TPI agency shall be responsible for regular inspection,
monitoring, and ensuring compliance with all applicable safety standards,
labour laws, safety regulations, and guidelines issued by concerned authorities
at the project site. Any safety deficiencies observed shall be immediately
brought to the notice of the concerned contractor, corrective actions shall be
ensured, and the same shall be documented in the inspection/reporting
14. During execution of the works, the agency shall coordinate at
technical and administrative levels with the Roads Department, PGVCL,
Railway Authorities, Telecom Agencies, and other Government/Semi-
Government organizations as required to ensure smooth implementation of
the project without hindrance.
15. As per the empanelment/work order conditions, the agency shall
deposit a Security Deposit of Rs. 2,00,000/‐(FOR TPI), Rs. 6,00,000/- (FOR
PMC) at the time of agreement Plus equivalent to 5% (Five Percent) of the
total contract value separately. Recovery of the Security Deposit from running
bills shall not be permitted.
16. If, during the course of execution, Rajkot Municipal Corporation
finds the services, quality of performance, progress, or methodology adopted
by the agency to be unsatisfactory, RMC shall have the absolute right to assign
the remaining work to another agency without prior notice to or consent from
the agency. The agency shall not be entitled to raise any objection, claim, or
demand compensation in this regard.
17. Where the agency is appointed as PMC, it shall, whenever required
by Rajkot Municipal Corporation, carry out independent proof checking of
structural designs, hydraulic designs, and other technical designs and submit
a certified opinion/report. No additional remuneration shall be payable for
such services unless specifically approved otherwise by RMC.
18. For all projects under the Defect Liability Period, the agency shall
submit a detailed DLP monitoring report every three months. In case of any
defects observed, the agency shall ensure timely rectification through the
concerned contractor by undertaking necessary coordination, follow-up,
supervision, and deployment of required staff.
19. The PMC/TPI agency shall prepare and submit detailed
presentations at intervals specified by Rajkot Municipal Corporation covering
project progress, quality control measures, financial status, key
issues/constraints, and proposed future action plans.
20. No change in the key technical personnel deployed at the site shall
be made without prior written approval of Rajkot Municipal Corporation. Any
proposal for replacement shall be accompanied by details of personnel
possessing equivalent or higher qualifications and experience. Such changes
shall be implemented only after obtaining written approval from RMC.
21. The staff deployed by the agency shall, under the guidance of
Rajkot Municipal Corporation officials, diligently perform all responsibilities
related to quality control, timely project implementation, documentation,
inter-departmental coordination, and technical consultancy services.
22. Project Impact Report Must be submitted of each Individual Project
by Relative TPI / PMC Agency.
The above conditions shall form an integral part of the General and Special
Conditions of Empanelment for PMC/TPI agencies of Rajkot Municipal
Corporation. Acceptance and compliance with all such conditions shall be
mandatory for the empaneled agency.

5.0 BID EVALUATION
After the technical evaluation is completed, the Client shall notify,
those Bidders whose Proposals qualifying the desired criteria,
indicating the date, time, and location for opening of Financial
Proposals. (Bidders’ attendance at the opening of Financial Proposals
is optional). The Financial Bid under the second part shall be opened
of only those Bidders whose pass in Technical evaluation.
5.1 Negotiations
After opening of the Financial Bid, RMC may carry out the Negotiations
with any or all the bidders at its discretion.
RMC shall prepare minutes of the negotiations which will be signed by
the Client and the Consultant.
If the proposal which do not fulfil all or any of condition or are
submitted incomplete in any respect or are conditional proposal, will
be rejected. Municipal Commissioner reserves the rights to reject all
the proposals or reduce/increase the Scope of Work up to any extent
without assigning any reason thereof.
5.2 Award of Contract
After completion of negotiations, the Client shall award the contract
to the lowest Bidder L1.
RMC can Empanel other qualified agency at rate of L1.
6.0 TIMELIMIT AND CONTRACTPERIOD
Time limit for contract period shall be 3 years from the date of
work order. However, RMC / Client may extend the time period up to
completion of the contractor's work. No extra payment or rise in fee
shall be paid for t h e extension of time.
7.0 FEES AND PAYMENT
• Charges of TPI/PMC agency shall be on % basis of actual amount
of work executed based on PMC report as the case may be including
all site / quarry/ factory visits.
• Payment shall be excluding the tax which shall be paid as extra on
fee at the rate prevailing from time to time of the payment and as
per the Government rules
• TPI/PMC charge is on percentage basis of project cost and will be
paid accordingly.
• Bidder / TPI / PMC agency shall make their own arrangement for to
and from for site visit, factory visit within Gujarat. Outside visit shall
be for testing and inspection of engineering materials to be used for
the project, charges for travel expenses, district allowances, out
of pocket expenses, lodging, boarding etc. shall be borne by the
TPI/PMC agency.
• All payment shall be done to TPI/PMC agency through local cheque
• TPI/PMC agency shall submit their bills as per bills received of
respective project work.
8.0 CONDITIONS OF CONTRACT
Unless the context otherwise required, the following terms whenever
used in this tender have the following meanings.
• "Applicable law"- means the laws and any other instruments having
the force of law in India (as they may be issued and in force from
time to time) to which these conditions of Contract are attached
• "Government"-means the Government of India, Government of
• "Services" means the work to be performed by the Agency /
TPI/PMC agency as described in the tender here to.
• “RMC, Client, Employer” means, RAJKOT MUNICIPAL
CORPORATION, having its office located at RAJKOT.
• “Party” means the client or the Bidder/ Agency /TPI agency/ TPI/
PMC agency / firm as the case may be and parties mean both of
• “TPI” means Third party inspection agency and successful Bidder
• “Engineer-in-charge” - Client's authorized representatives /
Director(Projects)
• “Contractor” - A person or agency/ firm to whom Client has awarded
the execution of work of the project on which TPI has to perform
their work and duties
Taxes and duties
The RMC will make the payments after deducting the taxes from the bill.
TPI/PMC agency shall pay all other taxes, duties, fees and other
imposition as may be levied under the applicable law from time to time.
Overall responsibility regarding any taxes, levies, etc. shall be on part of
TPI/PMC agency.
(a) For the purposes of this tender, Force Majeure means an event
which is beyond the reasonable control of a party, and which makes
a party's performance of its obligations here under impossible of so
impractical as reasonably to be considered impossible in the
circumstances, and includes, but is not limited to, war, riots, civil
disorder, earthquake, fire explosion, storm, flood or other adverse
weather conditions, strikes, lockouts or other industrial action
(except where such strikes, lockouts or other industrial action are
within the power of the Party invoking Force Majeure to prevent),
confiscation or any other action by the Government Agencies.
(b) Force Majeure shall not include (i) any event which is caused by the
negligence or intentional action of a Party nor (ii) any event which a
diligent party could reasonably have been expected to both.
(c) Force Majeure shall not include in sufficiency of funds or failures to
make any payment required here under.
Measures to be taken:
(a) A party affected by an event of Force Majeure shall take all
reasonable measures to remove such party in ability to fulfill its
obligations here under with a minimum of delay.
(b) A Party affected by an event of Force Majeure shall notify the other
party of such event as soon as possible and in any event not later
than 14 days following the occurrence of such event providing
evidence of the nature and course of such event and shall similarly
give notice of the restoration of normal condition as soon as possible.
(c) Party shall take all responsible measures to minimize the
consequences of any event of forced Majeure.
Extension of time
Any period with a party shall complete any action or task shall be
extended for a period equal to the time during which such party was
unable to perform such action as a result of forced Majeure.
Not later than 30 days after the TPI/PMC agency, as a result of an event
of Forced Majeure, has become unable to perform a material portion of
the services, the party shall consult with each other with a view to
agreeing on appropriate measures to be taken in their circumstances.
The RMC may by written notice of suspension to the TPI/PMC agency,
suspend all payments here under If the TPI/PMC agency fails to perform
any of their obligations including carrying out of the services provided
that such notice of suspension
(i) shall specify the nature of the failure and
(ii) shall request the TPI/PMC agency to remedy such failure within the
period not exceeding 30 days after receipt by the TPI/PMC agency of such
notice of suspension.
The RMC may take action by not less than 30 days’ written notice of
termination to the TPI/PMC agency. Such notice to be given after the
occurrence of any of the events specified in paragraph (a) to (e) of this clause
terminates this contract.
a. If the TPI/PMC agency fails to remedy a failure in the performance of their
obligations here under as specified in a notice of suspension, pursuant to
clause here in above within 30 days of receipt of such notice of suspension
or within such further period as the RMC may have subsequently approved
b. If the TPI/PMC agency become (or If the TPI/PMC agencies consist more
than one entity, if any of their members becomes) insolvent or bankrupt or
enter into any agreement with their creditors for relief of debt or take
advantage of any law for the benefit of the debtors or go into liquidation or
receivership whether compulsory or voluntary.
c. If the TPI/PMC agency submit to the RMC a statement which has a
material effect on the right, obligations or interests of the RMC and which
the TPI/PMC agency know to be false.
d. If as a result of forced Majeure TPI/PMC agency are unable to perform the
material portion of the service for a period of not less than 60 days or
e. If the RMC, in its sole discretion and for any reason what so ever decides to
terminate the TPI/PMC agency.
OBLIGATIONS OF THE TPI/PMC AGENCY – General Standard of
The TPI/PMC agency shall perform the Services and carry out their obligations
with all due diligence, efficiency and economy, in accordance with generally
accepted professional techniques and practices, and shall observe sound
management practices and employ appropriate advanced technology and safe
and effective equipment, machinery, materials and methods. The TPI/PMC
agency shall always act, as faithful advisers to the RMC and shall at all times
support and safe guard the RMC's legitimate interests.
Law Governing Services
The TPI/PMC agency shall perform the services in accordance with the
Applicable law. The RMC shall advice the TPI agency in writing of relevant local
customs and the TPI/PMC agency shall after such notifications, respect such

All the data, reports, drawings, etc. generated, prepared and submitted by
the TPI/PMC agency as a part of this job shall remain property of RMC.
Documents prepared by the TPI agency shall be property of the RMC. All plans,
drawings, specifications, designs, reports and other documents prepared by
the TPI/PMC agency in performing the services shall become and remain the
property of the RMC and the TPI/PMC agency shall not later than upon
termination or expiry of this contract, deliver all such documents to the RMC
together with a detailed inventory thereof. The TPI/PMC agency may retain a
copy of such documents. Restrictions about the further use of these
documents, if any, shall be specified in the schedule of contract.
9.0 GENERAL CONDITIONS OF CONTRACT
All conditions given in the clauses appearing here in after shall be deemed to
form part of the contract and shall be deemed as supplementary to the same.
These conditions shall be binding on the TPI/PMC agency in the same manner
as other terms and conditions in this contract.
The party whose tender may be accepted (there in after called the TPI/PMC
agency, which Expression shall unless excluded by or repugnant to the context
include his heirs, executors, administrators and assignees) shall (within
days of the receipt by him the written intimation regarding acceptance of his
/ their tender) deposit with Engineer-in- charge in D.D / FD security deposit
to The RAJKOT MUNICIPAL CORPORATION, RAJKOT. As per Tender Condition.
In any case in which under any clause or clauses under this contract, the
TPI/PMC agency shall have tendered himself liable to pay compensation
amounting to the whole of this security deposit whether paid in one sum or
deposited by installments or in the case of abandonment of the work owing to
serious illness or death of the TPI/PMC agency or any of the following courses,
as he may deem best suited to the interest of the work.
(a) To rescind the contract (of which recession notice in writing to the
TPI/PMC agency under the hands of the client shall stand conclusive evidence
and in that case security deposit of the TPI/PMC agency shall stand forfeited
and be absolutely at the disposal of client.
(b) To carry out the works, or any part of the work debiting to the TPI/PMC
agency, the cost of such work (as to the correctness of which cost and price
the certificate of Engineer in charge shall be final and conclusive against the
TPI/PMC agency and crediting him with the value of the work done, in all
respects in the same manner and at the same rates as if it had been carried
out by the TPI/PMC agency under the terms of this contract and in that case
the certificate of the Engineer-in-charge as to the value of the work one shall
be final and conclusive against the TPI/PMC agency.
(c) If the TPI/PMC agency is an individual or proprietary concern and the
individual or the, proprietor dies, then unless the accepting authority is
satisfied that legal heirs representatives of the individual TPI/PMC agency or
of proprietary concern, are capable of carrying out and complete the contract,
the accepting authority shall be entitled to cancel the contract as to its
incomplete part by forfeiting the security deposit without RMC being in any
way liable to payment of any components to heirs of the deceased TPI/PMC
agency on account of the cancellation of the contract. The decision of the client
that the legal representatives.
The TPI/PMC agency shall not assign or sublet without written approval of the
Engineer-in-Charge, the work contracted and if the TPI/PMC agency shall
assign or sublet his contract or attempt to do so, or become insolvent or make
any composition with his creditors or, attempts to do, for the engineer-in-
charge may, by notice in writing, rescind the Contract. Also, if any bribe,
gratuity gift, loan, perquisite, shall either directly or Indirectly be given,
promised, or if offered by the TPI/PMC agency, or any of his servants or agents
to any public office or person shall become in anyway, directly or indirectly
interested in the contract the engineer-in-charge by giving notice in writing
rescind the contract.
In the event of contract being rescinded, the security deposit of the TPI/PMC
agency shall there upon stand forfeited and absolutely at the disposal of the
client and the same consequences shall clause here of and in addition, the
TPI/PMC agency shall not have been titled to recover or be paid for any work
for actually per formed under the contract.
The time allowed for carrying out the work as entered in the tender shall
strictly be observed by the TPI/PMC agency and shall be reckoned the date on
which the order to commence work is given to the TPI agency.
If the progress of any particular portion of the work is unsatisfactory, the
Engineer-in- charge shall not be withstanding general progress of the work is
satisfactory in accordance with clause been titled to take action under cl.2(a),
2(b) and 2(c) above after giving 10 days’ notice in writing to the TPI/PMC
agency. The TPI/PMC agency will have no claim for compensation for any loss,
sustained by him owing to such action.
If at any time after the execution of the contract documents, the Engineer-in-
charge shall for any reason whatsoever require the whole or any part of the
work as specified in the tender, to be stopped for any period or shall not
require the whole or part of the
work to be carried out at all or to be carried out by the TPI/PMC agency, RMC
shall give notice in writing of this fact to the TPI/PMC agency who shall there
upon suspend or stop, the work totally / partially, as the case maybe. In any
such case, expect as provided here under, the TPI/PMC agency shall have no
claim to any pay mentor compensation whatsoever on account of any profit
or advantage which he might have derived from the execution of the work in
full but which he did not so derive in consequence of the full amount of the
work not having been carried out, or on account of any loss that he may be
put to on purchase or for unemployment of staff recruited by him, he shall not
also have any claim for Compensation by reason of any alteration having been
made in the original conditions of contract and instructions involving any
curtailment of the work from that originally contemplated.
In the event of any deficiency in service from TPI/PMC agency, the contract
shall be rescinding with immediate effect and the security deposit of the
TPI/PMC agency shall there upon stand forfeited and absolutely at the disposal
Under no circumstances whatsoever, shall the TPI/PMC agency be entitled to
any compensation from client on any account, unless the TPI/PMC agency
shall have submitted a claim in writing to the Engineer-in-charge within one
month of the cause of such claim occurring.
All sums payable by a TPI/PMC agency by way of compensation under any of
the conditions shall be considered as a reasonable compensation to be applied
to, as required by the client, shall be without reference to the actual loss,
damage sustained and whether any damage has or has not been sustained.
The expression "works" or "work" where used in these condition shall, unless
there be something in the subject or context repugnant to such construction
be construed to mean the work or works, contracted to be executed under or
in virtue of the contract, whether temporary or permanent, and whether
original, altered, substituted or additional.
The TPI/PMC agency shall not enter upon or commence any portion of work
except with the written authority and instructions of the Engineer-in-charge
or of his subordinate- in-charge of the work. Failing such authority, the
TPI/PMC agency shall have no claim to ask for payment for such work done if
All works to be executed under contract shall be executed under the directions
and subject to the approval in all respects of the Engineer-in-charge or his
authorized agent who shall be entitled to direct at what point or points and in
what manner they are to be commenced, and from time to time throughout
the construction period.

If the TPI/PMC agency shall desire an extension of the time for completion of
the work on the ground of his having been unavoidably hindered in its
execution or on any other ground, he shall apply in writing to the Engineer-
in-charge within 30 days from the date on which he was hindered as a foresaid
or on which the cause for asking for extension occurred. The Engineer-in-
charge if in his opinion considers that there are reasonable grounds for
granting an extension, may refer to client for considering grant of such
extension being necessary or proper. The decision of the client in this matter
shall be however final.
Any TPI/PMC agency who does not accept all these conditions as above shall
not be allowed to tender this work.
Disputes, if any, shall be discussed and mutually settled. In case of
disagreement, the same shall be referred to Chief Executive Authority RMC. If
the said dispute is not solved, the same shall be referred to the Court subject
to Rajkot Jurisdiction only.
If the TPI/PMC agency fails to complete the work, the Chief Executive
Authority RMC, take actions in accordance to clause2 (a) or (b) or (c) of the
Contract, in such cases, the remaining work has to be carried out by
advertising the tender for the remaining work and the whole administrative
process right from inviting the tenders to finalizing the tender etc. will have
to be carried out by RMC.
For this, repetition a fixed amount of Rs. 25,000/- shall be recovered from the
original TPI/PMC agency towards the cost re-advertisement and other
administrative charges incurred by the department in finalizing the contract
for the remaining work. In case however a separate advertisement is issued
for a single work, actual cost of advertisement shall be recovered. Such
recovery shall be in addition to the recoveries to be made under clause-2 of
such other relevant clauses.

to approved specifications and accepted standard, including ensuring
quality control in accordance with tender stipulation, specifications,
drawings and site conditions, with quality control and workmanship at all
stages of execution of individual items of work. At site/plant and also take
photographs before the execution and during the execution on periodic
basis and submit it regularly to RMC.
TPI shall ensure proper establishment of field laboratories by the contractor
to conduct all required tests on materials for constructions such as cement,
steel, sand, bituminous etc. essential gauges, instruments etc. should be
arranged to be calibrated periodically. And TPI shall also supervise periodic
inspection for machine/equipment and also maintain necessary site records
and obtain date in support of the same. TPI shall ensure a required field
and laboratory tests on materials of construction as well as partially or
completely erected structures etc. are carried out by contractor and
maintain adequate records thereof.

CONSTRUCTION STAGE: -
Construction: ‐
Analysis for the various project related activities with reference to time frame,
resource allocation & scheduling using latest techniques, Mobile Application
and software as approved by the RMC.
Attend periodic meetings to review the progress of the project works in terms
of various buildings and services. Such meetings shall be held with the
Architects, Applicants, Employer’s Engineer‐in‐charge and Sub‐Consultants.
Review and monitor the Applicant’s quality control and quality assurance
procedure in co‐ordination with the Architects.
Manage and inspect on site activities / day‐to‐day supervision of works under
execution to achieve high quality construction and installation in accordance
with drawings and specifications; construction and installations are as per
design intent and as per approved method statement; right sequence of
construction is followed.
Construction is as per time lines, material delivery schedules are as per project
time lines; Record measurement of works under execution and keep proper
custody of the records produced for inspection of measurement records
whenever needed.
Provide the owner with necessary data required for expeditious decision

Post Construction Stage: -
During this phase, the activities are likely to be as under:
• Settlement of all accounts of the Applicants.
• Witness testing & commissioning of all utilities and certify the same.
• Provide project completion report which shall contain all technical,
functional and financial information of the project.
• Co‐ordinate with vendors/ Applicants and arrange for user operation &
maintenance manuals and training to client’s representatives. All
warranties and guarantees on equipment/fixtures etc. procured by the
Applicants shall be in the name of RMC and appropriate clauses will be
inserted in the RFP documents by PMC in this regard. For specialized
works like lifts, DG sets, power substations, firefighting etc. a suitable
operation and maintenance provision may be included in the RFP
documents by PMC with the stipulation that after handing over of these
works RMC shall enter into a supplementary agreement for operation
and maintenance with the Applicants on same terms and conditions.
• Provide adequate engineering and supervisory staff for day to day
inspection / monitoring of works and during Defect Liability Period and
issue of timely notice to vendors/agencies for rectification of defects, if

Quality control:
Total quality check and assurance at fullest is the prime responsibility
of the consultant which comprises of the following.
Checking the feasibility of CPM /bar chart submitted by contractor and
advice for changes if any.
Checking survey sheets and reports like OGL, C/L of road etc and
ascertaining its correctness.
Shall submit the DPR (Daily progress report) and MPR (Monthly progress
report) to the client.
Shall maintain different registers like chainage wise and date wise
activity, cement, steel registers, site incident records, level sheets,
machine numbered RFI (Request for inspection) etc.
Inspecting the performance of the works with regard to workmanship
and compliance with the specifications.
Ordering / performing tests on material different used in construction of
road and works for giving approval to the Contractor’s plant and
equipment & mix designs.
Evolving a system of quality assurance.
The ultimate goal of a quality assurance program is to build C.C pavement
and other components of the project that will have good serviceability
during its anticipated life with minimum overall cost.
The consultant shall take leadership for selection of proper materials,
adoption of proper machinery and their calibration and functioning.
The consultant shall establish a Quality Assurance System that will set the
framework for checking and testing the works and materials. It shall be
based on relevant and latest Indian Road Congress Specifications,
handbook of Quality Control for Construction of Roads and Runways (IRC),
MoRTH the appropriate Indian Standards and the principles of statistically
based quality assurance procedures and total quality control practices. In
areas where these specifications are silent, British Standards and ASTM
codes shall be referred as considered suitable.
Laboratory: The consultant shall check the adequacy of the laboratory
set up by the contractor including review of the laboratory equipment,
close examination of the equipment, their sensitivity, calibration and the
staff deployed for managing the laboratory including the arrangement
for maintenance and operations of the equipment shall submit monthly
details lab. as well as site checking report to the Engineer in charge.
Review of Material Sources: The contractor will be required to furnish
a list of materials he intends to use in the works along with their source.
The consultant shall inspect the source to ascertain their suitability. If
the sources are found to be unacceptable then the contractor shall be
advised / instructed to procure the same from other acceptable sources.
The consultant shall have to see that contractor is not using material
from the source other than the approved one. The consultant shall order
for additional tests if necessary to establish quality of construction.
Review Mix Designs: The consultant shall review and check the
designs for concrete and pavement and laying methods, sampling and
testing procedures proposed by the contractor and approve them or
suggest modifications as required. Parameters for design would include:
gradation of aggregates and their mechanical properties, mix stability
and their flow, air voids and density, strength proportion type of
material to be use etc. Once the contractor has produced mix design
conforming to the specified limits, and verified it by repeated laboratory
tests; the consultant shall authorize plant trials and then paving trials
over a short length of pavement. The paver mix shall then be sampled
and tested and the mix design adjusted to bring the plant produced mix
within the specified limits. Once this is done the consultant shall approve
this mix as the Job Mix Formula and recommend its use on the works.
The same shall also be submitted to Engineer in charge for approval. It
shall be the consultant’s responsibility to check and review the mix
design every time the material type or source is changed. The consultant
shall compel to contractor procedure of mix design shall be complete
within mile stone as per tender conditions.
Dimensional Accuracy and Field tests: The contractor will be
required to undertake the Quality Control Program. The consultant shall
check the contractor’s program with particular attention on the following

Inspection of the work: The consultant shall prepare an inspection
program which shall target principally the material quality control,
laboratory and in situ testing of construction materials, laboratory and
field testing of completed works to ascertain compliance with

Surface tolerances on carriageway construction shall be measured as
the work of laying the pavement proceeds. Filter media shall be
assessed for grading.
Formwork and placing of steel bar shall be inspected with respect to
their adequacy and conformity with the structural drawings and
concreting shall be allowed only after approval of the same.
The consultant shall also on a regular basis inspect for the safety aspects
related to construction. The consultant shall issue monthly and interim
payment certificates only after the quality of works is found to be

Deliverables for Project Management Consultant:
1. Site visit reports should be submitted to the client regularly.
2. Whenever presentation of the project is required by client, at that time
consultant should make full detail presentation and submit to client and
also represent to the clients.
3. If any problems are occurred in the field visit report, all details of the
site should be submitted to the client whenever required.
4. Detailed completion report to be submitted by the consultant for each
site separately.
Completion Stage and Handing Over Stage
a. Obtain and submit all the records from the Consultant and the records
of any changes made in the works during the progress of works and
submit adequate number of completion reports and completion
drawings for the project, prepared by the contractor/ Consultant
incorporating all such changes, duly authenticated as required for
obtaining 'Completion/ Occupancy Certificate" from statutory
authorities, wherever required.
b. Obtain certification from Consultant and submit “As Built Drawings”
prepared by the Contractor at an appropriate scale indicating the details
of building, structure and services duly authenticating and supply 8 sets
of as built/completion drawings to Project Coordinator RMC also hand
over the originals of the completed drawings.
c. Obtain from the Consultant and submit two soft copies of the entire
drawings/ documents & two sets of drawings on reproducible paper for
the works executed to the Project Coordinator, RMC.
d. Verification of work on its completion and issuing completion certificates
(virtual as well as actual) for the completed works, so as to enable RMC
to record completion of the works.
e. Verification by taking and recording joint measurements of the final bill
to be submitted by the contractors, process, certify and recommend as
per the terms and conditions of contract agreement for release of final
payment by RMC and attend to the observations /queries raised while
processing the same for payments by RMC.
f. Project Management Consultant shall also submit necessary information
as required by RMC for finalization of accounts and commits to continue
to till the accounts are finalized at agreed upon terms.
g. The Project Management Consultant shall maintain complete
documentation and render all technical services as may in any way
relate to or arise out of the construction of the said work as have been
entrusted to the Project Management Consultant by RMC. Project
Management Consultant shall obtain statutory approval/approvals of
RMC or the maintenance agency appointed by RMC for the said purpose,
with respect to the completed works.
h. The completed works shall be handed over by the Project Management
Consultant along with the necessary documentation in pre-determined
phases, to the RMC or the appointed agency or any allottee / occupant
authorized by RMC. Consultant shall also promptly attend to any
defects/deficiency noticed in the completed works within the scope of
work of execution by the said taking over agency without demur.

2. The Commencement Report shall contain the details of all meetings held
with the Client (RMC) and the contractor and decisions taken therein,

and Resource Mobilization for the Project.
3. The monthly Progress Report shall contain details of all meetings,

the projected progress for the forthcoming periods. The Report shall
clearly bring out the delays, if any reasons for such delay(s) and the
recommendations for corrective measures.
4. Final Report
The consultant will prepare a comprehensive final completion re po rt after
completion of the work. The report shall incorporate summary of the method
of maintenance supervision performed, problems encountered a n d solutions
undertaken thereon and recommendations for future projects of similar nature
to be undertaken by the employer.
Payment Schedule
5. The consultant has to continue providing his services until the
completion of the project. Payments to agency would be done by RMC on
percentage (%) basis for Project Management Consultant for preparing
Estimates, Tenders, Evaluation of Tenders, consulting and supervision work
of Community Hall project in the RMC Area as and when required. These
payments would also be linked to actual deliverables and would be subject to
recommendations mad e by RMC at various point of time during project
implementation.

Quality Assurance Plans
Depending upon specifications of contract documents, TPI/PMC shall collect details
of manufacturing process, applicable specifications, applicable drawing and their
specified limits of parameters to be inspected in support of quality of manufacture
as per the standards / specifications / requirements approved by the client.
TPI/PMC shall undertake scrutiny and vetting of manufacturer's item- wise Quality
Assurance Plans for their adequacy and completeness and the then decide upon
the involvement at different stages of manufacture.
Ensuring usage of correct materials

intimated within 6 hrs on phone and same shall be incorporated in
quality observation report
2 The field engineer must communicate with client's engineer every day
3 The field Inspecting Engineer must intimate to his controlling manager
on phone / in person of all deviations/visit of Client's officer / any
event which he feels may be relevant.
4 The summary of observation shall be made and submitted to the
client's Director(Projects) once in a fifteen days
